Jorge, a driver with over 20 years of experience and a highly skilled professional in his field , waited on a road in Cuautitlán Izcalli, State of Mexico, for the moment he could access the yard of the client who was to receive his merchandise. That May 10th, Jorge was sending messages to congratulate his mother and the mother of his children, because this demanding profession makes it difficult to be with his family on those holidays.

Shortly after 8:00 p.m., Jorge was the victim of a crime. The criminals quickly entered his tractor-trailer and, at gunpoint , forced him out while they set up jammers to block the signal. This attempt was unsuccessful, as the trucking company’s control tower successfully countered the jammers. The robbery was thus thwarted.

What could have been a success story turned into a tragedy. Days after the incident, Jorge was no longer driving his tractor-trailer; instead, his coffin was inside the vehicle as a kind of tribute. The assailants who had attacked him, in their frustration, beat him to death .

“The meetings with prosecutors and the agreements reached with various governments are not doing any good, insecurity is at its worst level, and what’s worse, they continue to kill our operators, that is the number that we should be publishing as a sector,” says a frustrated transport businessman about the situation that prevails in Mexico.

In response to the publication of official figures from the Mexican government on cargo theft, which show progress and even suggest a decrease of up to 20% so far in 2026 compared to the previous year , all transporters agree that this reduction is not being reflected in the figures, and that it is very easy to report figures that do not match reality.

“Drivers are not a statistic ,” reads an image circulating on social media, where transport business owners are raising their voices in outrage, demanding that these are people who go out to work and deserve to return home. “We demand safety. We demand respect. We demand that they be able to return,” the image emphasizes.

T21 spoke with several business owners about this situation, and the common theme was the indignation at the lack of response from authorities and union representatives to raise awareness that the insecurity situation translates into the death of people, not just the loss of vehicles or merchandise .

On May 17, the National Chamber of Freight Transportation (Canacar) posted on its social media:

“At Canacar, we deeply regret the incidents that continue to claim the lives of truck drivers… Driver safety must remain a priority. Therefore, we reiterate our commitment to continue working in a coordinated and institutional manner to implement actions that strengthen road safety.”

According to an analysis by The International Road Transport Union (IRU) , the shortage of operators in Mexico will exceed 108,000 jobs in 2028 , and Mexico is one of the countries where there is a severe difficulty in filling these jobs ; among the factors that influence this is precisely the insecurity experienced by the road transport sector .

Food and beverage products remain among the most vulnerable to highway theft, according to Overhaul . During the first quarter of 2026, this sector accounted for 25% of cargo thefts reported nationwide, while the central and Bajío regions accounted for 68% of the incidents. The states of Mexico, Guanajuato, Michoacán, Puebla, Veracruz, and San Luis Potosí alone accounted for 65% of the reported cases.

In addition, the criminals focused their attacks mainly on tractor-trailer trucks and double-trailer units, especially during nighttime hours and times when the operators were resting.

Given this scenario, the National Chamber of Freight Transportation (Canacar) began meetings with prosecutors from various states to review files related to cargo theft and strengthen the follow-up of cases.

Augusto Ramos, national president of Canacar, explained to T21 that, in addition to the permanent meetings with the three levels of government, they have now also begun meetings focused on reviewing investigation files related to cargo theft.

He noted that three meetings have already been held under this scheme and announced that, starting this May, Canacar will replicate in Puebla the permanent security table that it currently maintains in the State of Mexico, because together with Veracruz they concentrate around 50% of the robberies of motor transport .

Ramos also assured that the weekly exchange of information on cargo theft continues with the National Guard and other organizations in the sector, such as the National Association of Private Transportation (ANTP) and the National Confederation of Mexican Transporters (Conatram) .

Insecurity in the State of Mexico maintains constant pressure on the trucking industry , in one of the states with the highest crime rates in the country and a key hub for the distribution of goods. Faced with this situation, coordination between authorities and the private sector has become the cornerstone of efforts to contain the problem.

From the state delegation of the National Chamber of Freight Transportation (Canacar) , the work is coordinated through monthly inter-institutional meetings where the National Guard , state authorities, C-5 centers, as well as representatives of the transportation sector participate.

