<p><span dir="auto">Based on figures from the  </span><a href="https://www.gob.mx/sesnsp"><span dir="auto">Executive Secretariat of the National Public Security System (SESNSP)</span></a><span dir="auto"> , between January and May 2026 </span><strong><span dir="auto">, 2,255</span></strong><span dir="auto"> cargo truck robberies were recorded, which represented a decrease of 17% compared to the 2,707 cases reported in the same period of 2025.</span></p>
<p><span dir="auto">The tool emerged from </span><strong><span dir="auto">situations that operators and companies report repeatedly</span></strong><span dir="auto"> , </span><strong><span dir="auto">but which in many cases are not formally reported</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The director noted that authorities frequently request complaints in order to take action; however, many victims prefer not to file reports for fear of retaliation or due to distrust in the processes.</span></p>
<blockquote><p><span dir="auto">“If there are no complaints, I can’t offer you any kind of support because we don’t have that information,” Sánchez Porras commented, referring to one of the main challenges in assessing the scope of the problems facing the sector.</span></p></blockquote>
<p><span dir="auto">In response to this situation, Canacar Protege emerged, a tool available on its portal that allows complaints to be filed confidentially without requesting personal data from the complainant.</span></p>
<p><span dir="auto">Augusto Ramos Melo, national president of Canacar, explained that the system is part of the organization&#8217;s strategy to strengthen the defense of the rights of carriers and generate information that allows </span><strong><span dir="auto">the identification of risk patterns </span></strong><strong><span dir="auto">on the country&#8217;s highways</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“This mechanism was created to ensure that the operator, the carrier, or the company does not feel vulnerable to retaliation when filing a complaint,” Ramos explained.</span></p></blockquote>
<p><span dir="auto">Unlike a conventional complaint, the system was designed to protect the identity of the person reporting the incident. The platform only requests information related to the reported events, without requiring personal data.</span></p>
<p><span dir="auto">According to Sánchez Porras, the cases </span><strong><span dir="auto">will be referred to the appropriate authorities</span></strong><span dir="auto"> depending on their nature. In cases involving potential acts of corruption, the information may be sent to internal control bodies; while incidents with potential criminal implications may be referred to the competent prosecutorial authorities.</span></p>

<p><span dir="auto">The platform is also part of the </span><strong><span dir="auto">institutional modernization</span></strong><span dir="auto"> strategy promoted by the current administration of Canacar, which includes a greater </span><strong><span dir="auto">generation of statistics</span></strong><span dir="auto"> and its own information systems to support the proposals and positions of the organization before federal authorities.</span></p>
<p><span dir="auto">The tool is aimed at carriers affiliated with Canacar. Sánchez Porras indicated that the data generated through the platform will allow for a more precise understanding of the problems faced by its members on the road.</span></p>
<p><span dir="auto">In his report on his first 100 days as head of Canacar, published on June 17, Augusto Ramos stated that </span><strong><span dir="auto">the organization handled over a thousand calls</span></strong><span dir="auto"> through its support and assistance mechanisms, 45% of which were related to state, federal, or municipal traffic stops. An additional 342 incidents related to theft were also reported; of these, 59 resulted in the recovery of stolen vehicles.</span></p>

