The main challenge facing Mexican ports today is not only to strengthen security controls, but also to prevent over-regulation from eroding the country’s operational efficiency and logistical competitiveness compared to other international markets.

For Luz Alicia Iturbe de Garay, Legal Advisor of the Integral Port Administration (API) of Tamaulipas , the lack of legal certainty has become one of the biggest obstacles to attracting investment to the port sector, even when there are infrastructure projects with high strategic potential.

“The uncertainty surrounding the direction our country is taking is generating this lack of confidence,” he stated during the conference “ Current Situation of the National Port System: Where We Are and Where We Should Be Going ,” organized by the Mexican College of Civil Engineers (CICM) . He recalled that the original spirit of the Ports Law was precisely to offer legal certainty to investors through Master Port Development Programs with a long-term vision of up to 30 years, considering the level of capital required to develop specialized terminals and acquire high-tech port equipment.

“All of this has meant that the operation and maneuvering of the port operation is done in the shortest possible time, and that puts the country’s ports in a competitive status,” he said.

In that context, he explained that currently the regulatory and technical supervision processes have become stricter, incorporating verifications that did not previously exist and that today slow down procedures and authorizations for infrastructure development.

He added that this is compounded by the delay in granting federal maritime-terrestrial zone concessions by the Ministry of Environment and Natural Resources (Semarnat) , with files accumulating for up to six years awaiting resolution.

“We have procedures that have been pending for six years or more, and that stops investment, or, as has happened, prevents the construction of the dock and leads to the saying ‘it’s better to ask for forgiveness than permission’,” he warned.

The specialist also pointed out that the change of control of the port sector from the then Ministry of Communications and Transportation — now the Ministry of Infrastructure, Communications and Transportation — to the Ministry of the Navy significantly changed the relationship with investors and transformed the regulatory processes.

“Previously, the relationship with investors was fostered because that is the job of a port administrator: to seek investment for their port . It is a company that is looking for investors, not driving them away. Sometimes being so strict in their military training distances us from the commercial aspect,” he commented.

In that sense, he considered that the current challenge of the Mexican port system is not only technical or legal, but also one of institutional integration , and therefore called for strengthening the coordination between authorities and specialized organizations in infrastructure, engineering and regulations.

The view was shared by Jesús Campos López, president of the XVI Board of Directors of the CICM, who maintained that the transfer of the port sector marked a turning point in the maritime-port governance of the country, by modifying regulatory processes, technical supervision schemes, priorities and authorization times for projects.

“Today we face other challenges, such as how to balance control and competitiveness , how to provide legal certainty to investors without sacrificing the State’s authority, and how to modernize our ports to respond to the demands and reorganization of global trade,” he explained.

Campos López added that, in addition to the regulatory component, structural challenges related to civil engineering persist, including dredging to maintain great depths , the expansion of docks and yards, last-mile rail and road connectivity, as well as the resilience of the infrastructure to climate change and extreme weather events.

“These are challenges that cannot be solved with a single discipline or a single institution,” he concluded.

El cargo Port investment in Mexico demands certainty apareció primero en T21.

Insecurity in the State of Mexico maintains constant pressure on the trucking industry , in one of the states with the highest crime rates in the country and a key hub for the distribution of goods. Faced with this situation, coordination between authorities and the private sector has become the cornerstone of efforts to contain the problem.

From the state delegation of the National Chamber of Freight Transportation (Canacar) , the work is coordinated through monthly inter-institutional meetings where the National Guard , state authorities, C-5 centers, as well as representatives of the transportation sector participate.

The timely monitoring of incidents and the exchange of operational information are part of these meetings, which also seek to resolve one of the main obstacles: the fragmentation between federal and local levels, which often dilutes responsibilities in addressing crimes.

“We often find that if it’s a federal section, or if it’s a local section, then we seek that cooperation,” explained Paulina Montserrat Muñoz, delegate of Canacar in the State of Mexico.

In this context, strengthening institutional communication and ensuring the continuity of these spaces are emerging as key elements for advancing the security strategy. The close relationship with the authorities, he affirmed, is the result of sustained work over the years, not isolated actions.

At the same time, the organization is working on developing a more precise diagnosis of crime hotspots in the state. To this end, it is preparing a data collection effort that will be presented to the authorities , based on records from Canacar’s national call center .