The timely monitoring of incidents and the exchange of operational information are part of these meetings, which also seek to resolve one of the main obstacles: the fragmentation between federal and local levels, which often dilutes responsibilities in addressing crimes.

“We often find that if it’s a federal section, or if it’s a local section, then we seek that cooperation,” explained Paulina Montserrat Muñoz, delegate of Canacar in the State of Mexico.

In this context, strengthening institutional communication and ensuring the continuity of these spaces are emerging as key elements for advancing the security strategy. The close relationship with the authorities, he affirmed, is the result of sustained work over the years, not isolated actions.

At the same time, the organization is working on developing a more precise diagnosis of crime hotspots in the state. To this end, it is preparing a data collection effort that will be presented to the authorities , based on records from Canacar’s national call center .

“We are preparing the information through the call center and once we have it, the authorities told us: ‘present what you have and we will work with that’,” Muñoz explained.

This approach becomes more relevant when considering the geographical concentration of crime.

According to information from Overhaul , 68% of the incidence of cargo theft of food and beverages is concentrated in the central (37%) and Bajío (31%) regions, while 65% of these events are registered in six entities, including the State of Mexico, which concentrates the largest number of cases with 18 percent .

At the highway level, incidents are concentrated on strategic corridors such as the Mexico City–Saltillo highway (MEX-57D) with 14% of the events, followed by the Mexico City–Veracruz highway (MEX-150D) and the Guadalajara–San Luis Potosí highway (MEX-80D), both with 5%. Furthermore, the main target of criminals is heavy vehicles, particularly tractor-trailers (58%), box trucks (18%), and cargo vans (16%).

Thus, in an environment where crime rates remain high in key areas , the sector’s strategy involves not only reinforcing operational presence, but also consolidating effective coordination that allows information to be translated into concrete actions in the field.

In the State of Mexico, the operational pressure is even greater. The state concentrates more than 101,000 federal motor transport units, of which approximately 84% are freight trucks, positioning it as a strategic hub for national distribution, according to Ruiz.

Given this scenario, coordination between authorities and the private sector is emerging as the primary way to address the challenges. The DGAF emphasized that its collaborative work with Canacar continues through ongoing working groups, where key operational issues are reviewed and adjusted.

These measures include promoting service stations, training operators, and strengthening the regulatory framework, with the goal of improving the safety, efficiency, and competitiveness of road transport in the country , the official explained.

Thus, the start of the new state leadership takes place in an environment where the challenges are clearly defined and the demand is not only to represent the union, but to influence the conditions that determine its daily operation.

Consolidating Mexico as a logistics and foreign trade platform requires more than just growth in flows and volumes: it demands sufficient infrastructure, streamlined processes, and close coordination between the public and private sectors. This was the central consensus of the panel “Perspectives on the Development and Growth of Foreign Trade, Consolidation of Logistics at the National and International Levels ,” held at the ANERPV Forum , where federal officials and business representatives met.

In the context of the 23rd anniversary of the National Association of Vehicle Tracking and Protection Companies (ANERPV) , the panel members concluded that logistics cannot be understood only as an operational function, but as a strategic enabler of economic development .

This involves challenges and obstacles in the areas of security, digitalization, talent, multimodal infrastructure, and regulations that facilitate the transit of goods, which have been configured as the pillars on which the country’s logistical competitiveness must be built , both for the domestic market and for its integration into global value chains.

Gerardo Tajonar, vice president of the National Chamber of Commerce, Services and Tourism of Mexico City (Canaco CDMX) , emphasized that international trade operates in a high-risk environment facing maritime route closures and geopolitical conflicts, which has motivated the reconfiguration of supply chains.

As a result of the above, coordination between the government and private sector participants is required to address these disruptions that are due to exogenous factors , and the members of the supply chain must manage them.

José Carlos Gilibert, Vice President of Security for the National Chamber of Freight Transportation (Canacar) , stressed that insecurity on the highways continues to be a profound problem , which translates into the killing of drivers.

Regarding infrastructure, Gilibert Peña warned about the lack of infrastructure, which is manifested in the saturation of toll booths due to a lack of technology that would make them more efficient, but also because the options for highways and roads have not kept pace with the operating conditions of road transport .

