The head of the Ministry of Infrastructure, Communications and Transportation (SICT) , Jesús Antonio Esteva Medina, presented a summary of the highway infrastructure program of the current federal administration, which contemplates a public and private investment of 647 billion 832 million pesos (mdp) to intervene in 11,366 kilometers (km) of roads and highways in the remainder of the six-year term of President Claudia Sheinbaum.

During Thursday’s morning press conference, Esteva detailed the progress achieved so far. According to the data presented, 4,223 km are currently under construction, while 1,796 km have already been completed . This means that 15% of the total length planned for the entire administration is finished, while approximately 37% is underway. This includes priority roads, highways, bridges and interchanges, rural roads, and projects developed through various investment schemes.

Mixed investment enters the highway portfolio

In addition to the highway strategy, the National Bank of Public Works and Services (Banobras) has a portfolio of mixed investment projects . Jorge Mendoza Sánchez, Banobras’ director general, reported that 19 projects are planned with an estimated investment of 213.868 billion pesos . Of these, 14 have already received approval from the Ministry of Infrastructure, Communications and Transportation (SICT), and five remain under review.

Regarding bridges, the 2025-2030 program allocates 25.134 billion pesos for 24 projects , totaling 47.6 kilometers. Currently, 10 are completed and 11 are under construction, while one is scheduled to begin this year and two more are planned for 2027.

Infrastructure for connectivity

The program’s progress occurs in a scenario where the road network maintains a central role for the land movement of goods in Mexico and for connecting production and consumption centers with ports, border crossings, and logistics hubs.

Looking ahead to the next years of Sheinbaum’s administration, the SICT’s own assessment shows that a significant portion of the program is still in the implementation or pending stage . In this context, the progress of projects and the incorporation of public-private partnerships will be two key elements to monitor in order to understand how the planned highway portfolio materializes toward the end of the six-year term.
