<p><span dir="auto">The </span><a href="https://cnih.org.mx/"><span dir="auto">National Chamber of the Rubber Industry (CNIH)</span></a><span dir="auto"> welcomed a decree promoted by the Mexican government prohibiting the temporary importation of used tires.</span></p>
<blockquote><p><span dir="auto">&#8220;We enthusiastically welcome the provision banning the temporary importation of used tires, a measure promoted by our sector and representing a firm step toward a more sustainable and competitive industry,&#8221; the trade organization emphasized.</span></p></blockquote>
<p><span dir="auto">The CNIH emphasized that this decree directly addresses environmental and unfair competition concerns in the sector.</span></p>
<blockquote><p><span dir="auto">&#8220;It demonstrates that the efforts we have promoted at the CNIH in matters of sustainability and regulation are having an impact on federal agencies, which we recognize and value,&#8221; he stated in a statement.</span></p></blockquote>
<p><span dir="auto">The agency noted that </span><strong><span dir="auto">for years, this industry has been affected by a &#8220;harmful practice&#8221;</span></strong><span dir="auto"> in which various importers brought used tires into Mexico under the pretext that they would be refurbished and subsequently exported, but in reality, they were sold directly without meeting minimum safety or quality standards.</span></p>
<blockquote><p><span dir="auto">&#8220;These tires are colloquially known as &#8216;gallitos,&#8217; and their sale has represented a form of unfair competition that has harmed both the formal tire retrieval sector and the end consumer, by putting used tires on the road, putting them at risk to the lives of citizens,&#8221; the CNIH explained.</span></p></blockquote>
<p><span dir="auto">Furthermore, he reiterated his commitment to </span><strong><span dir="auto">strengthening a sustainable, responsible rubber industry aligned with the highest international standards</span></strong><span dir="auto"> , as well as his willingness to continue collaborating with the Mexican government in the design of public policies that promote the sector&#8217;s development.</span></p>
<p><span dir="auto">On August 28, the  <strong>Decree amending the Decree for the Promotion of the Manufacturing, Maquiladora, and Export Services Industry (IMMEX) was published in the </strong></span><a href="https://dof.gob.mx/nota_detalle.php?codigo=5766797&amp;fecha=28/08/2025#gsc.tab=0"><span dir="auto">Official Gazette of the Federation (DOF) .</span></a></p>
<p><span dir="auto">According to the document, the decree seeks to regulate foreign trade, Mexico&#8217;s economy, and the stability of national production for the benefit of the country.</span></p>

<p>In light of the strategy dictated by the National Palace, which seeks to boost national production through Plan Mexico, <strong>the tire retreading industry could be a viable option</strong> , boosting local production and job creation.</p>
<p>Today, according to data from the <a href="https://www.cnih.org.mx/Quienes%20Somos.html">National Chamber of the Rubber Industry (CNIH)</a> , tire renewal is at <strong>23% utilization of installed capacity</strong> , &#8220;the boost to this sector would represent replacing it with unnecessary tire imports,&#8221; CNIH president Juan Pablo Ríos y Valles Boysselle told T21.</p>
<blockquote><p>Based on what the leader of this chamber shared, the retreading activity is primarily focused on the transportation industry, and that in 2024 it represented sales of more than five million tires, &#8220;of which only 830,000 tire shells were retreaded, a ratio of just 0.16 for each new tire. In mature markets, only positions 1 and 2 (front of a truck or tractor-trailer) of a configuration are new, and the rest are retreaded,&#8221; he commented, a situation that is not being observed in Mexico.</p></blockquote>
<p><strong>This situation has led to a 35% drop in the industry&#8217;s production compared to the</strong> retreading industry during this period in recent years .</p>
<p>This situation is adverse because, according to the president of the CNIH, <strong>retread production is primarily represented by domestic manufacturers.</strong></p>
<p>In addition to the boost that would be given to the national production plant, the development of retreading would have effects on the environment, since, as the president of the CNIH explains, the fact of focusing on the acquisition of low-quality tires instead of retreading them, causes the generation of <strong>60 thousand tons of garbage</strong> , which could be reduced by renewing <strong>2.6 million tires per year.</strong></p>
<p>“Every retreaded tire means one less new tire in the landfill, and <strong>the potential for less CO2 emissions</strong> because an additional casing is avoided means fleets and consumers are beginning to reflect on the importance of purchasing products with <strong>a longer lifespan to help the environment</strong> ,” said Juan Pablo Ríos y Valles.</p>
<p>The positive impact on the environment would not only come from improved waste reduction, but also from employing the highest quality standards in tire production, which can be complemented by tire retreading.</p>

