<p><strong>Hurricane Beryl</strong> , the first of this season in the Atlantic, entered Mexico early this Friday as a category 3 to the east of the Yucatan Peninsula, after its disastrous passage through the Caribbean.</p>
<p><strong>It is estimated that Beryl could affect the economies of Quintana Roo, Yucatán, Veracruz, Campeche and Tamaulipas</strong> , key states in Mexico&#8217;s tourism, oil and agricultural production. What implications and impact does this situation entail?</p>
<p>Mexico has <strong>various regions that play a crucial role in its national economy</strong> . These states are not only important tourist destinations, but also production centers. However, its vulnerability to natural phenomena, such as Hurricane Beryl, puts its economic stability at risk.</p>
<p>According to the <a href="https://translate.google.com/website?sl=en&amp;tl=es&amp;hl=es&amp;client=webapp&amp;u=https://www.inegi.org.mx/default.html">National Institute of Statistics and Geography (Inegi)</a> , <strong>Quintana Roo</strong> registered an annual variation of 10.6% in its economy in the fourth quarter of 2023, standing out <strong>as one of the states with the highest economic growth in the country</strong> .</p>
<p><strong>Quintana Roo&#8217;s economy</strong> relies heavily on tourism, with world-famous destinations such as Cancun, Playa del Carmen and Tulum attracting millions of visitors each year.</p>
<p>Tourism infrastructure drives commerce and services, including restaurants, shops and recreational activities. Furthermore, <strong>international connectivity and port infrastructure</strong> are essential to maintain the flow of tourists and goods.</p>

<p>The federal government added Yucatán to its <strong><a href="https://www.gob.mx/ciit/articulos/polos-de-desarrollo-para-el-bienestar-podebis?idiom=es">Development Poles for Well-being (Podebis)</a></strong><strong> program of the<a href="https://www.gob.mx/ciit"> Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT)</a></strong> , with the aim of <strong>attracting investment and enhancing the productive capacities</strong> of said region, boosting its economic competitiveness, the development and well-being of its inhabitants.</p>
<p>Therefore, <strong>it launched the Progreso I and Mérida I hubs,</strong> areas in which tax benefits and administrative facilities will be granted to taxpayers who carry out productive economic activities there.</p>
<p>According to the decree published in the <a href="https://dof.gob.mx/#gsc.tab=0">Official Gazette of the Federation (DOF)</a> , the activities that will be carried out at these sites will be:</p>
<ul>
<li>Electrical and electronic.</li>
<li>Semiconductors.</li>
<li>Automotive (electromobility).</li>
<li>Auto parts and transportation equipment.</li>
<li>Medical devices.</li>
<li>Pharmacist.</li>
<li>Agroindustry.</li>
<li>Electrical energy generation and distribution equipment (clean energy).</li>
<li>Machinery and equipment.</li>
<li> Technology of the information and communication.</li>
<li>Metals and petrochemistry.</li>
</ul>
<p>While the <strong>fiscal incentives</strong> for companies that establish themselves in these poles will be the same as those revealed in the first announcement of Development Poles, such as the total exemption from the Income Tax (ISR) during the first three years, as well as the Value Added Tax (VAT) in the first four years.</p>
<p>In addition to <strong>accelerated depreciation during the first six years</strong> , that is, a scheme that allows entrepreneurs to recover the original investment of fixed and deferred assets, via tax, through a higher percentage in the first years after the acquisition.</p>
<blockquote><p>“To maintain the tax benefits, taxpayers must present, to the Ministry of Finance and Public Credit, progress in the investment project issued by the competent authority of Yucatán, and comply with the minimum employment levels,” he specified.</p></blockquote>
<p>The <a href="https://www.yucatan.gob.mx/">government of Yucatán</a> reported that <strong>state benefits range from the schedular tax on obtaining income</strong> from business activities, the first four years at 100% and subsequent years at 50%, tax on expenditures for remuneration for personal work, updating and its accessories, the first four years at 100% and the following at 50 percent.</p>
<p>Likewise, the <strong>additional tax for the execution of material works and 100% social assistance</strong> , fees for the services of the Public Registry of Property and Commerce, Directorate of the Cadastre, Secretariat of Sustainable Development, Secretariat of Health and State Coordination of Civil Protection , all 100%, which will be applicable for six years with the possibility of being extended for up to eight more years.</p>

