The vehicle registration crisis affecting federal trucking is beginning to show signs of improvement , although operational uncertainty has not yet been completely dispelled. Talleres Gráficos de México (TGM)  delivered the first batch of metal license plates to the Ministry of Infrastructure, Communications and Transportation (SICT) , as part of a larger order aimed at addressing a backlog that has accumulated over several months.

According to official information, TGM delivered 80,104 sets of license plates with stickers , out of a total of 418,999 units committed. Production is being carried out in stages and is part of the plan defined after the authorization of federal funds to address the shortage of license plates, which forced the sector to operate with provisional permits since October 2025.

In this regard, Eucario Reyes, president of the National Association of Representation in Motor Transport (ANRA), told T21 that, for the carriers, the arrival of the material represents a partial advance, but not an immediate solution .

He noted that trucks with license plates have already begun arriving, although the distribution process will take time. “They are being delivered little by little; it could take up to a month to complete the deliveries to the delegations,” he explained in an interview.

Reyes noted that the approved budget—130 million pesos—allowed production to resume, but cautioned that the challenge now lies in delivery logistics , particularly to states with high demand for paperwork, such as Nuevo León and Jalisco. Meanwhile, in several regions of the country, trucking continues to operate under provisional arrangements .

Reyes emphasized that the standardization process is not limited to license plates , as registration cards, stickers, and documentation associated with various types of vehicles, including cross-border and double-articulated transport, are also underway. However, he insisted that the transition is not uniform and that the impact of the backlog remains concentrated outside the central region of the country .

The lack of license plates led the SICT (Secretariat of Communications and Transportation) to formalize, last October, the Provisional Permit to Circulate Without License Plates or Stickers, valid for up to 180 days. Although this mechanism allowed operations to continue, carriers have pointed out regulatory gaps, duplication of requirements, and a lack of clear guidelines for returning to metal identification.

With production underway, the sector is seeing a gradual recovery from a crisis that exposed administrative and planning weaknesses. The arrival of license plates marks a turning point, but for federal trucking, closing this chapter will depend on the complete nationwide distribution and avoiding a repeat of temporary solutions to structural bureaucratic hurdles.

In the January-November 2025 cycle, the General Directorate of Federal Motor Transport (DGAF) registered 21,443 trailers and semi-trailers , of which 93% corresponded to the Federal Public Service (SPF) and the rest to private transport.

The towing equipment segment, as well as motor vehicles, showed a contraction during 2025, based on DGAF data, while in the accumulated January – November 2025 there was a contraction of 38.6% compared to the registration registered in 2024.

Dry van configurations , container chassis, platforms, tanks, curtainside platforms and refrigerated boxes accounted for 72% of all towing equipment registered by the Secretariat of Infrastructure, Communications and Transportation (SICT) .

The category with the highest number of registrations was dry vans, with a total of 5,248 units registered in the January-November 2025 cycle. The segment leader was Fruehauf with 1,860 units, followed by ATRO with 698 and Gallegos with 423. These three companies account for 56.8% of the total category, according to an analysis by T21 Business Intelligence .

In the container chassis category, 3,606 units were added ; in this category , Forza led the registration with 839 units, ATRO with 536 and RR Jaliscienses with 299. These three brands concentrated 46.4% of the total.

The platforms totaled 3,274 units , and in this category ATRO led the registration with 330 units, Corpus Christi with 234 and De Lucio with 205. This category is more spread out among the participating companies, according to the data analyzed from the DGAF.

In the January-November 2025 cycle , two thousand 981 tanks were registered , of which Truxton added 310 units, ATRO reached 298 and Gallegos 293, both from the SPF and private transport.

Data from the DGAF showed that 853 refrigerated boxes were registered during the analysis cycle, and in this category there is a greater concentration of participants, where Utility totaled 562 refrigerated boxes and Great Dane added 110 units, together both brands concentrated 79% of the category.

Curtain-sided platforms totaled 628 units , with Operbus accounting for 231 units, Tyrsol 112, and ATRO 108. These three brands reached 72% of the category, according to data from the DGAF.

Based on data from the Ministry of Infrastructure, Communications and Transportation (SICT) on the registration of motor transport units, in the January-October 2025 cycle, a total of 20,742 cargo vehicles were registered, considering trucks and tractor-trailers .

An analysis conducted by T21 Business Intelligence identified that three brands account for 79.5% of all vehicles registered by the General Directorate of Federal Motor Transport (DGAF) .

As shown in the following chart, Kenworth led in the registration of commercial vehicles, with 7,759 vehicles, representing 37.4% of the total registered with the agency. Of these, 162 were DAF trucks and 32 were Peterbilt trucks.

If you add the 5,828 Freightliner vehicles and the 2,893 International units , along with the Kenworth units, you can see that the three brands together account for about 80% of the registered vehicles , both in federal public service and private transport.

The exercise carried out by T21 Business Intelligence also analyzed the tractor-trailer market , which in the January-October 2025 cycle  totaled 15,061 vehicles , that is, 72.6% of the total number of registered units.

In terms of brand performance, Kenworth remains the leader in the registration of tractor-trailers with 6,953 vehicles, giving it a 47.5 percent share.
