<p><strong><span dir="auto">In April 2026, Mexico&#8217;s transport, postal and storage sector stood at 116.1 points</span></strong><span dir="auto"> , which meant a slight growth of 0.1% compared to last March, according to the results of the Global Indicator of Economic Activity (IGAE), prepared by the  </span><a href="https://www.inegi.org.mx/"><span dir="auto">National Institute of Statistics and Geography (Inegi)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">Conversely, in its annual measurement, the  country&#8217;s </span><strong><span dir="auto">logistics industry </span></strong> <strong><span dir="auto">, which is part of the tertiary activities, registered a drop of 0.2 percent</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">The IGAE in the logistics sector in April showed mixed results, reflecting an industry undergoing readjustments, stemming from the global business environment and a slowing Mexican economy.</span></p></blockquote>
<p><span dir="auto">Meanwhile, in general terms, </span><strong><span dir="auto">the country&#8217;s Global Indicator of Economic Activity advanced 1.2% on a monthly basis</span></strong><span dir="auto"> in the fourth month of 2026, while on an annual basis it increased 2.2% to stand at 106.9 points.</span></p>

<p><span dir="auto">Within the IGAE (Global Indicator of Economic Activity), </span><strong><span dir="auto">primary activities</span></strong><span dir="auto"> —such as agriculture and livestock—fell 0.4% month-on-month. </span><strong><span dir="auto">Secondary</span></strong><span dir="auto"> activities—manufacturing and construction—increased 2.1% in April 2026 compared to the previous March.</span></p>
<p><strong><span dir="auto">Tertiary activities</span></strong><span dir="auto"> ,  which involve the service sector, advanced 0.7% on a monthly basis.</span></p>
<blockquote><p><span dir="auto">At an annual rate, primary activities grew 4.7%, secondary activities 1.8% and tertiary activities 2.4% in the reference period.</span></p></blockquote>
<p><span dir="auto">According to the results from last April, Mexican economic activity registered increases both monthly and annually; however, analysts are cautiously reviewing these data, as uncertainty persists due to various factors such as the protectionist trade policy of the United States and the review of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">According to Inegi, the IGAE allows one to know and monitor the evolution of the real sector of the economy in the short term.</span></p></blockquote>

<p><span dir="auto">Transportation and logistics is one of the industries that would be impacted by the upcoming review of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> , as there could be modifications that affect the supply chain, in addition to a tightening of the rules of origin that suppliers would have to comply with, agreed specialists from </span><a href="https://es.cialdnb.com/"><span dir="auto">CIAL Dun &amp; Bradstreet</span></a><span dir="auto"> , a firm specializing in offering technological solutions and data.</span></p>
<blockquote><p><span dir="auto">“The review of the USMCA will put pressure on logistics chains in terms of traceability, compliance, and supplier validation, focusing on demonstrating where products come from, who participates in the chain, and how reliable their suppliers and third parties are, not just in terms of efficiency and costs, and as a result, it will have an impact on operating times and costs,” explained Diana Chávez, a specialist in fiscal, regulatory, and credit risk at CIAL Dun &amp; Bradstreet.</span></p></blockquote>
<p><span dir="auto">In the </span><em><span dir="auto">webinar  </span></em><strong><span dir="auto">“Business Risk 2026: how to anticipate the review of the USMCA”</span></strong><span dir="auto"> , Chávez considered that logistics companies, whose operations are closer to North America, will be the most exposed and those that will have the greatest impact from possible changes during the negotiation process of the trilateral trade agreement.</span></p>
<p><span dir="auto">In this scenario, he raised the issue of diversifying suppliers, since if the product or services offered do not comply with regulations, established rules of origin, or documentary traceability, </span><strong><span dir="auto">delivery times will be extended</span></strong><span dir="auto"> , causing friction between customers and suppliers, which would imply higher costs and penalties.</span></p>
<blockquote><p><span dir="auto">“This whole issue of review, the regulatory issue that is coming with the USMCA, leads us to wonder if the supply chain will really be able to withstand all of this, so it is very important to prevent, to see how you are going to operate, what effects it may have, because if you fail to comply with any rule, there may be a fine and with that, your operation may be stopped,” the specialist explained.</span></p></blockquote>
<p><span dir="auto">Therefore, it is important that companies start looking to </span><strong><span dir="auto">regional suppliers</span></strong><span dir="auto"> that have the infrastructure and capacity to avoid jeopardizing the company&#8217;s operations.</span></p>
<blockquote><p><em><span dir="auto">“I think that’s a practice that all procurement</span></em><span dir="auto"> or purchasing departments should have in order to always be diversifying, because many times you have one or two suppliers operating your entire business and when these types of regulations come into play or there’s some non-compliance on the other side, substitution becomes very complicated,” emphasized Rodrigo Ramírez, Regional Product Marketing Manager at CIAL Dun &amp; Bradstreet.</span></p></blockquote>
<p><span dir="auto">He added that another issue to consider in the review of the USMCA is compliance, where suppliers also have to work on the rules of origin, &#8220;all the outgoing documentation, because now the regulations not only go to the companies, they also go to their corporate structures, their partners, shareholders and here we are talking about a possible </span><strong><span dir="auto">transfer of risk</span></strong><span dir="auto"> , because if these suppliers have any type of risk, that is precisely what will become the problem for companies when starting a commercial relationship with them.&#8221;</span></p>

