The national highway strike planned for Monday, April 6, is not only still on, but is also shaping up to be “indefinite” and without consensus within the sector. While truckers and agricultural producers from the National Association of Carriers (ANTAC) and the National Front for the Rescue of the Mexican Countryside (FNRCM) are maintaining the call for the strike, business organizations and authorities insist that the path forward should be dialogue, not the disruption of operations .

The plan includes blockades on federal highways and freeways in at least 20 states , including strategic corridors such as Mexico-Queretaro, Mexico-Puebla, Mexico-Cuernavaca and Mexico-Pachuca, as well as sections in the Bajío, western and northern parts of the country.

Road sections affected

Mexico-Queretaro Highway.

Mexico – Cuernavaca Highway.

Mexico-Pachuca Highway.

Roads in Sonora and Sinaloa.

Road points in Zacatecas.

Highways in Michoacán and Jalisco.

Border crossings of Ciudad Juárez.

The movement responds to problems that have persisted in the sector: insecurity on highways , high operating costs, and a lack of progress on previously established agreements with federal authorities.

However, the strike also highlighted internal divisions within the industry . Following the withdrawal of several business organizations, ANTAC maintained that there is no unity in the sector and questioned whether these groups represent interests far removed from the reality of owner-operators and truck drivers.

In its statement, the organization indicated that, faced with a scenario of assaults, extortion and violence on highways, it is unacceptable to minimize the seriousness of the problem, while reiterating that the strike “is not a whim, it is a necessity.”

On the business side, the Confederation of Industrial Chambers (Concamin) , along with organizations such as the National Association of Bus, Truck and Tractor-Trailer Producers (ANPACT) , the National Association of Private Transport (ANTP) , the National Chamber of Freight Transport (Canacar) and the National Chamber of Passenger and Tourism Transport (Canapat) , confirmed that it is not participating in the call, although it acknowledged that the road transport sector faces significant challenges.

Concamin stressed that these challenges must be addressed through institutional dialogue, coordination with authorities, and the development of joint solutions , avoiding negative impacts on citizens, supply chains, and economic activity.

He warned that any disruption to road transport directly impacts supply , mobility, and economic stability, particularly during a period of increased flow of people and goods.

Similarly, groups such as the Honorable Mexican Alliance of Transport Organizations (Hamotac) and the Mexican-American Federation of Transporters (Fematrac) reported that they will not participate in the strike, considering that this type of action does not represent organized transport and should be resolved through institutional channels.

Even the Mexican Alliance of Carriers (AMTAC) stated that, while it recognizes the problems in the sector, it does not promote road blockades and is committed to maintaining working groups with authorities to address the demands.

The context surrounding the strike explains some of the pressure. According to figures from the Executive Secretariat of the National Public Security System (SESNSP) , 6,263 investigations into cargo theft were registered in 2025 .

In contrast, estimates from business organizations and firms specializing in logistics security indicate that the actual incidents could exceed 16,000 annually, considering unreported cases, with losses exceeding seven billion pesos.

Furthermore, experts have warned that in Mexico, a driver can be a victim of violence every 30 minutes . This is compounded by rising costs (particularly for diesel), deteriorating road infrastructure, and administrative processes that increase both time and expense.

Among the demands of the movement are a greater presence of the National Guard on high-risk stretches of highway, the creation of safe rest stops, and actions against extortion and corruption at checkpoints.

Meanwhile, the federal government clarified its position regarding the protest. Through the Ministry of the Interior (Segob) , it stated that there is no reason to hold demonstrations on April 6, asserting that working groups have been meeting with agricultural and transportation organizations since late 2015 to address their demands.

The federal agency indicated that economic support has been implemented for producers , as well as specific agreements in some regions, in addition to meetings with transporters in which the National Guard has participated to address security issues on highways and procedures.

He also stated that most organizations have chosen not to mobilize and reiterated that the government remains open to dialogue, while warning that such actions can affect third parties and economic activity.

In response to the statement from the Ministry of the Interior (Segob) , ANTAC reaffirmed its position:

Thus, the indefinite strike not only puts pressure on the authorities, but also reveals a sector that, while acknowledging the same problems, maintains differences in how to address them.

Cargo traffic resumed, but not as before.
The reactivation began gradually, accompanied by regional pauses, strategic detours, and ongoing risk assessment sessions.

