<p><span dir="auto">The Municipal Regulation for the Protection of the Human Right to Mobility in   </span><a href="https://www.cuautitlan.gob.mx/"><span dir="auto">Cuautitlán, State of Mexico</span></a><span dir="auto"> , was approved last August and entered into force on September 1st. Starting on September 17th, </span><strong><span dir="auto">transporters</span></strong><span dir="auto"> who do not comply with the established measures should begin to be sanctioned.</span></p>
<blockquote><p><span dir="auto">This regulation, among other elements, considers restrictions on freight trucking, including the hours at which it can operate on municipal roads, traffic speeds, and limits on loading and unloading activities.</span></p></blockquote>
<p><span dir="auto">On September 10, the State of Mexico municipality announced on its Facebook page that, &#8220;We have a meeting scheduled for October 10, 2025, to hold </span><strong><span dir="auto">the First Mobility Forum, &#8216;Together Let&#8217;s Build Mobility,&#8217;</span></strong><span dir="auto"> with the participation of the public sector, the private sector, and the public. &#8220;</span></p>
<p><span dir="auto">According to the information disseminated, dialogue and respect will be key, &#8220;to set an example </span><strong><span dir="auto">in resolving a problem that we can no longer postpone</span></strong><span dir="auto"> ,&#8221; the municipal communication states.</span></p>
<p><span dir="auto">Based on what was shared by the municipality led by Juana Carrillo, direct dialogue is being maintained to address the mobility crisis affecting the northern part of the metropolitan area. </span><strong><span dir="auto">Agreements and commitments have been reached between the public and private sectors</span></strong><span dir="auto"> to generate a comprehensive mobility project that guarantees the movement of citizens and goods, as well as boosting investment and employment.</span></p>
<blockquote><p><span dir="auto">As a result of discussions with various representatives of the industrial sector, it was agreed that the first phase of the Municipal Regulation for the Protection of the Human Right to Mobility in Cuautitlán, State of Mexico, will apply only to the area surrounding the Suburban Train, guaranteeing the mobility of more than 175,000 users.</span></p></blockquote>
<p><span dir="auto">Among the organizations represented were the </span><a href="https://www.antp.org.mx/"><span dir="auto">National Association of Private Transportation (ANTP)</span></a><span dir="auto"> , the </span><a href="https://canacar.com.mx/"><span dir="auto">National Chamber of Cargo Transportation (Canacar)</span></a><span dir="auto"> and members of </span><a href="https://www.concamin.org.mx/inicio"><span dir="auto">Concamin</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">Among the restrictions considered were the following:</span></p>
<ul>
<li><span dir="auto">Trucks weighing more than five tons will only be allowed to circulate from 10:00 a.m. to 5:00 p.m. and from 10:00 p.m. to 5:00 a.m.</span></li>
<li><span dir="auto">Restricted hours from 5:01 a.m. to 9:59 a.m. and from 5:01 p.m. to 9:59 p.m.</span></li>
<li><span dir="auto">Maximum controlled speed: 20 km/h in school and hospital zones, up to 60 km/h on main roads.</span></li>
<li><span dir="auto">Loading and unloading on public roads (with a permit) will be permitted from 10:00 a.m. to 5:00 p.m. and from 10:00 p.m. to 5:00 a.m., with restrictions on the same hours as heavy transport.</span></li>
<li><span dir="auto">It is prohibited to maneuver in double parking spaces, on sidewalks, ramps, or on pedestrian zones. It is also prohibited to reserve parking spaces on public roads or encroach into emergency access points.</span></li>
