<p><span dir="auto">Yesterday, </span><a href="https://www.toyota.mx/"><span dir="auto">Toyota</span></a><span dir="auto"> announced that </span><strong><span dir="auto">it will gradually transfer production of the Tacoma pickup truck from its Tijuana, Baja California plant to San Antonio, Texas.</span></strong><span dir="auto"> This move is part of a restructuring of its North American manufacturing operations, which, while reducing production of the model in Mexico toward the end of the decade, does not imply a complete withdrawal of its operations from the country.</span></p>
<p><span dir="auto">The news gained traction after the automaker announced a </span><strong><span dir="auto">$3.6 billion investment to expand its manufacturing complex in San Antonio</span></strong><span dir="auto"> , where it will build a second assembly line to produce the Tacoma along with the Tundra and Sequoia models.</span></p>
<p><span dir="auto">The project will add 2,000 new jobs, double the size of the Texas plant by 2030, and allow the transition of production from Baja California to take place gradually over approximately four years.</span></p>
<p><span dir="auto">Meanwhile, the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> reported that Toyota notified the Mexican government that the relocation of Tacoma production from Tijuana will not be immediate, but will conclude in 2030, while the company continues to evaluate the future of that facility once the process is completed.</span></p>
<p><span dir="auto">As part of the talks between the company and the federal government, the agency highlighted that Toyota confirmed the continued operation of its plant in </span><strong><span dir="auto">Apaseo el Grande, Guanajuato</span></strong><span dir="auto"> , which generates 2,800 direct jobs and thousands more indirectly in the region.</span></p>
<blockquote><p><span dir="auto">The announcement seeks to send a signal of continuity for Toyota&#8217;s operations in Mexico, at a time when the North American automotive industry is adjusting its production capacity to respond to demand, strengthen regional integration, and adapt to a trade environment marked by the review of the USMCA and new industrial policies in the United States.</span></p></blockquote>
<p><span dir="auto">In its statement, Toyota emphasized that the Texas expansion </span><strong><span dir="auto">reflects its confidence in the growth of the North American market and will allow for increased manufacturing flexibility</span></strong><span dir="auto"> through new technologies.</span></p>
<p><span dir="auto">The company also reiterated its commitment to its operations in the United States, Canada, and Mexico, while calling for a swift resolution of issues related to the USMCA in order to strengthen the region&#8217;s competitiveness.</span></p>
<p><span dir="auto">The investment will raise to $8.3 billion the amount allocated by Toyota to its San Antonio complex since it began operations in 2003.</span></p>
<h4><strong><span dir="auto">Toyota&#8217;s footprint in Mexico</span></strong></h4>
<p><strong><span dir="auto">Toyota maintains two manufacturing complexes in Mexico.</span></strong><span dir="auto"> The Tijuana, Baja California plant began operations in 2004 and currently produces the Tacoma pickup for various North American markets.</span></p>
<p><span dir="auto">Meanwhile, the Apaseo el Grande plant in Guanajuato, inaugurated in 2019, also assembles the Tacoma and Tacoma hybrid electric, representing one of the company&#8217;s most important investments in the country during the last decade.</span></p>
<p><span dir="auto">Together, </span><strong><span dir="auto">both facilities are part of Toyota&#8217;s regional production strategy and primarily supply the North American market,</span></strong><span dir="auto"> solidifying Mexico as a key link in the Japanese automaker&#8217;s supply chain.</span></p>

