<p><span dir="auto">Given the trade uncertainty caused by the United States&#8217; tariff policies and the upcoming review of the United States-Mexico-Canada Agreement (USMCA), the </span><a href="https://clauz.mx/"><span dir="auto">Central Zone Automotive Cluster (CLAUZ) </span></a><strong><span dir="auto">is committed to strengthening the regional capabilities of the automotive sector in Puebla and Tlaxcala</span></strong><span dir="auto"> . Furthermore, it seeks to promote infrastructure development and human capital development as a strategy to attract new investments.</span></p>
<p><span dir="auto">Regarding the USMCA, </span><strong><span dir="auto">one of the cluster&#8217;s main objectives is to position the region as a reliable partner</span></strong><span dir="auto"> , especially in the auto parts sector, said Mónica Doger, general director of CLAUZ, in an interview with T21.</span></p>
<blockquote><p><span dir="auto">“The most important thing is to strengthen local and regional capacities. To help companies understand the scope of the USMCA and align efforts in public policy and investment to consolidate the region as a reliable partner, especially in auto parts,” he said.</span></p></blockquote>
<p><span dir="auto">Doger emphasized that the main concerns surrounding the USMCA negotiations center on </span><strong><span dir="auto">the tightening of rules of origin, environmental regulations, customs procedures, and labor compliance</span></strong><span dir="auto"> . In this last area, Mexico&#8217;s automotive industry is among the best prepared, and the cluster is responsible for keeping it up-to-date.</span></p>
<p><span dir="auto">Regarding rules of origin, he suggested strengthening the supplier base, especially in Tier 2 and Tier 3, since they are required to comply with international certifications and standards.</span></p>
<blockquote><p><span dir="auto">“We need to create, together with the federal and state governments, a program to develop local suppliers that will allow them to comply with the new rules of origin,” he emphasized.</span></p></blockquote>

<h4><strong><span dir="auto">Puebla aims to recover investments</span></strong></h4>
<p><span dir="auto">Following the report by the </span><a href="https://canacintrapuebla.org.mx/"><span dir="auto">National Chamber of the Transformation Industry (Canacintra) Puebla</span></a><span dir="auto"> on a 62% drop in foreign investment in the state, </span><strong><span dir="auto">Doger pointed out that this situation is not recent, but a trend that has been maintained for years, which motivated the cluster to take some actions</span></strong><span dir="auto"> , such as carrying out a specialized study to attract new capital for the automotive sector.</span></p>
<p><span dir="auto">The director indicated that the study was funded by the local business sector and identifies key needs for Puebla and Tlaxcala to become more competitive. This analysis was delivered to the governments of both states and </span><strong><span dir="auto">outlines a precise roadmap for attracting investment focused on import substitution and developing local capabilities</span></strong><span dir="auto"> .</span></p>

<blockquote><p><span dir="auto">“We have an industry with more than 60 years of experience, internationally certified auto parts companies and highly trained talent, but we need better conditions to be more attractive,” Doger said.</span></p></blockquote>
<p><span dir="auto">One of the most significant findings of the study was the need to </span><strong><span dir="auto">strengthen industrial parks</span></strong><span dir="auto"> . In this regard, it was noted that although Puebla has an Economic Development Hub for Well-being, it competes with states that have up to 80 industrial parks and 20 more under construction, many of them meeting high standards. Therefore, it was considered that </span><strong><span dir="auto">without a solid industrial strategy, attracting significant investments will be difficult</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The specialist specified that the human talent available in the region must be improved, and reported that in collaboration with the </span><a href="https://www.iadb.org/es"><span dir="auto">Inter-American Development Bank (IDB)</span></a><span dir="auto"> , </span><strong><span dir="auto">CLAUZ developed a training strategy that includes 107 training packages in the form of micro-credentials</span></strong><span dir="auto"> , which are designed to prepare local talent for the challenges of automation, Artificial Intelligence (AI), electric vehicles and the Internet of Things (IoT).</span></p>
<blockquote><p><span dir="auto">“It’s not about inventing new careers, but about filling the knowledge gaps that exist today so that our staff can be more competitive,” he stressed.</span></p></blockquote>
<p><span dir="auto">Puebla generated a production value of auto parts of </span><strong><span dir="auto">three thousand 869.5 million dollars in the first half of 2025</span></strong><span dir="auto"> , which placed the state in seventh place in value generated, according to data from the </span><a href="https://ina.com.mx/"><span dir="auto">National Auto Parts Industry (INA)</span></a><span dir="auto"> .</span></p>

