Grupo Aeroportuario del Pacífico (GAP) will seek to raise approximately 10.2 billion pesos (mdp) through the Fibra E financial instrument , which represents approximately 4.2% of the market value of the concessionaire of 12 airports in Mexico.

The resources would be used primarily to continue the investments contemplated in the 2026–2029 Master Development Program , as well as to maintain financial flexibility within the company’s capital structure.

According to stock market analysis by VALMEX Casa de Bolsa , these details were revealed by GAP during a call held on May 18, where they ruled out participation in the CBX and the Jamaican airports. However, they explained that the REIT will receive both aeronautical and non-aeronautical revenues from these terminals.

He noted that the concessionaire significantly increased the size of its Master Development Program compared to the previous period, with the Guadalajara airport receiving approximately 43.7% of the planned investments, Tijuana 18.5%, and Los Cabos roughly 13%. Overall, GAP expects to increase its total capacity by approximately 58% by 2029, as a result of these investments.

“With this strategy, GAP seeks to strengthen its liquidity and optimize its capital structure , reducing the pressure on its debt level, highlighting that GAP currently has a level of leverage that we do not consider high, which is on average above the other airport groups,” said Sebastián Martínez Reyes, analyst at VALMEX Casa de Bolsa.

He indicated that in the first quarter of the year, GAP maintained positive momentum , with an increase of over 9.3% in aeronautical revenues due to higher airport fees and over 10.7% in non-aeronautical revenues. However, traffic has shown a negative trend throughout 2026, pressured by both domestic and international operations.

Despite this, he noted that the aeronautical outlook remains favorable , mainly explained by an increase in national and international connectivity, and greater investment in aircraft by airlines.

“We believe the news could have a positive impact on the issuer, as it allows it to diversify its sources of financing, optimize its capital structure, and maintain flexibility to continue executing its expansion plan without generating additional pressure on its leverage level,” he emphasized.

It is worth remembering that at the beginning of the month, GAP began the process for the possible constitution of an Irrevocable Trust for the Issuance of Trust Securities for Investment in Energy and Infrastructure (FIBRA GAP) , with the objective of subscribing to a minority stake in the share capital of its 12 airports.

With the first issuance of FIBRA GAP, the company seeks to obtain resources that will allow it to complement the execution of the Master Development Program for the period 2026–2029, which contemplates investments of approximately 40 billion pesos .

The merger between Grupo Aeroportuario del Pacífico (GAP) and Cross Border Xpress (CBX) is expected to be finalized in the coming weeks, bringing more national and international connectivity to the Tijuana airport in Baja California, as well as development and economic impact in the region.

Without giving details of the process, Jorge Goytortúa, CEO of CBX, explained that although there was already a direct relationship with the Tijuana airport, the union of both companies will also allow for greater efficiency and joint growth.

“The investments made in both Tijuana and San Diego should be linked to a common goal. GAP saw it that way, as they seek to expand their international presence and proposed this merger. We share partners, and it made perfect sense. Therefore, the authorization process to complete this merger has begun , and we expect to announce the closing of the transaction in the coming weeks,” he said in an interview with T21.

It is worth remembering that in December of last year, GAP reported that its shareholders approved the combination of CBX’s business and the provision of technical assistance and technology transfer services through the merger of various entities that include, among others, Aeropuertos Mexicanos del Pacífico.

“Our shareholders’ approval of the integration marks a fundamental milestone in our vision to take GAP to a new level of development,” the group stated at the time.

The CBX, Goytortúa added, has been a traffic trigger for the Tijuana International Airport, operated by GAP, as it developed new traffic, going from 4.8 million users to 13 million , tripling the number of seats, as well as from 18 to 40 national and international routes.

“It has been a catalyst for traffic in Tijuana, so an efficient and well-connected airport brings development and economic impact to the region. The CBX generates an economic impact of $1.5 billion a year; it has been very important for the supply chain, allowing companies to locate in the city and complement the airport’s offerings,” he emphasized.

Regarding investments for 2026, the executive mentioned that they will only focus on maintenance and expansions for the parking lot, as it will depend on the merger with GAP.

“We continue working on business plans for various projects, such as the car rental building and the hotel, among others. We remain focused on investing in infrastructure for the development of CBX and the region,” he stated.

Currently, the CBX has technology that allows U.S. passengers to be processed more efficiently and securely in the immigration area, providing U.S. Customs and Border Protection (CBP) with the necessary information, similar to the Global Entry system used in some airports. He explained that this tool is currently only used for residents, although it will soon be available to other users.

He specified that in the last two years they have registered moderate growth ; only in 2025 did it increase by 1% due to the impact of the drop in seats that the Tijuana airport has had, derived from the problems in the Pratt & Whitney engines for Volaris and Viva Aerobus , which have grounded several planes, as well as the diversification of some routes.

