The Senate of the Republic approved the reform submitted by the federal government that modifies various laws on railways and regulatory harmonization of Article 28 of the Political Constitution of the United Mexican States, to consider passenger and freight trains as a priority area for national development and the creation of the Integrated Public Trains and Transport Agency .
With 52 votes in favor , the senators of the joint committees of Communications and Transportation, Railway Infrastructure, and Legislative Studies approved the bill submitted by the Chamber of Deputies , which modifies the laws regulating the Railway Service; the Organic Law of the Federal Public Administration; the Federal Roads, Bridges, and Motor Transport; the General Communication Routes Law; and the General Law on National Assets.
The ruling seeks to strengthen and promote the railway industry in Mexico, considering it a strategic and priority sector for national development. It also establishes a solid legal structure that facilitates the implementation of railway projects, boosts economic development, promotes competitiveness, and implements a sustainable policy for sectoral and regional development.
To this end, the Integrated Trains and Public Transport Agency will be created, with the goal of consolidating a specialized structure to coordinate railway projects , regulate the sector, and guarantee the safety and efficiency of the service.
It also aims to harmonize the regulatory framework with previous reforms to update the name of the Secretariat of Infrastructure, Communications and Transportation (SICT) in order to clarify the distribution of powers and ensure the correct application of the laws .
Similarly, operational safety and user protection are being improved by ensuring compensation for damages through insurance policies and updating the sanctions regime.
Furthermore, the reform promotes sustainability and reduces environmental impact by encouraging a mode of transportation with a lower carbon footprint.
