In a context where highway insecurity continues to be one of the main challenges for trucking in Mexico, freight companies also face another blow to their operations: fuel theft and the increase in downtime of their vehicles .

In addition to the operating costs that fleets already face for fuel, maintenance and tolls, there are illegal practices such as so-called “diesel theft,” which can represent significant losses for transport companies, according to Ángeles Useche, Commercial Director of Total Protect.

The specialist commented that fuel represents up to 50% of a fleet’s operating costs, so any illegal extraction directly impacts the profitability of companies.

He said there are cases where units can lose between 80 and 300 liters of fuel in a single unauthorized unloading, a situation that is aggravated by the current price of diesel and the number of units that operate daily on the road.

Added to this is the operational pressure stemming from peak seasons or large-scale events that cause traffic congestion and downtime for the trucks. Under this logic, the phrase “stopped cargo, stolen cargo” remains prevalent within the sector, especially in corridors where trucks are held up by traffic , blockades, or circulation restrictions .

World Cup would increase operational pressure

According to Useche, during peak travel seasons companies operate virtually their entire fleets, increasing the number of trips by 15 to 20% .

The executive pointed out that this type of scenario requires strengthening prevention and constant monitoring of the units, since the increase in circulation also raises the risk of incidents and robberies.

“They have the advantage of knowing when they are going to act, and we simply have to be very vigilant,” he commented, referring to the criminal groups that operate on highways.

In this environment, the industry also faces the challenge of changing the perception of security as an operating expense and beginning to see it as an investment linked to business continuity.

Useche believes that some companies still limit the adoption of monitoring tools solely due to demands from their clients or insurers, even though daily operations demonstrate that immediate reaction and constant supervision can make a difference in an incident.

Before a team even emerges from the tunnel and steps onto the pitch, someone has already had to move their uniforms, suitcases, accessories, and all the equipment that accompanies the team. And in a World Cup , where every minute counts, even a small delay can disrupt entire transfers between airports , hotels, and stadiums, alter itineraries, and complicate the players’ pre-match preparations.

The suitcases arrive before the players. The uniforms, accessories, and every piece of equipment begin moving the moment the plane lands. They go from the airport to the hotel, from the hotel to the stadium, and then out again, once more against the clock, through closed streets, security perimeters, and cities completely transformed by the World Cup.

That will be part of the operation that Autotransportes de Carga Tresguerras ( No. 2 in the Top 100 of Motor Transport ) will carry out during the 2026 World Cup, where the company will be in charge of moving part of the land logistics of the teams that will play in Monterrey, Guadalajara and Mexico City, as well as Cancun, which will be a base camp for two participating teams.

The logistics will involve moving luggage, coordinating exact arrival times, controlling access, and maneuvering in areas where traffic will be virtually at a standstill during the matches. There, any delays due to traffic, crowds, or restrictions could become a major operational problem.

“We are providing the services as part of the logistics carried out by the teams that will be here in Mexico,” María Guadalupe Mancera Pérez, the company’s general director, told T21.

The operation includes torton -type units intended exclusively for the transfer of luggage and materials from airports to hotels and stadiums, as well as the subsequent return movement to the airport once the teams’ participation is over.

“These units receive the luggage and materials brought by the teams, transport them from the airport to the hotel, from the hotel to the different stadiums, return them, and then, after a month and a half, return them to the airport,” Mancera Pérez explained.

The company will allocate 10 units for this operation : three in Guadalajara, three in Monterrey, three in Mexico City, and one more in Cancun.

In addition to the transfer of luggage and uniforms, Tresguerras is already participating in coordination meetings with the International Federation of Association Football (FIFA) to learn about the operational restrictions that will exist during the matches and the controlled access around stadiums and concentration areas.

Mancera Pérez explained that the company has already identified the need to adapt its last-mile deliveries in light of road closures and restricted perimeters that will remain active even throughout the day on game days.

Logistics planning also takes into account possible impacts from traffic and massive concentrations of people in the vicinity of stadiums , so Tresguerras plans to reinforce its operational capacity by renting additional units if daily delivery productivity decreases.

“We also plan that if at any point, precisely because of the crowds or the excess traffic and the restrictions of zones, the average number of deliveries drops, we have planned to rent additional equipment,” he explained.

