In a market where investment decisions are increasingly careful, </span><strong><span dir="auto">leasing schemes</span></strong><span dir="auto"> are gaining ground as an alternative for incorporating vehicles without a large initial outlay.</span></p>
<p data-start="500" data-end="800"><span dir="auto">Although this model still has ample room for growth in </span><strong><span dir="auto">Mexico</span></strong><span dir="auto"> . According to Miguel Elizalde, director of </span><a href="https://www.mobilitysustainable.com/"><span dir="auto">ON Sustainable Mobility</span></a><span dir="auto"> , around </span><strong><span dir="auto">15% of tractor-trailer acquisitions </span></strong><strong><span dir="auto">are made through leasing</span></strong><span dir="auto"> , while in the United States the proportion is closer to 50%.</span></p>

<p data-start="802" data-end="1171"><span dir="auto">Based on this market analysis, </span><strong><span dir="auto">ON Sustainable Mobility</span></strong><span dir="auto"> launched its </span><strong><span dir="auto">tractor-trailer</span></strong><span dir="auto"> leasing unit , completing the portfolio of services it had been developing for the automotive industry&#8217;s value chain. The operation begins with </span><strong><span dir="auto">BAIC Nextar X9</span></strong><span dir="auto"> units , </span><strong><span dir="auto">although the business model will be multi-brand</span></strong><span dir="auto"> .</span></p>

<p data-start="1173" data-end="1355"><span dir="auto">“We started with </span><a href="https://grupoget.com.mx/"><span dir="auto">Grupo Get Motors</span></a><span dir="auto"> , to whom we are very grateful. We hope to continue adding more units and expanding our multi-brand offering,” Elizalde explained in an interview with T21.</span></p>

<p data-start="1357" data-end="1843"><span dir="auto">The executive noted that the company began operations offering </span><strong><span dir="auto">specialized consulting services </span></strong><strong><span dir="auto">to manufacturers</span></strong><span dir="auto"> , importers, and distributors in the automotive industry. Later, it added the </span><strong><span dir="auto">transport of new vehicles</span></strong><span dir="auto"> and <strong><em>cross-border</em></strong></span><strong><span dir="auto"> operations between Mexico and the United States</span></strong><span dir="auto"> , while </span><strong><span dir="auto">leasing</span></strong><span dir="auto"> now represents its </span><strong><span dir="auto">fourth business unit,</span></strong><span dir="auto"> through which it seeks to strengthen its presence in the sector&#8217;s value chain.</span></p>
<p data-start="1845" data-end="2057"><span dir="auto">Elizalde explained that this new approach responds to the current situation in the </span><strong><span dir="auto">heavy vehicle market</span></strong><span dir="auto"> , where companies are looking for options to renew their fleets without committing to a high initial investment.</span></p>

<p data-start="2059" data-end="2343"><span dir="auto">“We see a complex fleet renewal market and an environment where initial investments require increasingly careful decisions. In that context, leasing and financing schemes become an attractive option,” he stated.</span></p>
</blockquote>
<p data-start="2345" data-end="2585"><span dir="auto">He added that the company will offer different leasing schemes, adapting to the needs of each client, and indicated that the next step will be </span><strong><span dir="auto">to incorporate semi-trailers</span></strong><span dir="auto"> , a segment where he sees a greater opportunity for growth.</span></p>

<p data-start="2587" data-end="2803"><span dir="auto">“There we see a significant opportunity, because it is a market where leasing is much more common,” he commented.</span></p>
</blockquote>
<p data-start="2805" data-end="3011"><span dir="auto">As part of this new stage, the leasing company was established as a </span><strong><span dir="auto">Public Limited Investment Promotion Company (SAPI)</span></strong><span dir="auto"> , a structure that will allow it to attract investors to strengthen the growth of the business.</span></p>

<p data-start="3013" data-end="3240"><span dir="auto">“Leasing companies are very capital-intensive. This structure also represents an opportunity to attract investment that will allow us to grow at a faster pace,” he noted.</span></p>
</blockquote>
<p data-start="3242" data-end="3751" data-is-last-node="" data-is-only-node=""><span dir="auto">With this addition, </span><strong><span dir="auto">ON Sustainable Mobility</span></strong><span dir="auto"> concludes the implementation of the business units it had planned in both Mexico and the United States.</span></p>

