<p data-start="729" data-end="967"><span dir="auto">The company also reported a </span><strong><span dir="auto">35% share in the dry van segment</span></strong><span dir="auto"> , one of the main types of equipment used in freight transport for moving goods in the country.</span></p>

<blockquote><p><span dir="auto">“Being the number one semi-trailer manufacturer in Mexico again is a source of pride and, at the same time, a great responsibility. This result reflects the trust and preference of our customers, employees, and business partners, who drive Fruehauf&#8217;s growth every day,” said Rodrigo Arcos, the company&#8217;s commercial director.</span></p></blockquote>
<p data-start="1640" data-end="1872"><span dir="auto">The company stated that it will continue to focus on </span><strong><span dir="auto">product development and strengthening its production and service capacity</span></strong><span dir="auto"> to meet the needs of the transportation sector.</span></p>
<p data-start="1874" data-end="2291"><span dir="auto">Fruehauf operates a manufacturing plant in Coacalco, State of Mexico, where it produces various types of equipment for cargo transport, in addition to having a facility dedicated to the manufacture of dry vans in Kentucky, United States.</span></p>
<p data-start="1874" data-end="2291"><span dir="auto">The company is part of a key industry for the movement of goods and the performance of logistics chains in Mexico.</span></p>

<p><span dir="auto">In light of the review of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> , the federal government assured that it is working on various actions to expedite foreign trade.</span></p>
<p><span dir="auto">Estefanía Capdeville, Director General of Customs Services and International Affairs at </span><a href="https://www.anam.gob.mx/"><span dir="auto">Mexico&#8217;s National Customs Agency (ANAM)</span></a><span dir="auto"> , said that improving operations through digitalization not only facilitates trade but also increases revenue collection. For this reason, they invested </span><strong><span dir="auto">in technology such as arches, intelligence centers, and specialized personnel</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“All this investment, it’s true, has a revenue-raising component, but also an investment in the country. The USMCA is giving us the opportunity; all the geopolitical and foreign trade changes we are experiencing are giving us the opportunity for our customs to become an international benchmark. If we manage to make our customs an example of digitalization and efficiency, and with Mexico’s geographic location and the new investment opportunities we will have, we can change this moment and become a leader in facilitating foreign trade,” he asserted.</span></p></blockquote>
<p><span dir="auto">During his participation in the panel “Facilitation of Mexican Foreign Trade”, at the 8th </span><a href="https://amacarga.mx/"><span dir="auto">Amacarga</span></a><span dir="auto"> Congress , he assured that if </span><strong><span dir="auto">greater efficiency is achieved in various customs processes, foreign trade volumes will increase</span></strong><span dir="auto"> , “which brings benefits to all of us, including tax collection.”</span></p>
<blockquote><p><span dir="auto">“In order to receive all the information, we need the necessary infrastructure to store and analyze it. In the first six months of this year, priority customs offices must be fully equipped with the necessary infrastructure. Currently, only 7% of our vehicles are automated; we need to invest heavily in infrastructure to streamline everything,” he noted.</span></p></blockquote>
<p><span dir="auto">He noted that the Mexican Single Window for Foreign Trade (VUCEM) is in place, procedures have been simplified in various agencies, and work is underway to digitize them.</span></p>
<p><span dir="auto">Claudia Franco Arias, director of International Transport Affairs at the </span><a href="https://www.gob.mx/sict"><span dir="auto">Ministry of Infrastructure, Communications and Transport (SICT)</span></a><span dir="auto"> , agreed that </span><strong><span dir="auto">facilitating and digitizing customs processes increases revenue in a sustainable way</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“Freight forwarders are important players; we will no longer see them as mere logistics facilitators. Now we will see them as more focused and specialized because they consider different elements such as security, economics, and adequate logistical traceability to streamline and manage the costs we are experiencing with tariffs,” he stated.</span></p></blockquote>
<p><span dir="auto">For his part, José Ignacio Aguado, Director General of Innovation, Services and Domestic Trade at the </span><a href="https://www.gob.mx/se/es"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> , indicated that the focus should be on trade facilitation, for which there are the Mexico Plan, development hubs, the relaunch of the &#8220;Made in Mexico&#8221; brand, among others.</span></p>
<blockquote><p><span dir="auto">“With the review of the USMCA, we want to accelerate </span><em><span dir="auto">nearshoring</span></em><span dir="auto"> , and this is through facilitation, not only with the integration of Mexican government actors such as the SICT, the Treasury, ANAM, and the single window, but also with foreign trade actors such as freight forwarders. Integration is a great step because it gives certainty to the outside world,” he emphasized.</span></p></blockquote>
<p><span dir="auto">He argued that to make the country more competitive, the public sector needs to be more efficient through technology and innovation.</span></p>