<p><span dir="auto">Investment expectations </span><strong><span dir="auto">in Mexico</span></strong><span dir="auto"> have not changed after the presentation of the </span><strong><span dir="auto">Mexico Plan</span></strong><span dir="auto"> , stated Paulina Anciola, Deputy Director of Economic Studies at </span><a href="https://www.banamex.com/"><span dir="auto">Banamex</span></a><span dir="auto"> , considering that the strategy has not yet shown concrete results to trigger new </span><strong><span dir="auto">productive projects</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The specialist explained that Banamex kept its economic projections for the country unchanged and currently forecasts a growth of 1.3% for 2026, above the consensus of analysts of 1.1% and the estimate of 0.8% from the </span><a href="https://www.oecd.org/es/about.html"><span dir="auto">Organization for Economic Cooperation and Development (OECD)</span></a><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“When the Mexico Plan came out, everyone was asking us: &#8216;Are you finally going to change your growth forecasts?&#8217; The truth is, we didn&#8217;t make any changes,” he asserted.</span></p></blockquote>
<p><span dir="auto">Anciola pointed out that, although the strategy sets ambitious goals to boost investment and economic growth, there are still doubts about how they will be implemented and evaluated.</span></p>
<blockquote><p><span dir="auto">“We think that much of it remained just a very nice plan, with many good ideas and many metrics that would be good to achieve, but then it wasn&#8217;t followed up on. They didn&#8217;t explain how these goals are going to be met, how they are going to be implemented, or what indicators are going to be used to evaluate progress,” he commented.</span></p></blockquote>
<p><span dir="auto">The economist considered that one of the </span><strong><span dir="auto">main obstacles to attracting capital continues to be the uncertainty perceived by investors</span></strong><span dir="auto"> in both the national and international environment.</span></p>
<blockquote><p><span dir="auto">“On the one hand they are telling you: &#8216;We have the Mexico Plan, we want to boost investment,&#8217; but at the same time they have made a series of reforms that only increase regulatory uncertainty,” he stressed.</span></p></blockquote>
<p><span dir="auto">In his opinion, this situation has led many companies to adopt a </span><strong><span dir="auto">cautious stance</span></strong><span dir="auto"> while they observe the evolution of the reforms and the economic environment.</span></p>
<blockquote><p><span dir="auto">“What we have seen in recent years is that investors seem to be in wait-and-see mode, waiting a bit to see how the reforms turn out,” he said.</span></p></blockquote>
<p><strong><span dir="auto">He also emphasized that Foreign Direct Investment (FDI)</span></strong><span dir="auto"> announcements should be analyzed in greater detail. Although the overall figure was positive last year, Banamex observed a decline in FDI during the fourth quarter.</span></p>
<p><span dir="auto">Furthermore, he explained that a large part of the reported resources correspond to reinvestment of profits from companies that already operate in Mexico and </span><strong><span dir="auto">not necessarily to the arrival of new productive projects</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“When you break down the data, there are no new investments. Virtually all foreign investment is from the large companies that are already here,” he stated.</span></p></blockquote>
<p><span dir="auto">According to Anciola, as long as a new wave of investment is not observed and uncertainty persists, it will be difficult for Mexico to fully take advantage of the opportunities associated with the relocation of production chains.</span></p>
<blockquote><p><span dir="auto">“Until we see a wave of new investments, I don’t think we can say that it’s materializing,” he concluded, referring to </span><strong><em><span dir="auto">nearshoring</span></em></strong><span dir="auto"> .</span></p></blockquote>