<p>TIJUANA, BC – Achieving sustainable transportation isn&#8217;t always sustainable. In Mexico, current regulations, the imbalance between transportation standards and competitive conditions, as well as the alignment that must be achieved in the market, <strong>pose greater challenges to trucking companies,</strong> a situation that takes into account specific considerations by region.</p>
<p>Within the framework of the <strong>panel</strong> &#8220;Sustainable Transportation: Innovation and Governance in Regional Logistics&#8221; of ETYL Cali Baja, specialists debated the points previously addressed. It should also be noted that at the national level, there are regional advances and no single solution can be identified.</p>
<p>Juan Báez, CEO of <a href="https://baliexpservices.com/Services/">Bali Express Services</a> , described that as a company that has a focus on achieving zero emissions by 2035, it began in 2024 with the incorporation of electric and compressed natural gas tractor-trailers, and has been able <strong>to develop zero-emission routes with a fleet of 60 units between electric and CNG vehicles.</strong></p>
<p>In part, this push for Bali Express Services was achieved through its alignment with incentives from the California government in the United States, where the state government identified that it was more feasible to generate this type of support for the transition away from fossil fuels, <strong>rather than continue investing in the public health impacts of pollution, Báez emphasized.</strong></p>
<p>In Mexico&#8217;s case, greater communication between regulators and those regulated is needed to achieve greater consistency in the market, emphasized Miguel Elizalde, partner at Mobility Sustainable.</p>
<blockquote><p>An example of Elizalde&#8217;s assertion is what happened with NOM-012 for diesel engine emissions, which was updated starting in January 2025, and where this requirement is not aligned with the ultra-low sulfur diesel (DUBA) regulation, where the government granted <a href="https://www.pemex.com/Paginas/default.aspx">Petróleos Mexicanos (Pemex)</a> the tolerance to comply with the regulation of this fuel nationwide until 2027.</p></blockquote>
<p>In Mexico, in the area linked to California, Juan Báez and Miguel Elizalde agreed, there is a push toward sustainable transportation due to the link <strong>with the regulatory requirements in California</strong> , but which does not occur in other regions of the country.</p>
<p>For Alicia Zazueta, president of the <a href="https://www.ampes.mx/">Mexican Association of Service Station Suppliers (AMPES)</a> , she identified that the energy transition requires several phases, the first being improving fuel quality, where Pemex, which is responsible for marketing 85% of diesel, does not fully comply with low-sulfur diesel.</p>
<blockquote><p>In addition, Zazueta said, a level-playing energy policy is needed; &#8220;nothing has happened in energy policy in six years.&#8221;</p></blockquote>
<p>The president of AMPES indicated that each region in Mexico must identify the best path to promote sustainability. Thus, there are areas where efforts are being driven by biofuels, others by natural gas, and in large cities, by electric mobility. However, there are others that are more behind the curve, such as the southeast, where fossil fuels are more widely available.</p>
<p>Juan Báez emphasized that, in addition to structural issues, the push toward electromobility within the company requires more efficient operations, since electric trucks must operate 24 hours a day. <strong>&#8220;We can&#8217;t have operational problems; we must be more competitive.&#8221;</strong></p>
<blockquote><p>These factors, in addition to fleet renewal and modernization, contribute to increasing the value of companies that opt ​​for electromobility.</p></blockquote>
<p>Miguel Elizalde emphasized that one factor that must be identified is that there is no single solution, but rather the most viable option, where diesel is the alternative, or where technologies such as CNG or electric power should be the option.</p>
<p>Where participants did agree is that hydrogen seems to be the technology that is furthest from adoption.</p>