<p><span>Although at the end of 2023 and even in the first quarter of 2024 the State of Mexico was ranked as the entity with the highest number of robberies from motor transport, a change in the trend was anticipated as a result of the actions undertaken in the entity, </span><strong><span>and that could motivate Puebla to position itself as the state with the greatest problem.</span></strong></p>
<blockquote><p><span>At the close of the first half of the year and now in the third quarter results, Puebla remains with the highest incidence of crime in motor transport, with 27% of the national total, and even with an increase of eight percentage points compared to the same quarter of 2023, according to the quarterly report of </span><span>Overhaul</span><span>, a security and logistics intelligence firm.</span></p></blockquote>
<p><span>Contrary to what was seen in Puebla, </span><strong><span>the State of Mexico contributed 19% of national participation at the end of 3Q24,</span></strong><span> which represents a contraction of nine points, since in the same period of 2023 it had reached 28 percent.</span></p>
<p><span>The rest of the top five entities with the highest number of robberies remained the same or increased slightly, as shown in the following graph.</span></p>

The most affected categories are </span><strong><span>Construction &amp; Industrial, Miscellaneous, Home &amp; Garden, Auto &amp; Parts and Pharmaceuticals.</span></strong></p>

<p><span>Representatives from the governments of the State of Mexico, Tamaulipas and Puebla discussed the importance of </span><strong><span>sustainable mobility</span></strong><span> as a central axis for the country&#8217;s development, during the panel </span><strong><em><span>Perspectives for Sustainable Mobility in Mexico </span></em></strong><em><strong><span>in the new six-year term,</span></strong></em><span> developed within the framework of </span><a href="https://latamobility.com/summit/"><span>LATAM Mobility &amp; Net Zero – Mexico 2024</span></a><span> .</span></p>
<p><span>In this regard, Ninfa Cantú, Secretary of Economy of Tamaulipas, emphasized the importance of social development through successful mobility policies.</span></p>
<blockquote><p><span>“Sustainable mobility is essential for Mexico’s comprehensive economic and social development, as it is based on three pillars: environmental protection, economic efficiency and social development,” said Cantú.</span></p></blockquote>
<p><span>He stressed that the main challenge lies in proper coordination between the different levels of government and the private sector.</span></p>
<blockquote><p><span>&#8220;It is not only the answer to the current pollution challenges we face, but also to the urban congestion that leads to greater stress,&#8221; Cantú added.</span></p></blockquote>
<p><span>He also highlighted efforts in Tamaulipas to form integrated regional councils for </span><strong><span>economic development.</span></strong><span> “We have seven regions in which all levels of government participate, working towards a common goal: the benefit of everyone in Tamaulipas,” said Cantú.</span></p>
<p><span>He also mentioned projects such as the </span><strong><span>integrated transport system in the south of the state</span></strong><span> and an electric transport project in Reynosa that will benefit 1.5 million people.</span></p>
<p><span>For his part, Daniel Sibaja, Secretary of Mobility of the State of Mexico, acknowledged the </span><strong><span>challenges that this entity faces</span></strong><span> in terms of mobility.</span></p>
<blockquote><p><span>“The problem we are facing is that public transport is more expensive and inefficient,” Sibaja said.</span></p></blockquote>
<p><span>The Secretary also stressed the </span><strong><span>need to invest in mixed projects</span></strong><span> that include the private sector and the creation of metro routes in the State of Mexico.</span></p>
<blockquote><p><span>“We need to change the way these models operate. A public policy without a budget is a promise,” said Sibaja.</span></p></blockquote>
<p><span>He also mentioned initiatives such as a trust fund for infrastructure and welfare, and projects to improve the regulation and modernization of public transport.</span></p>
<p><span>Along the same lines of mobility, María Fernanda García, head of the Puebla Undersecretariat of Mobility and Road Safety, shared the progress and challenges in </span><strong><span>Puebla</span></strong><span> . She highlighted that conventional transport in Puebla is 100% concessioned and underlined the importance of comprehensive planning.</span></p>
<blockquote><p><span>“So far, we have not been able to complete a system for planning or digitizing routes. We need this type of planning with private partnerships,” said García.</span></p></blockquote>
<p><span>He also highlighted the importance of focusing on active mobility and promoting local talent.</span></p>
<blockquote><p><span>“The next step would be bike lanes, active mobility and encouraging young people from Puebla and companies that want to participate,” García said.</span></p></blockquote>
<p><span>The panelists made it clear that although there are significant challenges in terms of sustainable mobility in Mexico, there are initiatives and collaborations underway that promise important advances. However, they explained that </span><strong><span>coordination between governments, the participation of the private sector and the use of emerging technologies</span></strong><span> are key to transforming </span><strong><span>mobility</span></strong><span> in the country during the new administration.</span></p>

