The federal government will invest 53.312 billion pesos (mdp) this year to strengthen and expand Mexico’s highway infrastructure, according to Jesús Esteva , head of the Ministry of Infrastructure, Communications and Transportation (SICT) .

At Wednesday’s morning press conference, the federal official presented the 2025-2030 National Highway Infrastructure Program , which will total an investment of 372,804 million pesos for more than four thousand kilometers (km) in length.

The plan includes new projects and works to be completed in the coming years, as well as continuity works, priority axes, bridges and interchanges, small roads, highway modernization, and the Lázaro Cárdenas and Guerrero programs.

Among the continuity projects, Esteva highlighted the Rizo de Oro Bridge in Chiapas, which is expected to be completed in October 2025; the Nichupté Bridge in Quintana Roo; and the San Ignacio-Tayoltita Bridge, between Sinaloa and Durango, which is scheduled for completion in July of this year.

The priority axes include the Macuspana-Escárcega Highway, between Tabasco and Campeche; the Salina Cruz-Zihuatanejo Highway (Oaxaca-Guerrero); the Tierra y Libertad Circuit (Morelos); and the Toluca-Zihuatanejo Highway (State of Mexico-Guerrero); and others covering various areas of the country.

Esteva reported that as part of the  Lázaro Cárdenas del Río General Program, roads connecting Nochixtlán-Huajuapan and Chazumba-Huajuapan, among others, will be strengthened; while the Guerrero Highway Program will rehabilitate the bridges in Omitlán, La Olla, Acahuitzola, and Alfredo Mendizábal.

Regarding small-scale roads , the federal official indicated that 135 new sections will be added this year, with an investment of three billion pesos. He also specified that 13.726 billion pesos will be allocated  to highway modernization  by 2025, and a total of  26 billion pesos over the six-year period , which will cover sections such as Zitácuaro-Maravatío (Michoacán), Armería-Manzanillo, and others.

During the press conference, among other details, he shared that the Bachetón program will have a budget of more than 200 billion pesos throughout the six-year term.

He also mentioned a joint investment with the National Bank of Public Works and Services (Banobras) , which will amount to 2.874 billion pesos by 2025, and which will include sections such as Tepic-Compostela (Nayarit), Nueva Italia-Lázaro Cárdenas (Michoacán), and the Tijuana-Nuevo Laredo Bypass (Baja California), among others.

With the announced projects and the improvement of Mexico’s highways, the country’s logistics network will also be strengthened, as regards the distribution and transportation of goods.

Given the wear and tear on roads caused by truck traffic and the effects of climate change, the Ministry of Infrastructure, Communications, and Transportation (SICT) will rehabilitate just over 15,000 kilometers (km) of highways and will also ensure compliance with truck weight and size regulations.

“A sensitive issue in the premature deterioration we’re experiencing is the issue of loads, weights, and dimensions of road transport. The Undersecretariat of Communications and Transportation, through the Mexican Institute of Transportation (IMT) , and the General Directorate of Technical Studies are now regulating this new regulation. They’re already working on it,” said David Omar Calderón , Director General of Highway Maintenance at the SICT.

During his participation in the IV Transportation Infrastructure Forum , organized by the College of Civil Engineers of Mexico (CICM) , he mentioned that to carry out the rehabilitation, the SICT will acquire 30 paving trains, 20 of which will be for the toll-free highway network.

With this new equipment, he explained that more than 15,000 km of the trunk and basic rail network will be rehabilitated. “We can provide services quickly and not depend on a bidding process. Today, the first contract for 10 trains was issued, and we are in the process of supplying the asphalt mix; these are open bidding processes,” he emphasized.

He commented that the investment to be made for this new equipment is approximately 1.4 billion pesos (mdp) and pointed out that the first 10 paving trains should be delivered in the first week of next July.

The SICT official commented that they have detected that 30% of Mexico’s secondary road network has not had any intervention in the last 30 years.

“There are approximately 17,000 km of the existing road network, out of the 41,000 we have, and we’ll be working on structural and paving projects. These are basically the main roads that extend from a main road network to medium-sized cities,” he explained.

Redefining the vision of its business is what has led Oxxo Gas to invest in projects that go beyond offering a fuel supply service , to become an ally in fleet management. In this evolution, the company considered the foundation of an ecosystem of physical and digital solutions.

“After an open dialogue with various transporters, we began to identify the main needs of the activity and began to outline a path to be able to contribute to their solution. We observed that one of the great demands that transporters, and especially operators, have is how to arrive safely to their destination; how to travel on the country’s roads complying with the regulations and at the same time arriving rested to the places where they have to deliver their products,” Carlos Aguirre Quiroga, B2B sales director of Oxxo Gas, explained in an interview for T21.

Considering the above and given the large deficit of safe stops in the country, which according to data from the Secretariat of Infrastructure, Communications and Transportation (SICT) , reaches 1,291 sites to meet the demand for safe and comfortable services for operators, Oxxo Gas identified that of its 40 service stations located on the national highway network, a good portion had enough space to be more than a fuel station.

This was the beginning of a safe parking project by Oxxo Gas in coordination with SICT that is now a reality, since the pioneer parking lot in Majalca, Chihuahua, is already under construction, part of a network that is planned to extend to strategic locations in the country in the following years, taking advantage of the current infrastructure, but also betting on safe parking lots from scratch .

“We see that there is a great need throughout the road network, but we must be strategic when defining critical points and those with the greatest traffic, so that the infrastructure can be used,” said Aguirre Quiroga.

Although the following projects have not yet been defined, the B2B sales director of Oxxo Gas said that it is likely that the safe stops will be located on Highway 57, the Mexico-Querétaro highway, border areas and ports. In addition, he explained that work is already underway on the first steps, which are the identification of the sites, technical feasibility, definition of the size of the property, studies of vehicle flow and its type .

It is worth noting that this first safe-stop project in Majalca, Chihuahua, will be 100% privately funded. However, in the future, Oxxo Gas will seek to leverage public-private investments due to the volume of safe-stops that the country requires. “Support is needed from all parties, because this also has a lot to do with security and this is everyone’s responsibility,” explained Aguirre Quiroga.
