Given this scenario, the National Association of Bus, Truck and Tractor-Trailer Producers (ANPACT) stated that this measure “could encourage investment, economic growth, innovation, as well as job creation and the strengthening of the value and supply chain in our country that the heavy vehicle industry has built over decades, positioning us as a global leader in exports.”

Based on the statement sent by the organization chaired by Rogelio Arzate, it is stated that it is essential to have a clear and equitable regulatory framework that promotes healthy and free competition under market conditions, a level playing field, competitiveness, economic growth for the benefit of the country, and that fosters safe, sustainable, and efficient mobility.

ANPACT expressed its support for healthy and free competition under conditions of equality and transparency. “For the heavy vehicle automotive industry represented by ANPACT, which is essential to the economy by manufacturing capital goods such as heavy vehicles, it is essential to ensure a level playing field, meaning that all market participants compete on equal terms, without unfair advantages regardless of their country of origin, size, or business model,” it stated.

He also ruled that they must comply with the same normative and regulatory requirements regarding:

• Transparency in reporting sales information and figures, avoiding misinformation or market distortions.
• Technical and environmental regulations aligned with international best practices.
• Adequate payment of taxes and fees, ensuring fair competition.

For more than 50 years, this plant has carried out operations based on efficiency and innovation, emphasizing the quality of its products and taking care of the integrity of its collaborators, elements that favored the designation of the PNC, which was delivered to the plant for the first time in 2016. to the 2015 National Quality Award.

During the award ceremony, Jeff Allen, Senior Vice President of Operations and Special Vehicles at Daimler Truck North America, recognized the work carried out by the Santiago Plant and highlighted the commitment to quality and to the transporters who purchase the brand’s vehicles. “I am sure that we will continue to demonstrate operational excellence in our processes,” he explained.

Some of the aspects that were considered by the government of the Republic to grant the award cover topics such as investment, flexibility and commitment to maintaining high quality standards in assemblies . The heavy vehicle production industry in Mexico is configured to serve the export market, with exposure in North America, mainly to the United States, where 96.4% of foreign sales are destined. Under this premise, any slowdown in the demand for these capital goods has an effect on the production and export of heavy units.

This is what happened in the production and export figures of heavy vehicles manufactured in Mexico, where according to the Administrative Registry of the Automotive Industry of Heavy Vehicles (RAIAVP), the production of cargo and passenger units totaled 12,141 during May, this represented a contraction of 35.1% compared to the figures reached in 2023.

Of the total production of heavy vehicles, 11,465 corresponded to cargo vehicles, a figure that represented a reduction of 36.4% compared to May of last year.

In the accumulated of the first five months of the year, the manufacturing of cargo vehicles registered 76,764 units, a reduction of 15.8% compared to 2023, which represents 14,404 fewer.

Production of heavy vehicles: 

Regarding the export of heavy vehicles last May, it was 9,932 units, this meant a contraction of 33.1% compared to what was sent in the same month last year, when 14,845 units were placed abroad. Of the total exports, 9,927 corresponded to cargo vehicles, the figure observed a decrease of 33.1% compared to what was sent in May of last year.

In the accumulated January-May of this year, exports contracted 15.7%, going from 75,264 vehicles in 2023 to 63,404 in 2024. Of the total exports in the referred period, 63,385 corresponded to cargo units, this meant a reduction in exports of 15.8% vs. the first five months of 2023.

Alejandro Osorio, director of Public Affairs and Communication of the National Association of Bus, Truck and Tractor Producers (ANPACT) , explained in a press conference that the export of vehicles manufactured in Mexico is decreasing due to the moderation in demand from trading partners, mainly from the United States .

It should be noted that in the fifth month of the year, 9,854 units were sent to the northern neighbor, this represented a reduction of 30.3% compared to 2023. In turn, Canada imported 49 units, which meant a contraction of 89.5% compared to 2023. to the 468 that were sent during 2023. Colombia experienced a similar case when it went from 76 requests in the fifth month of 2023 to 12 in the same month of the current year, meaning that the country admitted 84.2% fewer units.

