<p><strong><span dir="auto">Industrial investment is not canceled, but it is on hold pending further decisions</span></strong><span dir="auto"> , acknowledged Alejandro Malagón, president of the </span><strong><a href="https://concamin.org.mx/"><span dir="auto">Confederation of Industrial Chambers (Concamin)</span></a></strong><span dir="auto"> , noting that several projects remain paused while the sector evaluates the economic environment.</span></p>
<p><span dir="auto">In an interview with T21, Malagón explained that the industrial sector&#8217;s commitment is to increase its share of total investment.</span></p>
<blockquote><p><span dir="auto">“We should be contributing 20% ​​of that total investment. And currently we&#8217;ve been around 16% or 17%. We need to increase it,” he emphasized.</span></p></blockquote>
<p><span dir="auto">Despite this, he assured that the industry is ready to execute projects immediately.</span></p>
<blockquote><p><span dir="auto">“We have the desire to invest, we have the specialists, we have the quality, we know how to operate it and we can execute it starting from a day,” he emphasized.</span></p></blockquote>
<p><span dir="auto">However, the industry leader himself acknowledged that implementation depends on concrete signals. He emphasized that investment “has stalled,” admitting that the environment and factors such as the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> influence decisions. In this context, the industry, although prepared, awaits clear guidelines that will allow it to move forward with greater certainty.</span></p>
<p><span dir="auto">The USMCA is scheduled to be reviewed in July of this year, and it is shaping up to be a decisive process for North American trade integration, in an environment marked by US pressure against China&#8217;s advance in the region. Therefore, according to specialists, Mexico must capitalize on </span><strong><em><span dir="auto">nearshoring</span></em></strong><span dir="auto"> (relocation of production lines) and improve its internal capabilities to consolidate its strategic role in the area.</span></p>
<p><span dir="auto">Regarding </span><strong><span dir="auto">labor issues</span></strong><span dir="auto"> , Alejandro Malagón maintained that the approved changes must be understood within the broader global context. On the 40-hour workweek, he was clear: “That’s already in place. There’s nothing we can do about it. We have to work intelligently,” he stated.</span></p>
<p><span dir="auto">He added that companies are already making internal projections to adapt. “Of course, all companies are creating scenarios, running them to see,” he explained.</span></p>
<p><span dir="auto">On February 11, the </span><a href="https://senado.gob.mx/66/"><span dir="auto">Senate</span></a><span dir="auto"> approved the reform to Article 123 of the Political Constitution of the United Mexican States, to gradually reduce the workweek from 48 to 40 hours. The reform aims to improve the quality of life and balance work and personal life for employees; however, its implementation will depend on specific regulations, labor oversight, and adjustments in the various productive sectors.</span></p>

<p><span dir="auto">During the </span><strong><span dir="auto">First </span></strong><strong><span dir="auto">National Investment Promotion Meeting</span></strong><span dir="auto"> , held this Wednesday, he said that one of the objectives is the joint work of the private sector with the public sector, and highlighted that just over a year after the launch of the </span><strong><span dir="auto">Mexico Plan</span></strong><span dir="auto"> , the country has positioned itself as the main exporter to the United States.</span></p>
<p><span dir="auto">In that regard, he added that Mexico pays the lowest tariffs among the United States&#8217; trading partners. Regarding the </span><strong><span dir="auto">Economic Development Hubs for Well-being</span></strong><span dir="auto"> , of the 14 planned, he specified that seven are already under construction, four will begin construction in the coming weeks, and three more will be added to the project.</span></p>
<p><span dir="auto">Regarding </span><strong><span dir="auto">industrial property</span></strong><span dir="auto"> , Ebrard indicated that the federal government will reduce delivery times from five years to one. He also specified that </span><a href="https://www.nafin.com/portalnf/content/home/home.html"><span dir="auto">Nacional Financiera (Nafin)</span></a><span dir="auto"> and the </span><a href="https://www.bancomext.com/"><span dir="auto">National Foreign Trade Bank (Bancomext)</span></a><span dir="auto"> will allocate resources for innovation projects during 2026.</span></p>