According to Overhaul , based on information from Red Vía Corta —operated by Red de Carreteras de Occidente (RCO)— and in communication with authorities at all three levels of government, most of the road blockades have been cleared at the main affected points in the following regions:

Northern Region .

Central Region .

Bajío Region .

The analysis indicated that the federal government maintains operational control and a reinforced presence of security forces in strategic corridors, with permanent monitoring to guarantee mobility and deter new incidents.

However, he warned that in some sections there is still intermittent traffic and considerable congestion resulting from reopening maneuvers and ongoing security operations.

Valenzuela explained that the company conducts reviews with its entire management team in two-hour intervals to assess the situation in the country and on the various highways.

In the case of Transmontes , the company decided to pause all operations following Sunday’s events and activated a security task force that met regularly to assess the situation.
Overhaul’s logistics intelligence analysis warned that the events impacted strategic routes such as the Guadalajara–Tepic highway (MEX-15D), the Guadalajara–Colima highway (MEX-80/MEX-54), the Mexico–Queretaro corridor (MEX-57D) and the Mexico–Puebla highway (MEX-150D), among other sections.

The National Chamber of Freight Transportation (Canacar) warned in a statement that the announcement by groups of farmers and transporters to resume these actions will cause serious harm to the population, the economy, and the supply chain , as these measures are outside of institutional channels and violate the right to free transit.

The concern is significant. T21 has documented in various forums how highway blockades have caused logistical disruptions in at least 14 states across the country , with simultaneous closures on strategic corridors such as Mexico-Puebla, Mexico-Querétaro, Arco Norte, Puebla-Veracruz, the Western Highway, Siglo XXI, and various access points to metropolitan areas, customs offices, and international border crossings.

In those events, disruptions to cargo traffic resulted in delays in the distribution of goods, increased operating costs, impacts on exports and imports, and disruption of production chains , especially in sensitive sectors such as food, fuel, industrial inputs, and medicines.

Canacar emphasized that the potential reactivation of the blockades is particularly serious given its timing during the holiday season, a period characterized by high logistical demand and heavy traffic on federal and state highways. The paralysis of these roads, the organization noted, could lead to traffic chaos, security risks, and negative impacts on tourism, commerce, and the millions of families who travel during this time of year.

In previous experiences, the impact has not been limited to the transport sector. Repeated blockades forced companies to rethink routes, assume higher expenses for fuel, man-hours, and storage , in addition to facing penalties for logistical non-compliance, in an environment already pressured by high costs and tight margins.

The Chamber reiterated that freight transport is a strategic link for the country’s functioning , as it moves the majority of essential goods. Any deliberate disruption to its operation immediately compromises the stability of the supply chain, particularly during peak demand periods.

Canacar called on the authorities to safeguard the rule of law and urged dissenting groups to prioritize institutional dialogue and legality, stating that highways should be spaces for mobility and development, not for pressure or confrontation.

It is worth remembering that the blockades by transporters and agricultural producers began on November 24 and have extended until this Thursday, November 27, as the organizations leading the demonstrations, such as the National Association of Transporters (ANTAC), claim that their demands have not been met by the federal authorities , after meetings with the Ministry of the Interior (Segob) .

Among the demands are greater security on roads and highways, as they have indicated that they are constant victims of extortion and robberies ; payment of debts to corn, wheat and soy producers; review of reforms such as the National Water Law, about which the farmers expressed their concern about possible impacts, as well as direct dialogue and immediate solutions, since, they indicate, previous agreements have not been fulfilled.

Rodríguez added that a new dialogue session with representatives of farmers and transporters would take place at 1:00 p.m. , in search of agreements that would resolve the situation.

However, the National Association of Transporters (ANTAC) stated that they were not invited to the dialogue announced by the Ministry of the Interior (Segob ), and insisted that the blockades are to demand greater security on the highways.

Today’s blockades have caused delays in the distribution of goods, increasing operating costs and disrupting the supply chain. These disruptions translate into losses for exports and imports, one of the most dynamic drivers of the Mexican economy .

The frequency of these blockades forces companies to rethink their transportation strategies, invest in alternative routes, and absorb additional costs for fuel, man-hours, and storage. In a context where competitiveness depends on logistical efficiency, each disruption represents a direct blow to profitability and the stability of the domestic market.