Mancera indicated that prior experience with large-scale events was one of the factors that allowed the company to be considered for the World Cup logistics . Among that experience, he mentioned transportation related to music tours, exhibitions, and other high-profile mass events.

“We have practically moved the high-level events ourselves. So, that’s where the recommendation to FIFA comes from,” he stated.

According to the directive, the approach was made through organizers with whom the company had previously worked on special operations.

Currently, Tresguerras operates a fleet of 3,400 highway trucks (more than 90% tractor-trailers) and around 1,200 last-mile units, in addition to a network of 214 terminals in the country.

Laura Díez Barroso, president of the Board of Directors of the concessionaire of 12 airports in the country, explained that these resources will allow the expansion of the surface area of its terminals by more than 50% , improve roads, runways and platforms, as well as guarantee more agile and safe operations, and in technology.

“Jalisco will be the main protagonist of this transformation. More than 50% of the investment will be allocated to the airports of Guadalajara and Puerto Vallarta. In the former, with the second runway already in operation, we are going to build a new terminal that will expand the infrastructure by 73%. In Puerto Vallarta we are building a 74,000 square meter terminal, doubling the capacity and strengthening the connection with the Riviera Nayarit,” he said during the announcement of the investment for the new five-year period.

Raúl Revuelta Musalem, general director of GAP, said that the new terminal 2 of the Guadalajara airport will be built on a reserve of more than 280 hectares, which will allow for long-term growth. It will have an investment of more than 22 billion pesos, as well as other works such as roads that allow additional access to it.

“The first major investment we are going to make is the purchase of land, which is worth four million pesos. We are about to finish it. It was a purchase from a thousand ejidatarios. It will take us two years to build Terminal 2,” he said.

Regarding the 2026 World Cup, since the Akron Stadium will be one of the venues, he said that they signed an agreement of understanding and support with FIFA more than five years ago, so “we will have Terminal 1 ready and completely renovated and part of the new roads completed and all the parking lot. We are confident that logistics and joint work will support the destination.”

Among the actions to be carried out, work will also be carried out at the Tijuana airport, where a 47% expansion of the terminal building is planned and a new boarding area with seven additional platform positions will be built.

For the Los Cabos airport, GAP specified that Terminal 2 will be expanded by 32%, and the road system for access to the airport will be organized and expanded.

Regarding the outlook for passenger traffic this year, he said that the capacity of Mexican airlines is recovering , although it will not be until the summer of 2026 when “the entire supply of aircraft will be intact,” although slight growth is expected for 2025.

He recalled that the impact they had at the end of last year was due to the impact of the Pratt & Whitney engines on Volaris and Viva Aerobus , which resulted in a decrease in the number of seats in the country.

Mexico City International Airport (AICM) has announced the winners of the Competition for the Architectural Conceptualization of this infrastructure, which will be remodeled for the 2026 World Cup.

He explained that in a plenary session of the members of the competition jury, they evaluated the finalist proposals with the participation of the College of Architects of Mexico City , the Secretariat of the Navy (Semar) , the Mexico City Airport Group and the AICM.

By anonymous vote, for Terminal 1, façade, last waiting rooms and outpatient clinic, the winners are Jesús Alexandro Rosas Candelario, Bernardo Briseño Martínez, Ricardo Ochoa Cárdenas and Alejandro Piña Morales .

Armando Román was in charge of the documentation rooms, Jacobo Octavio Arvizu Hernández, Karen Adriana Arreola Morales and Juan Zabdiel Montiel González were in charge of the immigration room. Isabel Arechederra Tovar / LMNS was in charge of the baggage claim rooms.

He specified, without giving further explanations, that the jury unanimously declared category 2.A Facade of Terminal 2 void.

The prizes will be awarded in the coming days.

At the time, Rear Admiral José Ramón Rivera, director of AICM, said that the tender that was launched on October 21, will be for functional and image work , the latter will only be aesthetic, since part of this airport was built in 1951, while Terminal 2 is almost 20 years old.

He said that the image of 11 areas will be changed, including the façade, outpatient clinics, final waiting rooms, immigration, customs, and the interior roundabout of Terminal 2 “so that we have, I repeat, an image with which we can welcome our guests in 2026, because we are one of the gateways to our country and we want to do so without complying with this pending issue that we already had.”
