Depending on how they receive, store, and use the fuel, they may require a dispatch permit for self-consumption, a permit for storage for their own use, or even no authorization at all.</span></p>
<p data-start="591" data-end="1037"><span dir="auto">During the </span><em><span dir="auto">webinar </span></em><strong><span dir="auto">“Dispatch of self-consumption and storage for own use”</span></strong><span dir="auto"> , organized by the </span><a href="https://asociaciondistribuidores.com/"><span dir="auto">Mexican Association of Energy Distributors (AMDE)</span></a><span dir="auto"> and </span><a href="https://petrointelligence.com/precios-de-la-gasolina-y-diesel-hoy.php"><span dir="auto">PETROIntelligence</span></a><span dir="auto"> , Alejandro Montufar Helu, general director of the latter firm, explained that the main challenge for companies is that there is no single answer, since the regulatory obligation will depend on the characteristics of each operation and the installed infrastructure.</span></p>
<p data-start="1039" data-end="1375"><span dir="auto">The specialist explained that the new </span><strong><span dir="auto">Hydrocarbons Regulations</span></strong><span dir="auto"> distinguish three categories. The first is dispatch for self-consumption, applicable when a company stores and supplies fuel to its own vehicles related to its economic activity, as occurs in companies in the trucking, mining, construction, or railway sectors.</span></p>
<p data-start="1377" data-end="1773"><span dir="auto">The second category is for </span><strong><span dir="auto">on-site storage</span></strong><span dir="auto"> , intended for fuel used directly in industrial equipment or processes, such as boilers, emergency power plants, or stationary machinery. The third category is for </span><strong><span dir="auto">end-user</span></strong><span dir="auto"> storage, when the fuel is supplied directly by an authorized distributor and the company does not have its own storage infrastructure.</span></p>
<p data-start="1775" data-end="2124"><span dir="auto">However, he pointed out that in practice there are </span><strong><span dir="auto">operations that don&#8217;t clearly fit into a single category</span></strong><span dir="auto"> . In that regard, he mentioned mining facilities where fuel is used to supply vehicles and industrial machinery, and is also transported between different sites—situations that could require more than one permit.</span></p>

<p data-start="2128" data-end="2302"><span dir="auto">“The answer is not simple because it depends on the operating method, technical criteria, and we are also facing a regulatory framework that continues to evolve,” he stated.</span></p>

<p data-start="2304" data-end="2657"><span dir="auto">During the presentation, it was also explained that, to date, </span><strong><span dir="auto">no permits have been granted for self-consumption storage</span></strong><span dir="auto"> . The permits issued so far are solely for dispatch for self-consumption, and the </span><a href="https://www.gob.mx/cne"><span dir="auto">National Energy Commission (CNE)</span></a><span dir="auto"> platform continues to use forms from the previous system to receive these types of applications.</span></p>

<blockquote><p><span dir="auto">Regarding the behavior of the permits, it was noted that during the first six months of 2026, 23 authorizations for dispatch for self-consumption were granted, all with a validity of 10 years, although the regulation establishes a maximum term of 15 years.</span></p></blockquote>
<p data-start="2934" data-end="3295"><span dir="auto">Furthermore, the analysis of </span><strong><span dir="auto">17 permits authorized between October 2025 and June 2026</span></strong><span dir="auto"> shows investments ranging from 450,000 pesos to 30.58 million pesos and storage capacities between 25,000 and 150,000 liters. Most of the facilities evaluated occupy areas of less than 2,500 square meters and have only one dispensing module.</span></p>

<p data-start="3852" data-end="4137"><span dir="auto">Montufar Helu indicated that companies should not assume that using fuel for their own operations automatically exempts them from permits. The classification will depend on the installed infrastructure, the fuel&#8217;s destination, and how the operation is carried out.</span></p>
<p data-start="4139" data-end="4492" data-is-last-node="" data-is-only-node=""><span dir="auto">In that regard, it recommended a detailed review of the processes for receiving, storing, and supplying fuels, as well as </span><strong><span dir="auto">documenting the characteristics of each facility</span></strong><span dir="auto"> and requesting a specific analysis when there are doubts about the applicable regulatory framework, while the authority completes the development of the pending provisions.</span></p>

<p><span dir="auto">“Logistics never stops, and the supply chain must always move forward, even with outstanding payments.” Under this premise, Ricardo Meza, Sales Manager at </span><a href="https://www.trattosa.com/"><span dir="auto">Transportes de Trailers Toluca (Trattosa)</span></a><span dir="auto"> , warned that </span><strong><span dir="auto">liquidity problems have become one of the main challenges for freight transport in Mexico</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Delays in payments from customers and shippers are forcing companies in the sector to finance a significant part of the supply chain with their own resources, </span><strong><span dir="auto">compromising their operational capacity</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">In an interview with T21, Meza pointed out that non-payment represents one of the biggest pressures on this industry, since companies must keep their fleets in operation while waiting for the release of funds for the services they provide.</span></p>
<blockquote><p><span dir="auto">“Today the logistics chain is supporting all payments and financing the supply chain,” said Meza, who explained that this situation makes it difficult to cover essential expenses such as vehicle maintenance, fuel purchases, operator payments, and other costs necessary to maintain the flow of goods in the country.</span></p></blockquote>
<p><span dir="auto">The problem is relevant due to the strategic role that road transport plays within the Mexican economy.</span></p>
<p><span dir="auto">According to the </span><a href="https://www.gob.mx/imt/es"><span dir="auto">Mexican Transportation Institute (IMT)</span></a><span dir="auto"> , </span><strong><span dir="auto">approximately 84% of all goods transported within the country are moved by road</span></strong><span dir="auto"> , making road transport the main link for supplying various industries such as manufacturing, automotive, mining, and agri-food.</span></p>
<p><span dir="auto">The situation worsens when considering the importance of trucking to the country&#8217;s economy. According to the </span><a href="https://www.gob.mx/sict/es/"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> , this sector </span><strong><span dir="auto">contributes 3.8% to the national Gross Domestic Product (GDP)</span></strong><span dir="auto"> .</span></p>

