<p><a href="https://www.finsa.net/"><span dir="auto">FINSA</span></a><span dir="auto"> , a developer of industrial parks in Mexico, presented the first international analysis of the </span><strong><span dir="auto">Industrial Development Index (IDI)</span></strong><span dir="auto"> to assess manufacturing competitiveness in emerging economies and the structural conditions that could influence it in the coming years. </span><strong><span dir="auto">The results positioned Mexico, India, and Vietnam as the countries with the highest level of industrial development among a group of 14 nations analyzed</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“In an increasingly challenging international environment, global value chains are evolving towards </span><strong><span dir="auto">more resilient and diversified models</span></strong><span dir="auto"> . This opens up significant opportunities for emerging economies that can offer stability, talent, and competitive industrial capabilities,” emphasized Sergio Argüelles, president of FINSA.</span></p></blockquote>
<p><strong><span dir="auto">The IDI&#8217;s comprehensive measurement gave Mexico a score of 60 points</span></strong><span dir="auto"> , compared to an overall average of 39 points. Panama registered the lowest levels with 20 points. The study used 33 indicators to measure the industrial economic environment and four enablers of future growth: </span><strong><span dir="auto">logistics, social environment, sustainability, and talent and innovation</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">In the industrial economic environment dimension, </span><strong><span dir="auto">Mexico ranked first, being the leading manufacturing exporter in the group</span></strong><span dir="auto"> , with shipments of US$463 billion in 2023; followed by Vietnam, with US$300 billion; India, with US$273 billion; Malaysia, with US$214 billion; and Turkey, with US$208 billion. </span><strong><span dir="auto">Mexico&#8217;s manufacturing GDP reached US$352 billion</span></strong><span dir="auto"> , representing 20% ​​of the national economy.</span></p>
<p><span dir="auto">In terms of trade integration, Mexico has an extensive foreign trade network with 23 international treaties, making it one of the most open economies in the group analyzed.</span></p>
<p><span dir="auto">In terms of </span><strong><span dir="auto">logistics enablers</span></strong><span dir="auto"> , the report considered factors such as infrastructure quality, logistics efficiency, digital connectivity, and cargo movement, </span><strong><span dir="auto">where economies like Turkey, Malaysia, and Thailand show higher levels of efficiency than Mexico</span></strong><span dir="auto"> , which faces significant challenges in terms of infrastructure and efficiency in this area.</span></p>
<p><span dir="auto">Regarding </span><strong><span dir="auto">social enablers</span></strong><span dir="auto"> , which include indicators of human development, rule of law, security, institutional legitimacy and labor participation, Chile and Costa Rica stood out, while Mexico faces challenges in aspects such as perception of corruption, rule of law and presence of organized crime, which is a risk to investment.</span></p>
<p><span dir="auto">In the </span><strong><span dir="auto">sustainability</span></strong><span dir="auto"> dimension , Mexico shared first place with Brazil in energy efficiency regulation, according to the </span><a href="https://www.bancomundial.org/ext/es/home"><span dir="auto">World Bank</span></a><span dir="auto"> &#8216;s RISE index .</span></p>
<p><span dir="auto">Regarding </span><strong><span dir="auto">talent and innovation</span></strong><span dir="auto"> , 42% of manufacturing value added in Mexico comes from medium- and high-technology sectors, positioning it as one of the most advanced countries in the group. However, investment in research and development remains at a level close to 0.3% of GDP, a figure lower than that recorded in other emerging economies.</span></p>
<p><span dir="auto">The International Industrial Development Index </span><strong><span dir="auto">provides a snapshot of the state of manufacturing in emerging economies and the factors that will define their future competitiveness</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Argüelles emphasized that this knowledge will allow us to take advantage of the opportunities that arise with the transformation of international manufacturing.</span></p>

<p><strong><span dir="auto">The rule of law and security</span></strong><span dir="auto"> remain priorities for Jalisco industrialists seeking to boost investment, as part of the federal government&#8217;s call to Mexican business leaders to strengthen the country&#8217;s development.</span></p>
<p><span dir="auto">Alfredo Cárdenas, vice president of the Board of Directors of the </span><a href="https://www.ccij.org.mx/"><span dir="auto">Council of Industrial Chambers of Jalisco (CCIJ)</span></a><span dir="auto"> , reiterated that the sector is committed to the country, and therefore described the integration of the </span><strong><span dir="auto">Investment Promotion Committees</span></strong><span dir="auto"> as positive &#8211; an initiative of the Mexican government that seeks to promote and give continuity to national and foreign investments &#8211; however, he pointed out that &#8220;there are many things to improve.&#8221;</span></p>