<p>The Progreso I Pole <strong>is located at kilometer 24.5 of the Mérida-Progreso highway</strong> , in the municipality of Progreso, owned by the government of Yucatán with 223 hectares, who will also donate 110 hectares to the <a href="https://www.gob.mx/sedena/">Secretariat of National Defense (Sedena)</a> for <strong>development. of a multimodal park of the Mayan Train</strong> .</p>
<p>As for <strong>Mérida 1, it is located next to the Yucatán Scientific and Technological Park,</strong> in the municipality of Mérida, with an area of ​​60 hectares.</p>
<p>These two poles join <strong>Coatzacoalcos I, Coatzacoalcos II, Texistepec, Salina Cruz,</strong> the first package that has already been awarded. These are the companies:</p>

<p>**MÉRIDA, YUC.** &#8211; The premise of <a href="https://grupogal.com.mx/">Grupo GAL</a> in its unit renewal strategy is clear:<strong> the focus is on the operator.</strong> However, placing drivers at the gravitational center of the business has also resulted in an unusual shift.</p>
<p>This logistics group, with significant influence in the Yucatán Peninsula, acquired a total of 50 <a href="https://www.scania.com/mx/es/home.html">Scania</a> R 450 6&#215;2 cab-over trucks, units that are hard to find in this region of the country.</p>
<p>Traditionally, this group had been a frequent customer of <a href="https://www.freightliner.com.mx/">Freightliner</a>. In fact, 85% of their current fleet, around<strong> 400 units for both primary and secondary</strong> distribution, is composed of the German brand.</p>
<p><strong>Grupo GAL received its first 17 Scania units this Thursday</strong> and expects to deploy the rest by the end of the year.</p>

<p style="text-align: left;">Their executives are adamant in stating that the decision to bet on the Swedish brand was also based on the promise of its after-sales service. &#8220;With the circumstances that occurred a couple of years ago, we decided to diversify our fleet,&#8221; said Alejandro Vargas Canto, Chairman of the Board of Grupo GAL, during the symbolic handover ceremony.</p>

<p>The executive was referring to the exit of <a href="https://www.volvotrucks.mx/">Volvo Trucks</a> from the Mexican market in 2020, which left various transport companies, who preferred the brand, adrift.</p>
<blockquote><p>“It is a nationally significant account, and we are very excited to work with you,” said David Hernández, National Sales and After-sales Manager of Scania Mexico, who also revealed that the manufacturer will invest around 10 million dollars to expand its after-sales service network, especially in the Mérida branch, where it plans to triple its service capacity.</p></blockquote>
<p>The southeastern region of Mexico has yielded good results for Scania in recent years. According to Aidé Rincón, sales representative for the Southeast and Caribbean Division, <strong>this area represented between 13 and 14% of the manufacturer’s total sales in 2023</strong>, and saw a growth of around 300% compared to 2022.</p>
<p>Last year, Scania sold <strong>2,520 trucks in the Mexican market</strong>, according to data from the Administrative Registry of the Automotive Industry of Heavy Vehicles of the <a href="https://www.inegi.org.mx/">National Institute of Statistics and Geography (INEGI).</a></p>
<p>In the last two decades, Grupo GAL (<strong>ranked 60th in the</strong> <a href="https://t21.com.mx/revista-t21-diciembre-2023/">Top 100 Autotransport,</a> <strong>by Grupo T21</strong>) has specialized in providing logistics services focused on perishable consumer goods (such as live animals or processed food), including transportation, distribution, warehousing, and inventory management.</p>
<p>Their influence in the market extends beyond the Yucatán Peninsula to the Bajío region of Mexico. Armando Cantú, Director of Operations of Grupo GAL, stated that the new Scania units have created high expectations among their drivers, positively impacting talent retention. &#8220;This will help us with the issue of the shortage of operators,&#8221; he said.</p>
