As part of the negotiation sessions agreed upon with the federal government following the national trucking strike, the carriers will seek a review by the Ministry of Finance and Public Credit (SHCP) of tax breaks for toll payments and the difficulties companies face in documenting certain highway expenses. They will also explore alternatives to avoid increasing the tax burden on operators.
Augusto Ramos, president of the National Chamber of Freight Transportation (Canacar) , explained that companies face difficulties in deducting certain expenses incurred on the road, particularly when they have to pay for repairs in cash without receiving an invoice.
“We face many expenses that remain there, and unfortunately, since we cannot deduct those expenses, we have to pay more than 30% in taxes,” he said.
One of the sector’s demands is related to tax breaks that allow companies to reduce some of the taxes they pay for their operations, particularly for the use of highways.
Ramos explained that the Ministry of Finance and Public Credit (SHCP) pledged to explore alternatives if the proposal limiting access to the toll payment benefit is approved. He also noted that another form of support related to the diesel tax had remained at zero for nearly two months, impacting the resources available for operations.
Operators are also part of the tax agenda . Ramos explained that alternatives will be analyzed for those earning more than 400,000 pesos annually, given the sector’s concern about the tax impact of their inclusion in the general tax regime.
Among the options mentioned is the Simplified Trust Regime (RESICO) , although he clarified that the proposal had only just begun to be reviewed and that they were still unaware of its scope for road transport.
Technical teams were already working on updating the tax proposals and their potential impacts to present them to the Treasury, although no definitive measures have been announced so far, Augusto Ramos stated.
According to the National Producer Price Index (INPP), prepared by the National Institute of Statistics and Geography (Inegi) , the price of general freight transport increased by 0.18% monthly and showed an annual variation of 3.56% in September 2026. The result remains related to the costs faced by transport companies, particularly for fuel, maintenance, tires and equipment availability.
The toll for trucks and buses had no monthly variation during the ninth month of 2026, but its annual increase was 7.59 percent.