<p><span dir="auto">According to what was published in the </span><a href="https://dof.gob.mx/#gsc.tab=0"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> , the strategy seeks to facilitate the renewal of old units through financing schemes backed by  </span><a href="https://www.nafin.com/portalnf/content/home/home.html"><span dir="auto">Nacional Financiera (Nafin)</span></a><span dir="auto"> , aimed mainly at micro and small transporters who currently have a </span><strong><span dir="auto">vehicle fleet of no more than 30 units</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">The objective is &#8220;to replace new or semi-new units, in order to improve the age of the fleet, the condition of the vehicle fleet and road safety,&#8221; it was stated in the DOF.</span></p></blockquote>
<p><span dir="auto">The document specifies that individuals with business activity and legal entities whose main activity is federal passenger and freight transport may participate, classified as </span><strong><span dir="auto">micro-transporters</span></strong><span dir="auto"> (from one to five units), and </span><strong><span dir="auto">small transporters</span></strong><span dir="auto"> (from six to 30 units).</span></p>
<p><strong><span dir="auto">The program operates under a Pari Passu Guarantee (shared risk)</span></strong><span dir="auto"> scheme in terms of the Nafin Guarantee Program, where credit risk will be shared between the federal government and participating financial institutions.</span></p>
<h4><strong><span dir="auto">Terms and payments</span></strong></h4>
<p><span dir="auto">The social action </span><strong><span dir="auto">includes financing of up to 15 million pesos (mdp)</span></strong><span dir="auto"> or its equivalent in US dollars, and the option to acquire new units will be </span><strong><span dir="auto">for up to 84 months with a minimum down payment of 10 percent</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">For pre-owned units, the maximum term will be </span><strong><span dir="auto">up to 60 months with a minimum down payment of 15 percent</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“The prices of the units and specific financing conditions will vary, depending on the brand, type of unit, model, and financial intermediaries participating in the Nafin Guarantee Program,” the DOF stated.</span></p></blockquote>
<h4><strong><span dir="auto">Participation requirements</span></strong></h4>
<p><span dir="auto">To access the program, applicants must meet various conditions established by the SICT:</span></p>
<p><span dir="auto">-Be a permit holder for federal motor transport service with a vehicle fleet of up to 30 units.</span></p>
<p><span dir="auto">-The permit granted by the SICT must have a minimum age of three years in the federal motor transport service.</span></p>
<p><span dir="auto">To fulfill the program&#8217;s objectives, once the financing is approved, the participating permit holder must go to the </span><a href="https://www.gob.mx/sict"><span dir="auto">General Directorate of Federal Motor Transport</span></a><span dir="auto"> and/or SICT center to present the requirements for the registration of each unit participating in the program.</span></p>
<p><span dir="auto">In the case of used units, they must present the requirements established by the financial intermediaries participating in the program, who will verify that the units comply with the physical-mechanical conditions issued by an inspection unit authorized by the SICT, the vehicle must be reviewed by the trained, empowered and designated public servant.</span></p>
<h4><strong><span dir="auto">Program validity</span></strong></h4>
<p><span dir="auto">The Official Gazette of the Federation establishes that </span><strong><span dir="auto">the validity of the program will be indefinite</span></strong><span dir="auto"> , provided that there is budgetary availability provided by the SICT in terms of the Nafin Guarantee Program.</span></p>
<p><span dir="auto">The SICT reported that the calls for proposals and access rules will be published through official SICT and Nafin channels to guarantee transparency in the allocation of support.</span></p>
<blockquote><p><span dir="auto">The agency indicated that to clarify doubts related to the program, those interested will be assisted through the following means of the General Directorate of Federal Motor Transport: financ.dgaf@sict.gob.mx or the telephone number 55 5723 9300, extensions 20001 and 20270.</span></p></blockquote>
<p><span dir="auto">The program is based on the </span><strong><span dir="auto">National Development Plan</span></strong><span dir="auto"> , which establishes as a public policy axis the need to have quality transport infrastructure and services that contribute to taking advantage of the country&#8217;s comparative advantages.</span></p>
<p><span dir="auto">Meanwhile, the </span><strong><span dir="auto">Sectoral Program for Infrastructure, Communications and Transportation 2025-2030</span></strong><span dir="auto"> establishes as fundamental objectives increasing the competitiveness of federal motor transport services, </span><strong><span dir="auto">promoting investment in services and innovative financing schemes to modernize the vehicle fleet</span></strong><span dir="auto"> and strengthen the motor transport industry.</span></p>
<p><span dir="auto">According to the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck and Tractor-Trailer Manufacturers (ANPACT)</span></a><span dir="auto"> , the fleet of heavy vehicles in the cargo segment in Mexico has an average age of 19 years, which affects, among other factors, the risk of accidents and high emissions of pollutants, reinforcing the need to accelerate its renewal.</span></p>