“Due to insecurity, transporters must stop traveling at certain times, which means we have to travel during daylight hours, coinciding with private vehicles,” added José Gilibert, who also asserted that technological issues such as tracking, telemetry and artificial intelligence are no longer optional, but structural.

Paulino Herrera Manzano, executive director of Supervision at the General Directorate of Federal Motor Transport (DGAF) , stated that progress has been made in self-regulation projects that will allow companies to register operators, units, and cargo for real-time monitoring .

These processes require intensive use of digitization and administrative simplification to reduce times in permits, licenses and authorizations , despite the fact that in previous months the lack of plates for motor transport was denounced, and a circular was even issued to be able to deliver them in printed form, while the metal plates arrived.

From the perspective of Ignacio Aguado, Director General of Innovation, Services and Foreign Trade at the Ministry of Economy , he described that there is a reality where some sectors are export-intensive, while domestic consumption has a high import rate.

Given this situation, Aguado emphasized the importance of logistics, a cross-cutting sector that connects industry, commerce, and infrastructure. To strengthen it, actions have been taken to bolster human capital through certifications and competency standards for the logistics sector, in response to an estimated 25%–30% labor shortage in the industry, with the shortage of truck drivers exceeding 90,000 positions.

Highway insecurity has once again become the central issue. Not just as a topic of discussion, but as an operational reality. Blockades on various stretches of road across the country, exposed drivers, and stranded goods have demonstrated that the problem is not merely a matter of perception. It is structural. And in this context, the president of the National Chamber of Freight Transportation (Canacar) , Augusto Ramos, outlined a position that attempts to navigate between two lines: acknowledging the official figures while simultaneously admitting that the reality on the roads does not yet align with them.

During the presentation of the results of his first month in office, Ramos outlined the progress made in dialogue sessions, institutional coordination, and actions to address the main challenges of the sector, in an environment marked by road insecurity.

Official data points to a decrease in cargo theft of around 21% by 2025. However, the violence with which these crimes are committed and the vulnerability of drivers continue to put pressure on the sector. “The theft is very aggressive,” Ramos warned, and insisted that the challenge is not only to reduce the number of crimes, but also to better understand what is really happening on the road.

That’s where the contrast emerges. While official figures show a downward trend, reports of extortion, kidnappings, and assaults persist in daily operations . Far from dismissing either perspective, Canacar chose to develop its own.

Since March, the Chamber has begun collecting direct information from companies, operators, insurers and tracking systems, with the intention of cross-referencing it with the authority and, if necessary, confronting it.

The next step will be to institutionalize this process. In its first 100 days in office, the Chamber plans to establish a system for reporting cases of extortion and corruption. The stakes are high: if the reports consistently point to irregularities, they could even lead to the dismissal of public officials .

Meanwhile, the operation continues to set the pace. In March alone, four armed attacks against operators were recorded, one of them fatal. And while direct crime is the focus, road blockades amplify the problem: they stop goods, raise costs, and increase the risk of theft in a country where more than 80% of cargo is moved by road.

This interpretation is complemented by another perspective within the sector. Some companies have reported a decrease in thefts , but this is not necessarily attributable to improved public safety; rather, it stems from increased investment in technology, monitoring, and prevention. This opens a second line of analysis: if the reduction is due more to private strategies than to structural conditions, the underlying problem may persist.

Diesel and structure: the pressure that doesn’t let up

Adding to this pressure is diesel , the other major challenge for the trucking industry . Fuel represents about 30% of operating costs, and any price fluctuation immediately impacts rates. Ramos explained the equation: “For every peso the price of diesel increases, freight costs can rise by around four percent.”

The problem, however, is not within the sector’s control. Ramos acknowledged that fuel prices are driven by global factors , so companies have had to rely on both government incentives and their own operational efficiencies. Even so, the margin is getting narrower.

In this context, the sector’s very structure explains some of its limitations. He stated that more than 215,000 companies hold concessions, according to data from the Ministry of Infrastructure, Communications and Transportation (SICT) , but only about 15,000 are formally registered with the Mexican Social Security Institute (IMSS) . Furthermore, 97% are micro and small businesses, and more than 80% operate with fewer than five vehicles, Ramos explained.