<p><span dir="auto">One hundred days after assuming the presidency of the </span><a href="https://canacar.com.mx/"><span dir="auto">National Chamber of Freight Transportation (Canacar)</span></a><span dir="auto"> , Augusto Ramos Melo presented a work plan focused on four pillars: </span><strong><span dir="auto">economic development, security, human capital, and institutional transformation</span></strong><span dir="auto"> , with the aim of strengthening the sector&#8217;s competitiveness and addressing the main challenges faced by carriers and operators in Mexico.</span></p>
<p><span dir="auto">During his message, the leader stressed that </span><strong><span dir="auto">freight transport moves more than 80% of the goods in the country and nearly 70% of the Gross Domestic Product (GDP)</span></strong><span dir="auto"> linked to products from sectors such as hydrocarbons, commerce, agriculture, agro-industry, mining and construction, making its operation strategic for the national economy.</span></p>
<blockquote><p><span dir="auto">“When the trucking industry advances, the national economy advances,” said Ramos Melo, who pointed out that these first 100 days are not enough to solve the challenges of the sector, but they are enough to define priorities and establish a work plan.</span></p></blockquote>
<p><span dir="auto">One of the main topics addressed was </span><strong><span dir="auto">highway security</span></strong><span dir="auto"> . Based on figures from the </span><a href="https://www.gob.mx/sesnsp"><span dir="auto">Executive Secretariat of the National Public Security System (SESNSP)</span></a><span dir="auto"> , between January and May 2016, 2,255 cargo truck robberies were recorded, a 17% decrease compared to the 2,707 cases reported during the same period in 2015. However, </span><strong><span dir="auto">executives from Canacar (National Chamber of Freight Transportation) pointed out that there is a gap between official figures and the conditions reported by truckers on the highways, </span></strong><strong><span dir="auto">as many cases are not formally reported</span></strong><span dir="auto"> . In this context, Ramos warned that the statistical reduction is insufficient due to the persistent level of violence in these crimes.</span></p>
<blockquote><p><span dir="auto">Of the total robberies recorded in the first five months of the year, 1,289 involved violence and 966 did not. “We cannot normalize the loss of life on our roads. Every driver deserves to return home safely,” he stated.</span></p></blockquote>
<p><span dir="auto">The official explained that </span><strong><span dir="auto">93% of robberies are concentrated in 10 states</span></strong><span dir="auto"> : Mexico State, Puebla, San Luis Potosí, Guanajuato, Michoacán, Jalisco, Querétaro, Tlaxcala, Veracruz, and Hidalgo. Mexico State alone accounts for 30% of the incidents, followed by Puebla with 15%.</span></p>
<p><span dir="auto">Regarding the </span><strong><span dir="auto">type of merchandise</span></strong><span dir="auto"> , Canacar identified that 57% of the stolen products correspond to hydrocarbons, medicines, medical supplies, cleaning products, chemicals and footwear; while 32% correspond to food and groceries.</span></p>
<p><span dir="auto">Given this situation, the agency reported that it has reinforced its <strong>24-hour </strong></span><strong><em><span dir="auto">call center</span></em></strong><span dir="auto"> and launched an alert and assistance center for victims of crime on highways, with the purpose of providing support to affiliated companies and operators.</span></p>

<p><span dir="auto">Ramos Melo noted that </span><strong><span dir="auto">Canacar participates in working groups with federal and state authorities</span></strong><span dir="auto"> , in addition to collaborating with the </span><a href="https://www.gob.mx/guardianacional"><span dir="auto">National Guard</span></a><span dir="auto"> and prosecutors&#8217; offices. However, he insisted on the </span><strong><span dir="auto">need for more decisive action</span></strong><span dir="auto"> , a greater security presence in high-crime areas, and investigations to combat criminal groups.</span></p>
<blockquote><p><span dir="auto">“Security cannot be measured solely in numbers; it must be measured in lives protected,” he emphasized.</span></p></blockquote>
<p><span dir="auto">Another commitment of the administration is to promote </span><strong><span dir="auto">safe, comprehensive rest stops</span></strong><span dir="auto"> . Ramos recalled that during his inauguration he set a goal of establishing 30 such rest stops in his first year in office. One hundred days into his term, he reported that </span><strong><span dir="auto">10 projects have been approved</span></strong><span dir="auto"> and have already received a favorable technical opinion from the </span><a href="https://www.gob.mx/sict"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> , in addition to other applications currently being processed.</span></p>
<p><span dir="auto">The leader explained that this infrastructure is necessary to reduce risks associated with fatigue, improve rest conditions for operators, and strengthen the security of supply chains.</span></p>
<p><span dir="auto">In terms of </span><strong><span dir="auto">human capital</span></strong><span dir="auto"> , the agency is also working on programs to incorporate women into the trucking industry. Ramos indicated that, according to SICT data, of the 711,000 federal licenses registered in the first half of 2026, only 1% belong to women.</span></p>
<p><span dir="auto">The National Chamber of Freight Transportation (Canacar) is collaborating with the German agency </span><a href="https://www.giz.de/en/es-mx/mexico"><span dir="auto">GIZ</span></a><span dir="auto"> and automotive manufacturers to promote scholarships and training for female truck drivers. Claudia Sánchez Porras, Canacar&#8217;s general director, explained that the program will begin with groups of 15 to 20 women, with company support to directly monitor their training and operations.</span></p>
<blockquote><p><span dir="auto">Canacar is also looking to recruit Spanish-speaking Latin American migrants in Mexico who are seeking employment. While Ramos clarified that they don&#8217;t yet have an official count of how many migrants have joined the driving force, he noted that they are already working on integrating them through training centers, including one recently opened in Puebla.</span></p></blockquote>
<p><span dir="auto">In terms of </span><strong><span dir="auto">vehicle renewal</span></strong><span dir="auto"> , the agency supported the heavy vehicle replacement and modernization program promoted under the </span><strong><span dir="auto">Mexico Plan</span></strong><span dir="auto"> , administered by the SICT and </span><a href="https://www.nafin.com/portalnf/content/home/home.html"><span dir="auto">Nacional Financiera (Nafin)</span></a><span dir="auto"> . The program includes 70% shared guarantees for new and used vehicles, aimed at micro and small transport operators with fleets of one to 30 units.</span></p>
<p><span dir="auto">Ramos explained that the loans can be for up to 15 million pesos (MXN), with terms of up to 84 months for new vehicles and up to 60 months for used vehicles. The minimum down payment will be 10% for new vehicles and 15% for used vehicles.</span></p>