<p><span dir="auto">For his part, José Medina Mora Icaza, president of the </span><a href="https://cce.org.mx/"><span dir="auto">Business Coordinating Council (CCE)</span></a><span dir="auto"> , highlighted the infrastructure investment announced on February 3 by the federal government, which includes 5.6 trillion pesos from 2026 to the end of the current six-year term, 772 billion pesos for this year, “where there are eight strategic sectors, a little more than half in energy, because energy is the spearhead, we need energy so that investment arrives in other sectors, but also investment in highways, in health, in hospitals, in education.”</span></p>
<p><span dir="auto">He emphasized that </span><strong><span dir="auto">Foreign Direct Investment (FDI)</span></strong><span dir="auto"> as of September 2025 totaled 41 billion dollars, “a figure more or less similar to all of 2024, with one big difference: in 2024 there was only 7% new investment, while in the ninth month of last year it was 15%; this means that foreign companies are trusting in our country, they are betting on investing in Mexico.”</span><iframe class="teads-resize" title="teads-resize" data-gtm-yt-inspected-24="true" data-mce-fragment="1"></iframe></p>
<p><span dir="auto">Altagracia Gómez Sierra, coordinator of the Advisory Council for Economic, Regional, and Relocation Development, said that Mexico must accelerate projects and strengthen public-private coordination to reach the investment target equivalent to </span><strong><span dir="auto">25% of Gross Domestic Product (GDP)</span></strong><span dir="auto"> . She emphasized that the Mexico Plan presented a national vision that seeks to empower Mexico through industrial policy, planning, and collaboration among businesses, academia, and government authorities.</span></p>
<p><span dir="auto">He recalled the </span><strong><span dir="auto">work that has been done with various federal government agencies</span></strong><span dir="auto"> to reduce red tape, provide energy certainty, increase national content in public procurement and combat smuggling, and highlighted advances in economic and commercial matters such as tax incentives for relocation, deductibility for technical education, development of industrial parks, and investments in housing.</span></p>
<p><span dir="auto">Meanwhile, Roberto Lazzeri Montaño, CEO of Nafin and Bancomext, said that development banks not only provide financing, but also multiply the impact of every peso invested.</span></p>
<p><span dir="auto">In that context, he pointed out that Nafin and Bancomext, together with commercial banks, will boost financing for micro, small and medium-sized enterprises (MSMEs), with guarantees on loans of up to 20 million for priority sectors of the Mexico Plan, up to 80% for first-time loans and a reduction in factoring financing costs.</span></p>
<p><span dir="auto">She also announced the reinstatement of the 32 constructive councils and the relaunch of three programs to reach areas currently underserved by the financial sector. She stated that they are promoting </span><strong><span dir="auto">specific programs for women entrepreneurs</span></strong><span dir="auto"> , specifically &#8220;women exporters, provided that up to 51% of the capital is owned by women and they control the formal businesses and micro-businesses. Up to three million pesos for entrepreneurs, 30 million pesos for exporters, and up to 500,000 pesos for micro-businesses with at least one year of operation.&#8221;</span></p>
<p><span dir="auto">Similarly, the </span><strong><span dir="auto">Impulsora de Innovación México (Mexico Innovation Promoter</span></strong><span dir="auto"> ) announced a program that is an implementation tool of the Mexico Plan, which coordinates financing, technical support, and co-investment schemes to mobilize public and private capital towards strategic sectors and projects with high economic impact at the technological level, which will mobilize a total investment of 1.6 billion pesos.</span></p>

