Second Government Report focuses on freight transport

The document reports on the movement of goods, supervision, road safety, and actions to modernize the sector.

With 484 million tons of goods moved in 10 months , freight transport maintained its importance within national mobility, while road safety, unit supervision and operation modernization continued to be part of the sector’s focus areas.

This is shown in the Second Government Report of President Claudia Sheinbaum , which focuses on the results obtained between September 1, 2025 and June 30, 2026 and reports a vehicle fleet that, at the end of that last month, reached 1.55 million cargo units .

The scale of the operation also entails greater monitoring and enforcement needs. During the period, 135,165 weight and dimension checks and 32,572 physical-mechanical condition inspections were carried out on federal public service vehicles and private freight transport vehicles.

These were complemented by 4,070 inspection visits to freight, passenger, tourism, and auxiliary service companies. However, the report focuses on the figures for the actions taken, but does not detail in this section how many resulted in non-compliance or sanctions , information that would allow for a more accurate assessment of the oversight results.

Road safety

The freight transport sector was also affected by highway robberies . The Second Government Report indicates that federal and state authorities, security and law enforcement agencies, and the private sector maintained joint efforts to address these incidents and recover stolen vehicles.

As a result of 293 theft alerts , 187 cargo vehicles were recovered , representing 64% of the total . Comparing January-June 2025 with the same period in 2026, the document reports a positive variation of 9.65% in cargo recovery .

The figures allow us to know the outcome of the alerts handled, although the section does not break down where the cases occurred, the roads involved or the types of vehicles recovered , elements that would allow us to have a broader picture of the problem.

However, logistics security specialists warn that cargo theft remains a significant threat to operators. During the second quarter of 2026, 76% of reported incidents involved some form of violence, and 86.3% were concentrated in just 10 states across the country.

The risk is not limited to moving vehicles either. According to the Q2-2026 Cargo Theft Report in Mexico , prepared by Overhaul , almost four out of every 10 thefts (39.3%) occurred while the vehicles were parked, compared to 34% recorded in the same quarter of 2025, a trend that highlights locations used for rest stops and breaks.

The safety of the operation also touches on another relevant point for trucking: the rest of the drivers . During this period, the implementation of guidelines for the construction and expansion of rest stops in areas adjacent to the right-of-way continued, with the goal of providing safe rest areas for users of federal highways.

In parallel, provisions related to the transport of hazardous materials were updated , digital authentication mechanisms were incorporated, and actions aimed at renewing the vehicle fleet were developed.

The Report also refers to reforms to the Regulations for Traffic on Federal Highways and Bridges , the start of the digitization of procedures and the integration of institutional systems with Llave MX, in addition to the operation of a platform for the registration of auxiliary towing and salvage services.

Beyond the roads

The movement of goods outlined in the Second Government Report is not limited to road transport. The National Infrastructure Plan considers the modernization, maintenance, and expansion of the highway network, but also the strengthening of rail freight transport as part of a broader connectivity strategy.

Between January and June 2026, the railway moved 65.3 million tons of cargo across a national network of 29,042 kilometers of track . The plan is to move towards an intermodal network that connects the main logistics corridors with ports, airports, customs offices, and distribution centers .

However, the Report focuses primarily on works, volumes mobilized and actions carried out, without offering sufficient indicators in these sections to measure how much this strategy has translated into improvements for the logistics operation, particularly in times, costs or efficiency in the movement of goods.

Thus, while the focus is on greater integration between roads, railways, ports, airports and customs, the challenge will be to ensure that this infrastructure and connectivity translates into measurable conditions for those who move cargo in the country daily.