<blockquote><p><span dir="auto">“We all committed to attracting more foreign and domestic investment. We are not just being paid to do this; we are all committed to Mexico, we are industrialists; we are going to do many things together with the government and as the private sector,” he stated in an interview with T21.</span></p></blockquote>
<p><span dir="auto">The member of the </span><strong><span dir="auto">Investment Promotion Committee for Corridor 5 Pacific-Jalisco</span></strong><span dir="auto"> also emphasized that there is a commitment between the state government and the private sector.</span></p>
<p><span dir="auto">In that regard, he reiterated the </span><strong><span dir="auto">need for legal certainty, both for company personnel and merchandise</span></strong><span dir="auto"> , as well as investment in infrastructure, primarily state highways, especially for the improvement of freeways, not only to prevent accidents but also to reduce crime rates. Cárdenas also indicated that they will seek to promote agriculture.</span></p>
<blockquote><p><span dir="auto">“Local infrastructure is essential. We are working very hard on the integration of rest stops in Jalisco, with the state government, the </span><a href="https://www.gob.mx/sct"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> and with some private entities so that we can do things for the benefit of all,” explained the delegate of the </span><a href="https://canacar.com.mx/"><span dir="auto">National Chamber of Freight Transportation (Canacar) </span></a><a href="https://canacar.com.mx/"><span dir="auto">in Jalisco</span></a><span dir="auto"> .</span></p></blockquote>
<p><span dir="auto">Alfredo Cárdenas emphasized that the importance of </span><strong><span dir="auto">security and legal certainty will contribute to confidence and increase investment</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“That will be achieved if we demonstrate that we are a safe state, that we can have electricity, water, everything needed to be a super-industrial state like Nuevo León, Tamaulipas, or Querétaro. Jalisco is the leading non-border state in terms of exports; we are an attractive place to invest, and we have a modern transportation fleet,” he asserted.</span></p></blockquote>
<p><span dir="auto">In the second quarter of 2025, Jalisco exported 10 billion 250 million dollars (mdd), which represented an increase of 40.9% compared to the same quarter of 2024, when it sent goods abroad for 7 billion 276 million dollars, according to the </span><a href="https://www.inegi.org.mx/"><span dir="auto">National Institute of Statistics and Geography (Inegi)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">Cárdenas indicated that in a couple of weeks, </span><strong><span dir="auto">the industrialists will announce which sectors and how much investment they could attract this year</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Regarding the renegotiation of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> , he stated, “We all have an interest in its continuation, and we know that perhaps some rules need to be changed, updated, or modernized. We are confident that our representatives and authorities will negotiate to create a treaty that is attractive to everyone.”</span></p>
<p><span dir="auto">He mentioned that, thanks to the USMCA, industries such as manufacturing, tequila, electronics, and pharmaceuticals have experienced growth in the state. &#8220;We can grow in all of these sectors,&#8221; he emphasized.</span></p>

<p><span>The railway blockade in the community of Puente Colorada, located in Chapulco, Puebla, which is now 18 days old, has left a loss of more than 1.5 billion pesos, causing the affected industries to look for alternatives such as road transport to move their products, despite the extra costs. However, if it continues, it would cause certain companies to stop their production.</span></p>
<p><span>The </span><a href="https://translate.google.com/website?sl=es&amp;tl=en&amp;hl=es&amp;client=webapp&amp;u=https://aievac.org.mx/"><span>Association of Industrialists of Southern Veracruz (AIEVAC)</span></a><span> confirmed </span><strong><span>losses of more than 160 million pesos</span></strong><span> , due to the fact that more than 60 thousand tons have been seized.</span></p>
<blockquote><p><span>&#8220;We are very concerned about the situation at the railway crossing, which is definitely causing havoc in the production and transportation of chemicals and petrochemicals that are distributed to the center, Bajío and the north, where Veracruz industrialists supply raw materials for the manufacturing sector,&#8221; Sergio Plata, president of the organization, told T21.</span></p></blockquote>
<p><span>He explained that there are </span><strong><span>some products that can be moved by road transport</span></strong><span> , however, there are additional costs since instead of moving a hopper with a capacity of 90 tons, three tractor-trailers are used.</span></p>