“That impacted us, however, we are coming into this year with a recovery and growth expectation of around 6%, and a security event that occurred that shows a drop of 17% in March compared to last year,” he indicated.

He noted that the expected year-end growth is 3% , but this will depend on the market recovery for the country’s tourist destinations. During 2025, they recorded four million users, while in the first quarter of 2026 they are 7% below year-on-year figures, but they aim to close the year with 4.2 million users.

Jorge Goytortúa indicated that they are also looking for an increase in passengers during the 2026 World Cup . “It could generate more traffic for us. However, there is a reduction in available seats at the Tijuana airport, in addition to security concerns. Fuel prices are causing airlines to ration their capacity, but we see a 15% recovery in July and we expect that to continue.”

Volaris will launch 11 new domestic and international routes from the Guadalajara and Puerto Vallarta airports starting June 1st and 2nd, aiming to make the state a key connection hub and strengthen infrastructure in anticipation of the arrival of approximately three million visitors for the 2026 FIFA World Cup

“Jalisco has been our home for these first 20 years, and we reaffirm that commitment with the announcement of new routes, which will strengthen the state’s national and international connectivity. These new operations not only expand our network, but also generate more opportunities for tourism, business, and family reunions,” stated Enrique Beltranena, CEO and President of the airline.

He said that in preparation for the World Cup, Guadalajara will play a strategic role, so they will support its growth with more capacity, investment, and a long-term vision.

The new routes will connect Puerto Vallarta with Puebla, Aguascalientes and San Luis Potosí; while Guadalajara will have flights to the cities of Querétaro, Reynosa, San Luis Potosí, Saltillo, Zacatecas, Salt Lake City and Detroit.

Meanwhile, the flight from Guadalajara to Medellín seeks to boost the visits that the concentration and training of the Colombian national team will attract in the city.

“During the World Cup (Soccer) we will have direct connectivity from Guadalajara to Medellín through Volaris, thanks to the support Volaris has given for the establishment of the Colombian national team in our city,” stated Pablo Lemus, governor of Jalisco.

Meanwhile, the Guadalajara-Detroit route establishes a strategic link between two official venues of the 2026 World Cup . This connection will not only facilitate the transport of fans and delegations between Akron Stadium and Ford Field in Michigan, but also positions Jalisco as the most efficient logistical hub for following the sporting event in North America, and as a bridge to other international markets in Central and South America.

Similarly, the direct Salt Lake City-Guadalajara flight opens a preferential corridor for high-impact tourism, as it connects the Utah market—known for its luxury travel profile and affinity for exclusive destinations—with the growing ultra-luxury offerings in Jalisco

The new air routes will operate using A320 aircraft with a capacity of 186 passengers , to guarantee the necessary flow of demand for the coming years.

During the presentation, Volaris and Grupo Aeroportuario del Pacífico (GAP) signed a letter of intent to consolidate the first stage of their new maintenance base, for which an investment of 18 million dollars is expected on a plot of land of 150 thousand square meters.

The first stage will begin with the construction of 40,000 square meters for the platform and to house the maintenance and traffic control of the airline’s aircraft.

The state governor also announced that the Jalisco government, in conjunction with the University of Guadalajara, will develop the country’s first aeronautical university, which they hope will be located next to the Guadalajara International Airport.

According to its bulletin sent to the Mexican Stock Exchange (BMV) , OMA reported that it transported 2,309,784 passengers in the first month of 2026 compared to the 2,178,507 passengers it transported in the same period of 2025.

Grupo Financiero Monex highlighted that this increase is due to a greater appetite for leisure, family and business travel worldwide, specifically due to nearshoring (relocation of production lines) in Mexico, particularly in the northern region of the country.

OMA specified that domestic passenger traffic increased by 7%, rising from 1,797,002 in January 2025 to 1,922,834 in January 2026. International passenger traffic grew by 1.4%, increasing from 381,505 passengers in January 2025 to 386,950 passengers in January 2026.

“We believe that OMA’s traffic performance during the first month of the year was positive, as it maintains a favorable performance in the domestic segment, driven by Monterrey, as well as a resilient performance in the international sector,” noted Grupo Financiero Monex.

In this regard, Monex emphasized that during 2026 the focus will be on performance at the operating cash flow level , the attractiveness of nearshoring in the business segment, local and international economic performance, as well as the synergies generated during the World Cup.

Meanwhile, the 12 Mexican airports managed by GAP registered an increase of 1.2% in January 2026 , driven by a good performance of domestic traffic, which mitigated the negative performance in international traffic.

The airports of Guadalajara and Puerto Vallarta saw increases of 3.6% and 2.6%, respectively, while the airfields of Tijuana and Los Cabos decreased by 4.2% and 0.3%, respectively.

