Streamlining procedures complicates federal trucking: ANRA

The association denounces delays, new requirements and alleged irregular charges in federal motor transport procedures.

More than a year after the Ministry of Infrastructure, Communications and Transportation (SICT) published an agreement to simplify procedures for federal trucking , administrative problems persist. Delays in processing applications, additional requirements, and difficulties with digital systems continue to hinder permit holders’ operations, despite the announced measures to expedite the process.

One of the main concerns is the requirement to link the Federal Taxpayer Registry (RFC) of the permit holder with that of their representative to carry out certain procedures. According to Eucario Reyes Carmona, president of the National Association of Transportation Representatives (ANRA) , this procedure replaced the presentation of a notarized power of attorney, but ended up becoming an additional step. He even pointed out that digital procedures related to leasing, parcel delivery, and courier services still require in-person appointments.

The problem is not new. Months ago, T21 documented that more than 300 procedures , mainly vehicle deregistration and registration , remained pending, according to Reyes Carmona’s statement at the time. The association also warned of difficulties related to linking the RFC (Federal Taxpayer Registry) and system validations. Now, its president points out that some registration and deregistration procedures continue to experience delays of more than a month, both at the Metropolitan Center and in other offices.

In addition to the delays, there are more serious allegations . Reyes denounced alleged irregular charges by some public servants for processing paperwork, including changes in service type, a situation that, he assured, has already been reported to the Internal Control Body.

“There are certain analysts who are asking for money; a complaint has already been filed with the Internal Control Body. They charge from 1,500 to 25,000 pesos for a procedure, a change of classification, that is, from hazardous materials to general cargo,” he stated.

Although these incidents had already been reported, no progress had been made at the time of their statements. The accusations require investigation and a response from the authorities.

The problem was also raised by ANRA in a letter addressed on October 16 to Luis Ruiz Hernández, head of the General Directorate of Federal Motor Transport (DGAF) , in which it requested that pending files be addressed and commitments be made to resolve the backlog.

The document also questions the lack of legal clarity in the linking of the RFC, the charges related to the replacement of license plates and the requirement of additional documentation to process vehicle cancellations, so it asked to clarify the legal bases and avoid discretionary criteria.

In the document submitted on October 16, ANRA requested that the DGAF establish commitments to resolve these outstanding issues. The association also asked for follow-up on the progress of the procedures and for attention to be given to those that are oldest.
