The Ministry of Finance and Public Credit (SHCP) announced that the National Development Plan (PND) 2025–2030 was published in the Official Gazette of the Federation (DOF) . This plan establishes the country’s major objectives and priority strategies for addressing current challenges.

“It is the guide for the objectives and actions of the Government of Mexico in the coming years. These objectives consist of consolidating the country’s transformation under a development model of well-being, social justice, and sustainability. Through this document, enriched by dialogue and citizen consultation, the commitment to govern with honesty, democracy, efficiency, and a humanistic vision is reaffirmed,” he stated.

The Plan is structured around four general axes:

  • Governance with justice and citizen participation.
  • Development with well-being and humanism.
  • Moral economy and work.
  • Sustainable development.

And in three transversal axes:

  • Substantive equality and women’s rights.
  • Public innovation for national technological development.
  • Rights of indigenous and Afro-Mexican peoples and communities.

“Each of these pillars articulates strategic objectives, lines of action, and a comprehensive vision that will guide the Mexican government’s work over the next six years. Its importance is strategic: it allows the Mexican state to align efforts and clearly advance toward goals of collective well-being and shared prosperity,” he said.

As part of the National Development Plan (NDP), Plan Mexico is a long-term national industrialization strategy. Its objective is to strengthen Mexican industry , increase the domestic content of exports, protect key sectors for national security, and consolidate Mexico as a leading player in North American economic integration.

The Mexico Plan, he stated, establishes concrete actions to boost strategic sectors, develop productive infrastructure , strengthen public and private investment, and improve the quality of employment throughout the country.

“Its purpose is to build a more just, resilient, and value-added economy that distributes the benefits of development equitably throughout the country,” he said.

Among the document’s highlights are continued support for vulnerable sectors, simplification of procedures and tax payments to combat corruption , construction of at least one million homes, and a boost to the domestic market to reduce unnecessary imports.

While the National Energy Plan will provide new investments in transmission , generation, and the transition to renewable energy sources that will contribute to reducing greenhouse gases.

In terms of infrastructure, the Maya Train will be extended to Puerto Progreso and will also be used for freight trains . Line K of the Interoceanic Railway, which runs from Ixtepec to Ciudad Hidalgo on the border with Guatemala, will be completed. More than 3,000 kilometers of passenger trains will be built: Mexico City-Pachuca, Mexico City-Nuevo Laredo, Mexico City-Nogales, and Mexico City-Veracruz, to name a few.

“Initiatives are being considered to develop strategic infrastructure that will enable a better-connected Republic. This includes improving passenger transportation and modernizing ports and airports, promoting infrastructure for domestic and cross-border trade, which will allow for more efficient connections between the country’s different regions, boosting economic development,” he explains.

He asserted that the success of Plan Mexico also depends on a modern and efficient infrastructure that allows for large-scale production at competitive costs. Therefore, he has designed an investment strategy in productive infrastructure that ranges from the expansion of the rail network to the modernization of the country’s ports and airports.
One of the key initiatives is the expansion of 3,000 kilometers of railways for freight and passenger transport, which will strengthen productive connectivity and reduce logistics costs.