Osorio detailed that both the sales and production results of heavy vehicles produced in Mexico were also impacted by the recent disruption in the supply chain, particularly vision systems (mirrors) for heavy vehicles.

“This is because the main factory producing mirrors for the industry established in Escobedo, Nuevo León, caught fire last April, completely interrupting its operations, which has stopped the production of this auto part that is essential for vehicles to produced can be delivered and registered. This fact is affecting the continued delivery of vehicle orders because it is an essential auto part for road safety,” stated the ANPACT director.

During the official presentation of the document, Guillermo Rosales, Executive President of the Mexican Association of Automotive Dealers (AMDA), highlighted the importance of working together with the next President of the Republic from the moment the government transition begins. He assured that the industry remains committed to continuing to invest in the country.

Odracir Barquera, General Director of the Mexican Association of the Automotive Industry (AMIA), emphasized that the next head of state will face events that could transform the country’s direction.

“They will oversee the final stage of the great opportunity for the relocation of global value chains and ensure that Mexico capitalizes on it successfully. They will also review the USMCA in 2026 and ensure that its conditions and advantages are maintained or even improved, in addition to completing the 2030 Agenda for sustainable development goals and securing the best possible outcomes,” stated Barquera.

He detailed that the next president will be responsible for driving Mexico in the global race towards new technologies. In this regard, he affirmed that electromobility represents the most significant real opportunity for attracting investment in the coming decades in Mexico, beyond the temporary phenomenon of relocation.

Virginia Olalde Lopez-Gavito, Director of Foreign Trade and Economic Studies of the National Association of Bus, Truck, and Tractor Producers (ANPACT), stated that the proposals, strategies, and priority issues presented by the automotive sector to the presidential candidates are essential for maintaining Mexico’s global leadership in the production and export of buses, trucks, and tractors, while also boosting the domestic market.

“The document highlights the high integration of the automotive industry in the North American region, based on the USMCA, a legal instrument that guarantees regulatory certainty. North America is one of the key pillars for the automotive industry. ‘Made in North America’ means competitiveness, economic integration, technology, quality, and development, where Mexico plays a leading role. Therefore, for the heavy vehicle industry, it is important to maintain and enhance current trade agreements such as the USMCA, the Pacific Alliance, and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), among others,” detailed the ANPACT representative.

Olalde Lopez-Gavito emphasized that addressing public security is crucial since strengthening this area will enhance opportunities for Mexico, in light of growth related to nearshoring.

Armando Cortés, General Director of the National Auto Parts Industry (INA), stated that the sector he represents is committed to the environment, technology, and electromobility. Consequently, INA will promote high-tech components such as batteries and semiconductors during the next six-year term.

“The foundations have already been laid, and we believe that the next administration will be very interested in continuing to promote these issues for the benefit of Mexicans. With this document, we request closer collaboration between the private sector and the government, from a regional perspective involving auto parts companies on both sides of the border. It is important to maintain a permanent dialogue with the United States,” affirmed the INA representative.

Finally, Guillermo Rosales emphasized that the automotive sector is key to the country’s economic and social development, also highlighting Mexico’s strategic global position in the industry. “We can have a better future only through dialogue and effective collaboration between the industry, society, and the government, with which we seek to restore constructive dialogue,” he assured.

Rosales pointed out that there is a significant challenge to meet the potential demand of the automotive market in Mexico. He also highlighted that the sector faces one of the highest regulatory burdens and that each year it responds to an increasing bureaucratic load and regulatory compliance, making it vulnerable to acts of corruption.

“It is imperative to establish an administrative revolution… for example, the reconstruction of a national vehicle control system to replace the inoperative Public Vehicle Registry (Repuve),” clarified the AMDA representative.

Another example is adjusting the money laundering prevention system that puts automotive dealers’ businesses at risk. Rosales also stated that it is urgent to update the tax framework so that the sale of new vehicles is no longer seen by governments as a revenue generator but as an opportunity for renewal, favoring cleaner vehicles for the decarbonization of mobility.