<p><a href="https://www.caintra.org.mx/"><span dir="auto">CAINTRA</span></a><span dir="auto"> emphasized the need to strengthen the legal framework to </span><strong><span dir="auto">promote investment, sustainability, and talent development</span></strong><span dir="auto"> as ways to improve competitiveness in Nuevo León, one of Mexico&#8217;s most industrialized states.</span></p>
<p><span dir="auto">In a press conference, the organization highlighted the recently approved State </span><strong><span dir="auto">Education Law</span></strong><span dir="auto"> , which positions Nuevo León as a national pioneer by formally integrating the </span><strong><span dir="auto">dual education model</span></strong><span dir="auto"> , an initiative promoted by the industrial sector to close the gap between classrooms and companies.</span></p>
<blockquote><p><span dir="auto">In that regard, CAINTRA highlighted the role of the Nuevo León Congress &#8220;for promoting this important issue that will significantly benefit thousands of young people who have opted for an industrial technical career, a path that today offers incomes up to 25% higher than the average and better prospects for professional development.&#8221;</span></p></blockquote>
<p><span dir="auto">Currently, </span><strong><span dir="auto">the industry demands more than 40,000 technicians</span></strong><span dir="auto"> in industrial branches each year, which opens an opportunity for growth and development for future generations.</span></p>
<p><span dir="auto">According to CAINTRA, </span><strong><span dir="auto">more than 450 young people participate in the dual education model, and historically </span></strong> <strong><span dir="auto">more than 2,350 have benefited in more than 180 companies</span></strong><span dir="auto"> , where nine out of 10 students have successfully completed the program and at least 70% of them have received a job offer from the company that offered them the development opportunity.</span></p>
<p><span dir="auto">The organization also announced </span><strong><span dir="auto">the signing of an alliance with </span><a href="https://www.banregio.com/"><span dir="auto">Banregio</span></a></strong><span dir="auto">  to facilitate access to financial resources under preferential conditions for CAINTRA members and to boost small and medium-sized enterprises (SMEs).</span></p>
<p><span dir="auto">Another highlight was the </span><strong><span dir="auto">Circular Economy Law</span></strong><span dir="auto"> initiative , which is currently being worked on in the Congress of Nuevo León, and for which CAINTRA has presented observations and technical criteria to ensure that its implementation contributes to sustainability without affecting the competitiveness of the industry.</span></p>
<p><span dir="auto">The industrial organization also </span><strong><span dir="auto">participates in initiatives related to transportation and transparency</span></strong><span dir="auto"> in public bodies.</span></p>
<p><span dir="auto">Likewise, he called on the Executive and Legislative branches &#8220;not to give up on seeking a 2026 State Budget that prioritizes strategic projects, boosts productivity and allows capitalizing on the investment that comes to Nuevo León, while still addressing the most relevant needs of the citizens.&#8221;</span></p>
<p><span dir="auto">On another topic, CAINTRA emphasized that it continues to promote an </span><strong><span dir="auto">Administrative Procedure Law</span></strong><span dir="auto"> that will allow for the ordering and standardization of inspection processes for businesses in Nuevo León.</span></p>
<blockquote><p><span dir="auto">“Today, up to 20 municipal and state agencies perform these functions, which creates duplication, discretion, and risks of closure or extortion for businesses; in fact, three out of every 10 report illegal requests during these inspections. What we seek is to establish clear rules that provide legal certainty, reduce opportunities for improper practices, and strengthen the rule of law,” he stated.</span></p></blockquote>
<p><span dir="auto">In Mexico, the federal government and 20 states have a similar law that prevents arbitrary actions when ordering inspections, verifications and sanctions, and introduces defense and review mechanisms.</span></p>
<p><span dir="auto">With these proposals and actions, CAINTRA seeks to establish greater coordination between industry, authorities and society to attract more investment, generate quality jobs and consolidate Nuevo León as the industrial and economic engine of Mexico.</span></p>

<p><span dir="auto">Mexican President Claudia Sheinbaum detailed the benefits that the simplification will bring to investment, which </span><strong><span dir="auto">will give authorization for projects in a maximum of 90 days</span></strong><span dir="auto"> with a single Foreign Trade Window.</span></p>
<blockquote><p><span dir="auto">At the event, the Mexican president signed a decree to facilitate investment within the framework of the Mexico Plan, which includes various actions to promote foreign capital in the country and simplify procedures.</span></p></blockquote>
<p><span dir="auto">In his remarks, Marcelo Ebrard, head of the </span><a href="https://www.gob.mx/se?IDIOM=ES"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> , explained that the main objective is to present immediate actions to support investment in the country. He noted that Sheinbaum held meetings with various business representatives to gather proposals aimed at accelerating economic growth and job creation.</span></p>
<blockquote><p><span dir="auto">“As a result, he has led a very detailed analysis, area by area of ​​government; practically the entire federal government is present here, and the state governments through the Secretariats of Economic Development, to determine what needs to be done, what can be done in the short term,” he added.</span></p></blockquote>

<blockquote><p><span dir="auto">Among other things, the agreement seeks to strengthen </span><strong><span dir="auto">legal certainty</span></strong><span dir="auto"> , improve administrative efficiency, and promote a better environment for productive investment. Among the measures, it establishes that the tax authority will observe and promote compliance with international treaties and current regulations to avoid </span><strong><span dir="auto">double taxation,</span></strong><span dir="auto"> thereby providing greater clarity to the operations of domestic and foreign companies.</span></p></blockquote>