With that profile, the room for maneuver is limited. Therefore, according to Ramos, Canacar has begun to strengthen its internal operations with 25 committees and 23 commissions, in addition to permanent working groups that seek to address issues such as safety, training, and operational efficiency simultaneously.

At the same time, the Chamber has chosen to strengthen its ties with the industry. Through alliances with manufacturers and suppliers such as Daimler , International , and Cummins , it seeks to provide carriers with training programs, financing, and preferential terms that facilitate fleet renewal, especially in the segment that accounts for more than half of the country’s trucks.

Meanwhile, the sector is also observing the first steps in the fleet renewal program promoted by the federal government. Canacar indicated that it already has the guidelines that will define access to these incentives, focused primarily on micro and small carriers, although it acknowledged that this is only a first step in addressing the structural shortcomings facing the fleet.

Operators: the challenge that keeps growing

But even with these efforts, the sector faces a challenge that cannot be solved solely through financing or regulation: a shortage of drivers . Currently, the deficit exceeds 90,000 drivers, a trend that is not unique to Mexico.

Added to this is the generational shift that is beginning to put pressure on the sector, with almost 15,000 operators retiring , widening the gap between supply and demand. Faced with this scenario, Canacar proposes improving training, increasing the number of new operators trained—currently around 4,000 per year—and incorporating new sources of talent, including migrants.

Faced with this situation, the Chamber’s strategy has focused on three key areas: building its own data, maintaining ongoing dialogue with the authorities, and exerting institutional pressure based on evidence. The intention is clear: to move beyond reaction and toward prevention.

The challenge, however, remains balancing two realities. On the one hand, figures that point to improvements. On the other, an operation that is still perceived as vulnerable. Amid this tension, the trucking industry continues to keep the country moving, while attempting to bring order to a sector facing pressure from all sides.

The plan aims at a dual objective: to boost domestic production of vehicles and improve the sector’s operating conditions , while also making progress in reducing emissions and improving road safety, commented Marcelo Ebrard, head of the Ministry of Economy (SE) .

In Thursday’s morning press conference, Ebrard explained that the program is structured around four pillars: tax incentives from the Mexico Plan , reactivation of the guarantee scheme, a new Official Mexican Standard on safety, and the updating of estimated prices for the importation of used heavy vehicles.

Beyond the instruments themselves, the message was also reflected in the composition of the panel. The presence of Elías Dip, president of the National Confederation of Mexican Carriers (Conatram) , along with Augusto Ramos, president of the National Chamber of Freight Transportation (Canacar) ; Virginia Olalde, executive director of the National Chamber of Passenger and Tourism Transportation (Canapat) ; Guillermo Rosales Zárate, executive president of the Mexican Association of Automotive Distributors (AMDA) ; and Rogelio Arzate, executive president of the National Association of Bus, Truck, and Tractor-Trailer Manufacturers (ANPACT) , demonstrated that the program’s scope seeks to cover the entire spectrum of the transportation industry , not just one segment of the sector.

This integration also pointed to a necessary coordination to advance in the renewal of the vehicle fleet.

Incentives, financing and regulation: the package

The tax component is presented as one of the main drivers. The program will allow companies to deduct the investment in the purchase of heavy vehicles in a single year , instead of over a period of up to four years, which immediately improves cash flow for businesses.

To this end, two billion pesos (MXN) will be allocated to incentivize the purchase of vehicles produced or assembled in Mexico. In the example presented, the purchase of a vehicle valued at three million pesos (MXN) would allow for a deduction of up to two million five hundred and eighty thousand pesos (MXN) in the same fiscal year.

This scheme is complemented by the reactivation of the guarantee program , focused mainly on micro and small transport companies, as well as the so-called “man truck driver”, with the aim of facilitating access to financing, Ebrard explained.

For this sector, there is an initial fund of 250 million pesos , which will allow the acquisition of new units to be triggered through the support of development banks, said the federal official.

In parallel, the program includes the development of a new Official Mexican Standard on safety devices, which will apply to both new and used vehicles, national or imported, with the aim of raising standards on the road network.

The emphasis is in response to a context where around 30,000 accidents involving heavy vehicles are recorded annually, according to Ebrard, in addition to estimated emissions of between six and eight million tons of carbon dioxide (CO₂) per year.

