USMCA review could take place in the second half of 2025: Ebrard

The Secretary of Economy indicated that the relationship between Mexico and the United States is very good, but not easy.

The review of the United States-Mexico-Canada Agreement (USMCA) , scheduled for 2026, could begin during the second half of 2025, said Marcelo Ebrard , head of the Ministry of Economy (SE) , amid the tariff policy promoted by Donald Trump , president of the United States.

“We estimate that it will begin within the next three months, once the U.S. government announces that negotiations will be focused; then we’ll likely get to the point of revising the treaty and President Trump’s ideas,” he said.

Within the framework of the Mexico-North America Trade Summit: Beyond the USMCA , organized by the Employers’ Confederation of the Mexican Republic (Coparmex) , he stated that an initial understanding between the United States and China could help Mexico in its review of the aforementioned trade agreement.

He added that the 90-day pause on tariff impositions could push the start of the USMCA review to the second half of this year.

Ebrard also said that Mexico has opportunities to gain a share of the Asian import substitution that the United States will undertake, amounting to up to $250 billion in the short term.

Regarding the Mexico-United States relationship, he asserted that it is very good, but not easy.

“Our argument has been the integration of economies, because not everyone is clear about it. We have built a good relationship, and the reality is that we have a better relationship with the United States than other countries,” he asserted.

Regarding vehicle tariff negotiations, Ebrard stated that Mexican President Claudia Sheinbaum will hold a meeting with the automotive industry, although he did not specify a date. He also emphasized that several measures have been implemented to benefit this sector, including increasing domestic content and protecting Mexico’s established industry.

At the event, the Secretary of Economy highlighted that the Federal Government has identified and followed up on  1,937 investment projects, of which 441 have encountered difficulties and are being addressed.

Ebrard’s statements on the USMCA come after Trump declared the trilateral trade agreement “very effective” on May 6; however, he accused his partners of “not respecting it,” warning that it will soon be renegotiated to “adjust or terminate it.”

In response, Sheinbaum stated at the morning press conference on May 7 that “so far we have no other indication that the treaty is going to disappear” and called for economic integration among the three countries.