<p><span dir="auto">He indicated that the scheme combines public resources of approximately 230 billion pesos and private participation of almost 295 billion pesos, with the purpose of </span><strong><span dir="auto">reducing logistics costs and strengthening regional connectivity</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">Meanwhile, José Antonio Peña Merino, head of the </span><a href="https://www.gob.mx/atdt/organismos"><span dir="auto">Digital Transformation and Telecommunications Agency</span></a><span dir="auto"> , explained that among the actions to encourage investment projects in the country is the creation of the Presidential Office for Investment Promotion and its Investment Committee, whose functions will be to advise and assist in the necessary steps for the development of the plan.</span></p>
<blockquote><p><span dir="auto">In that regard, he detailed a decree that will allow for the authorization of investment projects within a maximum of 30 days, provided they meet certain criteria. He also indicated that a maximum period of 90 days has been set for resolving other federal procedures.</span></p></blockquote>
<p><span dir="auto">He also announced that a single window for foreign trade procedures is being enabled, which will centralize the processes of the Ministry of Economy, the </span><a href="https://www.sat.gob.mx/portal/public/home"><span dir="auto">Tax Administration Service (SAT)</span></a><span dir="auto"> and customs, avoiding duplication of requirements and allowing tracking of permits and resolutions.</span></p>

<p><span dir="auto">The </span><a href="https://www.ampip.org.mx/"><span dir="auto">Mexican Association of Private Industrial Parks (AMPIP)</span></a><span dir="auto"> announced at its first meeting and General Assembly 2026 </span><strong><span dir="auto">the commissioning of the first 20 industrial parks</span></strong><span dir="auto"> , which are part of the 100 planned in the Mexico Plan of the federal government.</span></p>
<blockquote><p><span dir="auto">“The delivery of these first 20 parks is not just a number, it is proof that we are working in coordination with the Government of Mexico for the industrial and economic development of the country,” said Claudia Esteves, general director of AMPIP.</span></p></blockquote>
<p><span dir="auto">The event was led by Altagracia Gómez, coordinator of the Advisory Council for Regional Economic Development and Relocation (CADERR), who presented </span><strong><span dir="auto">awards to 15 real estate developers</span></strong><span dir="auto"> responsible for the urbanization and construction of these spaces in coordination with the </span><a href="https://www.gob.mx/"><span dir="auto">Government of Mexico</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">The impact indicators for this first phase include </span><strong><span dir="auto">an investment exceeding $711 million, the development of 3.5 million square meters of industrial space</span></strong><span dir="auto"> , the projected establishment of 245 companies, and the estimated creation of 62,000 direct jobs. The industrial parks are located in 10 key states, including Baja California, Mexico City, Chihuahua, Jalisco, and Nuevo León, with infrastructure that facilitates access to national and international markets.</span></p>
<p><span dir="auto">AMPIP noted that, just over 500 days into Claudia Sheinbaum&#8217;s administration, it has effectively addressed regulatory obstacles in coordination with the federal government, and stressed that developers, in response, </span><strong><span dir="auto">have implemented operational infrastructure that strengthens competitiveness in light manufacturing and logistics</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Furthermore, the organization indicated that it aims to provide spaces that allow industries to operate continuously, safely and efficiently, integrating into national and global value chains.</span></p>
<p><span dir="auto">The Mexico Plan </span><strong><span dir="auto">envisions the development of 100 industrial parks with the goal of strengthening productive infrastructure</span></strong><span dir="auto"> , attracting domestic and foreign investment, and consolidating new opportunities for economic growth. The strategy seeks to create conditions for the establishment and operation of manufacturing and logistics companies, with spaces that facilitate the integration of national and global value chains.</span></p>

<p class="p1"><span class="s1"><span dir="auto">By 2026, the strategic focus will be on the customer, talent retention, and strengthening the organizational culture. Currently, Ryder has more than five thousand employees in the country and has significantly reduced employee turnover.</span></span></p>