The fourth focus is on updating estimated prices for the import of used heavy vehicles, with the aim of avoiding market distortions, particularly due to practices such as the undervaluation of units and non-compliance with regulations , which seeks to establish equitable competitive conditions for the national industry.

Industry: urgent renewal and a signal to the market

The strategy is designed as a cross-cutting measure. According to Rogelio Arzate, approximately 200,000 direct and indirect jobs depend on this industry, making trucking one of the cornerstones of the Mexican economy.

Speaking on behalf of the sector, Arzate acknowledged the announcement as a strategic decision for the country and stressed the urgency of moving forward with the modernization of the vehicle fleet.

The fleet of heavy vehicles in Mexico has an average age of 19 years, which reinforces the need to accelerate its renewal, he noted.

The executive stressed that this transition has direct impacts on road safety, by incorporating more advanced technologies that protect operators, passengers and pedestrians, as well as reducing polluting emissions.

He also highlighted that the program will strengthen the productivity of the trucking industry and support micro and small businesses, particularly those facing greater barriers to accessing financing.

From an industrial perspective, the package also sends a signal about strengthening domestic content . Currently, the sector has 64% regional content, with 14% of that originating in Mexico, and there is a goal to increase this share by 2027.

With this, the program aims not only to renew fleets, but also to consolidate a more competitive ecosystem, with greater local integration and development of suppliers in the country.

Precision behind the wheel was key to the competition in its various categories, where every second counted.
This was further enhanced by the support of key brands and companies in the industry, including Difrenosa , Zinergia, Fruehauf , Mack Trucks and TTM , whose participation strengthened the development of the event and reaffirmed their commitment to the trucking industry in Mexico.

In this environment, the “Paradero” space was consolidated as a point of coexistence, where transporters and their families shared moments, participated in dynamics and enjoyed activities that reinforced the sense of community of the sector.

Representatives of the Women Leaders of the Transportation Industry initiative announced the third forum of this event, a space that seeks to promote female leadership within an industry that is key to the national economy.

The meeting will take place on September 10 at the Hotel Marquis Reforma in Mexico City, with an agenda that will include conferences, dialogue panels, specialized workshops and the second edition of the awards that recognize outstanding women in the sector.

During the presentation of the event, Arlette Casco , founder of the initiative, highlighted that the project has been consolidating itself in recent years as a platform to make visible the role of women in transportation and strengthen their participation in leadership positions. The goal, he explained, is to create a strategic space for inspiration, training, and networking that fosters collaboration within the industry.

In that regard, she emphasized that the forum’s growth reflects a greater female presence in the sector.

The first edition had 163 women participants , while the second edition had 273 attendees , so the challenge for this year is to bring together 320 participants from different areas of transport and logistics.

The day will include conferences focused on professional development and leadership within the sector. Highlights include a talk on personal branding , given by Irma Soto, Director of Marketing and Strategic Communication at Apymsa, as well as a panel discussion on women in leadership in transportation , where female executives from different segments will share their experiences and the challenges they face in the industry.

As part of this year’s new features, the program will include four specialized workshops designed to strengthen professional skills in key areas of the trucking industry: legal and regulatory matters, business strategies, new technologies, and maintenance and service. These workshops aim to provide practical tools for those involved in decision-making within companies in the sector.

The event will also host the second annual Women Leaders in Transportation (MLA) Awards , which will recognize the achievements and contributions of women in various sectors of the industry. Categories include awards such as Woman Leader, Professional Woman, Breakthrough Woman, and Logistics Woman .

The committee in charge of evaluating the applications will be made up of representatives from the transport sector, industry organizations and specialized media.

During the presentation, the addition of Eva Guerrero, Irma Herrera, and Claudia Sánchez as new partners of the Women Leaders of the Transportation project was also announced, with the aim of strengthening the development of the initiative and expanding its reach within the industry.

At the close of the announcement, Augusto Ramos, president of the National Chamber of Freight Transportation (Canacar) , highlighted the importance of promoting spaces that allow for the visibility of the role of women within freight transportation and strengthen their participation in the growth of the sector.

With this third edition, the forum seeks to consolidate itself as a meeting point for women involved in transport and logistics, promoting training, the exchange of experiences and the building of professional networks within an industry that continues to transform.