“We are preparing the information through the call center and once we have it, the authorities told us: ‘present what you have and we will work with that’,” Muñoz explained.

This approach becomes more relevant when considering the geographical concentration of crime.

According to information from Overhaul , 68% of the incidence of cargo theft of food and beverages is concentrated in the central (37%) and Bajío (31%) regions, while 65% of these events are registered in six entities, including the State of Mexico, which concentrates the largest number of cases with 18 percent .

At the highway level, incidents are concentrated on strategic corridors such as the Mexico City–Saltillo highway (MEX-57D) with 14% of the events, followed by the Mexico City–Veracruz highway (MEX-150D) and the Guadalajara–San Luis Potosí highway (MEX-80D), both with 5%. Furthermore, the main target of criminals is heavy vehicles, particularly tractor-trailers (58%), box trucks (18%), and cargo vans (16%).

Thus, in an environment where crime rates remain high in key areas , the sector’s strategy involves not only reinforcing operational presence, but also consolidating effective coordination that allows information to be translated into concrete actions in the field.

El cargo Canacar Edoméx advocates for inter-institutional working groups to combat cargo theft apareció primero en T21.

NUEVO LAREDO, TAMPS. – In trucking , the difference isn’t in speed, but in the ability to execute each maneuver with control and adherence to protocols. Following this logic, the fourth edition of the Truck Challenge 2026 brought together drivers to test their maneuvering skills in an environment where mistakes result in disqualification.

The competition format focused on technical tests that replicated real-world operating scenarios , with circuits that demanded mastery of reversing, gear shifting, and pinpoint accuracy. Each run, lasting between five and seven minutes, penalized any error, from touching obstacles to breaking basic rules.

During the day, at least 12 operators were disqualified, mainly for not using the seatbelt, a fault that shows that the focus of the event is not competitive in speed, but in operational discipline .

In the Sleeper Cab category , the results were as follows:

• First place: Erik Uriel Sánchez Silva — Land Border Liaison .
• Second place: Adolfo Perea Rosas — TransMex .
• Third place: Tomás Guerrero Rodríguez — Xpress Internacional.

In the Day Cab category , the best performing operators were:

• First place: Arturo Chaires Atilano — YBM Logistics.
• Second place: Javier Jiménez Vázquez — TransMex.
• Third place: Jesús Alfonso Aguilera — FEMA Transport .

The top three places in both categories advance to the MT Tampico final , where the best profiles in the country will gather.

The meeting also reflects one of the sector’s priorities: recognizing the role of the operator within the value chain .

“The engine of international trade is transportation, and without operators there is no transportation,” said Carlos Fernández, general vice president of the National Chamber of Freight Transportation (Canacar) .

Along the same lines, he stressed that these spaces contribute to dignifying the profession and attracting new generations.

“It sparks interest in many young people to join this wonderful profession… with pride in being an operator and learning the trade in a technical way,” he added.

From the organization’s perspective, the focus is also on training and the social impact of the event.

“Transforming lives through education… each comprehensive scholarship we award is a story of overcoming adversity that begins in Nuevo Laredo,” said Yvette Bazán, president of the ATC Foundation .

The initiative is based on a cause-related model, where the resources generated are used to train new operators.

“It’s a fundraising event… the money left over is used to provide scholarships for new operators,” explained Pedro Lozano, president of the Nuevo Laredo Freight Carriers Association (ATC) .

In addition to the technical component, the event incorporated a community focus that was reflected in the interaction between families , companies, and operators . Throughout the day, the space transformed into a lively festival where attendees shared food, music, and recreational activities, while closely following each of the track events.

The atmosphere wasn’t limited to the competition. There were areas designated for children , family activities, and spaces designed to introduce new generations to the trucking industry from a different perspective. Through games, exhibits, and activities, the event also aimed to spark interest in the profession from a young age, in line with the goal of training future drivers and strengthening generational succession within the sector.

“We want to foster a lot of interaction with our families… and encourage new operators, which is what we are most focused on,” Lozano added.

With four editions, the Truck Challenge is consolidating itself as an exercise that transcends competition: it puts at the center the safety, training and recognition of those who sustain the daily operation of freight transport.

