<p><span dir="auto">The consortium led by </span><a href="https://recalglobal.com/"><span dir="auto">Recal Estructuras</span></a><span dir="auto"> won the bid for the construction and design of 9.204 kilometers (km) of the Saltillo–Nuevo Laredo passenger train, segment 15 “A2”, Monterrey Metropolitan Area.</span></p>
<p><span dir="auto">Together with Constructora Moyeda, </span><a href="https://construccionesurales.mx/"><span dir="auto">Construcciones Urales</span></a><span dir="auto"> , Azvi, and Gami Ingeniería e Instalaciones, they were awarded </span><strong><span dir="auto">a contract for 10 billion 438 million 249 thousand 060.02 pesos</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">According to the tender ruling, the consortia led by </span><strong><span dir="auto">Impulsora de Desarrollo Integral</span></strong><span dir="auto"> , as well as </span><strong><span dir="auto">Proveedora de Materiales del Norte</span></strong><span dir="auto"> , and Tordec were rejected for not meeting the required requirements.</span></p>
<p><span dir="auto">Meanwhile, along with Recal Estructuras, </span><a href="https://www.ica.com.mx/"><span dir="auto">ICA Constructora</span></a><span dir="auto"> and Constructora de Proyectos Viales de México complied with the requirements established by the </span><a href="https://www.gob.mx/attrapi/en"><span dir="auto">Agency for Trains and Integrated Public Transport (ATTRAPI)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">The agency specified that </span><strong><span dir="auto">the work will begin on May 1st</span></strong><span dir="auto"> and will have an execution period of 1,007 calendar days.</span></p>
<p><span dir="auto">The Saltillo–Nuevo Laredo train is expected to improve regional connectivity in the Bajío region. This 18.06 km rail line will connect the Monterrey Metropolitan Area, passing through urban and rural areas, as well as industrial sites.</span></p>
<p><span dir="auto">It is worth remembering that the overall </span><strong><span dir="auto"> Saltillo-Nuevo Laredo train project consists of the construction of a 396.3 kilometer (km) railway line </span></strong><span dir="auto"> that will have a double track section without electrification and will run at a maximum speed of 200 kilometers per hour (km/h).</span></p>

<p><a href="https://aifa.aero/"><span dir="auto">The Suburban Train that currently runs from Buenavista to Cuautitlán, and which will reach the Felipe Ángeles International Airport (AIFA)</span></a><span dir="auto"> starting next Sunday , will be operated 100% by the Mexican government, after the purchase of shares from the concessionaire </span><a href="https://www.cafmobility.com/mx/"><span dir="auto">Construcciones y Auxiliar de Ferrocarriles (CAF)</span></a><span dir="auto"> , of Spanish origin; and Omnitren, of Mexico, </span><strong><span dir="auto">for five billion 999.23 million pesos (mdp)</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Jorge Mendoza Sánchez, general director of the </span><a href="https://www.gob.mx/banobras/es/"><span dir="auto">National Bank of Public Works and Services (Banobras)</span></a><span dir="auto"> , specified that </span><strong><span dir="auto">CAF had a shareholding of 43.4% and Omnitren of 7.6%</span></strong><span dir="auto"> of said transport system.</span></p>
<blockquote><p><span dir="auto">“With this, the Mexican State now has 100% of the shareholding in this train, that is, it passes from private hands to the hands of the people of Mexico,” he said during his participation in the morning conference this Thursday.</span></p></blockquote>
<p><span dir="auto">He stated that this train has become relevant for the current federal administration because it will connect the different passenger rail projects to the AIFA, as well as the AIFA-Pachuca and those in the north of the country that will pass through Querétaro.</span></p>
<p><span dir="auto">He explained that the amount derives from the concession granted to both companies, as well as the evaluation carried out through the </span><a href="https://www.gob.mx/indaabin/es/"><span dir="auto">Institute of Administration and Appraisals of National Assets (Indaabin)</span></a><span dir="auto"> , so the Suburban Train will also be a majority state-owned company.</span></p>