By 2026, it estimated greater dynamism in domestic operations , due to better operation by airlines as they progress with the Pratt & Whitney engine overhaul process , in addition to the strong connectivity that exists between the airports of Guadalajara and Tijuana with the Mexico City International Airport (AICM) , which remains the main airport in Mexico.

“Regarding international operations, we believe that one factor that affected operations was Winter Storm Fern, which caused the cancellation of more than 13,000 flights in the United States.
Of the total investment in the five-year period, he detailed that Puerto Vallarta and Guadalajara will have 26 billion pesos, while Tijuana and Mexicali will have 11.4 billion pesos, Los Cabos and La Paz will have 8 billion pesos, and the other airports will have historic investments.

Grupo Aeroportuario del Pacífico (GAP) announced that it will invest in infrastructure for cargo movement at the Guadalajara International Airport, for which it will allocate 300 million pesos , as well as expand the facilities of the Guadalajara World Trade Center (GWTC) .

Raúl Revuelta Musalem, general director of GAP, said that they will add four platforms for handling merchandise , although he pointed out that all the new works will benefit this segment.

Regarding plans with GWTC, a bonded warehouse and logistics operator, he said that they will carry out various investments, not only for the physical growth of the facilities but also in technology.

“When you talk about cargo, what gives you a different position is that you have different types of services, that is, that you are certified in automotive chains, in pharmaceuticals, in cold chains for food or medicines, so we are going to work hard on the technological base to continue increasing the capabilities of the GWTC,” he said.

It is worth remembering that in June of last year, GAP bought 51% of the shares of GWTC for 875 million 504 thousand 411 pesos; this group, made up of seven companies, specializes in handling, storage and custody services for international trade merchandise in facilities classified as tax precincts at the airports of Guadalajara and Puebla.

Revuelta Musalem recalled that Guadalajara once ranked second in terms of cargo handling, although it is now in third place, behind Mexico City International Airport (AICM) and Felipe Ángeles Airport (AIFA) .

However, he explained that in terms of cargo value, they are still number one “because they move micro components, advanced technology, so the value is much higher than in the rest of the country, so it speaks volumes about the economic dynamics in the region.”

According to data from the Federal Civil Aviation Agency (AFAC) , last year ended with a handling of 47,310.2 tons, which meant a growth of 5.7% year-on-year.

Similarly, Raúl Revuelta Musalem commented that it is not yet possible to predict any impact on supply chains due to possible tariffs imposed by the United States government on other countries, “it is not very clear and it is too early to understand what the impact will be. So far, Mexico has been able, at least in the first wave, to come out unscathed, to reach a good agreement at the start at least to open a space for negotiation between governments.”

The Pacific Airport Group (GAP) put into operation the second runway at the Guadalajara airport, in Jalisco, which will promote sustained economic growth by facilitating regional development and global connectivity.

Enrique Vallin Osuna, director of the Federal Civil Aviation Agency (AFAC) , indicated that expanding an airport, particularly through a second runway, represents notable benefits such as the creation of jobs and a significant increase in capacity to serve a greater volume of flights and passengers.

So the objective is not only to reduce waiting times and congestion, or improve the punctuality and efficiency of flights, but also to diversify the available routes, offering more options and schedules to travelers.

“This project represents a significant increase in long-term operational capacity, increasing it by between 50 and 70%,” he said.

According to GAP, the runway is 3,538 meters long and 45 meters wide; and it is considered a segregated operation, this means that operations will be separated between the two runways, one for arrivals and the other for departures.

In this way, the Guadalajara air terminal becomes the fourth airport in the country to have a second runway.

This construction is part of GAP’s investment projects during the five-year period 2020-2024, which reached the figure of 15,900 million pesos in this airport.

“The inauguration of the second runway at the Guadalajara airport marks a significant milestone not only for our infrastructure, but also for the economic growth and global connectivity of Jalisco. It will allow us to offer greater efficiency and flexibility in our operations, positioning us as a key node in global aviation,” explained Raúl Revuelta Musalem, general director of GAP.

In addition to the second runway, Terminal 1 was modernized including the façade, a pedestrian bridge, a covered exterior corridor and roads, intervening approximately 26,400 square meters (m2).

Also, in general aviation, a new platform of 126,090 m2 was built, 83 aircraft positions, four for helicopters, 45 hangars and new facilities for government authorities, a mixed-use building was inaugurated that includes a Hilton Garden Inn Hotel with 180 rooms already in operation, two office buildings, a commercial plaza with two levels, a bus parking lot; in addition to the expansion of 11,704 m2 of the current terminal building and the rehabilitation of 1,188 m2 of it.

Regarding parking, there will be four thousand spaces , increasing the previous capacity by 90%, and it is projected to have a future capacity of more than 10 thousand spaces.

Currently, the Guadalajara airport is the third most important airport in Mexico. It has an average of 1,079 weekly departure frequencies, 10 airlines operate that connect with 60 destinations, and during 2023 it received almost 18 million passengers.
