From an operational perspective, Claudia Serano, Senior Sales at Traffix , explained that the impact of this environment has been widespread for all companies operating land transport in Mexico , regardless of whether it involves domestic freight, last-mile delivery, or border crossings. Regulatory and customs pressures, coupled with a shrinking market, have forced companies to rethink priorities and strategies to sustain operations.

In that context, the focus shifted to nurturing existing relationships. Serano noted that, faced with an aggressive market, the strategy is to protect current clients while maintaining a balanced relationship with transportation providers, recognizing that carriers today are also selective about who they work with.

Claudia Serrano, Senior Sales at Traffix.

This logic is reflected in the way the company structures its ground transportation operations in the region. Traffix, a Canadian company founded in 1979 , operates ground transportation services in North America with a hybrid model: its own fleet in Canada and a network of transportation partners in Mexico and the United States. According to Serrano, this approach makes the development, evaluation, and compliance with standards by suppliers crucial, especially in an environment where capacity is limited and operational risk is constant.

The selection of these partners is not accidental. Serano explained that there is an internal process focused on procurement and compliance , which includes requirements such as certifications, legal and tax compliance, as well as minimum fleet capacities. These criteria aim to reduce risks in an environment where ground operations face increasingly uncontrollable variables .

Beyond the operational structure, one of the daily challenges lies in incident management. Accidents, thefts, border crossing delays, overnight stays, or extended stays are all part of the daily reality of land transport. Faced with these scenarios, Serano emphasized the importance of clear communication, presenting the full picture, and explaining potential additional costs, while avoiding unnecessary alarm.

In his experience, information management is crucial . Being clear from the outset about what might happen in a transaction allows the client to make informed decisions and reduces friction when complications arise. Serano emphasized that the goal is not to close a deal at any cost, but to build sustainable relationships over time .

Security has emerged as one of the main bottlenecks in Mexico . Serrano acknowledged that some routes, due to their level of risk, simply cease to be viable, regardless of demand. This is compounded by infrastructure challenges and port congestion, particularly in Pacific corridors, where additional costs and operational uncertainty discourage suppliers.

The result is a more cautious market , with clients seeking to reduce costs in a context where operating expenses continue to rise. For Serano, this disconnect between expectations and operational reality is one of the sector’s major challenges in 2025, a year he describes as particularly challenging for land-based logistics.

In this context, cross-border operations demand increasingly precise decisions. It’s not just about moving cargo between countries, but about doing so under changing conditions, with tight margins, and a supply chain that only survives if each link understands the context in which it operates.

Import transactions totaled 1,015,348, a 6.5 percent decrease, and export transactions totaled 796,648, a 2.3 percent decrease compared to August 8, 2024.

During the aforementioned period, requests for customs clearances totaled 899,873 , a 6.8% decrease. Import applications were the most affected, with 668,649 applications, representing a 7.6% decrease. Export applications totaled 231,224, a 4.6% decrease.

Regarding revenue collection by type of customs, maritime and inland customs registered increases, while those on the northern border experienced a decline in August 2025. Of the total revenue collected that month, maritime customs reported 60,614.99 billion pesos, a real increase of 2.2%; inland customs collected 19,209.20 billion pesos, a real increase of 3.9%; and those on the northern border totaled 36,916.67 billion pesos, a decrease of 4.7%.

During the cycle, the three customs offices with the highest revenue collections in the country reported declines and stagnation compared to August of last year. Manzanillo was the hardest hit, with a real contraction of 13%, recording 14,901.80 billion pesos; Nuevo Laredo collected 18,011.62 billion pesos, which represented a real decrease of 7.6%; and Veracruz showed no change compared to August 2024, with 12,541.26 billion pesos.

January-August cumulative increases

During the January-August 2025 period, ANAM revealed that an accumulated amount of 953,753.98 billion pesos was collected , a real increase of 18.6% compared to the same period the previous year. VAT increased 13.4%, to 662,487 billion pesos, and the IEPS grew 46%, with 153,493 billion pesos collected.

Meanwhile, the value of merchandise reached 22,734,472 pesos, a 17.2% increase in real terms; meanwhile, the number of accumulated customs clearance applications decreased by 5.2%, with 7,181,124 requests, and transactions fell by 3.4%, with 14,348,723 registrations.