<p><span dir="auto">In the </span><em><span dir="auto">webinar</span></em><span dir="auto"> , both Chávez and Ramírez outlined </span><strong><span dir="auto">two possible scenarios resulting from the USMCA review</span></strong><span dir="auto"> , scheduled for July 1st. The first is that there will be consensus among the three member countries, extending the agreement to 2042. The second is that there will be no consensus, and the trade agreement will be subject to annual review and extended until 2036, &#8220;which is when the treaty would end.&#8221;</span></p>
<p><span dir="auto">According to analysts, other industries that would be impacted by the review of the USMCA are </span><strong><span dir="auto">automotive and auto parts, electronics and advanced manufacturing, critical minerals and metals, agribusiness and food, as well as energy</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Among those sectors, one of the most affected would be the automotive sector, since there is a high level of integration in the supply chains of Mexico, the United States, and Canada.</span></p>
<p><span dir="auto">In April 2026 alone, the export of vehicles manufactured in Mexico totaled </span><strong><span dir="auto"> 286,317 units, an annual growth of 11.4%</span></strong><span dir="auto"> ; while </span><strong><span dir="auto">in January-April of this year, 1,081,948 cars were exported</span></strong><span dir="auto"> , an increase of 4.6% compared to the same period in 2025.</span></p>
<p><strong><span dir="auto">The United States </span></strong> <strong><span dir="auto">was the main destination for light vehicle exports, accounting for 76%</span></strong><span dir="auto"> , or 821,984 units.  </span><strong><span dir="auto">Canada followed </span></strong> <strong><span dir="auto">with 134,245 vehicles</span></strong><span dir="auto"> , representing 12.4% of exports.</span></p>
<p><span dir="auto">The upcoming review of the USMCA is forcing companies to have much more regionalized supply chains, as they seek to reduce their dependence on Asia and move part of their operations to Mexico or North America, which implies new challenges and building </span><strong><span dir="auto">strong, highly visible supply chains</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">More than a trade adjustment, Diana Chávez considered that this scenario will accelerate the need for </span><strong><span dir="auto">more transparent, traceable logistics chains subject to constant monitoring</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">In the second month of the year, </span><strong><span dir="auto">Mexican economic activity </span></strong> <strong><span dir="auto">increased 0.1% compared to January 2016</span></strong><span dir="auto"> , according to the Global Indicator of Economic Activity (IGAE), prepared by the  </span><a href="https://www.inegi.org.mx/"><span dir="auto">National Institute of Statistics and Geography (Inegi)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">The monthly increase represented a recovery after the decline recorded in the first month of 2026, when the IGAE fell 0.7 percent.</span></p>
<p><span dir="auto">On an annual basis, this indicator  </span><strong><span dir="auto">decreased by 0.3 percent</span></strong><span dir="auto"> . The IGAE, which allows for monitoring and tracking the short-term evolution of the real sector of the economy, stood at 104.7 points.</span></p>

<p><span dir="auto">By component, </span><strong><span dir="auto">primary activities</span></strong><span dir="auto"> &#8211; agriculture, livestock and others &#8211; decreased by 0.3%; while  </span><strong><span dir="auto">secondary</span></strong><span dir="auto"> activities &#8211; which include manufacturing and construction &#8211; increased by 0.4% monthly.</span></p>
<p><span dir="auto">Meanwhile,  </span><strong><span dir="auto">tertiary activities</span></strong><span dir="auto"> , which involve services &#8211; including the  </span><strong><span dir="auto">transport, postal and storage sectors</span></strong><span dir="auto"> &#8211; fell 0.1% in February 2026 compared to last January.</span></p>
<blockquote><p><span dir="auto">At an annual rate, primary activities grew 2.3%, secondary activities decreased 1.3%, and tertiary activities increased 0.2 percent.</span></p></blockquote>
<p><strong><span dir="auto">In February 2026, the transportation, postal, and warehousing sector grew by 0.1% compared to the previous January</span></strong><span dir="auto"> . In its annual measurement,   Mexico&#8217;s  </span><strong><span dir="auto">logistics industry also showed positive figures, with a </span></strong><strong><span dir="auto">0.3%</span></strong><span dir="auto"> increase  in its economic activity, according to the IGAE (Global Indicator of Economic Activity).</span></p>
<p><span dir="auto">The increase in economic activity in Mexico is giving positive, albeit still cautious, signs in a trade environment framed by tariff uncertainty and geopolitical conflicts such as the one in the Middle East.</span></p>
<blockquote><p><span dir="auto">The IGAE allows us to understand and monitor the evolution of the real sector of the economy in the short term, so its measurement is key for economic decision-making.</span></p></blockquote>