<p><span dir="auto">The leader noted that the </span><strong><span dir="auto">average age of the fleet in Mexico is 19 years</span></strong><span dir="auto"> , a figure he considered alarming compared to other markets. He indicated that, to approach international standards, approximately 50% of the fleet would need to be renewed.</span></p>
<p><span dir="auto">In this context, Canacar is also working with federal authorities on a program to destroy scrap vehicles and on measures to curb the importation of used vehicles that, according to Ramos, do not have the proper configurations to operate in Mexico. He added that, together with the industry, they are seeking </span><strong><span dir="auto">a minimum tariff of 50 percent for these imported vehicles</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">Regarding operating costs, Ramos reported that the national freight transport sector incurred an additional expense of 22.015 billion pesos in 2025 due to the increase in fuel prices. He emphasized that diesel continues to be one of the main components of the sector&#8217;s cost structure.</span></p></blockquote>
<p><span dir="auto">Although he acknowledged that the impact in Mexico was less than that observed worldwide, where the increase reached up to 20%, he highlighted the importance of the incentives for the Special Tax on Production and Services (IEPS) and the efforts to keep the price of diesel below 27 pesos per liter.</span></p>
<p><span dir="auto">Furthermore, he warned that the sector requires </span><strong><span dir="auto">certainty in the supply of </span></strong><strong><span dir="auto">ultra-low sulfur</span></strong><span dir="auto"> diesel , essential for units with recent technologies and to contribute to the reduction of polluting emissions.</span></p>
<p><span dir="auto">In terms of </span><strong><span dir="auto">infrastructure</span></strong><span dir="auto"> , Canacar identified shortcomings in the conservation and maintenance of state, municipal, and toll-free federal highways. Ramos noted that the 2025-2030 National Development Plan and the sectoral plan acknowledge that only one-third of the toll-free federal highway network is in optimal condition, with a goal of raising this figure to 80% by 2030.</span></p>
<p><span dir="auto">The president of Canacar pointed out that the physical condition of the roads directly impacts operating costs, road safety, and </span><strong><span dir="auto">logistical efficiency</span></strong><span dir="auto"> . While in other countries logistics costs represent between 8% and 10% of the value of goods, in Mexico they can reach up to 20%.</span></p>
<p><span dir="auto">Canacar is also working on </span><strong><span dir="auto">mapping sections with the greatest infrastructure problems</span></strong><span dir="auto"> , supported by information from operators and carriers, with the aim of generating technical data that will allow prioritizing investments.</span></p>
<p><span dir="auto">In </span><strong><span dir="auto">ports and customs facilities</span></strong><span dir="auto"> , Ramos explained that an average of 15,000 operators face excessive waiting times daily at the country&#8217;s main logistics points, often under hot conditions, lack of rest areas and absence of basic services.</span></p>
<p><span dir="auto">At the northern border, he asserted that around 19,000 crossings are registered daily, but the inspections and lines have generated delays that, at critical times, reach more than 20 kilometers.</span></p>
<p><span dir="auto">Canacar is maintaining contact with </span><strong><span dir="auto">Texas DOT</span></strong><span dir="auto"> to build a binational, data-driven scheme that will improve the flow of goods and protect the integrity of operators.</span></p>
<p><span dir="auto">Regarding the </span><a href="https://www.trenmaya.gob.mx/"><span dir="auto">Maya Train</span></a><span dir="auto"> , Ramos reported that a first test run to transport cargo on the rail lines will take place in August, with the goal of beginning passenger and freight traffic simultaneously by the end of this year or the beginning of next year. He explained that </span><strong><span dir="auto">the trucking industry sees an opportunity to participate in last-mile delivery</span></strong><span dir="auto"> , primarily in the transport of hydrocarbons, food, and supplies to areas such as Cancún and the Port of Progreso.</span></p>
<p><span dir="auto">Regarding the </span><strong><span dir="auto">40-hour workweek</span></strong><span dir="auto"> , Canacar (the National Chamber of Freight Transportation) believes that the trucking industry requires special consideration due to the nature of its operations. Ramos indicated that, although NOM </span><a href="https://www.dof.gob.mx/normasOficiales.php?codp=7197&amp;view=si#gsc.tab=0"><span dir="auto">-087 (</span></a><span dir="auto"> the Mexican Official Standard for Driving and Rest Times) exists, the sector needs safe infrastructure where drivers can take breaks.</span></p>
<blockquote><p><span dir="auto">“Fifty percent of robberies occur when we stop to eat, use the restroom, or sleep,” he warned. He insisted that safe rest stops are impossible without adequate rest areas.</span></p></blockquote>
<h4><strong><span dir="auto">Regulation, data and institutional strengthening</span></strong></h4>
<p><span dir="auto">Regarding regulations, Canacar expressed its concern about the </span><strong><span dir="auto">new traffic regulations</span></strong><span dir="auto"> that expand the National Guard&#8217;s supervisory and enforcement powers. It noted that the sector was not consulted during their drafting. <p><span dir="auto">The executive emphasized that each automotive plant is also an advanced paint shop, where coating processes are a fundamental part of production. One example is the </span><a href="https://www.vw.com.mx/es.html"><span dir="auto">Volkswagen</span></a><span dir="auto"> plant in Puebla, whose technical capacity allows for the coating of up to </span><strong><span dir="auto">90 vehicles per hour</span></strong><span dir="auto"> , an efficiency standard that underscores the importance of this sector for the national supply chain.</span></p>
<p><span dir="auto">Although the main market for the paints industry continues to be the architectural segment, which represents 64% of the total volume of the sector, </span><strong><span dir="auto">original automotive manufacturing maintains a relevant share with around 102 million liters</span></strong><span dir="auto"> (equivalent to 51%) of coatings destined for new vehicles.</span></p>
<p><span dir="auto">Added to this is </span><strong><span dir="auto">the automotive refinishing segment, which registers a consumption of close to 86 million liters</span></strong><span dir="auto"> and has become one of the most dynamic markets for paint manufacturers.</span></p>
<p><span dir="auto">In an interview with T21, González Mariblanca explained that the growth of the vehicle fleet directly drives the demand for specialized coatings.</span></p>
<p><span dir="auto">According to the consulting firm </span><a href="http://integratedatafacts.com/"><span dir="auto">Integrate Data Facts (IDF)</span></a><span dir="auto"> , at the end of 2025, Mexico had a vehicle fleet of 36.1 million units in circulation, reflecting the need for maintenance, repair and repainting in the automotive industry.</span></p>
<h4><strong><span dir="auto">Impact on road safety</span></strong></h4>
<p><span dir="auto">The general manager of Anafapyt indicated that road safety signage is a relevant factor for this market, as there is a constant demand for specialized repair systems, finishes and coatings, which contributes to </span><strong><span dir="auto">safeguarding the lives of pedestrians and drivers</span></strong><span dir="auto"> .</span></p>