<p><span dir="auto">The social action </span><strong><span dir="auto">includes financing of up to 15 million pesos (mdp)</span></strong><span dir="auto"> or its equivalent in US dollars, and the option to acquire new units will be </span><strong><span dir="auto">for up to 84 months with a minimum down payment of 10 percent</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">For pre-owned units, the maximum term will be </span><strong><span dir="auto">up to 60 months with a minimum down payment of 15 percent</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">To fulfill the program&#8217;s objectives, once the financing is approved, the participating permit holder must go to the </span><a href="https://www.gob.mx/sict"><span dir="auto">General Directorate of Federal Motor Transport</span></a><span dir="auto"> and/or SICT center to present the requirements for the registration of each unit participating in the program.</span></p>
<p><span dir="auto">In the case of used units, they must present the requirements established by the financial intermediaries participating in the program, who will verify that the units comply with the physical-mechanical conditions issued by an inspection unit authorized by the SICT, the vehicle must be reviewed by the trained, empowered and designated public servant.</span></p>
<h4><strong><span dir="auto">Program validity</span></strong></h4>
<p><span dir="auto">The Official Gazette of the Federation establishes that </span><strong><span dir="auto">the validity of the program will be indefinite</span></strong><span dir="auto"> , provided that there is budgetary availability provided by the SICT in terms of the Nafin Guarantee Program.</span></p>
<p><span dir="auto">The SICT reported that the calls for proposals and access rules will be published through official SICT and Nafin channels to guarantee transparency in the allocation of support.</span></p>
<blockquote><p><span dir="auto">The agency indicated that to clarify doubts related to the program, those interested will be assisted through the following means of the General Directorate of Federal Motor Transport: financ.dgaf@sict.gob.mx or the telephone number 55 5723 9300, extensions 20001 and 20270.</span></p></blockquote>
<p><span dir="auto">The program is based on the </span><strong><span dir="auto">National Development Plan</span></strong><span dir="auto"> , which establishes as a public policy axis the need to have quality transport infrastructure and services that contribute to taking advantage of the country&#8217;s comparative advantages.</span></p>
<p><span dir="auto">Meanwhile, the </span><strong><span dir="auto">Sectoral Program for Infrastructure, Communications and Transportation 2025-2030</span></strong><span dir="auto"> establishes as fundamental objectives increasing the competitiveness of federal motor transport services, </span><strong><span dir="auto">promoting investment in services and innovative financing schemes to modernize the vehicle fleet</span></strong><span dir="auto"> and strengthen the motor transport industry.</span></p>
<p><span dir="auto">According to the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck and Tractor-Trailer Manufacturers (ANPACT)</span></a><span dir="auto"> , the fleet of heavy vehicles in the cargo segment in Mexico has an average age of 19 years, which affects, among other factors, the risk of accidents and high emissions of pollutants, reinforcing the need to accelerate its renewal.</span></p>