<p><span>On Saturday night, and after 18 days of blockade, </span><strong><span>the railway tracks</span></strong><span> in the community of Puente Colorado, located in Chapulco, Puebla, were released after reaching an agreement with </span><a href="https://translate.google.com/website?sl=es&amp;tl=en&amp;hl=es&amp;client=webapp&amp;u=https://ferromex.com.mx/"><span>Ferrosur</span></a><span> .</span></p>
<p><span>According to </span><a href="https://www.puebla.gob.mx/"><span>Puebla&#8217;s Secretary of the Interior,</span></a><span> Javier Aquino Limón, </span><strong><span>after several roundtable discussions,</span></strong><span> an agreement was reached between the railway company and the residents of the Puente Colorado auxiliary council.</span></p>
<blockquote><p><span>“Ferrosur is committed to providing a water treatment plant for the benefit of the population. In addition, it will continue to supply 10 water tankers a day and 480 jugs a week for human consumption, while the water treatment plant is being installed,” it said through its networks.</span></p></blockquote>
<p><span>Likewise, the </span><a href="https://www.concamin.org.mx/inicio"><span>Confederation of Industrial Chambers (Concamin)</span></a><span> and the </span><a href="https://amf.org.mx/"><span>Mexican Association of Railways (AMF)</span></a><span> said that this action will ensure </span><strong><span>continuity of industrial and commercial activities</span></strong><span> that critically depend on rail transport to ensure the timely supply of inputs and products at national and international levels.</span></p>
<p><span>They thanked the federal government for its willingness to open channels of dialogue and seek immediate solutions to these types of situations, “reaffirming its commitment to the country&#8217;s economic development and strengthening of the industry.”</span></p>

<p><span>In the days leading up to the national celebrations last September, the auto transport industry faced an increase in the theft of vehicles and merchandise. Contrary to this trend warned by </span><a href="https://over-haul.com/es/que-hacemos/"><span>Overhaul</span></a><span> , </span><strong><span>the days after the Grito de Independencia had a more moderate accident rate.</span></strong></p>
<p><span>In its report for last September, Overhaul announced that cargo theft in Mexico increased 6.8% compared to the previous month, August 2024, while in reference to </span><strong><span>September 2023 the increase was 4.6 percent.</span></strong></p>
<p><span>The analysis and intelligence firm, Overhaul, highlighted that crimes against motor transport were evenly distributed throughout the weeks </span><strong><span>with peaks before the national holidays and the end of the month.</span></strong></p>
<blockquote><p><span>“Between September 14 and 16, when the national holidays were celebrated, cargo theft activity decreased considerably,” it stated in its monthly report, as can be seen in the following graph.</span></p></blockquote>