<h4><strong><span dir="auto">Challenges in the paint industry</span></strong></h4>
<p><span dir="auto">González Mariblanca explained that the paints and inks sector faces new challenges stemming from the international environment. </span><strong><span dir="auto">The conflict in the Middle East has led to an approximately 20% increase in the costs of various raw materials</span></strong><span dir="auto"> used in the manufacture of paints and coatings.</span></p>
<p><span dir="auto">Given this scenario, several companies have begun to pass on some of these increases to final prices, after absorbing the impact on their production costs for months.</span></p>
<p><span dir="auto">To address supply chain pressures, the industry is focusing on strengthening supply chains through greater diversification of international suppliers. This will be one of the main objectives of the Latin American Coatings Show (LACS), an event organized by Anafapyt that will bring together representatives from 34 countries this July.</span></p>
<blockquote><p><span dir="auto">Flor de María explained that </span><strong><span dir="auto">Mexico has become an attractive market for global manufacturers and suppliers</span></strong><span dir="auto"> due to its strategic position in the North American region and the importance of the country&#8217;s skilled workforce in sectors such as automotive, construction, and infrastructure.</span></p></blockquote>
<p><span dir="auto">Another factor transforming this industry is the incorporation of artificial intelligence (AI). He explained that new technologies already allow for optimizing formulations, managing color databases, and developing simulations to accelerate innovation processes.</span></p>
<p><span dir="auto">Far from replacing jobs, he stated, AI is becoming a tool to improve the productivity of technicians and engineers specializing in coating development.</span></p>
<blockquote><p><span dir="auto">For the second half of 2026, the industry anticipates a scenario of higher costs, pressure on raw materials, and challenges associated with the renegotiation of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> . However, Anafapyt believes that Mexico maintains significant competitive advantages thanks to its manufacturing capacity, skilled workforce, and growing attractiveness to new international investment.</span></p></blockquote>
<p><span dir="auto">For the paints and inks sector, the priority will be to ensure the supply of inputs and strengthen its integration with strategic industries such as the automotive industry, which continues to be one of the main drivers of demand in the country.</span></p>

