<p><span dir="auto">The  </span><a href="https://www.inegi.org.mx/"><span dir="auto">National Institute of Statistics and Geography (Inegi)</span></a><span dir="auto">  released this Friday the results of the  </span><strong><span dir="auto">Annual Transportation Survey (EAT)</span></strong><span dir="auto"> , in which the Mexican logistics sector showed dynamism during 2024.</span></p>
<p><span dir="auto">According to the report, in revenue from the supply of goods and services, the greatest growth was observed in </span><strong><span dir="auto">specialized freight transport</span></strong><span dir="auto"> , with an increase of 38.8% in 2024. </span><strong><span dir="auto">Services related to water transport and general freight transport</span></strong><span dir="auto"> also saw significant progress, registering increases of 23.7% and 25.2%, respectively, during the past year.</span></p>
<p><strong><span dir="auto">Scheduled air transport</span></strong><span dir="auto"> showed a moderate increase of 16.8% last year. Meanwhile, </span><strong><span dir="auto">freight forwarding and warehousing services</span></strong><span dir="auto"> saw their revenues fall by 2.2% and 4.5%, respectively, during 2024.</span></p>
<p><span dir="auto">According to INEGI, revenues from the supply of goods and services for </span><strong><span dir="auto">rail transport</span></strong><span dir="auto"> increased by 10.7 percent. Meanwhile, revenues from services related to </span><strong><span dir="auto">road transport</span></strong><span dir="auto"> grew by 22.8 percent last year.</span></p>
<p><span dir="auto">The Inegi reported that revenues from </span><strong><span dir="auto">foreign courier and parcel services</span></strong><span dir="auto"> increased by 8% compared to 2023.</span></p>

<p><span dir="auto">Regarding the </span><strong><span dir="auto">employed personnel</span></strong><span dir="auto"> , the greatest increase was recorded in storage services, with an annual variation of 34.1%; in services related to road transport the increase was 22.9% in 2024.</span></p>
<p><strong><span dir="auto">Regular air transport, rail transport, general freight transport, as well as specialized freight transport,</span></strong><span dir="auto"> saw increases in jobs of 3%, 15.2%, 14.7% and 19.4 percent.</span></p>
<p><span dir="auto">Services related to </span><strong><span dir="auto">water transport</span></strong><span dir="auto"> reported a 6.1% increase in their workforce, while services related to road transport grew by 22.9%. Freight forwarding services fell by 17.1%, and personnel in long-distance courier and parcel services increased by 10% during the past year.</span></p>

<p><span dir="auto">According to the consulting firm </span><a href="https://www.businessresearchinsights.com/es"><span dir="auto">Business Research Insights</span></a><span dir="auto"> , the value of Mexico&#8217;s freight and logistics market could exceed 92 billion dollars (USD) in 2025 and could reach 141 billion USD in 2034, with a compound annual growth rate of 4.41% during the period.</span></p>

<p><span dir="auto">The U.S. railroad </span><a href="https://www.bnsf.com/"><span dir="auto">NSF </span></a><a href="https://www.bnsf.com/"><span dir="auto">Railway</span></a><span dir="auto"> has ruled that the potential merger between </span><a href="https://www.up.com/"><span dir="auto"> Union Pacific (UP)</span></a><span dir="auto">  and  </span><a href="https://www.norfolksouthern.com/"><span dir="auto">Norfolk Southern Corporation (NSC)</span></a><span dir="auto"> is unnecessary, anti-competitive, and would increase rates, impacting the U.S. supply chain.</span></p>
<blockquote><p><span dir="auto">“Our nation&#8217;s supply chain does not need the reduction in competitive options or the inherent integration risk we have seen occur after nearly every Class I merger. No customer is requesting a merger between UP and NS. It is driven by Wall Street with the promise of a large payout for shareholders,” the firm said in a filing.</span></p></blockquote>
<p><span dir="auto">Among the impacts, he said, the merger is expected to </span><strong><span dir="auto">concentrate control of the country&#8217;s freight transport market</span></strong><span dir="auto"> in a single railroad, which would lead to long-term harm to competition and resilience in the national supply chain.</span></p>
<p><span dir="auto">According to the railroad, the merger between UP and NSC </span><strong><span dir="auto">would control 45% of the total U.S. tonnage</span></strong><span dir="auto"> , compared to the recent merger that created </span><a href="https://www.cpkcr.com/es"><span dir="auto">Canadian Pacific Kansas City (CPKC)</span></a><span dir="auto"> , which resulted in control of 5% of the U.S. market.</span></p>
<p><span dir="auto">In that sense, he emphasized that such a merger </span><strong><span dir="auto">would bring less competition</span></strong><span dir="auto"> , meaning fewer alternatives and higher fares, as well as a reduction in capital investment across the entire rail industry.</span></p>