<p><span dir="auto">Faced with the closure of highways in at least 14 states of the country, resulting from the national strike called by the </span><a href="https://www.facebook.com/profile.php?id=100080299742134"><span dir="auto">National Association of Transporters (ANTAC)</span></a><span dir="auto">  and the  </span><a href="https://www.facebook.com/FrenteNacionalparaelRescatedelCampoMexicanoFNRCM/"><span dir="auto">National Front for the Rescue of the Mexican Countryside (FNRCM)</span></a><span dir="auto"> , </span><strong><span dir="auto">the </span><a href="https://canacintra.org.mx/"><span dir="auto">National Chamber of the Transformation Industry (Canacintra) </span></a></strong><span data-teams="true"><strong><span dir="auto">warned about millions of dollars in losses</span></strong></span><strong><span dir="auto"> that these measures generate in industry and commerce</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The organization stated in a press release that road closures and blockades in strategic logistics corridors are having a severe impact on the national economy.</span></p>
<p><span dir="auto">In that regard, he indicated that </span><strong><span dir="auto">more than 56% of cargo in Mexico is transported by land, so he estimated that road blockades could cause losses exceeding 750 million pesos (mdp) </span></strong><strong><span dir="auto">daily</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“In prolonged or simultaneous scenarios, losses can escalate between three and six billion pesos in a week, affecting companies, workers and consumers,” he stressed.</span></p></blockquote>
<p><span dir="auto">The agency reiterated that each stopped transport unit can represent losses of </span><strong><span dir="auto">up to 180,000 pesos per day, in addition to generating disruptions in inventories, contractual breaches and delays in deliveries</span></strong><span dir="auto"> , with chain effects that impact exports, logistics costs and supply of essential inputs.</span></p>
<p><span dir="auto">He stressed that the impact not only falls on the industry, but also on millions of families who depend on the continuous flow of goods and services throughout the country.</span></p>
<p><span dir="auto">Canacintra acknowledged the legitimate right to protest, but cautioned that dialogue must be the primary means of reaching agreements and sustainable solutions. Therefore, it called on the federal government to </span><strong><span dir="auto">keep institutional channels open, prioritize dialogue, and avoid measures that could harm the national economy</span></strong><span dir="auto"> . It also reiterated its willingness to collaborate as a partner in promoting solutions.</span></p>
<p><span dir="auto">So far, truckers and farmers have carried out blockades, partial closures and takeovers of toll booths in at least 14 states of the country.</span></p>
<p><span dir="auto">Some of the routes affected with total closures are:  </span><strong><span dir="auto">Baja California</span></strong><span dir="auto"> in San Luis Río Colorado-Mexicali kilometer (km) 3+200;  </span><strong><span dir="auto">Guanajuato</span></strong><span dir="auto"> on the La Piedad–Pénjamo highway km 075+000, and in </span><strong><span dir="auto">Hidalgo</span></strong><span dir="auto"> , where protesters are on the Álamo-Tamazunchale highway km 020+300.</span></p>
<p><span dir="auto">Partial road closures are occurring in  </span><strong><span dir="auto">Chihuahua and Tamaulipas</span></strong><span dir="auto"> ; in addition, there are protesters at some toll plazas in the </span><strong><span dir="auto">State of Mexico, Michoacán and Sinaloa</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The indefinite strike called by ANTAC and FNRCM responds to problems that have persisted in the sector: </span><strong><span dir="auto">insecurity on highways</span></strong><span dir="auto"> ,  </span><strong><span dir="auto">high operating costs and lack of progress</span></strong><span dir="auto"> on previously established agreements with federal authorities, according to these organizations themselves.</span></p>

