“In Monterrey, violent robberies or vehicle thefts are not as common as in other parts of the country, but cargo theft, especially of steel, does occur,” he commented.

According to Tamez, insecurity affects the assets of companies and the availability of operators, since fewer and fewer people see transportation as an activity with attractive conditions for professional development.

Added to this is a problem he described as critical for the region: extortion . Tamez referenced data from CAINTRA , where Monterrey accounts for seven of the ten municipalities with the highest rates of extortion nationwide , a situation that directly impacts transportation companies.

The delegate explained that another recurring challenge for companies is the lack of standardized traffic regulations among the municipalities that make up the Monterrey metropolitan area. This situation creates confusion for out-of-town carriers regarding restricted hours, routes, and traffic limits, which opens the door to fines and corruption.

As part of his objectives at the head of the delegation , Tamez indicated that he is working to reduce the effects of extortion through Canacar’s participation in working groups with federal, state and municipal authorities, in addition to strengthening direct attention to members.

Among the results highlighted in his first 100 days was the signing of agreements with towing companies to offer services with preferential rates to Canacar members, a measure aimed at reducing operating costs derived from towing services.

He also reported that the delegation registered a 0.5% growth in affiliations during the period, equivalent to 56 additional units incorporated into a base of close to 10,000 vehicles .

Regarding infrastructure , he stressed that the expansion works of the Metro system in the metropolitan area currently represent one of the main factors of road congestion for freight transport.

Regarding the economic environment , he maintained that insecurity remains the main barrier to investment in vehicle renewal, even above the discussion about the USMCA.

“Those who were thinking about renewing the fleet said: yes, but if I renew it, what guarantee do I have that it won’t be stolen?” he pointed out.

Tamez believes that strengthening security and legal certainty will be key to maintaining investment in the sector and improving Mexico’s position in future trade negotiations.

Given this scenario, he called on companies to strengthen the use of technology , artificial intelligence, monitoring, cameras, and response protocols to reduce operational risks and improve the capacity to respond to incidents.

Among other achievements of his administration, he highlighted the outreach to the Texas Department of Public Safety (DPS) and the Texas Department of Transportation (TexasDOT) to learn about best practices in police training related to transportation, as well as his participation in initiatives related to the Roma International Bridge, focused on streamlining and making border crossings safer.

In defining his leadership style, Tamez describes himself as a “dynamic and energetic” person, a characteristic he attributes to the intense schedule of meetings, working groups, encounters with national and international authorities and organizations that he has maintained since his appointment.

During his visit to Scania’s global facilities, the governor of Nuevo León noted that the brand, belonging to the Traton Group , maintains an investment in Escobedo and announced that there are ongoing discussions for future projects in the state with International Trucks, another firm that is part of the conglomerate.

“We’re very happy. Today we were at Scania, which belongs to the Traton Group, this large global truck conglomerate. They already have a company, a very large investment of 800 million dollars in Escobedo. They are going to expand, and we agreed to meet soon in Nuevo León for future projects of Scania and International Trucks,” commented Samuel García in a video shared on social media.

In some messages shared during his tour of Sweden, Samuel García alluded to a possible Scania investment related to a manufacturing plant in Nuevo León .

Meanwhile, Alejandro Mondragón , CEO and general manager of Scania Mexico , responded to García and confirmed the opening of a new branch in the municipality of García in November of this year. The facility will be located on Periférico and Lincoln, will have more than 30,000 square meters of space, and will generate more than 50 direct jobs, in addition to a similar number of indirect jobs.

“We are very excited to continue strengthening our presence in the state,” said Mondragón, who added that Nuevo León maintains a vision aligned with the industrial growth, infrastructure and sustainable mobility that Scania promotes in Mexico.

The executive also highlighted that the company is already developing initiatives in Monterrey such as Scania Drivers , a program focused on training and job placement for female operators.

Scania’s investment comes as Volvo Trucks accelerates the start-up of its plant in Ciénega de Flores, where production tests have already begun since April, according to Samuel García.

“They’ve already finished their plant in Ciénega de Flores. They completed the plant in seven months,” commented the state governor, who also indicated that the first truck production run took place on April 27 and that mass hiring and large-scale production will begin in July.

He also reported that Volvo will begin by hiring 600 people and will subsequently increase its workforce by 2027.

The Ciénega de Flores plant is part of Volvo Trucks’ expansion strategy in North America and strengthens the consolidation of Nuevo León as one of the main manufacturing and investment hubs for the trucking industry in Mexico, according to Samuel García.

Betsabé Rocha, head of the Nuevo León Ministry of Economy , said that during the current administration, mobility has become important for the development of the state; in addition, the state has invested more than 100 billion pesos (mdp) in infrastructure , such as the new inter-mountain highway, which will improve logistics.

“We will bring about a huge change to our state because of everything coming from the center of the country; this will solve a major problem. We must value these types of investments and consider them the guiding principle of sustainable economic development,” he mentioned in the panel “ North-Greater Bajío Integration and the New Industrial Geopolitics of North America ,” held within the framework of Latam Mobility North America 2026 , which took place in Monterrey.

In his participation, Esaú Garza de Vega, head of the Secretariat of Economic Development, Science and Technology of Aguascalientes , commented that they are working on improving the security of goods that move through different states to reach the United States, as well as on personnel and the development of suppliers in the automotive industry.

“New industrial parks are coming, along with housing nearby, expansion of the electrical grid in these areas, and improved connectivity. A strong focus is on the automotive industry, specifically on electromobility, as well as semiconductors with the installation of two new laboratories,” he explained.

He explained that they recently created the Mobility Agency to address issues related to the interior of the state, and even mentioned that they are working on modifying the law so that houses that are built have energy in their garages to migrate to electromobility.

Meanwhile, Anabell Flores, Undersecretary of Investment at the Tamaulipas Ministry of Economy , mentioned that they have focused on improving the state’s current logistics infrastructure , as well as investing in new projects, including the inland port of Ciudad Victoria , where they are working on the master plan and have 1,300 hectares.

“It’s right on the backbone of trade; all the trade between Nuevo Laredo, which is the main customs office, and our ports passes through there, so it promises to be a point where they can stop and have customs operations and a smoother export process upon arrival at the ports,” he emphasized.

He also commented that the installation of a cluster, such as the automotive and electrical-electronic clusters, is taking place in Reynosa

Likewise, the Tam-Bajío highway , located in the southern part of Tamaulipas, which would begin operations this month and will contribute to the movement of cargo between the northeast of the country and the Bajío region.

“All these projects are focused on the more efficient movement of cargo, but we also have to consider the impact it will have on the population and how to improve their daily lives with all this cargo transit,” he said.

“At Soriana, we are convinced that sustainability and innovation are key to transforming the way we move around. Therefore, we continue to expand our infrastructure to offer our clients alternatives that benefit both their lifestyle and the environment,” said Gerardo Díaz Canales, Director of Real Estate Development at Organización Soriana.

With these additions, the two companies reinforce their commitment to facilitating access to efficient charging solutions at strategic locations , with the goal of consolidating the most robust network to boost electric mobility in Mexico. The goal is to install 1,000 charging points across the country by 2030 .