<p data-start="1959" data-end="2163"><span dir="auto">The executive pointed out that this type of scenario requires strengthening </span><strong><span dir="auto">prevention and constant monitoring</span></strong><span dir="auto"> of the units, since the increase in circulation also raises the risk of incidents and robberies.</span></p>

<p><span dir="auto">The situation regarding road accidents in the motor transport sector shows a steady increase in incidents: </span><strong><span dir="auto">in 2025 they increased by 8.5%</span></strong><span dir="auto"> and this trend continues in the first quarter of 2026. Road insecurity represents a cost equivalent to 1.8% of the Gross Domestic Product (GDP) and </span><strong><span dir="auto">beyond economic terms, it translates into 1.2 deaths for every 10 accidents</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">To understand the complexity of road safety, one of the commonalities is that it is a multifactorial problem that has various aspects from which it must be addressed and, therefore, </span><strong><span dir="auto"> is not the responsibility of one area, but of organizations and their ecosystems</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">In light of the above, the panel: </span><strong><span dir="auto">“The challenge of changing road safety in Mexico”</span></strong><span dir="auto"> , held within the framework of the 5th edition of the </span><strong><span dir="auto">Safety Summit</span></strong><span dir="auto"> of </span><a href="https://jugosdelvalle.com.mx/"><span dir="auto">Jugos Del Valle-Santa Clara (JDV-SC)</span></a><span dir="auto"> , presented various visions from the organization, but also with its strategic partners.</span></p>
<blockquote><p><span dir="auto">A first starting point is that security should be seen as an investment, not as a cost, a philosophy shared by Juan Carlos Jaramillo, CEO of JDV-SC.</span></p></blockquote>
<p><span dir="auto">Along the same lines, Alfredo Fernández, Chief Financial Officer (CFO) of JDV-SC, emphasized the benefits of investing in security, </span><strong><span dir="auto">which contribute to reducing hidden costs such as accidents, turnover, litigation</span></strong><span dir="auto"> , and even an element that should not be overlooked: reputation.</span></p>
<blockquote><p><span dir="auto">“A peso saved is worth the same as a peso sold, but safety protects both,” Fernández summarized.</span><br />
<span dir="auto">Alejandra Suárez, Transportation Director at Coca-Cola FEMSA, described road safety culture as a long-term process. “Road safety culture must be sustainable; it’s a process that takes years, not an immediate solution.”</span></p></blockquote>
<p><span dir="auto">Suárez also spoke about the challenge that operators face and that they should be recognized for their work, in all the areas where they must perform safely.</span></p>
<p><span dir="auto">Therefore, in addition to technology, they require precise and focused training to take advantage of all available technological knowledge and tools, which implies </span><strong><span dir="auto">creating good instructors</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">When discussing how safety is a multifactorial issue, it was indicated that solutions are required from various fronts. For this reason, José Quesada, Global Route to Market Safety Manager at </span><em><span dir="auto">The </span></em><a href="https://www.coca-colacompany.com/"><span dir="auto">Coca-Cola Company</span></a><span dir="auto"> , described how </span><strong><span dir="auto">investment in technology must be aligned with monitoring compliance with processes</span></strong><span dir="auto"> and the devices acquired, in order to achieve the expected results.</span></p>