<p><span dir="auto">The push to incorporate more </span><strong><span dir="auto">women into the trucking industry</span></strong><span dir="auto"> in Mexico has entered a new phase. The </span><strong><span dir="auto">Scania Women Drivers</span></strong><span dir="auto"> program , which began as a training initiative, now seeks to consolidate itself as a </span><strong><span dir="auto">movement with sustained impact</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The challenge, however, remains profound. Women&#8217;s participation in freight transport operations is still limited in a sector historically dominated by men.</span></p>
<p><span dir="auto">The gap in operations is most evident in the official figures. According to data from the </span><a href="https://www.gob.mx/sict/acciones-y-programas/direccion-general-de-autotransporte-federal"><span dir="auto">General Directorate of Federal Motor Transport (DGAF)</span></a><span dir="auto"> , at the end of 2025, only </span><strong><span dir="auto">1% of valid federal licenses </span></strong><strong><span dir="auto">belonged to women</span></strong><span dir="auto"> , with just 6,902 female operators compared to more than 717,000 men.</span></p>
<p><span dir="auto">In the cargo segment, where the greatest activity is concentrated, female participation reaches 5,335 licenses, which is equivalent to just </span><strong><span dir="auto">0.9% at the national level</span></strong><span dir="auto"> , demonstrating the wide margin that exists for their incorporation into the sector.</span></p>
<p><span dir="auto">This limited participation is compounded by an additional challenge. According to the </span><a href="https://www.iru.org/"><span dir="auto">International Road Transport Union (IRU)</span></a><span dir="auto"> , the sector faced a shortage of around 99,000 operators by 2025, a scarcity that is beginning to put pressure on companies&#8217; operations.</span></p>
<p><span dir="auto">In this context, </span><a href="https://www.scania.com/mx/es/home.html"><span dir="auto">Scania Mexico</span></a><span dir="auto"> announced the launch of a new cycle of its </span><strong><span dir="auto">Scania Women Drivers</span></strong><span dir="auto"> program , scheduled to begin in 2026, with the addition of three new cohorts. This will bring the total number of </span><strong><span dir="auto">trained cohorts to 10</span></strong><span dir="auto"> , solidifying its position as one of the most consistent initiatives for increasing female participation in freight transport.</span></p>
<p><span dir="auto">This is significant progress. For years, the presence of </span><strong><span dir="auto">women in the trucking industry</span></strong><span dir="auto"> has been limited, both in operations and in technical areas. In response to this situation, the program has evolved into a more structured model, with an emphasis on </span><strong><span dir="auto">professional development and employability</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">This new phase will be developed in collaboration with </span><a href="https://www.giz.de/en/es-mx/mexico"><span dir="auto">GIZ Mexico</span></a><span dir="auto"> and the develoPPP program, strengthening training standards. The approach includes not only </span><strong><span dir="auto">technical training</span></strong><span dir="auto"> , but also the development of professional and soft skills, as well as job placement programs that facilitate entry into the formal sector.</span></p>
<blockquote><p><span dir="auto">The goal is to move beyond the perception that operating a truck is a restricted domain. Under the </span><em><strong><span dir="auto">&#8220;Drive Like a Woman&#8221;</span></strong></em><span dir="auto"> concept , the initiative seeks to redefine this idea and position it as a standard of leadership, precision, and resilience within the industry.</span></p></blockquote>
<p><span dir="auto">The results are beginning to show. To date, the program has trained seven generations, with more than </span><strong><span dir="auto">70 graduates </span></strong><strong><span dir="auto">and a job placement rate of nearly 80%</span></strong><span dir="auto"> , which points toward greater economic independence and permanence in the sector.</span></p>
<p><span dir="auto">Beyond the numbers, the change lies in the approach. Scania Women Drivers is no longer an isolated effort but a continuous strategy aimed at strengthening communities, opening opportunities, and contributing to a more inclusive and sustainable transport system.</span></p>
<p><strong><span dir="auto">Scania Mexico</span></strong><span dir="auto"> announced that it will soon release more details about this new phase, which aims to further expand the program&#8217;s reach in the coming years.</span></p>

<p><span dir="auto">“That we all take on this role of giving something back to society and that together we can improve the future of the country,” was one of the reflections that Alejandra Méndez, director of the </span><a href="https://traxion.global/fundacion"><span dir="auto">TRAXION Foundation</span></a><span dir="auto"> , shared with T21 during the presentation of the </span><em><span dir="auto">2025 Annual Report: AXION with Purpose</span></em><span dir="auto"> .</span></p>
<p><span dir="auto">According to the document, the foundation&#8217;s work </span><strong><span dir="auto">impacted 565,697 people in 2025, representing an increase of more than 50% compared to 2024</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“This was achieved thanks to the processes and institutionalization that we as a foundation have built, but also to the support of allies, other companies and public institutions that have believed in Fundación TRAXION and have helped us to generate a tangible impact,” Méndez highlighted.</span></p></blockquote>
<p><span dir="auto">Since its creation in 2020, </span><strong><span dir="auto">the foundation has benefited more than 2.2 million Mexicans. Its strategy is structured around three pillars that enable it to transform realities in vulnerable communities</span></strong><span dir="auto"> .</span></p>
<p><em><span dir="auto">In education, the En Ruta por la Educación</span></em><span dir="auto"> program awarded more than five thousand basic level certifications, while </span><em><span dir="auto">SuperaT</span></em><span dir="auto"> granted 1,163 scholarships for high school and technological training.</span></p>
<p><span dir="auto">In its socially conscious transportation program, TRAXION&#8217;s infrastructure was put at the service of society. </span><strong><span dir="auto">During 2025, 35,000 people were transported in solidarity initiatives, and more than 700 tons </span></strong><strong><span dir="auto">of humanitarian aid</span></strong><span dir="auto"> were mobilized in emergency situations.</span></p>
<p><span dir="auto">Throughout 2025, </span><strong><span dir="auto">3,839 employees participated in community and environmental actions</span></strong><span dir="auto"> , consolidating the human commitment behind each project.</span></p>
<blockquote><p><span dir="auto">“Beyond the numbers, we are talking about transformed trajectories and people who now have better tools to boost their social mobility. Each number reflects a real story of effort and overcoming adversity,” Méndez emphasized.</span></p></blockquote>
<p><span dir="auto">During the event, awards were presented to foundation partners, including the </span><a href="https://aprendeinea.inea.gob.mx/"><span dir="auto">National Institute for Adult Education (INEA)</span></a><span dir="auto"> , </span><a href="https://www.fundaciondrsimi.org.mx/"><span dir="auto">the Dr. Simi Foundation </span></a><a href="https://mexico.internationaltrucks.com/"><span dir="auto">,</span></a><span dir="auto"> and others. Méndez also emphasized the importance </span><strong><span dir="auto">of transparency within the foundation</span></strong><span dir="auto"> .</span></p>