<p><span dir="auto">Major cargo airlines and courier companies reaffirmed their commitment to </span><strong><span dir="auto">maintaining and expanding their operations at </span><a href="https://aifa.aero/"><span dir="auto">Felipe Ángeles International Airport (AIFA)</span></a></strong><span dir="auto"> , the </span><a href="https://www.gob.mx/sict"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> reported .</span></p>
<p><span dir="auto">During a meeting between sector authorities and leaders of the air and land cargo industry, </span><strong><span dir="auto">progress in the modernization of the airport&#8217;s infrastructure and systems was reviewed</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The event </span><strong><span dir="auto">recognized AIFA, as well as its ability to manage large-scale operations</span></strong><span dir="auto"> , which positions it as a world-class logistics center.</span></p>
<p><span dir="auto">The Mexican government emphasized that technological integration and streamlined customs processes at the airport have allowed for a significant reduction in transit times, strengthening the country&#8217;s competitiveness in global trade.</span></p>

<p><span dir="auto">The SICT stated that this joint effort reaffirms the private sector&#8217;s confidence in the public policies for regional development and connectivity promoted by the federal government.</span></p>
<p><span dir="auto">According to statistics from the </span><a href="https://www.gob.mx/afac"><span dir="auto">Federal Civil Aviation Agency (AFAC)</span></a><span dir="auto"> , </span><strong><span dir="auto">in the first two months of 2026, </span></strong> <strong><span dir="auto">air cargo in Mexico increased by 7.3%</span></strong><span dir="auto"> compared to the same period in 2025, with AIFA being the airport with the highest movement of goods.</span></p>
<p><span dir="auto">In the January-February cycle of this year, the Felipe Ángeles moved 63,845.2 tons, which represented a growth of 17.4% year-on-year.</span></p>

This marked the opening of the 4th Sustainable Mobility and Technology Meeting, organized by the </span><a href="https://antp.org.mx/"><span dir="auto">National Association of Private Transportation (ANTP)</span></a><span dir="auto"> , a forum that aims to translate trends into concrete actions for the sector.</span></p>
<p data-start="758" data-end="983"><span dir="auto">From the outset, the central message was that </span><strong><span dir="auto">freight transport </span></strong><strong><span dir="auto">faces a transformational environment</span></strong><span dir="auto"> , where technology, the environment, and operational efficiency are no longer separate issues, but part of the same agenda.</span></p>
<p data-start="985" data-end="1259"><span dir="auto">The meeting, which has become established as a space for </span><strong><span dir="auto">dialogue on public policies and technological advances</span></strong><span dir="auto"> , seeks to share best practices and open new training routes for companies in the sector.</span></p>

<p data-start="1261" data-end="1551"><span dir="auto">In this context, Leonardo Gómez, executive president of the ANTP, highlighted that environmental protection has become an operational pillar of the trucking industry, which requires continuous improvement in how companies conduct their operations and adopt new technologies.</span></p>

<p data-start="1553" data-end="1832"><span dir="auto">Sustainability , he explained, not only responds to a regulatory requirement, but </span><strong><span dir="auto">also</span></strong><span dir="auto"> to the need to make logistics operations in the country more efficient and competitive, in an environment where challenges and opportunities are advancing simultaneously.</span></p>
<blockquote>
<p data-start="1834" data-end="2305"><span dir="auto">This approach was complemented by the authority&#8217;s perspective. Luis Ruiz Hernández, head of the </span><strong><span dir="auto">General Directorate of </span></strong><strong><span dir="auto">Federal Motor Transport (DGAF)</span></strong><span dir="auto"> of the </span><a href="https://www.gob.mx/sict"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> , put the sector&#8217;s role into perspective: &#8220;Motor transport covers an estimated </span><strong data-start="2111" data-end="2141"><span dir="auto">800 million kilometers</span></strong><span dir="auto"> daily along more than </span><strong data-start="2163" data-end="2198"><span dir="auto">50,000 kilometers of highways</span></strong><span dir="auto"> , moving essential goods for the economy and daily life,&#8221; he emphasized.</span></p>