<p><span dir="auto">At that point, Quesada emphasized that attention must be paid to the interaction of the methods applied with the operators, where corrections can be made </span><strong><span dir="auto">based on feedback received</span></strong><span dir="auto">  in an effort to improve the processes.</span></p>
<p><span dir="auto">Christian Guadiana, Director of Transportation at Solistica, emphasized that the industry must move from simply having safety initiatives to a shared road safety culture, one that is appropriate to the nature of the problem. </span><strong><span dir="auto">“We have learned from the Coca-Cola system that investing in safety is a way to be competitive</span></strong><span dir="auto"> . ”</span></p>
<blockquote><p><span dir="auto">Alfonso Vázquez, Logistics and Distribution Director at JDV-SC, sent a message to all members of his team and their transportation partners, aiming to implement changes starting today, during which various elements for development were discussed. “Let’s make things happen and ensure they align with our teams.”</span></p></blockquote>
<p><span dir="auto">Vázquez asserted that, while there are operational pressures, all areas must take responsibility and be consistent with the safety approach to achieve change.</span></p>

<p><span dir="auto">Understanding the reality and with a vision where they should not experience a single accident, much less a human loss, </span><a href="http://www.jugosdelvalle.com.mx/"><span dir="auto">Jugos Del Valle-Santa Clara (JDV-SC)</span></a><span dir="auto"> held the </span><strong><span dir="auto">5th edition of the Safety Summit</span></strong><span dir="auto"> , a space where the objective is </span><strong><span dir="auto">to raise awareness among its transport partners and suppliers</span></strong><span dir="auto">  regarding the challenge that exists in road safety.</span></p>
<blockquote><p><span dir="auto">“Safety is no longer a trend, it’s a culture,” with this forceful statement Juan Carlos Jaramillo, CEO of JDV-SC, began the sessions, emphasizing that well-defined strategies are needed to promote organizational changes, with the goal of internalizing safety at all levels, including own personnel, operators, and third parties.</span></p></blockquote>
<p><span dir="auto">In a vision where KPIs have become the roadmap, in terms of safety, success, the main KPI is that the operator and the truck arrive safely at their deliveries, </span><strong><span dir="auto">achieving the best levels of productivity</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">José Luis Silva, Safety and Environmental Manager of JDV-SC,  </span><strong><span dir="auto">presented three different realities</span></strong><span dir="auto"> , with real accidents that touched the sensibilities of the transport partners present, but where the central message was key: elements such as fatigue, distraction and speeding continue to drive accident rates.</span></p>
<p><span dir="auto">For everyone involved in the daily lives of operators, a fundamental axiom is: </span><strong><span dir="auto">“a pressured operator is an operator at risk</span></strong><span dir="auto"> ,” therefore, efforts should focus on reducing pressure.</span></p>
<p><span dir="auto">In addition to the above, work must be done on the best selection and certification of operators (theoretical and practical), </span><strong><span dir="auto">promote continuous training where realistic and humane working conditions are presented</span></strong><span dir="auto"> and, above all, develop a talent retention approach, not just on its availability, summarized Alex Theissen, president of the Board of Directors of the </span><a href="https://antp.org.mx/"><span dir="auto">National Association of Private Transportation (ANTP)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">In terms of technology, emphasis was placed on the fact that in addition to proper implementation, adoption is required in all spheres of the organization, which must be accompanied by training to obtain the expected results.</span></p>
<blockquote><p><span dir="auto">“ </span><strong><span dir="auto">Technology doesn’t drive itself, it only helps to drive better</span></strong><span dir="auto"> , and if poorly implemented, technology can become the operator’s enemy,” highlighted Juan Alberto Báez, CEO of </span><a href="https://www.hesa.com.mx/"><span dir="auto">Fletes Hesa</span></a><span dir="auto"> .</span></p></blockquote>
<p><span dir="auto">One consensus was that technologies such as cameras, telemetry, and ADAS systems must have a clear objective: to prevent serious accidents, not just to monitor.</span></p>
<blockquote><p><span dir="auto">“Technology is designed to reduce the severity of human error, assuming that error will always exist,” said Edgar Chahín, president of Fletes Hesa.</span></p></blockquote>
<p><span dir="auto">Eugenio Domínguez, Supply Chain Director at JDV-SC, warned about the need for certifications in both theory and practice, as a way to address existing problems and offer solutions.</span></p>
<p><span dir="auto">Meanwhile, Luigi Terzini, Sr. Director of Occupational Safety LATAM OU for </span><a href="https://www.coca-colacompany.com/"><span dir="auto">Coca-Cola Company</span></a><span dir="auto"> , identified a key element in this matter, </span><strong><span dir="auto">namely the maintenance of the units, which is associated with accident rates, and which is a matter that can contribute to predictability models</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">One of the conclusions of the Safety Summit is that for JDV-SC, the effort to reduce accidents and human losses to zero has the full support of the organization, in identifying actions that help its transport partners and translate into tangible results.</span></p></blockquote>