The goal is to ensure that &#8220;no one is left behind&#8221;</span></strong><span dir="auto"> and that more people join this movement, which aims to provide society with the tools to improve the country&#8217;s future.</span></p>
<p><span dir="auto">Alejandra Méndez shared with T21 the ways to contact the foundation for those who require support in transporting people or cargo.</span></p>

<blockquote><p><span dir="auto">“The results of this survey confirm that the real estate market in Mexico enters 2026 with a more solid foundation, where price discipline, selectivity in transactions and a focus on strategic sectors such as Industrial and Logistics are shaping the course of investment,” said Lyman Daniels, president of CBRE in Mexico, Colombia and Central America.</span></p></blockquote>
<p><span dir="auto">The survey also indicated that investors identified </span><strong><span dir="auto">the reduction in debt costs and the improvement in rental prospects</span></strong><span dir="auto"> , supported by controlled supply and firm occupancy demand, as key factors.</span></p>
<p><span dir="auto">Regarding strategies, </span><em><span dir="auto">opportunistic</span></em><span dir="auto"> and </span><em><span dir="auto">core</span></em><span dir="auto"> approaches stood out , allowing for a balance of risk and return in portfolios. According to Santiago Mijares, head of capital markets Mexico at CBRE, </span><strong><span dir="auto">this trend reflects a relatively stable macroeconomic environment and resilient demand</span></strong><span dir="auto"> , which opens up opportunities for value creation in the country&#8217;s main markets.</span></p>
<p><strong><span dir="auto">Capitalization rates remain stable compared to 2025</span></strong><span dir="auto"> , with slight adjustments in industrials, transportation and logistics, </span><em><span dir="auto">retail</span></em><span dir="auto"> , and business hotels, opening up performance opportunities in specific segments. Regarding markets, </span><strong><span dir="auto">Mexico City remains the leading investment destination</span></strong><span dir="auto"> , with Monterrey holding steady in its position.</span></p>

<p><strong><span dir="auto">Turning Baja California</span></strong><span dir="auto"> &#8216;s geographic location into a sustainable competitive advantage is one of the central pillars of the economic planning strategy promoted by the state government, with a vision that integrates </span><strong><span dir="auto">logistics, energy, and territorial development</span></strong><span dir="auto"> beyond political cycles, explained José Saúl de los Santos Gómez, Undersecretary of </span><strong><span dir="auto">Economic Planning for Baja California and Director of the State Port Administration</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">From the </span><a href="https://www.bajacalifornia.gob.mx/sei/"><span dir="auto">Ministry of Economy and Innovation</span></a><span dir="auto"> , the state is working on consolidating a </span><strong><span dir="auto">state logistics system</span></strong><span dir="auto"> , focused on articulating infrastructure projects and coordination with the private sector.</span></p>
<blockquote><p><span dir="auto">“We have a key location towards the United States and the Pacific coast, but that comparative advantage only becomes competitive to the extent that we accompany it with infrastructure and planning,” said De los Santos Gómez.</span></p></blockquote>
<p><span dir="auto">One of the flagship projects of this vision is the </span><strong><span dir="auto">Punta Colonet port</span></strong><span dir="auto"> , whose development has been underway for more than four years. The official explained that in 2024 the Environmental Impact Statement was approved, and subsequently, the </span><strong><span dir="auto">50-year</span></strong><span dir="auto"> concession was granted , thus opening up a long-term project.</span></p>
<blockquote><p><span dir="auto">“This allows us to envision a </span><strong><span dir="auto">three-stage</span></strong><span dir="auto"> development over </span><strong><span dir="auto">a decade</span></strong><span dir="auto"> for a deep-water port with an estimated capacity of </span><strong><span dir="auto">4.8 million TEUs (20-foot containers)</span></strong><span dir="auto"> , in addition to general cargo, mineral bulk and energy terminals,” he noted.</span></p></blockquote>
<p><span dir="auto">He stressed that these types of projects require </span><strong><span dir="auto">close coordination between the different levels of government</span></strong><span dir="auto"> , particularly with federal agencies such as the Ministries of </span><a href="https://www.gob.mx/sener"><span dir="auto">Energy (Sener)</span></a><span dir="auto"> , </span><a href="https://www.gob.mx/semar"><span dir="auto">Navy (Semar)</span></a><span dir="auto"> , </span><a href="https://www.gob.mx/sict"><span dir="auto">Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> and </span><a href="https://www.gob.mx/se"><span dir="auto"> Economy (SE)</span></a><span dir="auto"> .</span></p>