<p><span dir="auto">Mendoza recalled that the Suburban Train began operations in 2008 and has seven stations running from Buenavista in Mexico City to Cuautitlán in the State of Mexico. Through the <a href="https://www.fonadin.gob.mx/fni2/"><span class="gs_tkn">National  </span></a><a href="https://www.fonadin.gob.mx/fni2/"><span class="gs_tkn">Infrastructure  </span></a></span><a href="https://www.fonadin.gob.mx/fni2/"><span class="gs_tkn"><span dir="auto">Fund  </span></span><span dir="auto"><span class="gs_tkn">(</span> Fonadin)</span></a><span dir="auto"> , which held 49% of the shares before the agreement, </span><strong><span dir="auto">resources totaling 11.201 billion pesos were allocated, along with financing from Banobras for 2.5 billion pesos (from 2005 to the present)</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“It was very important to reach an agreement with the companies so that the Mexican government could take control of the asset; we are going to ensure that this train is managed in the most efficient way,” Mendoza Sánchez said.</span></p></blockquote>

<p><span dir="auto">He specified that </span><strong><span dir="auto">the train will be operated by Fonadin</span></strong><span dir="auto"> , which is also in charge of the El Insurgente train, which runs from Observatorio to Toluca. “We are creating a company that could take more control of these trains,” he noted.</span></p>
<p><span dir="auto">Similarly, he announced that </span><strong><span dir="auto">they will seek to make access to the system through the Integrated Mobility card</span></strong><span dir="auto"> , and that the fares will remain the same: short trip for 11.50 pesos and long trip for 26.50 pesos.</span></p>
<p><span dir="auto">Meanwhile, for the expansion to AIFA, </span><strong><span dir="auto">during its first month of operation it will have a promotional rate of 11.50 pesos and the full rate for 45 pesos</span></strong><span dir="auto"> , although it was estimated that it will be lower than other transports.</span></p>
<p><span dir="auto">Claudia Sheinbaum, president of Mexico, explained that to avoid problems in the operation of the new trains, the decision was made to purchase the Suburban Train, </span><strong><span dir="auto">which will be called &#8220;Felipe Ángeles</span></strong><span dir="auto"> ,&#8221; so that the network can be operated publicly.</span></p>

<p><span dir="auto">The federal government awarded the consortium headed by </span><a href="https://www.comsa.com/"><span dir="auto">Comsa Infraestructuras</span></a><span dir="auto">  a contract for </span><strong><span dir="auto">2,890,971,095.04 pesos</span></strong><span dir="auto"> for the construction and design of four stations of the  </span><strong><span dir="auto">Saltillo-Nuevo Laredo passenger train</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">According to the tender award document, of the five proposals received by the </span><a href="https://www.gob.mx/attrapi"><span dir="auto">Agency for Trains and Integrated Public Transport (ATTRAPI)</span></a><span dir="auto"> , the winning bid was the only one that was solvent and met all the requested requirements.</span></p>
<p><span dir="auto">Comsa Infraestructura formed the consortium with Regiomontana de Construcción y Servicios, Comsa, and Vise. </span><strong><span dir="auto">Work will begin on April 27th</span></strong><span dir="auto"> , with a completion timeframe of 749 calendar days.</span></p>
<p><span dir="auto">The agency highlighted that the 2026 allocation for this project amounts to 1,116 million 688 thousand 100.40 pesos.</span></p>
<p><span dir="auto">The works encompass the construction and design of the  </span><strong><span dir="auto">Derramadero, Saltillo, Ramos Arizpe and García</span></strong><span dir="auto"> stations .</span></p>
<p><span dir="auto">Last February, ATTRAPI declared the bidding process for this project void, as it considered that none of the offers it received met all the requested technical and economic requirements.</span></p>
<p><strong><span dir="auto">The Saltillo-Nuevo Laredo train project involves the construction of a 396.3-kilometer (km) railway line,</span></strong><span dir="auto"> which will include a section of double track that is not electrified and will operate at a maximum speed of 200 kilometers per hour (km/h). It also includes the following stations and stops: Derramadero, Saltillo Centro, Ramos Arizpe, García, Las Torres, Salinas Victoria, Bustamante, Lampazos, Anáhuac, and Nuevo Laredo.</span></p>