<blockquote><p><span dir="auto">&#8220;The revenue and efficiency gains claimed to justify the merger&#8217;s excessive premium simply don&#8217;t add up. Carriers will cover the $85 billion merger price tag, despite UP&#8217;s claims that it will be paid for through 10% growth over three years,&#8221; he said.</span></p></blockquote>
<p><span dir="auto">He also noted that UP has a history of increasing traffic fares and aggressively cutting costs, which will impact the entire supply chain, which is why industries such as the chemical and agricultural industries are actively opposing this merger.</span></p>
<blockquote><p><span dir="auto">“Truckload and agricultural customers will be the most affected, as they will lose the option to ship goods to the eastern United States or face significantly higher rates on traffic currently exchanged with NSC,” he said.</span></p></blockquote>
<p><a href="https://www.stb.gov/"><span dir="auto">He reported that, according to Surface Transportation Board (STB)</span></a><span dir="auto"> data , a combined UP-NSC railroad </span><strong><span dir="auto">would control 50% of the chemical market</span></strong><span dir="auto"> (higher prices for consumer goods), as well as 50% of the metals market (higher construction costs) and 50% of lumber (higher housing costs).</span></p>
<p><span dir="auto">The railroad company stated that </span><strong><span dir="auto">if this merger were to materialize, 300 intermodal lanes would be closed</span></strong><span dir="auto"> . It recalled that after the last major round of mergers alone, 90 such facilities were closed.</span></p>
<blockquote><p><span dir="auto">“BNSF does not believe that the appropriate competitive response is to acquire </span><a href="https://www.csx.com/"><span dir="auto">CSX</span></a><span dir="auto"> at this time. We should not be seen as the solution to correct the competitive imbalance that UP-NS is trying to create. Wall Street and UP would like to force BNSF into a competitive merger that would establish a coast-to-coast duopoly controlling over 90% of our nation&#8217;s rail traffic,” he stated.</span></p></blockquote>
<p><span dir="auto">He explained that the supply chain in general wants and needs greater collaboration between railroads and shared customers, greater technological innovation, and more strategic investments through privately funded infrastructure, as is being done with the Barstow International Gateway and the recent announcement with CSX.</span></p>
<p><span dir="auto">He argued that these alliances provide more options while preserving competition and flexibility.</span></p>
<blockquote><p><span dir="auto">&#8220;BNSF must continue to offer competitive and efficient transportation services and grow alongside our customers. This requires competition, which is not possible with a dominant railroad resulting from the proposed UP-NS merger,&#8221; he emphasized.</span></p></blockquote>

<p><a href="https://www.ferrovalle.com.mx/ferrovalle/"><span>The Mexico Valley Railway and Terminal (Ferrovalle)</span></a><span> announced yesterday that it has requested the </span><strong><span>suspension of container cargo transits from the port of Lázaro Cárdenas</span></strong><span> , due to difficulties &#8220;unrelated to the operation&#8221; in carrying out customs clearance at its intermodal terminal, which has caused high occupancy at its facilities.</span></p>
<p><span>In a statement distributed by Ferrovalle Intermodal to its clients, such as shipping lines and logistics operators, it stated that this situation has been occurring for three weeks, and </span><strong><span>&#8220;has caused an occupancy as of today (May 5) of 94% of the total capacity of the controlled area with an average dwell (stay) of 18 days.&#8221;</span></strong></p>
<p><span>This situation contrasts with the figures reported at the beginning of last April, when the controlled area had a 26% occupancy rate. However, due to the significant imbalance between terminal departures and arrivals, the area is currently </span><strong><span>at maximum capacity.</span></strong></p>
<blockquote><p><span>&#8220;Considering that dispatch times have increased considerably for reasons beyond the control of Ferrovalle Intermodal, we are forced to request the suspension of container loading with final destination to the Ferrovalle Intermodal bonded facility originating from the port of Lázaro Cárdenas, effective today (May 5), until such time as conditions exist for efficient and safe operational resumption,&#8221; the statement said.</span></p></blockquote>
<p><span>The concessionaire for the line connecting the port of Lázaro Cárdenas with Ferrovalle is </span><a href="https://www.cpkcr.com/es"><span>Canadian Pacific Kansas City (CPKC) of Mexico</span></a><span> . </span><strong><span>T21 reached out to the railroad company</span></strong><span> for comment on this situation, but has so far received no response.</span></p>
<p><span>The Ferrovalle Intermodal Terminal is an important logistics hub for receiving and shipping goods to Mexico City and its metropolitan area via rail lines that </span><strong><span>connect with ports on the Pacific and Gulf of Mexico, as well as with the northern border.</span></strong></p>
<p><span>The French shipping company </span><a href="https://www.cma-cgm.com/"><span>CMA CGM</span></a><span> told T21 that they are aware of this situation </span><strong><span>but have not reported any impact so far.</span></strong><span> The main container terminals in Lázaro Cárdenas have also not reported any adverse impact due to this decision.</span></p>
<p><span>Likewise, the </span><a href="https://www.puertolazarocardenas.com.mx/"><span>Lázaro Cárdenas National Port System Administration (Asipona)</span></a><span> told T21 that they are analyzing this situation.</span></p>
<p><span>A source close to the operation at Ferrovalle, who requested anonymity, told T21 that </span><strong><span>customs agents have slowed down their operations , &#8220;because there are </span></strong><a href="https://anam.gob.mx/"><span>ANAM (Mexican National Customs Agency)</span></a><span> operations outside Ferrovalle, and they prefer not to leave with their cargo to avoid being subject to inspection.&#8221;</span></p>
<p><span>ANAM statistics report that, during the first three months of 2025, </span><strong><span>the customs office operating in Ferrovalle (Mexico Customs) totaled 43,728 operations</span></strong><span> , which has even meant an 18.2% drop compared to the same period last year.</span></p>
<p><span>These operations have mostly been imports, with </span><strong><span>41,120</span></strong><span> also reporting a 14.2 percent decrease.</span></p>
<p><span>For the first quarter of this year, </span><strong><span>this customs office has collected three thousand 122.93 million pesos</span></strong><span> , an annual increase of 8.4%, an amount that places it in 25th position nationwide (the country has 50 customs offices in total).</span></p>
<p><span>&#8220;Customs procedures there are very slow,&#8221; said another anonymous source who is actively involved in container imports at the Ferrovalle terminal.</span></p>
<h4><strong><span>Operation in Ferrovalle</span></strong></h4>
<p><span>According to the most recent data from the </span><a href="https://www.gob.mx/artf"><span>Mexican Railway Transport Regulatory Agency (ARTF)</span></a><span> , as of October 2024, </span><strong><span>Ferrovalle handled 2.02 million tons</span></strong><span> , a 4.20% year-over-year increase. This represented 1.81% of the 111.86 million tons transported on the Mexican Railway System.</span></p>