El cargo Truck Challenge 2026: Precision behind the wheel defines the best operators apareció primero en T21.

The shortage of operational personnel in the trucking industry is a multifaceted challenge that demands coordinated solutions among the various stakeholders . Based on this premise, the Daimler Commercial Vehicles Mexico Distributors Association (ADAVEC) , the Comprehensive Management Center (CEDEMI), Daimler Truck Mexico , and Tecnomotum , in conjunction with the Association of Women Operators (AMO) , joined forces to develop an initiative focused on the inclusion and professionalization of women operators.

As a result of this strategic alliance, a comprehensive training program for female operators, unique in its kind, was designed to strengthen women’s participation in a sector that is key to the national economy. “For us, the future of transportation in Mexico is in the hands of women,” stated Fernando Lascurain, director of ADAVEC and CEDEMI .

The program comprises 180 hours of intensive training spread over five weeks, combining specialized theoretical instruction with hands-on practice in simulators and real-world vehicles. The training is delivered according to international quality standards, aligned with ISO 9001:2015 , and is the first course of its kind implemented in Mexico City.

“For CEDEMI, this day represents much more than the start of a training program. It reflects our commitment to developing talent through a professional, structured approach aligned with the real needs of the trucking industry,” Lascurain stated.

From a technological perspective, Pedro Rivera, CEO of Tecnomotum, highlighted that the security systems developed by the company play a key role in increasing the confidence of operators, by reducing the risk of theft by up to 10 times and contributing significantly to the prevention of road accidents.

“The operators have told us that technology supports them, protects them, and allows them to perform their work better. In many cases, they even show a greater openness to technological adoption than traditional operators, which reinforces our interest in participating in these types of initiatives,” Rivera stated.

For her part, Marcela Barreiro, president and CEO of Daimler Truck Mexico, emphasized that the incorporation of women into the operation of road transport generates impacts that go beyond the business sphere , translating into social and personal benefits.

“The participation of women operators has significant social implications. It not only responds to our clients’ need for more qualified personnel, but also opens up opportunities in a sector where women are demonstrating that they can thrive and build solid professional careers,” Barreiro emphasized.

Paola Moncada, president and co-founder of AMO, highlighted that one of the program’s strengths lies in the support network that assists the initial eight participants, who have decided to join this training primarily motivated by the well-being of their families .

“During the interview process, they all agreed that their main motivation is their children and their families, who are waiting for them at home and represent the driving force behind this important decision,” Moncada mentioned.

The president of the Association of Women Operators also acknowledged the challenges aspiring women face, including the cost of training, obtaining licenses, lack of experience, and the prejudices that still persist in some companies. However, she emphasized that projects like this not only facilitate access to initial financing but also raise awareness within the industry and create real opportunities for women’s employment.

Finally, Alexia González, general treasurer of the National Chamber of Freight Transportation (Canacar) , reaffirmed that the sector has a supportive base of women that promotes inclusion and provides a supportive and safe environment.

“Today there are women within the industry who are willing to accompany and support them. Together we can build a more inclusive industry and, in the long term, make this profession one of the most attractive so that more women decide to join as operators,” she concluded.

The need for more coordinated, safe, and measurable operations is beginning to set the pace in the freight transportation industry. In this context, Zinergia (number 6 in the Top 100 Trucking Companies® )  is focusing its operations on integrating services and strengthening its processes .

The challenges in trucking security no longer revolve around whether a robbery will occur, but rather how prepared the sector is to confront it. In Mexico, this crime occurs with a frequency that is no longer exceptional: according to specialists, a highway robbery against truckers is recorded every 30 minutes , reflecting an environment where operations are carried out under constant risk .

The problem persists and evolves. Criminal gangs operate with greater organization , change routes , use signal jammers, and adjust their tactics in response to police operations , forcing companies to rethink their security strategy practically in real time, Ángeles Useche, commercial director of Total Protect , told T21 .

But the biggest obstacle isn’t always external. It’s also internal. Despite this scenario, a portion of the sector continues to operate with traditional methods : calls to the operator, Excel spreadsheets, or reactive decision-making. Resistance to adopting technology remains one of the main hurdles, even though more accessible models exist today, the specialist explained.