<p><span dir="auto">It is worth remembering that </span><a href="https://recalglobal.com/"><span dir="auto">Recal Estructuras</span></a><span dir="auto"> , </span><a href="https://construccionesurales.mx/"><span dir="auto">Construcciones Urales</span></a><span dir="auto"> , Gami Ingeniería e Instalaciones, Azvi and Constructora Moyeda were the companies that won the construction and design of 8.854 km of this same project in segment 15 “A1”, Monterrey Metropolitan Area.</span></p>
<blockquote><p><span dir="auto">ATTRAPI also launched tenders for this project for the construction and design of the General Escobedo, Salinas Victoria, Villaldama, Lampazos de Naranjo, Anáhuac and Nuevo Laredo stations; the deadline for submitting proposals is May 12.</span></p></blockquote>
<p><span dir="auto">Also, on April 29th, the decision will be made for the tender for the construction and design of the Zica Derramadero railway auxiliary buildings, García Workshops and Garages, Las Torres inspection zone, Salinas Victoria maintenance base and Zica Nuevo Laredo.</span></p>
<p><span dir="auto">Meanwhile, the next April 24th will be for the construction and design of the railway systems, and the 21st of the same month for the construction and design of 9,204 km, segment 15 “A2”, Monterrey Metropolitan Area.</span></p>

<p><span dir="auto">Constructora de Proyectos Viales de México, </span><a href="https://www.grupocaabsa.com/"><span dir="auto">Caabsa Constructora</span></a><span dir="auto"> and Obrascon Huarte Lain (OHL) proposed 11 billion 13 million 703 thousand 496.79 pesos.</span></p>
<p><span dir="auto">The consortium made up of </span><a href="https://ica.com.mx/"><span dir="auto">ICA Constructora</span></a><span dir="auto"> , Desarrolladora de Infraestructura Puerto Escondido; Controladora de Operaciones de Infraestructura, </span><strong><span dir="auto">Compañía Hidroeléctrica La Yesca</span></strong><span dir="auto"> , ICA Edificio Satélite, Constructora El Cajón, Entia de México, Desarrollo y Construcciones Urbanas, Constructora Garza Ponce, Construcciones y Trituraciones and ICA Constructora de Infraestructura, submitted a proposal of 10 billion 700 million 291 thousand 890.35 pesos.</span></p>
<p><span dir="auto">Meanwhile, Proveedora de Materiales del Norte, </span><a href="https://www.rubau.com/project/mexico/"><span dir="auto">Rubau México</span></a><span dir="auto"> , González Soto y Asociados, ASCH, Construcciones y Maquinaria SEF, ASCH Infraestructuras y Servicios and ASCH Infraestructuras y Servicios, Agencia en Chile, submitted a bid of nine billion 917 million 991 thousand 547.57 pesos.</span></p>
<p><span dir="auto">Finally, </span><a href="https://recalglobal.com/"><span dir="auto">Recal Estructuras</span></a><span dir="auto"> , Constructora Moyeda, Construcciones Urales, AZVI, and Gami Ingeniería e Instalaciones, proposed 10 billion 438 million 249 thousand 060.02 pesos.</span></p>
<p><span dir="auto">ATTRAPI detailed that </span><strong><span dir="auto"> the project includes the construction of a double railway track</span></strong><span dir="auto"> , the elevated stations of González Garza and Monterrey Centro, as well as the studies necessary for the correct preparation and authorization of the executive project, among other works.</span></p>
<p><span dir="auto">The agency has set </span><strong><span dir="auto"> May 1st as the start date for the work</span></strong><span dir="auto"> , with a completion timeframe of 1,007 calendar days. It specified that </span><strong><span dir="auto"> it has allocated 1,701,168,857.41 pesos</span></strong><span dir="auto">  for this project this year.</span></p>

<p><span dir="auto">The  </span><a href="https://www.gob.mx/attrapi"><span dir="auto">Agency for Trains and Integrated Public Transportation (ATTRAPI)</span></a><span dir="auto"> launched the call for bids for the </span><strong><span dir="auto">construction and design of six railway stations</span></strong><span dir="auto"> for the Saltillo–Nuevo Laredo passenger train.</span></p>