<p data-start="184" data-end="424"><strong><span dir="auto">Truck robberies, </span></strong><strong><span dir="auto">highway robberies, and violence against drivers</span></strong><span dir="auto"> are part of a reality that the freight transport industry faces every day.</span></p>
<p data-start="184" data-end="424"><span dir="auto">Behind every journey are kilometers traveled under tension, operators who move forward looking beyond the road, and companies that try to keep operations moving while insecurity also circulates on the country&#8217;s highways.</span></p>
<p data-start="184" data-end="424"><strong><span dir="auto">Food and beverage</span></strong><span dir="auto"> products remain among the most vulnerable to highway theft, according to </span><a href="https://www.over-haul.com/es"><span dir="auto">Overhaul</span></a><span dir="auto"> . During the first quarter of 2026, this sector accounted for 25% of cargo thefts reported nationwide, while the central and Bajío regions accounted for 68% of the incidents. The states of Mexico, Guanajuato, Michoacán, Puebla, Veracruz, and San Luis Potosí alone accounted for 65% of the reported cases.</span></p>
<p data-start="184" data-end="424"><span dir="auto">In addition, the criminals focused their attacks mainly on tractor-trailer trucks and double-trailer units, especially during nighttime hours and times when the operators were resting.</span></p>
<p data-start="516" data-end="714"><span dir="auto">Given this scenario, the </span><a href="https://canacar.com.mx/"><span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal"><span dir="auto">National Chamber of Freight Transportation</span></span></span><span dir="auto"> (Canacar)</span></a><span dir="auto"> began meetings with prosecutors from various states to review </span><strong><span dir="auto">files related to cargo theft</span></strong><span dir="auto"> and strengthen the follow-up of cases.</span></p>
<blockquote>
<p data-start="516" data-end="714"><span dir="auto">Augusto Ramos, national president of Canacar, explained to T21 that, in addition to the permanent meetings with the three levels of government, they have now also begun meetings focused on reviewing investigation files related to cargo theft.</span></p>
</blockquote>
<p data-start="1268" data-end="1618"><span dir="auto">He noted that </span><strong><span dir="auto">three meetings have already been held under this scheme</span></strong><span dir="auto"> and announced that, starting this May, Canacar will replicate in Puebla the permanent security table that it currently maintains in the State of Mexico, because together with Veracruz they concentrate around </span><strong><span dir="auto">50% of the robberies of motor transport</span></strong><span dir="auto"> .</span></p>

<p data-start="1620" data-end="1939"><span dir="auto">Ramos also assured that the weekly exchange of information on cargo theft continues with the National Guard and other organizations in the sector, such as the </span><a href="https://antp.org.mx/"><span dir="auto">National Association of Private Transportation (ANTP)</span></a><span dir="auto"> and the </span><a href="https://www.conatram.mx/"><span dir="auto">National Confederation of Mexican Transporters (Conatram)</span></a><span dir="auto"> .</span></p>