These figures follow the suspension of the 30% general tariff on Mexican products that the United States government was seeking to impose, which was scheduled to begin applying on August 1.

However, although Mexico managed to negotiate a temporary 90-day extension, the international trade environment was impacted by the entry into force of new tariffs on August 7. These tariffs establish a minimum 10% levy for countries that maintain a trade surplus with the United States, with tariffs that can climb to 41%. This has increased uncertainty in global trade flows and could affect Mexico’s customs revenue.

Meanwhile, the value of merchandise reached 17,018,251 pesos, a real increase of 22.9% , driven by a 23.9% increase in imports, which represented 8,907,764 pesos; and a 21.7% increase in exports, totaling 8,110,488 pesos.

However, the number of requests processed registered a 5.3% decrease, with a total of 5,319,401 applications between January and June of this year.

Regarding the number of foreign trade transactions, there was a slight contraction of 3.7% compared to the same period last year , with 10,661,452 registered transactions. Exports reached 4,855,511 transactions, a 1% decrease; and imports totaled 5,805,941, a 5.9% drop.

Of the total revenue collected between January and June 2025, 367,334.40 billion pesos were collected by maritime customs offices, representing a 29.8% increase in real terms compared to the same period in 2024. These revenues were followed by those located on the northern border with 232,754.67 billion pesos, representing a 19.6% increase. Inland customs offices collected 110,614.02 billion pesos, an increase of 12.7%.

The Nuevo Laredo customs office, located on the northern border, topped the list of customs offices with the highest revenue collection, with 109,802.14 billion pesos; followed by the port of Manzanillo, with 93,384.37 billion pesos.

Operations in June

In June, total revenues reached 118,304.59 billion pesos, a real increase of 22.1% compared to the same month in 2024. VAT revenues totaled 79,568.9 billion pesos, reflecting a 13.3% increase. IEPS revenues reached 22,955.5 billion pesos, an increase of 89.2%.

In addition, 1.8 million transactions were recorded , representing a 0.5% increase; exports also grew 2.8%, with 811,146 transactions, although imports decreased 1.4%, reaching 989,819 transactions. The total value of these transactions was 2.834 million 018 pesos, an increase of 16% compared to June 2024. Regarding customs clearance requests, 893,063 applications were processed, representing a 1.4% decrease compared to June of last year.

According to experts, this positive performance in foreign trade revenue during the first half of the year benefits a Mexican economy that has been suffering from the effects of global changes—specifically, the new tariffs imposed by the United States—and which bases much of its growth on import and export sales.

Through the Official Gazette of the Federation (DOF), it was specified that this decision was made after an analysis conducted by the Mexican Air Navigation Services (Seneam) and the airport itself.

“A maximum of 44 landing and takeoff operations can be handled per hour at the AICM, in accordance with the airspace limitations determined by Seneam. This measure will be temporary and will remain in place as long as the indicated conditions prevail,” he stated.

He mentioned that, based on the implementation of actions by the AICM, as well as the application of mechanisms and procedures, they will mitigate some operational risks in order to increase operational safety, service quality, well-being, and passenger satisfaction.

It’s worth remembering that starting in January 2024, the previous federal administration imposed a decree, due to congestion issues, that reduced takeoff and landing operations per hour at the AICM from 52 to 43, effectively ruling out international flights.

This decision was not the first of the administration’s, as in August 2022 it authorized a reduction during the winter season, from 61 to 52 operations per hour during the peak hours of 7:00 a.m. to 10:59 p.m.

In the resolution published this Monday in the Official Gazette of the Federation (DOF), the SICT specified that the AICM terminal buildings remain saturated , for Terminal 1 from 5:00 a.m. to 10:59 p.m. and Terminal 2 from 6:00 a.m. to 10:59 a.m.; from 1:00 p.m. to 7:59 p.m.; and from 9:00 p.m. to 9:59 p.m.

In this regard, he said that the Executive Directorate of Transportation and Aeronautical Control , which is part of the Federal Civil Aviation Agency (AFAC) , will be responsible for authorizing the schedules so that they can be used by the airlines.