<p><span dir="auto">According to the document, these are the stations </span><strong><span dir="auto">General Escobedo, Salinas Victoria, Villaldama, Lampazos de Naranjo, Anáhuac and Nuevo Laredo</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“The work will be carried out under a continuous management scheme ( </span><em><span dir="auto">fast track</span></em><span dir="auto"> ), starting construction in stages as portions of the executive project are completed, without waiting to have the project completed in its entirety, which implies that work can begin as long as the construction elements of the work to be carried out do have the corresponding executive project,” the agency specified.</span></p></blockquote>
<p><span dir="auto">ATTRAPI highlighted that </span><strong><span dir="auto">Salinas Victoria, Villaldama and Lampazos de Naranjo are old stations with historical value</span></strong><span dir="auto">  cataloged by the </span><a href="https://www.inah.gob.mx/"><span dir="auto">National Institute of Anthropology and History (INAH)</span></a><span dir="auto"> , so the winner must consider the materials, specialized personnel, tools, equipment, temporary installations and other elements required for their correct execution, in accordance with the guidelines and authorizations issued by this institute.</span></p>
<blockquote><p><span dir="auto">“The winning bidder will be responsible for coordinating with the competent authorities for the initiation, management, monitoring and conclusion of all necessary procedures, the preparation of studies, reports, executive project and the execution of rescue and salvage actions, as well as for carrying out the corresponding works, within the deadlines established by the agency,” he explained.</span></p></blockquote>
<p><span dir="auto">The agency specified that the presentation and opening of proposals for this project </span><strong><span dir="auto">will be on April 21, and that day the date on which the decision will be made will be announced</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Similarly, he indicated that the start date for the work will be </span><strong><span dir="auto">May 21, 2026, with a deadline for the execution of the work of 558 calendar days</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">The potential merger between US railroads </span><a href="https://www.up.com/"><span dir="auto">Union Pacific (UP)</span></a><span dir="auto"> and </span><a href="https://www.norfolksouthern.com/"><span dir="auto">Norfolk Southern (NS)</span></a><span dir="auto"> would bring Mexico the possibility of </span><strong><span dir="auto">shifting more freight from road transport to rail, mainly in the border states</span></strong><span dir="auto"> , as well as starting new intermodal services between the two countries.</span></p>
<p><span dir="auto">In their application submitted last December to the </span><a href="https://www.stb.gov/"><span dir="auto">State Transportation Board (STB)</span></a><span dir="auto"> , the railroads justified their merger by mentioning, among other benefits, </span><strong><span dir="auto">the reduction of congestion on freeways and impacts on roads</span></strong><span dir="auto"> , which would create a more resilient supply chain and improve the competitiveness of U.S. ports against those in Canada and Mexico as routes to North America for international shipments.</span></p>
<p><span dir="auto">For the intermodal market between these countries, the opportunity would be established to launch a scheduled service to the east of the United States from these points and serve the </span><strong><span dir="auto">cross-border transport</span></strong><span dir="auto"> market .</span></p>
<blockquote><p><span dir="auto">“It is expected that the enhanced service offerings of the combined rail will induce significant demand for long-distance intermodal service across the integrated network,” they stated in the document.</span></p></blockquote>
<p><span dir="auto">Carlos Barreda Westphal, director of </span><a href="https://ferroviaria.mx/"><span dir="auto">Ferroviaria.mx</span></a><span dir="auto"> , emphasized that </span><strong><span dir="auto">the export sector, both Mexican and American, could benefit from this merger</span></strong><span dir="auto"> &#8220;in terms of the quality of service they currently receive, with fewer interconnections depending on the origin and destination between both countries.&#8221;</span></p>