The change, in reality, is one of mindset. Safety has ceased to be an expense and has become a condition of operation .

From the technological front, the evolution points to building layers. GPS alone is no longer enough. The approach now integrates video surveillance, engine immobilizers, sensors, and predictive analytics to anticipate risks, said Useche. That’s the turning point: moving from reacting to predicting.

In practice, the numbers illustrate the scale of the challenge. Among the company’s clients, four to five cargo thefts are recorded weekly . However, when technology and monitoring are integrated, recovery rates can exceed 97% , a difference that lies not in the event itself, but in the response capacity, he indicated.

The window of opportunity is in the first few minutes. According to Useche, the use of platforms with predictive intelligence is starting to make a difference. Identifying schedules, routes, and risk patterns allows for decisions to be made before the incident occurs, not after.

This is complemented by coordination with authorities and monitoring centers such as C4 and C5, as well as specialized response teams, which increase the chances of recovery and reduce the operational impact.

In a context where crime does not stop, security is no longer an add-on, it is part of the business.

El cargo From reaction to prediction: the challenge of safety in road transport apareció primero en T21.

With the goal of obtaining data that will help reduce crime rates in areas near the Felipe Ángeles International Airport (AIFA) , the  National Association of Vehicle Tracking and Protection Companies (ANERPV) is seeking to sign an agreement with authorities of said infrastructure and of the surrounding states.

“The idea is to coordinate and sign an agreement, if authorized by the Ministry of National Defense (Defense), with AIFA to share intelligence. What does ANERPV have? It identifies incidents in the surrounding area, throughout the country. But we can identify incidents within the first perimeter, within the five, ten, or twenty-five kilometers (km) that surround AIFA and its two main roads, the Circuito Exterior Mexiquense and Mexico 85 and Mexico 85D,” said Luis Villatoro, president of ANERPV.

According to statistics shared by Villatoro, the State of Mexico accounts for approximately 25% to 30% of incidents nationwide , while the areas of Ecatepec, the Circuito Exterior Mexiquense, and Mexico 85 encompass around 60% of cases, which are related not only to cargo theft but also to vehicle theft.

In an interview, he stressed that they would be responsible for identifying the regions where these types of actions are occurring in order to find, in coordination with the National Guard , Defense and state authorities, the best intervention strategies.

He added that this coordination should also be carried out with the State of Mexico and Hidalgo , “to not only reduce the impact around the perimeter of the AIFA, but also those that may occur in neighboring states.”

Villatoro highlighted that AIFA has become an  important  logistics center at the Latin American and national level , “the merchandise that leaves there is incorporated into these two communication routes and they have not necessarily had incidents on these communication routes, the degree of risk itself is presented on those roads.”

“What we do is seek collaboration with the authorities and the best coordination, which is what would allow us to react as quickly as possible when we become aware of these events,” he asserted.

Similarly, he commented that they seek to extend this type of agreement with foreign trade participants, as well as with the Mexican Association of Intermodal Transport (AMTI) , the Mexican Association of Freight Forwarders (Amacarga)  or the National Association of Importers and Exporters of the Mexican Republic (ANIERM) , “in order to establish these links in each of the stages, from the point of view that security is transversal.”

In a context where geopolitical tensions, the review of the United States-Mexico-Canada Agreement (USMCA) and structural changes in supply chains have tested the resilience of companies, the 2026 edition of the Logistics Pulse marks a turning point: leaving measurement behind to focus on action .

During the presentation of the study, Ángel Estrada, managing director of Alvarez & Marsal , highlighted that this new edition responds to a different reality, in which the challenges of the past have evolved into structural challenges that require strategic decisions.

“In previous years we measured efficiency, costs and performance. Today the focus is on looking ahead and understanding what’s coming and how to act,” he noted at The Logistics World Summit & Expo.

Unlike previous editions, the 2026 Pulse Meter was built from more than 45 interviews with leaders of the logistics ecosystem , including companies, operators, associations, academia and government, with the aim of identifying trends and defining courses of action in seven key pillars, such as infrastructure, costs, resilience, technology, security, talent and sector collaboration.

This change in methodology reflects an evolution of the sector, which has gone through different stages in recent years, from the disruption caused by the COVID-19 pandemic, to the container crisis, energy volatility and, more recently, the regionalization of supply chains .

