<p><span dir="auto">The </span><a href="https://www.gob.mx/shcp"><span dir="auto">Ministry of Finance and Public Credit (SHCP)</span></a><span dir="auto"> yesterday submitted the </span><strong><span dir="auto">2026 Economic Package</span></strong><span dir="auto"> to the Congress of the Union , which proposes a fiscal and spending policy strategy aimed at consolidating welfare programs, </span><strong><span dir="auto">boosting investment in strategic infrastructure</span></strong><span dir="auto"> , and maintaining a stable public debt trajectory.</span></p>
<p><span dir="auto">In a statement, the federal agency noted that </span><strong><span dir="auto">the Mexican economy will show resilience in 2026</span></strong><span dir="auto"> , with estimated growth between 1.8% and 2.8%, driven primarily by domestic demand, national investment, and the country&#8217;s strategic position in </span><strong><span dir="auto">global value chains</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">One of the central pillars is </span><strong><span dir="auto">Plan Mexico</span></strong><span dir="auto"> , conceived as a driver of industrial and regional development. It includes resources equivalent to 2.5% of the Gross Domestic Product (GDP) in physical investment, aimed at </span><strong><span dir="auto">modernizing logistics infrastructure</span></strong><span dir="auto"> , stimulating productive vocations, and encouraging new investment; An investment of 228 billion pesos (mdp) is planned.</span></p>
<p><span dir="auto">Regarding </span><strong><span dir="auto">taxes</span></strong><span dir="auto"> , the Ministry of Finance (SHCP) stated that </span><strong><span dir="auto">tax collection will reach a historic high of 15.1%</span></strong><span dir="auto"> of GDP in 2026, without the creation of new general taxes. This increase will be achieved by expanding the taxpayer base, using digital tools, and combating tax evasion and avoidance.</span></p>
<p><span dir="auto">Likewise, the federal government projected a reduction in the fiscal deficit, with </span><strong><span dir="auto">Public Sector Financial Requirements</span></strong><span dir="auto"> at 4.1% of GDP, which implies a decrease of 1.6 percentage points compared to 2024.</span></p>
<p><span dir="auto">Public debt, consequently, would remain at 52.3% of GDP, a figure that, according to the Treasury, keeps Mexico in a favorable position compared to other emerging economies.</span></p>
<blockquote><p><span dir="auto">The package also includes strategic infrastructure projects, such as the AIFA-Pachuca and Querétaro-Irapuato passenger trains, new highways (Ciudad Valles-Tampico and Saltillo-Monclova), highway modernization, waterworks, and the agricultural technology program.</span></p></blockquote>
<p><span dir="auto">The Treasury announced </span><strong><span dir="auto">fiscal adjustments in foreign trade</span></strong><span dir="auto"> —with strategic tariffs on countries without a trade agreement in force with Mexico—as well as special taxes on sugary drinks, tobacco, and video games with violent content, with the aim of promoting healthier habits and a fairer competitive environment.</span></p>
<p><span dir="auto">With these measures, the federal government asserted that it seeks to preserve macroeconomic stability, guarantee the financing of social programs and infrastructure, and strengthen the confidence of investors and international markets.</span></p>

<p data-start="855" data-end="1160"><span dir="auto">The proposals are presented as a joint effort by the industry to encourage the </span><strong data-start="936" data-end="956"><span dir="auto">federal government</span></strong><span dir="auto"> to consider mechanisms that promote the </span><strong data-start="994" data-end="1029"><span dir="auto">renewal of the vehicle fleet</span></strong><span dir="auto"> and, thereby, address problems associated with the </span><strong data-start="1076" data-end="1089"><span dir="auto">safety</span></strong><span dir="auto"> , </span><strong data-start="1094" data-end="1108"><span dir="auto">efficiency</span></strong><span dir="auto"> , and </span><strong data-start="1114" data-end="1157"><span dir="auto">sustainability of motor transport.</span></strong></p>

<p data-start="1162" data-end="1279"><strong data-start="1216" data-end="1244"><span dir="auto">In the presentation made by the chamber, five expected impacts</span></strong><span dir="auto"> are highlighted if these facilities are applied:</span></p>