<blockquote><p><span dir="auto">He commented that while no major changes are expected from UP regarding border crossings, he noted the importance of its shareholding in </span><a href="https://gmxt.mx/es/inicio/"><span dir="auto">Grupo México Transportes (GMXT)</span></a><span dir="auto"> , &#8220;which could benefit Ferromex in terms of the strategic value of its alliances and its railcar exchange operations in Piedras Negras, El Paso, Nogales and Mexicali.&#8221;</span></p></blockquote>
<p><span dir="auto">Humberto Vargas, Chief Commercial Officer of </span><a href="https://crossdock.mx/es/"><span dir="auto"> Crossdock</span></a><span dir="auto"> , said that, given Union Pacific&#8217;s position in Mexico, &#8220;we should expect </span><strong><span dir="auto">a greater benefit from a merger of this nature given their presence in the country</span></strong><span dir="auto"> .&#8221;</span></p>
<p><span dir="auto">According to the document and based on projected traffic flows, </span><strong><span dir="auto">UP and NS </span></strong><strong><span dir="auto">designed six new pairs of intermodal trains</span></strong><span dir="auto"> that would operate seven days a week, including the Texas/Mexico-Northeast (ZMXCX/ZCXMX) between Port Laredo and Croxton via New Orleans, to meet projected demand for traffic moving between Mexico and Texas and the Ohio Valley, Southeast and Northeast.</span></p>
<blockquote><p><span dir="auto">“Eastbound, ZMXCX will depart Port Laredo with blocks for Croxton, Atlanta, Charlotte, Columbus (Rickenbacker), and Cincinnati (Sharonville), enabling service from Mexico and Texas to key markets in the Ohio Valley, Southeast, and Northeast. In San Antonio, the train will pick up blocks for Croxton, Atlanta, and Greencastle. In Houston, the train will pick up blocks for Greencastle, Morrisville, and Charlotte before continuing to Atlanta, where it will unload blocks destined for the Southeast and Ohio Valley and pick up blocks destined for the Northeast. From Atlanta, ZMXCX will continue north, unloading and picking up traffic in Greencastle and Rutherford before terminating in Croxton,” the companies explained.</span></p></blockquote>
<p><span dir="auto">The railroads also indicated that two years ago, the STB approved the merger that gave rise to </span><a href="https://www.cpkcr.com/es"><span dir="auto">Canadian Pacific Kansas City (CPKC)</span></a><span dir="auto"> ; however, the ports and domestic markets of the United States remain divided into east and west railroads, so with the new company that UP and NS would form, they “could offer American carriers, workers, and communities the same benefits that Canada and Mexico enjoy and that our trucking competitors have offered for decades.”</span></p>
<p><span dir="auto">Although the STB stated that it rejected their request because the document was incomplete, it pointed out that UP-NS will have until April 30 to submit a new application for their merger.</span></p>
<p><span dir="auto">Humberto Vargas noted </span><strong><span dir="auto">that this is not the first time the STB has requested additional information</span></strong><span dir="auto"> to evaluate this type of request.</span></p>
<blockquote><p><span dir="auto">“This is somewhat normal behavior, and it’s a merger that is highly subject to public scrutiny. The merger analysis is being approached with caution,” he concluded.</span></p></blockquote>

<p><span dir="auto">The plan included the </span><strong><span dir="auto">engineering development and execution of the comprehensive executive project</span></strong><span dir="auto"> for the construction of the aforementioned stations, platforms and tracks in the laredos, layout, earthworks, complementary studies, among others, in accordance with the tender.</span></p>

<p><span dir="auto">The </span><a href="https://www.gob.mx/attrapi"><span dir="auto">Agency for Trains and Integrated Public Transportation (ATTRAPI)</span></a><span dir="auto"> launched the tender for the construction and design of 9.204 kilometers (km) of the Saltillo–Nuevo Laredo passenger train, segment 15 “A2”, Monterrey Metropolitan Area.</span></p>
<p><span dir="auto">The agency detailed that </span><strong><span dir="auto">the project includes the construction of a double railway track</span></strong><span dir="auto"> , the elevated stations of González Garza and Monterrey Centro, as well as the studies necessary for the correct preparation and authorization of the executive project.</span></p>