<p data-start="1941" data-end="2147"><span dir="auto">He also explained that Canacar operates a 24/7 </span><em><span dir="auto">call center to </span></em><strong><span dir="auto">handle theft reports and support carriers</span></strong><span dir="auto"> in immediate communication with authorities and C5 centers.</span></p>
<p data-start="2149" data-end="2444"><span dir="auto">One of the issues that most concerns the organization, he added, is the attacks against truck drivers. In April alone, Canacar identified four deaths related to cargo truck robberies, a figure that has begun to be included in the organization&#8217;s internal monitoring.</span></p>

<p><span dir="auto">Given this scenario, coordination </span><strong><span dir="auto">between authorities and the private sector</span></strong><span dir="auto"> is emerging as the primary way to address the challenges. The DGAF emphasized that its collaborative work with Canacar continues through ongoing working groups, where key operational issues are reviewed and adjusted.</span></p>

<p data-start="612" data-end="832"><span dir="auto">In that context, Paulina Montserrat Muñoz Mortara took over as </span><strong><span dir="auto">state delegate</span></strong><span dir="auto"> with a marked stance: the chamber must cease to be just a representative body and become an entity that listens and resolves.</span></p>

<p data-start="834" data-end="1064"><span dir="auto">“Today we make a commitment: to be a delegation that is approachable, a delegation that listens and a delegation that acts, that not only represents, but also solves problems,” he said during his swearing-in ceremony.</span></p>

<p data-start="1066" data-end="1419"><span dir="auto">From her first address, the new delegate placed the transportation sector at the center of the agenda, particularly </span><strong><span dir="auto">micro and small business owners</span></strong><span dir="auto"> , acknowledging that they face the greatest difficulties in their daily operations. She stated that her goal is to strengthen ties with the sector and build a more proactive representation to address its challenges.</span></p>

<p data-start="1421" data-end="1670"><span dir="auto">The challenge is significant. </span><strong><span dir="auto">Trucking</span></strong><span dir="auto"> handles over 80% of the country&#8217;s goods and more than </span><strong><span dir="auto">548 million tons annually</span></strong><span dir="auto"> , making it a pillar of the national economy, Muñoz noted.</span></p>
<p data-start="1672" data-end="1898"><span dir="auto">At the state level, the relevance is even greater. The State of Mexico is consolidating its position as one of the country&#8217;s main logistics hubs, with a high concentration of goods flows and constant transit of cargo units.</span></p>
<p data-start="1900" data-end="2137"><span dir="auto">In that sense, more than 1.2 million cargo vehicles travel along the Mexico-Queretaro highway each month, reflecting the operational intensity of the region, commented Augusto Ramos, national president of Canacar.</span></p>
<p data-start="2139" data-end="2333"><strong><span dir="auto">Furthermore, around 85,000 cargo units operate</span></strong><span dir="auto"> in the state , which illustrates the magnitude of the activity and the need to improve its conditions, he said.</span></p>
<p data-start="2335" data-end="2643"><span dir="auto">Given this scenario, security remains the sector&#8217;s main enemy, along with the shortage of operators and the need to strengthen competitiveness, according to Ramos, who warned that the challenges lie outside the industry and require coordinated work.</span></p>

<p data-start="2645" data-end="2869"><span dir="auto">“The enemy is not here, the enemy is out there, it’s called insecurity… it’s called a shortage of operators… it’s called conditions for the trucking industry to be more competitive,” he said.</span></p>
</blockquote>
<p data-start="2871" data-end="3121"><span dir="auto">In that regard, he stressed the importance of maintaining </span><strong><span dir="auto">permanent working groups between authorities and the private sector</span></strong><span dir="auto"> , especially on issues of security, infrastructure and rest conditions for operators, such as comprehensive rest stops.</span></p>

<p data-start="3123" data-end="3366"><span dir="auto">The approach also aims at </span><strong><span dir="auto">professionalizing the sector</span></strong><span dir="auto"> , both in training current operators and in attracting new profiles to an activity that he described as &#8220;dignified and well-paid&#8221;.</span></p>