<p><span dir="auto">In this context, </span><strong><span dir="auto">energy planning</span></strong><span dir="auto"> becomes a key component. The undersecretary clarified that it is not only about ensuring the volume of available energy, but also about guaranteeing its proper allocation.</span></p>
<blockquote><p><span dir="auto">“It’s not just the volume of energy, but its location within the territory; if we need it in Tijuana, Mexicali, San Quintín or Ensenada, that implies very precise geographical planning,” he stated.</span></p></blockquote>
<p><span dir="auto">This strategy is complemented by other projects such as the </span><strong><span dir="auto">New Otay II Border Crossing</span></strong><span dir="auto"> , airport, rail and road schemes, which must be integrated as an interconnected system.</span></p>
<blockquote><p><span dir="auto">“All of this is happening in different places, and the challenge is to get them connected,” the official noted.</span></p></blockquote>
<p><span dir="auto">The boost to logistics infrastructure is occurring within a favorable economic environment for the state. According to the </span><a href="https://www.bajacalifornia.gob.mx/Documentos/economia/Panorama-economico.pdf"><strong><span dir="auto">Baja California Economic Outlook</span></strong></a><span dir="auto"> , the state ranked </span><strong><span dir="auto">eighth nationally</span></strong><span dir="auto"> in the Quarterly Indicator of State Economic Activity during the second quarter of 2025, with an index of </span><strong><span dir="auto">109.5</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">The state&#8217;s export-oriented focus also reinforces the need for this planning. According to the same document, in the </span><strong><span dir="auto">third quarter of 2025</span></strong><span dir="auto"> , Baja California registered </span><strong><span dir="auto">exports of $14,145.8 million</span></strong><span dir="auto"> , ranking as the </span><strong><span dir="auto">fourth largest exporting state in the country</span></strong><span dir="auto"> , with a 9.3% share </span><strong><span dir="auto">of the national total</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The available figures on the manufacturing structure show a high concentration of economic value in technology- and capital-intensive subsectors. The manufacture of computer, communication, and measurement equipment accounts for </span><strong data-start="366" data-end="397"><span dir="auto">$156 billion</span></strong><span dir="auto"> , followed by the manufacture of transportation equipment with </span><strong data-start="454" data-end="473"><span dir="auto">$90 billion</span></strong><span dir="auto"> , while other manufacturing industries contribute </span><strong data-start="528" data-end="558"><span dir="auto">$71 billion</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">In terms of foreign capital inflows, the state attracted </span><strong><span dir="auto">US$1.549 billion in Foreign Direct Investment (FDI)</span></strong><span dir="auto"> through the second quarter of 2025, representing </span><strong><span dir="auto">4.6% of the national total</span></strong><span dir="auto"> , according to figures from the Ministry of Economy cited in the Economic Outlook. Of the total, </span><strong><span dir="auto">64.3% corresponded to reinvested earnings</span></strong><span dir="auto"> , reflecting the continued presence of capital already established in the state, despite a </span><strong><span dir="auto">26.8%</span></strong><span dir="auto"> year-on-year decrease in accumulated flows.</span></p>
<p><span dir="auto">The undersecretary acknowledged that one of the main challenges going forward is </span><strong><span dir="auto">geopolitical uncertainty</span></strong><span dir="auto"> , particularly due to its impact on investment decisions.</span></p>
<blockquote><p><span dir="auto">“There is uncertainty in investment flows and in the priority given to certain sectors, as we have seen at the national level in the automotive industry,” commented De los Santos Gómez, although he clarified that, while Baja California has a presence in this sector, it is not its main economic engine.</span></p></blockquote>
<p><span dir="auto">Another significant challenge is </span><strong><span dir="auto">political transitions</span></strong><span dir="auto"> , and the state seeks to safeguard its projects through planning instruments. “Our best weapon is to enshrine these elements in plans and programs that transcend administrations,” he stated.</span></p>
<p><span dir="auto">In that regard, he explained that the </span><strong><span dir="auto">State Urban Development Plan</span></strong><span dir="auto"> is being reviewed to incorporate </span><strong><span dir="auto">industrial growth zones, logistics corridors, and energy hubs</span></strong><span dir="auto"> that provide certainty to investors.</span></p>
<p><span dir="auto">Within this territorial vision, he highlighted the potential of the </span><strong><span dir="auto">Ojos Negros Airport</span></strong><span dir="auto"> , east of Ensenada, an infrastructure that is not very visible on the national logistics map.</span></p>
<blockquote><p><span dir="auto">“It is an airport with a runway of </span><strong><span dir="auto">more than four kilometers</span></strong><span dir="auto"> , with conditions to receive cargo planes, and whose concession belongs to the state,” he stressed, which opens the possibility of developing logistical operations that contribute to decongesting the Tijuana metropolitan area.</span></p></blockquote>
<p><span dir="auto">The weight of the productive sector is also reflected in employment. Data from the </span><a href="https://www.imss.gob.mx/"><span dir="auto">Mexican Social Security Institute (IMSS)</span></a><span dir="auto"> and the </span><strong><span dir="auto">Manufacturing, Maquiladora and Export Services Industry Program (IMMEX)</span></strong><span dir="auto"> , included in the Economic Panorama of Baja California, indicated that </span><strong><span dir="auto">manufacturing accounts for more than 429,000 formal jobs</span></strong><span dir="auto"> in the state, while IMMEX establishments employ </span><strong><span dir="auto">349,314 people</span></strong><span dir="auto"> , with Tijuana as the main industrial hub.</span></p>
<p><span dir="auto">For this strategy to materialize, the state official considered it essential to move beyond coordination towards </span><strong><span dir="auto">alignment</span></strong><span dir="auto"> between government, private sector and academia.</span></p>
<blockquote><p><span dir="auto">“Coordination means reaching an agreement; alignment means that actions add up: public infrastructure, private investment, and talent development,” he explained.</span></p></blockquote>
<p><span dir="auto">Looking ahead two or three years, the undersecretary said he would like to see </span><strong><span dir="auto">phase one of the Punta Colonet port in operation</span></strong><span dir="auto"> , progress on </span><strong><span dir="auto">Otay II</span></strong><span dir="auto">  , and a substantial improvement in the state&#8217;s energy balance.</span></p>
<blockquote><p><span dir="auto">“The availability of more electricity and natural gas would be a game-changer, because it would allow us to attract industries that do not currently consider Baja California,” he stated.</span></p></blockquote>
<p><span dir="auto">These advances, he concluded, would lay the foundation for a </span><strong><span dir="auto">sectoral and territorial diversification</span></strong><span dir="auto"> of Baja California&#8217;s economic development, reducing the concentration in the Tijuana metropolitan area and opening new opportunities for other regions of the state.</span></p>