<blockquote><p><span>&#8220;I really like the name &#8220;sustainable mobility&#8221; because it&#8217;s already so much so that we named the business &#8220;sustainable mobility,&#8221; because talking about sustainability is different from talking about sustainability. When we talk about sustainability, it&#8217;s something that has to remain in place over time; it involves economic factors and more,&#8221; he explained.</span></p></blockquote>
<p><span>Based on figures from the </span><a href="https://www.gob.mx/inecc/acciones-y-programas/inventario-nacional-de-emisiones-de-gases-y-compuestos-de-efecto-invernadero"><span>National Inventory of Greenhouse Gas and Compound Emissions</span></a><span> , based on 2021 data, Elizalde explained that motor transport contributes 19.5% of total emissions in Mexico. Of that percentage, he explained, </span><strong><span>7.8% comes from heavy vehicles</span></strong><span> , such as trucks and buses, while 11.7% comes from light vehicles, such as private cars.</span></p>
<blockquote><p><span>“ </span><em><span>If tomorrow all transportation vehicles—that is, heavy vehicles, buses, trucks, tortons, rabones, tractor-trailers, etc.—become carbon-neutral, we&#8217;ll only reduce our emissions by 7.8 percent. It&#8217;s important, yes, but it&#8217;s also very important to collaborate on light vehicles, to collaborate on other modes of transportation</span></em><span> ,” Elizalde added.</span></p></blockquote>
<p><span>Elizalde pointed out that </span><strong><span>emissions reduction</span></strong><span> must be addressed comprehensively, acting across the entire value chain. This involves considering everything from vehicle manufacturing to their operation in the delivery and distribution processes.</span></p>
<p><span>He added that some manufacturing companies are already developing specific projects along these lines, demonstrating that </span><strong><span>progress is possible at every stage of the logistics cycle</span></strong><span> .</span></p>
<p><span>He also stressed the importance of </span><strong><span>diversifying energy sources</span></strong><span> for transportation, including clean electricity, sustainable biofuels, synthetic fuels, and green hydrogen. While acknowledging that some of these technologies still face technical and, above all, economic challenges, he considered them key elements in moving toward cleaner mobility.</span></p>
<p><span>Speaking at the </span><strong><span>3rd Meeting on Sustainable Technology and Mobility</span></strong><span> , organized by the </span><a href="https://www.antp.org.mx/"><span>National Association of Private Transportation (ANTP),</span></a><span>Elizalde explained that, unlike sectors such as agriculture, where reducing emissions is technically more complex, transportation offers greater opportunities for implementing effective solutions.</span></p>
<p><span>He highlighted the potential of </span><strong><span>technologies such as electromobility</span></strong><span> , hybrid vehicles, and the use of clean energy, which offer better opportunities to achieve concrete reductions in polluting emissions.</span></p>
<p><span>He cited as an example the </span><strong><span>United States&#8217; 2022 strategic decarbonization plan</span></strong><span> , which involved several departments—environment, energy, planning, and transportation—to coordinate long-term policies.</span></p>
<blockquote><p><span>“ </span><em><span>It&#8217;s a great opportunity to reduce emissions across all modes of transportation, but we have to be very strategic</span></em><span> ,” Elizalde said.</span></p></blockquote>

<p><strong><span>Regarding Mexico</span></strong><span> , Elizalde said the impact will be indirect. Mexico makes electric vehicles, but it also produces diesel and gasoline engines, so it could adjust to changes in demand.</span></p>
<blockquote><p><span>“If someone stops buying electric cars, they will buy diesel, and Mexico makes both. The impact could be more noticeable in the plants that currently produce electric vehicles for export,” he said.</span></p></blockquote>
<p><strong><span>Although a slowdown in exports to the United States</span></strong><span> is expected , Elizalde considered that Mexico&#8217;s leadership in the production and export of vehicles will not be significantly compromised, as long as there are no renegotiations of the </span><a href="https://www.gob.mx/t-mec"><span>Treaty between Mexico, the United States and Canada (T-MEC)</span></a><span> or new tariff measures.</span></p>

<p><span>In the </span><strong><span>cumulative period from January to December 2024</span></strong><span> , heavy vehicle production showed a drop of 4.3% compared to the same period in 2023. Diesel vehicles, which continue to be the most produced, experienced a decrease of 4.7%, while natural gas vehicles stood out with an increase of 115 percent.</span></p>
<p><span>While the trend is positive for cleaner vehicles, US policies could slow progress towards the transition to zero emissions, Elizalde warned.</span></p>