<blockquote><p>“The tire is responsible for 25% of fuel consumption. Having a tire that offers less rolling resistance translates into efficiency, and by being able to renew it, you can obtain a second or even third life from that tire casing, which represents a lower total operating cost (TOC) for that tire,” stated Juan Pablo Ríos y Valles Boysselle.</p></blockquote>
<p>Boosting the retreading industry is one of Juan Pablo Ríos y Valles&#8217; strategic lines in his second term at the helm of the CNIH.</p>

<p><span><strong>In 2024, Juan Pablo Ríos y Valles Boysselle assumed the presidency of the organization, in a radically different economic and market context</strong> than the current one .</span></p>
<p><span>Towards his second year as head of the organization, Ríos y Valles Boysselle has defined the acceleration route from the CNIH, and while he recognizes that in this first year the closeness with the federal government was strengthened, which allowed them to be more listened to </span><strong><span>in order to address current issues</span></strong><span> , there are some pending issues on which they are focused.</span></p>
<p><span>One of the first areas the CNIH will address </span><strong><span>is promoting the retreading industry</span></strong><span> . &#8220;In the last five years, the retreading industry has declined by 35%; we must address this segment,&#8221; the chamber&#8217;s president emphasized.</span></p>

<p><span>In 2024, of the five million transport tires sold, only 830,000 carcasses were retreaded, </span><strong><span>a ratio of 0.16 for every new tire</span></strong><span> , while in mature markets the ratio exceeds one or more.</span></p>
<blockquote><p><span>In the view of Juan Pablo Ríos y Valles, the boost to the retreading industry has two primary effects: &#8220;reducing the generation of 60,000 tons of waste by retreading 2.6 million truck tires per year.&#8221;</span></p></blockquote>
<p><span>In addition to the above, promoting the retreading industry means supporting domestic production, not only in terms of inputs, </span><strong><span>but also in terms of the 147 retreading plants in the country,</span></strong><span> which generate an average of seven direct jobs.</span></p>
<p><span>A second line of action is to work on end-of-life tires, where an estimated 300 million tires end up in the trash. &#8220;The industry is willing to work with the government and <a href="https://www.concamin.org.mx/inicio">Concamin</a> </span><span>to</span><span> promote </span><strong><span>a circular economy law</span></strong><span> , where we are seeking a solution to the situation we are facing,&#8221; commented the president of the CNIH.</span></p>
<blockquote><p><span>Based on the statistics shared by the executive, only 10% of the 300 million tires are recycled today, which means that, in addition to the 30 million tires sold annually from all applications, approximately 25 million units must be discarded. &#8220;The goal is to involve all stakeholders: producers, importers, marketers, and the customer.</span></p></blockquote>
<p><span>In conjunction with the two previous elements, the CNIH seeks to be more relevant in its relationship with the government. </span><strong><span>&#8220;We want to be close so we can collaborate with the government</span></strong><span> ,&#8221; Ríos y Valles Boysselle emphasized.</span></p>
<p><span>In this area, as president of the CNIH, he also </span><strong><span>participates in Concamin as vice president of the Circular Economy Commission</span></strong><span> , where he will seek to be more vocal in achieving a national order to align the efforts of the states.</span></p>
<p><strong><span>The fourth point to be worked on is to generate more value for the country</span></strong><span> , &#8220;60% of the value of the rubber industry is outside of tires, that is, in the production of everything from pistons to syringes, hoses, boots, gloves, rubber bands, etc.,&#8221; said the also VP of B2B Commercial on Central America at </span><a href="https://www.michelin.com.mx/"><span>Michelin</span></a><span> .</span></p>
<blockquote><p><span>In addition, we seek to take advantage of Mexico&#8217;s natural rubber production status, particularly in states like Tabasco and Veracruz. The goal is to ensure that the value generated by the industry comes from this region, while developing them to meet the different quality levels.</span></p></blockquote>

<p><span>Regarding the challenges facing the CNIH, Juan Pablo Ríos y Valles highlighted that </span><strong><span>the country is facing a crisis in solid waste management, landfills are becoming saturated and end-of-life tires are taking up more and more space</span></strong><span> because the Mexican market has not considered that buying a tire that lasts less time triples the number of pieces that end up in the trash, and even quintuples it when considering rolling a tire belonging to the members of the Chamber and renewing it up to three times.</span></p>
<p><span>Each retreaded tire is one less new tire in the landfill, </span><strong><span>there is the possibility of emitting less CO2 because the manufacturing of an additional shell is avoided</span></strong><span> , fleets and consumers are beginning to reflect on the importance of buying products with a longer useful life to contribute to the environment, and the Chamber must accompany the industry and the government so that the conditions that allow the revaluation of tires allow avoiding the unnecessary importation of tires, </span><strong><span>at the same time as the retreading industry is raised, which today only uses 23% of its capacity.</span></strong></p>