According to the </span><a href="https://www.bajacalifornia.gob.mx/Documentos/economia/Panorama-economico.pdf"><strong><span dir="auto">Baja California Economic Outlook</span></strong></a><span dir="auto"> , the state ranked </span><strong><span dir="auto">eighth nationally</span></strong><span dir="auto"> in the Quarterly Indicator of State Economic Activity during the second quarter of 2025, with an index of </span><strong><span dir="auto">109.5</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">The state&#8217;s export-oriented focus also reinforces the need for this planning. According to the same document, in the </span><strong><span dir="auto">third quarter of 2025</span></strong><span dir="auto"> , Baja California registered </span><strong><span dir="auto">exports of $14,145.8 million</span></strong><span dir="auto"> , ranking as the </span><strong><span dir="auto">fourth largest exporting state in the country</span></strong><span dir="auto"> , with a 9.3% share </span><strong><span dir="auto">of the national total</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The available figures on the manufacturing structure show a high concentration of economic value in technology- and capital-intensive subsectors. The manufacture of computer, communication, and measurement equipment accounts for </span><strong data-start="366" data-end="397"><span dir="auto">$156 billion</span></strong><span dir="auto"> , followed by the manufacture of transportation equipment with </span><strong data-start="454" data-end="473"><span dir="auto">$90 billion</span></strong><span dir="auto"> , while other manufacturing industries contribute </span><strong data-start="528" data-end="558"><span dir="auto">$71 billion</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">In terms of foreign capital inflows, the state attracted </span><strong><span dir="auto">US$1.549 billion in Foreign Direct Investment (FDI)</span></strong><span dir="auto"> through the second quarter of 2025, representing </span><strong><span dir="auto">4.6% of the national total</span></strong><span dir="auto"> , according to figures from the Ministry of Economy cited in the Economic Outlook. Of the total, </span><strong><span dir="auto">64.3% corresponded to reinvested earnings</span></strong><span dir="auto"> , reflecting the continued presence of capital already established in the state, despite a </span><strong><span dir="auto">26.8%</span></strong><span dir="auto"> year-on-year decrease in accumulated flows.</span></p>
<p><span dir="auto">The undersecretary acknowledged that one of the main challenges going forward is </span><strong><span dir="auto">geopolitical uncertainty</span></strong><span dir="auto"> , particularly due to its impact on investment decisions.</span></p>
<blockquote><p><span dir="auto">“There is uncertainty in investment flows and in the priority given to certain sectors, as we have seen at the national level in the automotive industry,” commented De los Santos Gómez, although he clarified that, while Baja California has a presence in this sector, it is not its main economic engine.</span></p></blockquote>
<p><span dir="auto">Another significant challenge is </span><strong><span dir="auto">political transitions</span></strong><span dir="auto"> , and the state seeks to safeguard its projects through planning instruments. “Our best weapon is to enshrine these elements in plans and programs that transcend administrations,” he stated.</span></p>
<p><span dir="auto">In that regard, he explained that the </span><strong><span dir="auto">State Urban Development Plan</span></strong><span dir="auto"> is being reviewed to incorporate </span><strong><span dir="auto">industrial growth zones, logistics corridors, and energy hubs</span></strong><span dir="auto"> that provide certainty to investors.</span></p>
<p><span dir="auto">Within this territorial vision, he highlighted the potential of the </span><strong><span dir="auto">Ojos Negros Airport</span></strong><span dir="auto"> , east of Ensenada, an infrastructure that is not very visible on the national logistics map.</span></p>
<blockquote><p><span dir="auto">“It is an airport with a runway of </span><strong><span dir="auto">more than four kilometers</span></strong><span dir="auto"> , with conditions to receive cargo planes, and whose concession belongs to the state,” he stressed, which opens the possibility of developing logistical operations that contribute to decongesting the Tijuana metropolitan area.</span></p></blockquote>
<p><span dir="auto">The weight of the productive sector is also reflected in employment. Data from the </span><a href="https://www.imss.gob.mx/"><span dir="auto">Mexican Social Security Institute (IMSS)</span></a><span dir="auto"> and the </span><strong><span dir="auto">Manufacturing, Maquiladora and Export Services Industry Program (IMMEX)</span></strong><span dir="auto"> , included in the Economic Panorama of Baja California, indicated that </span><strong><span dir="auto">manufacturing accounts for more than 429,000 formal jobs</span></strong><span dir="auto"> in the state, while IMMEX establishments employ </span><strong><span dir="auto">349,314 people</span></strong><span dir="auto"> , with Tijuana as the main industrial hub.</span></p>
<p><span dir="auto">For this strategy to materialize, the state official considered it essential to move beyond coordination towards </span><strong><span dir="auto">alignment</span></strong><span dir="auto"> between government, private sector and academia.</span></p>
<blockquote><p><span dir="auto">“Coordination means reaching an agreement; alignment means that actions add up: public infrastructure, private investment, and talent development,” he explained.</span></p></blockquote>
<p><span dir="auto">Looking ahead two or three years, the undersecretary said he would like to see </span><strong><span dir="auto">phase one of the Punta Colonet port in operation</span></strong><span dir="auto"> , progress on </span><strong><span dir="auto">Otay II</span></strong><span dir="auto">  , and a substantial improvement in the state&#8217;s energy balance.</span></p>
<blockquote><p><span dir="auto">“The availability of more electricity and natural gas would be a game-changer, because it would allow us to attract industries that do not currently consider Baja California,” he stated.</span></p></blockquote>
<p><span dir="auto">These advances, he concluded, would lay the foundation for a </span><strong><span dir="auto">sectoral and territorial diversification</span></strong><span dir="auto"> of Baja California&#8217;s economic development, reducing the concentration in the Tijuana metropolitan area and opening new opportunities for other regions of the state.</span></p>

