In Mexico, the trucking industry often points to the excessive paperwork, verifications, and regulatory requirements it faces in order to operate; however, in terms of vehicle safety, an apparent contradiction is observed: while there are numerous provisions for the circulation and operation of the units, Mexico still lacks a specific standard that establishes the safety standards that new heavy vehicles entering the market must meet.

This was stated by Salvador Saavedra, president of the Automotive Industry Sector of the National Chamber of the Transformation Industry (Canacintra) , during the AMDA Commercial Vehicles Forum 2026, where he warned that the absence of a specific regulatory framework is allowing the incorporation of units with different technological standards, which generates incompatibilities that could impact road safety.

“It is allowed because there is no rule,” he stated, emphasizing that currently, tractor-trailer trucks developed under regulations different from those prevailing in North America can enter the Mexican market.

According to the specialist, while Europe has regulations that incorporate dozens of safety standards and the United States has maintained a scheme administered by the National Highway Traffic Safety Administration (NHTSA) for decades, Mexico still lacks a standard for heavy vehicles over 3,857 kilograms, even though its development began several years ago .

Saavedra explained that the project was worked on between 2021 and 2023; however, it did not progress towards publication.

“We worked on that 2021-2022 standard, first quarter of 2023, and just as I remained silent, so did the Ministry of Economy, they put it in a drawer and there it is,” he commented.

One of the identified risks is related to ABS braking systems . The specialist explained that most semi-trailers operating in Mexico use technology based on U.S. regulations, while in recent years tractor-trailers developed under other standards have been incorporated.

This situation can cause warning signals for a brake system failure to not be properly communicated between the tractor and the semi-trailer, limiting the operator’s ability to react in a timely manner.

“If the ABS of the semi-trailer fails and the operator has to perform emergency braking, the possibility of the semi-trailer squaring up increases and therefore would cause a road accident,” he warned.

According to data presented by Saavedra, between 95% and 98% of tractor-trailer trucks currently operating with ABS systems use North American technology . However, each year between 10% and 12% of units with different configurations are added to the vehicle fleet, increasing the need to establish standardized criteria to ensure the compatibility of safety systems.

The expert argued that the debate should not focus solely on generating more regulation, but on building a coherent regulatory framework that allows identifying which vehicles can be incorporated into the Mexican market and under what safety standards they must operate.

Among his proposals, he highlighted the need to clearly define which federal agency will be responsible for issuing and overseeing vehicle safety regulations, establishing standards for all types of new and existing vehicles, and verifying compliance with these requirements from the time of importation.

“The regulated industry must actively participate in issues concerning vehicle regulations. Otherwise, nothing happens, or we are left out,” he concluded.

All of this is happening at one of the most challenging times for the industry. According to the Mexican Association of Automotive Distributors (AMDA) , between January and April 2026, retail sales of heavy vehicles fell by 28.88% compared to the same period in 2025, while the cargo segment declined by 28.34% and tractor-trailers by 30.27%, reflecting an environment where sustaining investments and renewing fleets has become increasingly difficult. Even so, Scania and Pilot continue to focus on the growth of their operations and the incorporation of new technologies.

In Guadalajara, Jalisco, the delivery of the 500th unit was a reunion of those who have shared the road for years. Amid hugs, jokes, reminiscing, and references to the crises they faced together, executives and employees from both companies spoke of long nights in workshops, operators learning different technologies, and technical teams solving problems on the fly to sustain an operation that grew practically against the current.

“500 units is no small feat. We don’t get here by chance, we get here by choice,” Mondragón said.

He recalled that when the automaker resumed its commitment to the cargo segment in Mexico, there was still doubt that European tractor-trailers wouldn’t find a place in the national market. But seven years later, the story took a different turn.

What began as a disruptive venture ended up building one of Scania’s strongest business relationships in the country. An alliance that grew in volume, infrastructure, maintenance, technical support, and technologies focused on safety and operational efficiency.

But behind the number 500, the executives insisted, what is truly important is not the numbers.

“500 is a great responsibility,” said Roberto García, founding partner of Autotransportes Pilot.

He explained that behind every tractor-trailer there is much more than just a moving asset. There are drivers spending entire days on the road, workshops working through the night, routes that must be followed, and entire supply chains depending on a single unit arriving on time.

“It doesn’t impact one truck. It doesn’t impact two companies. It impacts a product not arriving, a supermarket not being stocked, or a production line failing,” he commented.

In a context marked by road insecurity , operational pressure and greater demands on fleets, Pilot assured that safety remains one of the most important pillars of its strategy.

Arturo Sánchez, founding partner of Autotransportes Pilot , recalled that from the beginning they were looking for an ally that not only offered units, but also technical support, training and technologies capable of protecting the operator on the road.

“Pilot, now more than ever, is still Scania and we are going strong with Scania and we will continue to invest alongside the brand,” he stated.

Part of that strategy operates through the Customer Workshop Service (CWS) model , with specialized Scania personnel working within Pilot’s facilities to streamline maintenance, strengthen operational planning and increase unit availability.

Technology thus became another pillar of this relationship. Roberto García pointed out that the new units integrate systems focused on strengthening road safety , reducing risks on the highway, and providing greater protection for operators.

In parallel, both companies maintain a long-term vision focused on sustainability . Pilot confirmed that it is working on a project to develop a fleet with lower emissions using technologies such as natural gas, a strategy that is part of its plans for the coming years.

What seven years ago seemed like just a test now points towards a new goal.

The commercial vehicle market in Mexico is not showing uniform behavior. According to Philipp Heldt, general manager of Magma Automotive Mexico , while heavy trucks continue to decline, “segments such as vans and light vehicles (related to last-mile delivery) have registered growth in the last year.”

This behavior has reshaped the market dynamics, with greater dynamism in operations linked to urban distribution, where activity is concentrated in lighter segments, Heldt explained.

In this scenario, the Dongfeng Mexico brand , represented in the country by Magma Automotive, has sought to position itself with an offering that covers different segments, from light vehicles to tractor-trailers, allowing it to participate in different market niches.

Heldt indicated that the company began operations in Mexico in the second half of 2024 and that, after its first full year, it closed with around three thousand units sold , in addition to a network of more than 27 agencies nationwide.

He added that, despite an environment he described as volatile during 2025 , the company expects to maintain a growth trajectory in 2026.

Beyond volume, the executive highlighted that the brand’s participation in the country has been supported by an offering that covers different segments of transportation, including trucks in different capacities, vans in cargo and passenger versions, as well as work pickups.

He also noted that one of the key aspects of the operation has been the development of a nationwide service network , with readily available spare parts, qualified personnel, and after-sales services, as part of the strategy to serve customers in the country.