<blockquote><p><span>&#8220;But there are products that cannot be transported by this route; they must be transported by rail for safety reasons, and if we do not have the rail crossing, there are plants that are days away from having to stop their operations, which means greater economic losses for the companies,&#8221; he said.</span></p></blockquote>
<p><span>However, he commented that </span><strong><span>there are companies that are already using auto transport</span></strong><span> , but with additional costs and reducing the competitiveness of the area, as well as the promotion of the </span><a href="https://www.gob.mx/ciit"><span>Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT).</span></a></p>
<blockquote><p><span>“We are looking to develop a project like the Interoceanic Corridor here in the south of Veracruz, where one of the logistics methods is rail transport, because it will reduce competitiveness and make investors nervous about making the investments we are looking for them to make. We as industrialists are promoting the corridor, but with these scenarios it is difficult for them to take this region into consideration,” he said.</span></p></blockquote>
<p><span>Meanwhile, Felipe de Javier Peña Dueñas, president of the </span><strong><span>National Council for the Supply of Grains and Oilseeds (Conago),</span></strong><span> said that there are </span><strong><span>more than 100 thousand tons of grain pending mobilization</span></strong><span> , despite the fact that products have been transported through road transport and other means.</span></p>
<blockquote><p><span>“Ships have continued to arrive, we have two ships anchored that must have around 70 thousand tons that are also waiting to be docked in order to be able to connect, so this leads to a very significant impact. We do have a very big difficulty in terms of supply and it is not just a matter of cost overruns,” he said.</span></p></blockquote>
<p><span>He mentioned that according to </span><a href="https://www.concamin.org.mx/inicio"><span>Concamin</span></a><span> , </span><strong><span>between 85 and 86 million pesos are lost per day</span></strong><span> , so the </span><strong><span>loss reaches more than 1,500 million pesos</span></strong><span> , in addition to the extra costs and the logistical difficulty to supply human and animal consumption.</span></p>
<p><span>He explained that logistical availability “is not something you have on the corner” to replace it, this, because the problem of changing a hopper for a truck, “is no longer a matter of extra costs but rather the exhaustion of possibilities.”</span></p>
<p><span>He also mentioned that </span><strong><span>the nearest ports do not have rail connectivity</span></strong><span> , so the option is road transport, but if the blockade continues they will have to look for other logistical options.</span></p>
<p><span>Sergio Plata mentioned that they are aware that </span><strong><span>the government of Puebla has already taken the corresponding actions in certain requests from the community</span></strong><span> . However, “there are others that definitely do not fall within the scope, nor within the capacity to be provided by the government and, in a certain way, they do not have a reason for being.”</span></p>
<p><span>For this reason </span><strong><span>, he reiterated the need to enforce the rule of law</span></strong><span> , while calling on the residents of Puente Colorada to take this claim to a negotiating table with the federal and state governments to allow the free movement of goods.</span></p>
<blockquote><p><span>“Otherwise, we will have to stop production in some petrochemical plants whose products cannot be transported by any means other than rail, and that would have an even greater impact on the national economy, since this industry contributes 7% to the GDP of the state of Veracruz, and 1.2% to the national GDP, so it will undoubtedly have a serious impact,” he said.</span></p></blockquote>
<p><span>The </span><a href="https://canacem.org.mx/"><span>National Chamber of Cement (Canacem)</span></a><span> indicated to this media that the estimated impact on the sector is approximately five thousand tons per day.</span></p>

<p><span>The  </span><a href="https://www.concamin.org.mx/inicio"><span>Confederation of Industrial Chambers (Concamin)</span></a><span> made an urgent call to the authorities to reestablish rail traffic on the Veracruz-Mexico City route, which has been  </span><strong><span>blocked since September 24, affecting the transport of various products.</span></strong></p>
<blockquote><p><span>&#8220;We ask the authorities for support in reestablishing the rule of law as a basic mechanism for the efficient operation of various sectors of the logistics chain, which are currently severely impacted after eight days of service interruption,&#8221; he said in a statement.</span></p></blockquote>
<p><span>He also requested support to ensure that conditions exist for </span><strong><span>the removal of railway equipment that is being held</span></strong><span> by residents and for trains to be moved through the area.</span></p>
<p><span>For his part, José Luis Valencia, director of the </span><a href="https://comceveracruz.org.mx/soycomce/"><span>Mexican Business Council for Foreign Trade, Investment and Technology (Comce) Veracruz</span></a><span> , agreed that the corresponding authorities must facilitate negotiations and reach an agreement with the residents.</span></p>