<p><strong><span dir="auto">Mexico&#8217;s transport, postal and storage sector</span></strong><span dir="auto"> ,  which falls under the tertiary activities of the economy, stood at </span><strong><span dir="auto">114.5 points in November 2025, a decrease of 1.4%</span></strong><span dir="auto">  compared to last October, according to the  </span><strong><span dir="auto">Global Indicator of Economic Activity (IGAE)</span></strong><span dir="auto"> , carried out by the  </span><a href="https://www.inegi.org.mx/"><span dir="auto">National Institute of Statistics and Geography (Inegi)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">On an annual basis,  Mexico&#8217;s </span><strong><span dir="auto">logistics industry </span></strong> <strong><span dir="auto">also showed a negative performance</span></strong><span dir="auto"> , registering a  </span><strong><span dir="auto">1.1%</span></strong><span dir="auto"> drop in its economic activity, according to the IGAE result.</span></p>

<p><span dir="auto">Meanwhile, </span><strong><span dir="auto">in the penultimate month of 2025, the IGAE fell 0.2% on a monthly basis, although on an annual basis it increased 1.1%, to stand at 105.6 points</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">The IGAE allows us to understand and monitor the evolution of the real sector of the economy in the short term, so its measurement is key for economic decision-making.</span></p></blockquote>

<p><span dir="auto">Within this indicator, </span><strong><span dir="auto">primary activities</span></strong><span dir="auto"> , such as agriculture and livestock, fell by 7%, while </span><strong><span dir="auto">secondary </span></strong><span dir="auto"> activities &#8211; manufacturing and construction &#8211; increased by 0.6% monthly.</span></p>
<p><strong><span dir="auto">Tertiary activities</span></strong><span dir="auto"> ,  which involve the service sector, declined by 0.4% in November 2025 compared to last October.</span></p>
<blockquote><p><span dir="auto">Meanwhile, on an annual basis, primary activities grew 2.9%, tertiary activities 1.5%, while secondary activities decreased 0.1 percent.</span></p></blockquote>
<p><span dir="auto">The contraction shown in the logistics sector, both monthly and annually, during November 2025, indicates a slight slowdown in this industry that impacts the growth of the IGAE.</span></p>
<p><span dir="auto">For the Mexican economy, this means less movement of goods and a possible reduction in demand for intermediate and final goods.</span></p>