<p data-start="2307" data-end="2540"><span dir="auto">Under this scenario, he emphasized that the coordination between the </span><strong><span dir="auto">ANTP and the SICT</span></strong><span dir="auto"> has allowed progress in key actions to address the operational challenges of the sector, from the digitization of procedures to regulatory strengthening.</span></p>
<p data-start="2542" data-end="2855"><span dir="auto">Among the highlighted lines of work are the </span><strong><span dir="auto">simplification of administrative processes, the modernization of service stations, the supervision of weights and dimensions</span></strong><span dir="auto"> , as well as the promotion of self-regulation through regulatory compliance certifications.</span></p>
<p data-start="2857" data-end="3077"><span dir="auto">In his speech, he also highlighted the joint work on </span><strong><span dir="auto">security and the implementation of programs</span></strong><span dir="auto"> such as the identification of units through the Public Vehicle Registry (Repuve), in addition to actions to strengthen technical supervision on the road.</span></p>
<p data-start="3079" data-end="3420"><span dir="auto">One of the central points on the agenda was the renewal of the vehicle fleet. Ruiz Hernández commented on the fleet renewal program announced by the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy</span></a><span dir="auto"> , and reiterated that the federal government has a guarantee fund exceeding 400 million pesos (MXN), with the capacity to leverage more than seven billion MXN in financing to modernize the fleet.</span></p>
<blockquote>
<p data-start="3422" data-end="3642"><span dir="auto">This program, which is in the guidelines phase, aims to promote more efficient units with lower emissions, he explained.</span></p>
</blockquote>
<p data-start="3644" data-end="3917"><span dir="auto">In addition, Ruiz recalled that the previous meeting had already identified priorities such as </span><strong><span dir="auto">emissions reduction, intermodality, the circular economy and vehicle renewal</span></strong><span dir="auto"> , issues that are relevant again in this edition.</span></p>

