The initiative, which was announced within the framework of ICAO Climate and Aviation Week 2025 , will be carried out through the Assistance, Capacity Building and Training for SAF (ACT-SAF) Program , in collaboration with Mexican technical groups, coordinated by the Federal Civil Aviation Agency (AFAC) and Airports and Auxiliary Services (ASA) .

The ICAO ACT-SAF program aims to assist countries in the adoption of SAFsby providing information on policy and regulatory frameworks, feedstock assessments, and production options. It also seeks to facilitate the implementation and financing of these fuels.

With its support for this project, Volaris marks a milestone for airlines seeking to reduce emissions , as it is the first time that an airline in the Americas has actively contributed to this fund with investments.

Airbus and ICAO also announced that feasibility studies will also be conducted in Argentina, Panama, and Peru.

SAFs have been recognized as one of the leading solutions for reducing CO₂ emissions . These fuels can reduce emissions by up to 80%; they can also help reduce other aviation-related pollutants, such as sulfur oxide and particulate matter.