In this context, Estrada stressed that 2026 is a critical year for Mexico, particularly due to the review of the USMCA and international pressure to strengthen regional integration.

One of the main findings of the study is that Mexico has a real opportunity to consolidate itself as a logistics hub in Latin America , driven by nearshoring and the global reconfiguration of trade.

However, this opportunity coexists with structural tensions that go beyond logistical costs, such as insufficient infrastructure, security challenges, and a lack of specialized talent.

“We are at a pivotal moment. There is a great opportunity, but also pressures that, if not addressed, could become bottlenecks,” Estrada warned.

One of the most significant changes identified is the transformation of the role of logistics within companies. From being an operational function focused on costs, it is evolving into a strategic element in decision-making.

“Logistics is being discussed in the council today. It is a growth enabler and a competitive advantage,” Estrada explained.

This change responds to the need to build more resilient, efficient supply chains that are aligned with business objectives.

The study also highlights two critical factors: talent and technology .

On the one hand, a lack of specialized skills can limit the sector’s growth. On the other hand, the accelerated adoption of technologies like artificial intelligence (AI)  opens up opportunities, but also risks if not implemented in a structured way.

“Many solutions arrive as isolated applications, without being integrated into the processes. The challenge is to connect end-to-end and start from clean data,” Estrada pointed out.

Security and infrastructure, the structural issues to be resolved

During the press conference, leaders in the logistics sector agreed that the main challenges remain security and infrastructure.

Hugo Ruiz, president of the National Council of Executives in Logistics and Supply Chain (ConaLog) , highlighted that there is a growing recognition, even from the government, of the deficiencies in infrastructure.

“It’s something that wasn’t openly discussed before. Today there’s agreement between the public and private sectors, and it’s one of the issues we need to resolve in the coming years,” he stated.

Regarding security, Sandra Aragonez, senior director at Alvarez & Marsal , stressed that it must cease to be an operational issue and become a strategic focus within organizations.

“Security must be on the same level as supply chain management. It must be integrated from the operational design stage,” he stated.

From conversation to execution

One of the most compelling calls of the 2026 Pulse Meter is the need to move from diagnosis to action.

Bernardo Flores, from Alvarez & Marsal , emphasized that the real challenge is to translate opportunities into concrete results, through collaboration between companies, government and academia .

For his part, Juan Carlos Molina, general director of GS1 Mexico , stressed that digitalization will be key, as long as it is supported by standards that allow for efficient communication.

The message is that the moment demands coordinated action. For Juan Pablo Pacheco, managing director of HAF Logística Internacional , the key lies in collaboration among stakeholders.

“We need to work together as a sector to solve the challenges,” he said.

The participants agreed that, although Mexico has managed to grow despite its limitations, its true potential will be reached when structural problems are addressed.

“Imagine what we could achieve if we resolve these deficiencies,” Ruiz said.

El cargo Logistics Pulse Meter 2026: From Measuring to Acting at a Decisive Moment for Mexico apareció primero en T21.

Planning, the use of technology, and protocols are the main actions for safety in cargo movement, agreed specialists in the logistics sector.

According to Leonardo Gómez, executive president of the National Association of Private Transportation (ANTP) , 10 states in the country account for 93% of highway robberies ; 50% are concentrated in three of them.

“I believe we can focus on and address this situation with very good practices,” Gómez noted, during the panel “ Safe Routes: Overview of Good Practices ,” as part of the first day of activities at The Logistics World Summit & Expo .

In that regard, Eva María Muñoz, president of the Mexican Association of Freight Forwarders (Amacarga) , highlighted the importance of route planning , especially in urban areas, where, among other events, demonstrations could occur.

He emphasized the use of technologies that allow for vehicle monitoring, as well as having contingency protocols in place to act quickly, “since it can take us longer, not so much because of theft, but because of demonstrations, which put the driver and the goods at risk. When we have the last mile in urban areas, that’s when we encounter many complications.”

He considered it important to conduct a more in-depth investigation of service providers , how many robberies they have, what their normal handling statistics are, “so that we can have a certain level of security and deliver a better result.”