<p><strong><span dir="auto">Highway insecurity</span></strong><span dir="auto"> has once again become the central issue. Not just as a topic of discussion, but as an operational reality. Blockades on various stretches of road across the country, exposed drivers, and stranded goods have demonstrated that the problem is not merely a matter of perception. It is structural. And in this context, the president of the </span><a href="https://canacar.com.mx/"><span dir="auto">National Chamber of Freight Transportation (Canacar)</span></a><span dir="auto"> , Augusto Ramos, outlined a position that attempts to navigate between two lines: acknowledging the official figures while simultaneously admitting that the reality on the roads does not yet align with them.</span></p>
<p><span dir="auto">During the presentation of the results of his first month in office, Ramos outlined the progress made in dialogue sessions, institutional coordination, and actions to address the main challenges of the sector, in an environment marked by road insecurity.</span></p>
<blockquote><p><span dir="auto">Official data points to a decrease in </span><strong><span dir="auto">cargo theft</span></strong><span dir="auto"> of around 21% by 2025. However, the </span><strong><span dir="auto">violence</span></strong><span dir="auto"> with which these crimes are committed and the vulnerability of drivers continue to put pressure on the sector. “The theft is very aggressive,” Ramos warned, and insisted that the challenge is not only to reduce the number of crimes, but also to better understand what is really happening on the road.</span></p></blockquote>
<p><span dir="auto">That&#8217;s where the contrast emerges. </span><strong><span dir="auto">While official figures show a downward trend, reports of extortion, kidnappings, and assaults persist in daily operations</span></strong><span dir="auto"> . Far from dismissing either perspective, Canacar chose to develop its own.</span></p>
<p><span dir="auto">Since March, the </span><strong><span dir="auto">Chamber has begun collecting</span></strong><span dir="auto"> direct information from companies, operators, insurers and tracking systems, with the intention of cross-referencing it with the authority and, if necessary, confronting it.</span></p>
<p><span dir="auto">The next step will be to institutionalize this process. In its first 100 days in office, the Chamber plans to establish a system for reporting cases of extortion and corruption. The stakes are high: </span><strong><span dir="auto">if the reports consistently point to irregularities, they could even lead to the dismissal of public officials</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Meanwhile, the operation continues to set the pace. In March alone, four armed attacks against operators were recorded, one of them fatal. And while direct crime is the focus, road blockades amplify the problem: they stop goods, raise costs, and increase the risk of theft in a country where more than 80% of cargo is moved by road.</span></p>
<p><span dir="auto">This interpretation is complemented by another perspective within the sector. </span><strong><span dir="auto">Some companies have reported a decrease in thefts</span></strong><span dir="auto"> , but this is not necessarily attributable to improved public safety; rather, it stems from increased investment in technology, monitoring, and prevention. This opens a second line of analysis: if the reduction is due more to private strategies than to structural conditions, the underlying problem may persist.</span></p>
<h4><strong><span dir="auto">Diesel and structure: the pressure that doesn&#8217;t let up</span></strong></h4>
<blockquote><p><span dir="auto">Adding to this pressure is </span><strong><span dir="auto">diesel</span></strong><span dir="auto"> , the other major challenge for the </span><strong><span dir="auto">trucking industry</span></strong><span dir="auto"> . Fuel represents about 30% of operating costs, and any price fluctuation immediately impacts rates. Ramos explained the equation: “For every peso the price of diesel increases, freight costs can rise by around four percent.”</span></p></blockquote>
<p><span dir="auto">The problem, however, is not within the sector&#8217;s control. Ramos acknowledged that </span><strong><span dir="auto">fuel prices are driven by global factors</span></strong><span dir="auto"> , so companies have had to rely on both government incentives and their own operational efficiencies. Even so, the margin is getting narrower.</span></p>
<p><span dir="auto">In this context, the sector&#8217;s very structure explains some of its limitations. He stated that more than </span><strong><span dir="auto">215,000 companies</span></strong><span dir="auto"> hold concessions, according to data from the </span><a href="https://www.gob.mx/sict"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> , but only </span><strong><span dir="auto">about 15,000</span></strong><span dir="auto"> are formally registered with the </span><a href="https://www.imss.gob.mx/"><span dir="auto">Mexican Social Security Institute (IMSS)</span></a><span dir="auto"> . Furthermore, 97% are micro and small businesses, and more than 80% operate with fewer than five vehicles, Ramos explained.</span></p>
<p><span dir="auto">With that profile, the room for maneuver is limited. Therefore, according to Ramos, Canacar has begun to strengthen its internal operations with 25 committees and 23 commissions, in addition to permanent working groups that seek to address issues such as safety, training, and operational efficiency simultaneously.</span></p>
<blockquote><p><span dir="auto">At the same time, the Chamber has chosen to strengthen its ties with the industry. Through alliances with manufacturers and suppliers such as </span><a href="https://daimler.com.mx/es-mx/"><span dir="auto">Daimler</span></a><span dir="auto"> , </span><a href="https://www.international.com/products/trucks"><span dir="auto">International</span></a><span dir="auto"> , and </span><a href="https://www.cummins.com/es-la"><span dir="auto">Cummins</span></a><span dir="auto"> , it seeks to provide carriers with training programs, financing, and preferential terms that facilitate fleet renewal, especially in the segment that accounts for more than half of the country&#8217;s trucks.</span></p></blockquote>
<p><span dir="auto">Meanwhile, the sector is also observing the first steps in the fleet renewal program promoted by the federal government. Canacar indicated that it already has the guidelines that will define access to these incentives, focused primarily on micro and small carriers, although it acknowledged that this is only a first step in addressing the structural shortcomings facing the fleet.</span></p>
<h4><strong><span dir="auto">Operators: the challenge that keeps growing</span></strong></h4>
<p><span dir="auto">But even with these efforts, the sector faces a challenge that cannot be solved solely through financing or regulation: a </span><strong><span dir="auto">shortage of drivers</span></strong><span dir="auto"> . Currently, the deficit exceeds 90,000 drivers, a trend that is not unique to Mexico.</span></p>
<p><span dir="auto">Added to this is the generational shift that is beginning to put pressure on the sector, </span><strong><span dir="auto">with almost 15,000 operators retiring</span></strong><span dir="auto"> , widening the gap between supply and demand. Faced with this scenario, </span><strong><span dir="auto">Canacar</span></strong><span dir="auto"> proposes improving training, increasing the number of new operators trained—currently around 4,000 per year—and incorporating new sources of talent, including migrants.</span></p>
<p><span dir="auto">Faced with this situation, the Chamber&#8217;s strategy has focused on three key areas: building its own data, maintaining ongoing dialogue with the authorities, and exerting institutional pressure based on evidence. The intention is clear: to move beyond reaction and toward prevention.</span></p>
<p><span dir="auto">The challenge, however, remains balancing two realities. On the one hand, figures that point to improvements. On the other, an operation that is still perceived as vulnerable. Amid this tension, the trucking industry continues to keep the country moving, while attempting to bring order to a sector facing pressure from all sides.</span></p>