<p>The <a href="https://www.sat.gob.mx/home">Tax Administration Service (SAT)</a> and <a href="https://anam.gob.mx/">the National Customs Agency of Mexico (ANAM)</a> have announced that, in order to improve efficiency and help position the <a href="https://www.gob.mx/ciit">Tehuantepec Isthmus Interoceanic Corridor (CIIT)</a> as a key point in commercial logistics, there will be &#8220;<strong>new facilities</strong>&#8221; for transporting goods by land and rail along this route.</p>
<p>In this regard, they stated that in the recently published<strong> First Resolution of Modifications to the General Rules of Foreign Trade for 2024</strong>, rule 4.6.28 was added, International Transit of Goods through the Tehuantepec Isthmus Interoceanic Corridor between the customs of Salina Cruz and Coatzacoalcos and vice versa.</p>
<blockquote><p>This new rule will allow individuals or legal entities to take advantage of the facilities to transport their goods through the CIIT, making trade and the flow of goods more agile and efficient through land and rail transport, according to the bulletin from both federal offices.</p></blockquote>
<p>Therefore, they indicated that they have promoted the <strong>modernization of road and rail infrastructure</strong> in various municipalities of Oaxaca and Veracruz.</p>
<p>CIIT will offer national and international <strong>cargo services, transportation, storage, packaging, and various logistical services</strong>, contributing to the trade, development, and economy of the region.</p>
<p>SAT and ANAM stated that these measures contribute to the Mexican government&#8217;s project aimed at improving the efficiency of goods transportation, positioning this route as a key point in commercial logistics, increasing the interest of global markets in mobilizing various products as a strategic, modern, efficient, and safe alternative.</p>
<p><strong>CIIT under construction</strong></p>
<p><strong>The ports of Salina Cruz in Oaxaca and Coatzacoalcos in Veracruz</strong> are part of the logistics infrastructure that the CIIT project includes to support international movements of inputs or products from companies deciding to invest in development hubs or, in another market niche, as an interoceanic crossing point for goods.</p>
<p>Last year, the Mexican government added<strong> the ports of Dos Bocas in Tabasco and Puerto Chiapas</strong> as part of this same logistics infrastructure.</p>
<blockquote><p>Currently, these four seaports serve the logistics demand of foreign trade activities of companies related to the chemical, petrochemical, plastics, construction supplies, and agricultural sectors, mainly.</p></blockquote>
<p><strong>The government&#8217;s plan is to attract between 1.3 and 1.4 million 20-foot containers (TE</strong>U) currently transiting from Asia and arriving at seaports in California, as well as the Panama Canal, which aim to reach the Midwest of the United States, a market of at least 11 million TEU.</p>
<p>The Tehuantepec Isthmus is the narrowest area of Mexican territory<strong> where 10 development hubs will be built</strong>, where the government will allow industrial park developers to make their real estate investments and thus attract production companies.</p>