Muñoz said that, given the current risks, these types of actions must be carried out every day, as well as having information on the routes and times with the highest risk in order to avoid the area.

For his part, Luis Hernández, president of the Mexican Association of Intermodal Transportation (AMTI) , reiterated the use of technology, such as seals with GPS notifications, which allows them to know if there was a door opening, weight changes, among other aspects.

“Actually, the impact on rail traffic from point A to point B isn’t as significant as it can be in the final few miles. We’re working with the associations to see how we can collaborate by sharing the information we generate with our partners,” he emphasized.

He added that the control towers have been working through the logistics integrator, as they help to verify every point of the operation.

“It has grown a lot and has been very positive for the movement of our cargo. I reiterate, much of it has been in the first and last miles, which is where the scale of the operation is somewhat diminished by having to move only one or two containers per day, per hour, on a daily basis. In addition to that, the satellite monitoring seals have been very useful for us in generating statistics and developing a security strategy,” he explained.

Luis Villatoro, president of the National Association of Vehicle Tracking and Protection Companies (ANERPV) , mentioned that, in addition to prevention and technology, data analytics, artificial intelligence (AI), video telematics, GPS, and protocols such as training and professionalization of the human factor are necessary.

“If that human factor interacts correctly from the point of view of prevention, plus the support that artificial intelligence and technology can give you, of course, to track and trace the units, the response times to an incident, whatever it may be, a robbery or an accident, that may put the movement of that unit or the logistical operation at risk, consequently, it is the human factor that reacts based on criteria or standards,” he explained.

He explained that one of the standards is data analysis , as well as identifying the points where crimes are concentrated.

He considered it important to have a control tower, whose capacity can absorb information such as the closure of a road, an accident, such as the burning of vehicles, resulting from a criminal group or the arrest of a criminal leader.

During the presentation of the results of the internal electoral process of the National Chamber of Freight Transportation (Canacar) , the president-elect, Augusto Ramos, outlined the key points that will mark his administration for the 2026-2027 period and confirmed the integration of Rómulo Mejía Durán as general vice president of the organization .

The announcement came after an irreversible trend in their favor was confirmed, in a process that the current president, Miguel Ángel Martínez, described as orderly, transparent and in accordance with the statutes, highlighting the participation in 28 voting centers and the beginning of an institutional transition towards the Ordinary General Assembly on March 2, when the swearing-in of the new National Executive Committee will be formalized.

Five pillars for the 2026-2027 management

In his first message, Ramos assured that his administration will be governed by five non-negotiable principles: radical transparency, permanent accountability, participatory and decentralized government, data-driven decisions, and inclusion without exceptions.

The proposed actions include the periodic publication of management reports , the implementation of a dashboard to measure commitments, and the holding of regional forums to decentralize decision-making. He also indicated that he will rely on technical assessments and statistical analyses, in coordination with specialized institutions, to support the sector’s defense before the authorities.

He emphasized that the Chamber will represent companies of all sizes with equal strength, from single-unit carriers to large fleets.

Security, USMCA and operators at the center

Ramos identified security as the union’s top demand. He proposed promoting secure strategic corridors with technology and real-time coordination, as well as strengthening collaboration with federal and state authorities.

Internationally, he announced that in March they will deliver a diagnosis to the Ministry of Economy on the relevance of road transport in the review of the USMCA, noting that the sector moves most of the goods that pass through the country and participates in more than 100 industrial branches.

Another key focus will be professionalization. The president-elect indicated that they will aim to train more than five thousand operators in the coming year, addressing a shortage that has left thousands of vehicles idle due to a lack of drivers. He also proposed strengthening ongoing training and improving the working conditions of operators as a foundation for competitiveness.

Fleet renewal and institutional strengthening

Regarding vehicle modernization , Ramos acknowledged the drop in sales of new vehicles during 2025 and noted that renewal will require coordinated work with manufacturers and financial institutions, as well as the management of incentives that encourage the replacement of vehicles.

Finally, he reiterated that his presidency does not seek to divide, but to consolidate the organization, and highlighted the incorporation of Rómulo Mejía Durán to the General Vice Presidency as part of a project of union unity.

With this change, Canacar opens a new stage focused on institutionality, verifiable results and greater closeness with the rank and file of the trucking industry.