<p data-start="266" data-end="556"><span dir="auto">The </span><a href="https://www.gob.mx/sict"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> published in the </span><a href="https://www.dof.gob.mx/nota_detalle_popup.php?codigo=5770086"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> , in September 2025, an agreement establishing administrative simplification actions for various procedures related to </span><strong><span dir="auto">federal motor transport</span></strong><span dir="auto"> .</span></p>
<p data-start="558" data-end="851"><span dir="auto">The document contemplates the merging of homoclaves, updating of requirements, elimination of some procedures and the digitization of processes before the </span><a href="https://www.gob.mx/sict"><span dir="auto">General Directorate of Federal Motor Transport</span></a><span dir="auto"> , with the objective of reducing resolution times and </span><strong><span dir="auto">modernizing the administrative management of the sector</span></strong><span dir="auto"> .</span></p>
<p data-start="853" data-end="947"><span dir="auto">However, in practice, there have been reports of delays in some procedures.</span></p>

<p data-start="949" data-end="1312"><span dir="auto">A vehicle deregistration request submitted last November (2025) remains unresolved. The explanation given is that &#8220;the system doesn&#8217;t allow it,&#8221; and there has been no formal determination regarding the final status of the process, Eucario Reyes, president of the </span><strong><span dir="auto">National Association of Representation in Motor Transport (ANRA)</span></strong><span dir="auto"> , told T21 .</span></p>
</blockquote>
<p data-start="1314" data-end="1595"><span dir="auto">According to Reyes, </span><strong><span dir="auto">the number of similar cases exceeds 300</span></strong><span dir="auto"> , primarily related to vehicle registration changes—transactions that replace or update a vehicle in the registry—as well as license plate registration procedures, that is, the assignment or change of federal license plates. These procedures </span><strong><span dir="auto">remain on hold</span></strong><span dir="auto"> while technical teams conduct internal system validations.</span></p>
<p data-start="1597" data-end="1822"><span dir="auto">One of the documents consulted indicates that the procedure &#8220;is not rejected&#8221; and that it will remain in prevention status until the Directorate of Technological Innovation and Systems Operation resolves the matter.</span></p>

<p data-start="1824" data-end="2251"><span dir="auto">Reyes added that, during the submission of some procedures, they have been told at the window that a notarized power of attorney is not always necessary; however, in later stages the system may require validations related to legal representation or with the linking of the </span><strong><span dir="auto">Federal Taxpayer Registry (RFC)</span></strong><span dir="auto"> of the permit holder and that of the attorney, which —he explained— may delay the conclusion of the procedure.</span></p>

<p data-start="2253" data-end="2533"><span dir="auto">The agreement published in the Official Gazette of the </span><strong><span dir="auto">Federation (DOF)</span></strong><span dir="auto"> establishes actions aimed at administrative simplification; however, the operational implementation of the new digital processes will be crucial for these objectives to be effectively reflected in the daily management of the sector.</span></p>