<p><span dir="auto">ATTRAPI indicated that the construction of the project will be carried out subsequently, through excavation work, soil improvement, foundations, retaining walls, mechanically stabilized walls, earthworks, ballast, sleepers, rails and their respective fixings, as well as reinforced and prestressed steel concrete for the vertical and horizontal foundation, lighting, traffic lights, among others.</span></p>
<p><span dir="auto">Also, the </span><strong><span dir="auto">construction and modernization of viaducts</span></strong><span dir="auto"> , railway and vehicular bridges designed to guarantee the continuity of train and road traffic.</span></p>
<blockquote><p><span dir="auto">“This project aims to enhance intercity connectivity in the Monterrey Metropolitan Area, through a modern, efficient and sustainable railway infrastructure,” he emphasized.</span></p></blockquote>
<p><span dir="auto">According to the tender documents, </span><strong><span dir="auto">the site visit will take place on February 25</span></strong><span dir="auto"> , followed by a clarification meeting the next day. The proposals will be opened on March 30, and the date for the tender&#8217;s decision will be announced that same day.</span></p>
<p><span dir="auto">ATTRAPI has set </span><strong><span dir="auto">May 1st as the start date for the project</span></strong><span dir="auto"> , with a completion timeframe of 1,007 calendar days. It specified that </span><strong><span dir="auto">it has allocated 1,701,168,857.41 pesos</span></strong><span dir="auto"> for this project this year.</span></p>
<p><span dir="auto">The Saltillo–Nuevo Laredo train is expected to improve regional connectivity in the Bajío region. This 18.06 km rail line connects the Monterrey Metropolitan Area, passing through urban areas, rural areas, and industrial sites.</span></p>

<blockquote><p><span dir="auto">“Union Pacific Corporation, Union Pacific Railroad Company, Norfolk Southern Corporation and Norfolk Southern Railway Company are submitting this letter to inform the Board that they anticipate submitting a revised application on April 30, 2026,” the letter dated February 17 stated.</span></p></blockquote>
<p><span dir="auto">It is worth remembering that on January 16, </span><strong><span dir="auto">the STB reported that it rejected the request</span></strong><span dir="auto"> and invited both companies to submit another one that addresses the deficiencies noted in the decision.</span></p>
<p><span dir="auto">The STB specified that railway companies </span><strong><span dir="auto">must include a full system impact analysis</span></strong><span dir="auto"> , market share projections for the entity to be created through the transaction, and the full merger agreement, including the submission of any contract or other written instrument relating to the transaction.</span></p>
<p><span dir="auto">In addition to actual and projected market shares of certain revenues and traffic volumes that demonstrate, among other things, the impact of the transaction on competition, to name a few.</span></p>
<blockquote><p><span dir="auto">“In the application, the railway companies project that the merger will result in traffic growth, including diversions, and state that the full impact of the transaction will not be realized until three years after completion. However, they present as projected market shares only the sum of the estimated actual market shares of UP and NS for 2023. The application does not contain future market share projections that show the combined effects of merger-related growth, diversions, and merger-influenced changes, as well as other changes in market conditions that the applicants anticipate,” STB stated at the time.</span></p></blockquote>
<p><span dir="auto">In addition to those problems, the authority </span><strong><span dir="auto">identified further deficiencies in the application</span></strong><span dir="auto"> , such as the control of the St. Louis Railroad Association Terminal, since it is a significant transaction, not a minor one; &#8220;the decision identifies several technical and minor aspects that must be addressed in any reviewed application.&#8221;</span></p>
<p><span dir="auto">The US railroads filed their merger application on December 19, 2025, a nearly 7,000-page document that includes a record 2,000 letters of support from stakeholders, joining shareholders of both companies who cast votes with 99% in favor of the merger.</span></p>