<p><strong><span>Regarding heavy vehicle exports,</span></strong><span> during 2024 they also reflected a drop of 10.2% compared to 2023, with diesel vehicles being the most exported, with a drop of 10.6 percent.</span></p>
<p><span>However, natural gas vehicles saw a significant increase of 76.9 percent. </span><strong><span>Trump&#8217;s policies</span></strong><span> , which seek to eliminate incentives for electric vehicles, could affect this trend towards exporting cleaner vehicles.</span></p>
<p><strong><span>Emissions and the global challenge</span></strong></p>
<p><span>The specialist also highlighted the </span><strong><span>importance of understanding the global context.</span></strong><span> The United States generates 12% of global emissions, and of that percentage, transportation represents 40 percent. Within this sector, heavy vehicles contribute 16 percent.</span></p>
<blockquote><p><span>“Heavy vehicles in the United States account for approximately 0.75% of global emissions. If we eliminated all heavy vehicles, the impact on global emissions would be minimal, around 0.2%,” Elizalde said.</span></p></blockquote>
<p><span>However, these policies could also slow down global emissions reduction </span><strong><span>strategies , given the weight of the United States in the world economy.</span></strong></p>
<blockquote><p><span>“And it may take a little longer to achieve the emissions reductions that the </span><a href="https://www.un.org/es/"><span>United Nations</span></a><span> had at a global level , but the United States no longer has those goals,” Elizalde explained.</span></p></blockquote>

<p><span>Elizalde also addressed the possibility that </span><strong><span>Trump&#8217;s policies could be revised or adjusted</span></strong><span> depending on their economic effectiveness.</span></p>
<blockquote><p><span>“These measures are designed to strengthen the US economy. If at some point they see that they are not working, they could modify them. In addition, some states could decide to maintain incentives at the local level,” he said.</span></p></blockquote>

<p>After the departure of Miguel Elizalde last January as executive president of the <a href="https://www.anpact.com.mx/">National Association of Bus, Truck and Tractor Producers (ANPACT)</a> , <strong>the Board of Directors of this association announced the director who will be in this position.</strong></p>
<blockquote><p>“After an extensive selection and analysis process, the ANPACT Board of Directors appointed Rogelio Arzate as the new executive president of this association that represents the 15 market-leading brands and producers of heavy vehicles and their engines established in Mexico,” highlighted the organization&#8217;s statement.<br />
Rogelio Arzate has more than 25 years of experience in the sector and extensive experience in trade negotiations and public policy development. His official entry into ANPACT will begin next July 1.</p></blockquote>
<p>“The automotive industry established in Mexico is a world leader in the export and production of heavy vehicles, a leadership that we will continue to promote during my term as president of the association. <strong>The companies that make up the association invest, innovate and develop cutting-edge vehicles that are productive assets for all economic sectors of the country.</strong> In this sense, we will continue the efforts and work of institutional relations to promote safer, more efficient and environmentally friendly mobility,” said Rogelio Arzate, new executive president of ANPACT.</p>

<p>In his professional career, Arzate served as executive director of Government Relations and Institutional Affairs at <a href="https://www.gm.com.mx/es/home.html/">General Motors (GM) of Mexico, </a><strong>he was responsible for leading and managing institutional relations with chambers and associations both nationally and in North America, along with who intervened and lobbied in legislative processes in the Chamber of Deputies and the Senate of the Republic.</strong></p>
<blockquote><p>The now executive president of ANPACT began his professional career in 1997 in the GM manufacturing area, where he worked in different positions and areas, including: Strategic Planning and Vehicle Development, Marketing and in an international assignment in GM Daewoo (South Korea). Later, Rogelio held the position of Director of Regulations and Commerce, where he had the opportunity to participate and work in the renegotiation of the T-MEC.</p></blockquote>
<p>Arzate is an Industrial Engineer from Tecnológico de Monterrey, he has a Master&#8217;s degree in Manufacturing Engineering, issued by the University of Ann Arbor, Michigan; and a diploma in Foreign Trade from the Universidad Iberoamericana.</p>
<p>In his role as executive president of ANPACT, Rogelio Arzate will have the <strong>responsibility of representing the associated brands in public affairs, union issues of foreign trade and customs operations, internal market, legislative, regulatory and technical issues related to the industry, as well as collaborate and build bridges of dialogue with authorities for the benefit of the industry and society.</strong></p>