<p data-start="2253" data-end="2533"><span dir="auto">According to the document, the SICT will carry out the necessary procedures to make the adjustments and updates to the formats, electronic systems, reception methods, platforms, databases and procedures.</span></p>

<p><strong><span dir="auto">The vehicle registration crisis affecting federal trucking is beginning to show signs of improvement</span></strong><span dir="auto"> , although operational uncertainty has not yet been completely dispelled. </span><a href="https://www.gob.mx/tgm/"><span dir="auto">Talleres Gráficos de México (TGM)</span></a><span dir="auto">  delivered the first batch of metal license plates to the </span><a href="https://www.gob.mx/sict"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> , as part of a larger order aimed at addressing a backlog that has accumulated over several months.</span></p>
<p><span dir="auto">According to official information, </span><strong><span dir="auto">TGM delivered 80,104 sets of license plates with stickers</span></strong><span dir="auto"> , out of a total of 418,999 units committed. Production is being carried out in stages and is part of the plan defined after the authorization of federal funds to address the shortage of license plates, which forced the sector to operate with provisional permits since October 2025.</span></p>
<p><span dir="auto">In this regard, Eucario Reyes, president of the </span><strong><span dir="auto">National Association of Representation in Motor Transport (ANRA),</span></strong><span dir="auto"> told T21 that, for the carriers, the arrival of the material represents a partial advance, but </span><strong><span dir="auto">not an immediate solution</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">He noted that trucks with license plates have already begun arriving, although the distribution process will take time. “They are being delivered little by little; it could take up to a month to complete the deliveries to the delegations,” he explained in an interview.</span></p></blockquote>
<p><span dir="auto">Reyes noted that the approved budget—130 million pesos—allowed production to resume, but cautioned that the challenge now lies in </span><strong><span dir="auto">delivery logistics</span></strong><span dir="auto"> , particularly to states with high demand for paperwork, such as Nuevo León and Jalisco. Meanwhile, in several regions of the country, </span><strong><span dir="auto">trucking continues to operate under provisional arrangements</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Reyes emphasized that </span><strong><span dir="auto">the standardization process is not limited to license plates</span></strong><span dir="auto"> , as registration cards, stickers, and documentation associated with various types of vehicles, including cross-border and double-articulated transport, are also underway. However, he insisted that the transition is not uniform and that the impact of the </span><strong><span dir="auto">backlog remains concentrated outside the central region of the country</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">The lack of license plates led the SICT (Secretariat of Communications and Transportation) to formalize, last October, the Provisional Permit to Circulate Without License Plates or Stickers, valid for up to 180 days. Although this mechanism allowed operations to continue, carriers have pointed out regulatory gaps, duplication of requirements, and a lack of clear guidelines for returning to metal identification.</span></p></blockquote>
<p><span dir="auto">With production underway, the sector is seeing a gradual recovery from a crisis that exposed administrative and planning weaknesses. The arrival of license plates marks a turning point, but for federal trucking, closing this chapter will depend on the complete nationwide distribution and avoiding a repeat of temporary solutions to structural bureaucratic hurdles.</span></p>

<blockquote><p><span dir="auto">The category with the highest number of registrations was dry vans, with a total of 5,248 units registered in the January-November 2025 cycle. The segment leader was </span><a href="https://fruehauf.mx/"><span dir="auto">Fruehauf</span></a><span dir="auto"> with 1,860 units, followed by </span><a href="https://remolquesatro.com/"><span dir="auto">ATRO</span></a><span dir="auto"> with 698 and </span><a href="https://gallegos.com.mx/"><span dir="auto">Gallegos</span></a><span dir="auto"> with 423. <p><span dir="auto">Data from the DGAF showed that 853 refrigerated boxes were registered during the analysis cycle, and in this category there is a greater concentration of participants, where </span><a href="https://www.utility.com.mx/"><span dir="auto">Utility</span></a><span dir="auto"> totaled 562 refrigerated boxes and </span><a href="https://www.zapata.com.mx/greatdane"><span dir="auto">Great Dane</span></a><span dir="auto"> added 110 units, together both brands concentrated 79% of the category.</span></p>
