The implementation of the Electronic Value Declaration (MVE) represents a change in the document management of foreign trade operations, as it requires importers to strengthen their files and have information that supports the values declared to the authority.
Jessica Isselin, general director of Isselin Consultores , explained at the #SoyLogístico Association forum that the modifications to the Customs Law and its regulations raise the requirements for documentation and traceability for importers.
The specialist highlighted that one of the central aspects is the integration of the electronic file with the documents provided for in article 81 of the Regulations of the Customs Law, which must support the Electronic Declaration of Value.
“This file must be completed starting January 1, 2027,” he warned, referring to the documentary preparation that importers must carry out.
He explained that companies should not wait until the transmission of information becomes mandatory to begin gathering and organizing these documents, as their integration requires coordination between the areas of purchasing, finance, foreign trade, logistics and customs agents .
The challenge, he added, is not limited to having the documents, but to ensuring that the information matches between the different records of the operation.
This means that invoices, customs declarations, transport documents and MVE must maintain consistency , so that the company can demonstrate how the customs value of each item was determined.
Isselin warned that the authority is also strengthening its capabilities to identify possible irregularities in valuation, particularly in cases of alleged undervaluation.
In this scenario, the documentation that supports the valuation method used becomes more relevant, since the required proofs may vary depending on whether it is a transaction value, identical or similar goods , or one of the secondary valuation methods.
In this way, document preparation ceases to be an activity isolated from the foreign trade area and becomes a cross-cutting process to guarantee the operational continuity of companies.