<h4><strong><span dir="auto">Operating costs, the other challenge</span></strong></h4>
<p><span dir="auto">Ricardo Meza added that the second major challenge for freight transportation is the increase in operating costs, particularly due to rising fuel prices. According to estimates from the </span><a href="https://canacar.com.mx/"><span dir="auto">National Chamber of Freight Transportation (Canacar)</span></a><span dir="auto"> , the sector incurred additional expenses of 22.015 billion pesos (MXN) in 2025 due to the increase in fuel prices, with diesel continuing to be one of the main components of the trucking industry&#8217;s cost structure.</span></p>
<p><span dir="auto">According to </span><a href="https://petrointelligence.com/precios-de-la-gasolina-y-diesel-hoy.php"><span dir="auto">PETROIntelligence</span></a><span dir="auto"> , </span><strong><span dir="auto">the national average price of diesel was 27.128 pesos per liter</span></strong><span dir="auto"> on July 1, despite the Mexican government&#8217;s tax incentives to keep the price of this fuel below 27 pesos per liter.</span></p>
<blockquote><p><span dir="auto">To cope with this financial pressure, Trattosa has chosen to maintain a permanent dialogue with its clients to renegotiate rates and pass on some of the increased costs to the shippers, with the aim of preserving the viability of operations.</span></p></blockquote>
<p><span dir="auto">In this context, payment delays not only affect the liquidity of carriers, but also generate a domino effect on the entire logistics chain, by limiting the capacity to invest in maintenance, fleet renewal and hiring of operators.</span></p>
<p><span dir="auto">Meza considered that, despite the complex environment, the second half of the year could present better conditions for road transport, provided that there is greater awareness among participants in the supply chain about the value that freight transport brings to the functioning of the economy.</span></p>
<blockquote><p><span dir="auto">The executive emphasized that logistics should be viewed as a strategic activity, not merely an operating cost. &#8220;We need to place more value on the supply chain because it is crucial for Mexico and the world,&#8221; he stated.</span></p></blockquote>
<p><span dir="auto">Regarding the business environment due to the renegotiation of </span><strong><span dir="auto">the United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> , he believes that </span><strong><span dir="auto">companies will need to adapt to regulatory and operational changes</span></strong><span dir="auto"> , although he ruled out the possibility that this will hinder logistics activity. In his opinion, the sector has demonstrated its ability to adjust to changing circumstances.</span></p>
<p><span dir="auto">This view aligns with that of the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy</span></a><span dir="auto"> , which identifies North American regional integration as one of the main drivers of Mexican foreign trade, where logistical efficiency is crucial for maintaining the competitiveness of Mexican exports to the United States, the country&#8217;s main trading partner. In April 2026 alone, </span><strong><span dir="auto">Mexico shipped goods to its northern neighbor worth US$50.692 billion</span></strong><span dir="auto"> , a 21.1% increase compared to the same month in 2025.</span></p>

<p><span>New year, increased tax collection capacity. Before the end of 2024, the </span><a href="https://www.gob.mx/shcp"><span>Ministry of Finance and Public Credit (SHCP) </span></a><strong><span>updated the IEPS (Special Tax on Production and Services) Law</span></strong><span> , which aims to collect 713,844 million pesos this year.</span></p>
<p><span>With this modification to the IEPS, </span><strong><span>cigarettes, soft drinks and fuels experienced an increase starting in the first minute of 2025.</span></strong></p>
<p><span>In the case of fuels, the SHCP announced that the increase in </span><strong><span>IEPS on regular or magna gasoline will reach 6.45 pesos per liter,</span></strong><span> that is, an increase of 28 cents compared to 2024.</span></p>
<p><span>In the case of </span><strong><span>premium or higher octane gasoline,</span></strong><span> the IEPS increased by 28 cents for 2025, bringing it to 5.45 pesos per liter.</span></p>
<p><span>Meanwhile, </span><strong><span>diesel experienced an increase of 30 cents</span></strong><span> , reaching 7.09 pesos per liter as of this year.</span></p>
<blockquote><p><span>Based on the prices published on the </span><a href="https://www.nacionalgasolinero.com/"><span>National Gasolinero</span></a><span> platform of the </span><a href="https://translate.google.com/website?sl=es&amp;tl=en&amp;hl=es&amp;client=webapp&amp;u=https://petrointelligence.com/"><span>Petrointelligence</span></a><span> agency , the average price on January 2 of regular and premium gasoline, as well as diesel, is as follows:</span></p></blockquote>

<li><span>Magna: $24,057</span></li>
<li><span>Premium: $25,393</span></li>
<li><span>Diesel: $25,759</span></li>
</ul>
<p><strong><span>When compared with the prices published on this same platform on December 31, 2024,</span></strong><span> there is a marginal difference of just $0.19, $0.014 and $0.028, respectively.</span></p>
<p><span>El Nacional Gasolinero reports the </span><strong><span>highest prices</span></strong><span> in the three fuel categories that were found in the following states:</span></p>
<ul>
<li><span>Regular gasoline $29.69 per liter in Morelia, Mich.</span></li>
<li><span>Premium gasoline $28.50 per liter in Benito Juárez, CDMX.</span></li>