<p><span dir="auto">Jorge Luis Torres, Vice President of Operations and CEO of FedEx Mexico, </span><strong><span dir="auto">stated that the agreement represents a “strategic alliance to strengthen the national productive ecosystem” and emphasized that micro-enterprises are the ones that take risks, innovate and generate jobs,</span></strong><span dir="auto"> so this program will open access to new markets for them and give greater visibility to what is proudly made in Mexico.</span></p>

<p><span dir="auto">The executive emphasized that the agreement&#8217;s benefits include discounts of up to 45% on FedEx Business services and special support for those with &#8220;Made in Mexico&#8221; certification. </span><strong><span dir="auto">Furthermore, it offers educational support to improve product competitiveness and presentation, enabling more entrepreneurs to &#8220;compete on a level playing field and expand their international presence</span></strong><span dir="auto"> .&#8221; The goal is to connect Mexican innovation with consumers and partners in more than 220 countries.</span></p>

<p>Despite their crucial role in <strong>generating 72% of employment in the country</strong> and representing <strong>52% of the national GDP</strong> , <strong>micro, small and medium-sized enterprises (MSMEs)</strong> face an <strong>average life expectancy of only eight years</strong> due to various factors of risk. This worrying situation was discussed in the panel “Opportunities and Challenges in SMEs in 2024” organized by  <a href="https://es.cialdnb.com/">CIAL Dun &amp; Bradstreet México</a>.</p>
<p>John Soldevilla, general director of<a href="https://www.facebook.com/EcobiMexico/">  Ecobi</a> explained that according to data from the <a href="https://www.inegi.org.mx/default.html">National Institute of Statistics and Geography (Inegi)</a> , <strong>99.7% of the business universe in Mexico is made up of MSMEs</strong> , while only 0.3% are large companies.</p>
<p>According to Soldevilla, research indicates that these small and medium-sized companies <strong>are responsible for 32% of total sales</strong> and that 46% of their debt is with suppliers, while 34% is with banks, which indicates <strong>low financial penetration.</strong></p>
<p>Business credit destined for <strong>MSMEs has decreased by 20%</strong> , representing only 14.9% of the total, which is alarming for the sector, Soldevilla said.</p>
<blockquote><p>“This is one of the risks, there is little access to credit, banks and financial institutions are unlikely to provide financing to MSMEs for various reasons,” indicated the general director of Ecobi.</p></blockquote>
<p>In comparison, 93% of large companies make their purchases through electronic transfers, a practice adopted by only 17% of MSMEs, this is another risk to the lives of small and medium-sized businesses since there is <strong>little access at the current technological forefront.</strong></p>
<p>Soldevilla also detailed that <strong>nearshoring</strong> was identified as a <strong>key opportunity for Mexican SMEs</strong> . He advocated the <strong>development of an industrial policy</strong> that benefits small and medium-sized companies, allowing them to take advantage of this phenomenon.</p>

<p>For his part, Rodrigo Ramírez, product marketing manager at CIAL, highlighted the <strong>need for MSMEs to seek credibility and visibility</strong> to be able to work with large companies. He also emphasized the importance of self-assessment and the use of prospecting and evaluation platforms to mitigate risks and incorporate sustainability criteria.</p>
<p>In addition, another of the topics to be discussed by the panelists was <strong>artificial intelligence (AI) and its impact on companies</strong> . Jeshua Vallarta, director of Product Development and Design, <a href="https://exus.com.mx/">EXUS</a> expressed his reservations about AI, pointing out that although it allows the creation of new concepts, also poses risks for employment.</p>
<blockquote><p>“Artificial intelligence allows you to create new concepts and the question is, will it be prudent and leave everything in the hands of an algorithm,” questioned Vallarta.</p></blockquote>
<p>For his part, Juan Carlos Gutiérrez, panelist and founder and director of <a href="httphttps://www.championsacademy.mx/">Champions Soccer Academy</a> , warned about the social and academic challenges faced by youth, highlighting the need for companies to adapt their structures so as not to be negatively affected by the reduction of groups. of work due to AI.</p>