<blockquote><p><span>“Above all, because of the economic impact that it effectively has on the movement of merchandise to and from the port of Veracruz, considering that the main manufacturing industrial centers of Puebla, Mexico City, and the State of Mexico are suffering this impact of not being able to move merchandise by this route and requiring to move it by truck,” he told T21.</span></p></blockquote>
<p><span>He mentioned that by using road transport to transport their products, costs </span><strong><span>increase by up to 60% compared to rail freight.</span></strong></p>
<p><span>It should be remembered that since September 24, residents of the Puente Colorado Chapulco community (128 km from the city of Puebla and 170 km from the Port of Veracruz) have blocked the train track, requesting attention to demands related to access to water.</span></p>
<p><span>Concamin reiterated that interrupting service on this section of the railway network that serves the Port of Veracruz and Mexico City </span><strong><span>affects the energy sector,</span></strong><span> the operation of the Salamanca and Tula refineries (shortage of fuel oil and import of refined products); </span><strong><span>the steel industry by preventing the supply of raw materials</span></strong><span> for the operation of the plants, as well as the </span><strong><span>plastics, automotive, auto parts and cement industries, among others.</span></strong></p>
<p><span>The impact </span><strong><span>on the agricultural sector</span></strong><span> is worrying because this blockade prevents the daily evacuation of 20 thousand tons of grain destined for the center of the country, which will increase the cost of animal feed. Likewise, the shortage of chlorine is critical for Mexico City.</span></p>
<p><span>He also mentioned that rail traffic of </span><strong><span>general containerized cargo arriving at the port of Veracruz is affected,</span></strong><span> given the high season for year-end inventories.</span></p>

<p><span>In this regard, Jiménez stressed that </span><strong><span>the state is in talks with companies from countries such as the United States, Japan, Germany, Turkey and India</span></strong><span> , which anticipates a new wave of foreign capital that will contribute to economic development and job creation in the region.</span></p>
<p><span>In addition, the governor emphasized that </span><strong><span>Aguascalientes remains one of the main destinations for doing business in Mexico</span></strong><span> , highlighting the combination of highly trained personnel, an educational system aligned with the demands of the industrial sector and an environment conducive to investment.</span></p>
<blockquote><p><span>&#8220;We are convinced that Aguascalientes is ready to receive more companies and that we will continue to be a benchmark in attracting foreign investment,&#8221; said Jiménez.</span></p></blockquote>
<p><span>The governor also called for </span><strong><span>strengthening the rule of law in Aguascalientes</span></strong><span> , stating that this is key to maintaining investor confidence, referring to issues regarding the approval of judicial reform.</span></p>
<blockquote><p><span>&#8220;We will always respect justice and maintain a strong rule of law in the state, which is essential to continue generating a safe and attractive environment for investment,&#8221; said Jiménez.</span></p></blockquote>
<p><span>He also stressed that this position is essential to consolidate current and future negotiations with foreign companies.</span></p>
<p><span>Jiménez also mentioned that </span><strong><span>Aguascalientes shows leadership in job creation</span></strong><span> , positioning itself as an attractive business destination thanks to its infrastructure and working conditions.</span></p>

<p>During these last six years, the sale, production and export of commercial vehicles has progressively broken records, <strong>breaking the barrier of 55 thousand units sold in 2023</strong> , while more than 222 thousand units were manufactured and in terms of export reached 177 thousand.</p>
<blockquote><p>In the opinion of Alejandro Osorio, director of Public Affairs and Communication of the <a href="https://www.anpact.com.mx/">National Association of Bus, Truck and Tractor Producers (ANPACT)</a> , the industry continues to be a world power in production and export, however, it is necessary to take actions necessary to preserve this place.</p></blockquote>
<p><strong>Although progress was observed such as the publication of the General Law of Mobility and Road Safety, it is necessary to continue addressing long-standing problems</strong> such as the renewal of the vehicle fleet with the help of financial instruments and tax incentives, promoting the decarbonization of transportation and the generation of renewable energy.</p>
<p>Likewise, <strong>generate reliable databases on the status of the fleet</strong> and maintain the conditions for attracting investments with legal certainty and accurate public policies, within a framework of the rule of law. Likewise, strengthen and facilitate foreign trade by streamlining customs procedures and having the necessary infrastructure to avoid bottlenecks.</p>