<p><span>The central region remains the region with the </span><strong><span>highest incidence, concentrating 60% of the incidents,</span></strong><span> while the Bajío region contributed 20% during September.</span></p>
<blockquote><p><span>By state, for the third consecutive month, Puebla remains in first place in accidents, contributing 31% of the total, while the State of Mexico contributed 22%, meaning that between the two, they contribute more than half of the criminal events.</span></p></blockquote>
<p><span>Since the beginning of the year, Overhaul anticipated that due to the actions undertaken against crime in the State of Mexico, there was a risk that the gangs would move to other regions, and </span><strong><span>in that scenario Puebla was seen as an area of ​​possible increase in its records.</span></strong></p>
<p><span>Overhaul analyzed that </span><strong><span>79% of the incidence</span></strong><span> was recorded between </span><strong><span>Tuesday and Friday</span></strong><span> , with Wednesday being the one that faced the greatest situation with 22%, in contrast to what happened on Saturdays and Sundays.</span></p>
<p><span>In the following graph, it can also be seen that the hours of greatest risk are at night, while the most affected configuration is tractor-trailers.</span></p>

<p><span>It is worth noting that the </span><a href="https://anerpv.mx/"><span>National Association of Vehicle Tracking and Protection Companies (ANERPV)</span></a><span> detailed in its latest report that at the end of the eighth month of 2024, 142 stolen units were counted. The figure represented an increase of 2.8% compared to August of last year or an increase of four units. In turn, the figure reached in the reference month increased 14.3% compared to July of the same year.</span></p>
<p><span>Puebla was the state with the highest incidence of crime with 46 stolen cargo vehicles, which represented 32.3% of the total nationwide. According to forecasts by David Román, president of ANERPV, </span><strong><span>if the trend in absolute numbers continues, Puebla will be number one in heavy vehicle theft by the end of the year</span></strong><span> .</span></p>
<blockquote><p><span>“This is bad news because we all know that if we want to transport goods to the southeast of the Republic we have to go through that state. Today there are three municipalities with the highest incidence: San Martín Texmelucan, the northern part of Puebla and Esperanza, which is the exit to Veracruz,” shared Román.</span></p></blockquote>
<p><span>Currently, ANERPV has 75 companies, both in location and technological development, with nearly 2.5 million connections. When one of these vehicles is stolen, telematics devices come into action to connect with the authorities.</span></p>
<blockquote><p><span>“Today, when a fleet loses a vehicle, it informs its tracking company, which in turn works with the association with a centralized database called Centinela and we activate coordination with the authorities for the location and recovery of the unit,” said Román.</span></p></blockquote>
<p><span>To combat theft and to have standardized protocols, ANERPV has focused its efforts on training the National Guard. Thanks to the use of technology and coordination with the authorities, </span><strong><span>1,089 units have been recovered from January to date</span></strong><span> .</span></p>

<blockquote><p><span>Puebla was the state with the highest incidence of crime with 46 stolen cargo vehicles, which represented 32.3% of the total nationwide. In second place was the State of Mexico with 27 robberies, equivalent to 19.0% of the total. Hidalgo was in third place with eight robberies, which represented 5.6% of the robberies in the eighth month of the year.</span></p></blockquote>
<p><span>In the accumulated total for the second quarter of the year, 1,135 heavy vehicles were stolen, of which </span><strong><span>26.4% were concentrated in Puebla</span></strong><span> , this means that the entity accumulated 300 crimes. It should be noted that since May 2024, the state leads the list as the most risky for cargo transportation.</span></p>
<p><span>In contrast, </span><strong><span>the State of Mexico has dropped a step on the list of entities with the highest incidence of crime, ranking second for the fourth consecutive month</span></strong><span> , with a total of 259 stolen vehicles. In turn, Hidalgo ranked third at the end of the second quarter of 2024 with 90 thefts of heavy vehicles.</span></p>

<p><span>During the first part of the year, Puebla was ranked as the </span><strong><span>entity with the most incidents with a total of 210 crimes involving heavy vehicles</span></strong><span> , which represented 25% of the national total, which was 843 thefts of heavy vehicles.</span></p>