<p data-start="1283" data-end="1519"><strong data-start="1283" data-end="1331"><span dir="auto">Reduction in the age of the vehicle fleet.</span></strong><span dir="auto"> It is estimated that the average vehicle age could be reduced by up to </span><strong data-start="1405" data-end="1444"><span dir="auto">1.1 years without a renewal program and up to 1.4 years with renewal. </span></strong></p>

<li data-start="1520" data-end="1772">
<p data-start="1522" data-end="1772"><strong data-start="1522" data-end="1548"><span dir="auto">Job creation.</span></strong><span dir="auto"> The projected growth in the industry and the renewal of the fleet would allow for the creation of approximately </span><strong><span dir="auto">70,000 to </span></strong> <strong data-start="1655" data-end="1707"><span dir="auto">130,000 jobs by 2029</span></strong><span dir="auto"> , which represents a social benefit in addition to an economic one.</span></p>
</li>
<li data-start="1773" data-end="1963">
<p data-start="1775" data-end="1963"><strong data-start="1775" data-end="1802"><span dir="auto">Emissions reduction.</span></strong><span dir="auto"> With a more modern fleet, the expectation is to achieve lower levels of pollutants such as </span><strong data-start="1893" data-end="1900"><span dir="auto">CO₂</span></strong><span dir="auto"> , which would contribute to the country&#8217;s environmental commitments.</span></p>
</li>
<li data-start="1964" data-end="2143">
<p data-start="1966" data-end="2143"><strong data-start="1966" data-end="1998"><span dir="auto">Reducing accidents.</span></strong><span dir="auto"> The addition of technologies such as </span><strong data-start="2036" data-end="2050"><span dir="auto">ABS brakes</span></strong><span dir="auto"> and other safety devices would have a direct impact on reducing accidents.</span></p>
</li>
<li data-start="2144" data-end="2380">
<p data-start="2146" data-end="2380"><strong data-start="242" data-end="264"><span dir="auto">Sectoral momentum.</span></strong><span dir="auto"> The indicator shows a </span><strong data-start="290" data-end="340"><span dir="auto">50% drop in new unit sales</span></strong><span dir="auto"> , reflecting the challenge facing the industry.</span></p>

<p data-start="2382" data-end="2641"><span dir="auto">These proposals will be presented to the </span><a href="https://www.gob.mx/shcp"><strong data-start="2425" data-end="2476"><span dir="auto">Ministry of Finance and Public Credit (SHCP)</span></strong></a><span dir="auto"> , as well as to the </span><a href="https://web.diputados.gob.mx/inicio"><strong data-start="2493" data-end="2516"><span dir="auto">Chamber of Deputies</span></strong></a><span dir="auto"> and the </span><a href="https://www.senado.gob.mx/66/"><strong data-start="2522" data-end="2548"><span dir="auto">Senate of the Republic</span></strong></a><span dir="auto"> , with the goal of being considered in the design of next year&#8217;s fiscal package.</span></p>
<p data-start="2643" data-end="2933"><strong data-start="2643" data-end="2655"><span dir="auto">Martínez</span></strong><span dir="auto"> emphasized that the organization&#8217;s commitment is to maintain an </span><strong data-start="2711" data-end="2745"><span dir="auto">open and constructive dialogue</span></strong><span dir="auto"> with the authorities, based on the premise that </span><strong data-start="2793" data-end="2820"><span dir="auto">freight transportation</span></strong><span dir="auto"> is a strategic sector: </span><em data-start="2847" data-end="2930"><span dir="auto">&#8220;it moves the nation, generates employment, and contributes to the country&#8217;s economic growth</span></em><span dir="auto"> . &#8220;</span></p>
<p data-start="2935" data-end="3257"><span dir="auto">Canacar maintains the expectation that the proposal will be heard in <strong data-start="3024" data-end="3036">Congress</strong> and that, through its inclusion in the <strong data-start="3075" data-end="3101">2026 Economic Package , </strong></span><strong data-start="2941" data-end="2952"><span dir="auto">a</span></strong><span dir="auto"> step will be taken toward strengthening the <strong data-start="3148" data-end="3189">freight trucking industry</strong> , recognized as <strong data-start="3207" data-end="3254">an indispensable engine of the national economy</strong> .</span></p>
