JIUTEPEC, MOR.- In the transition towards sustainable mobility , road transport faces a challenge less visible than the technology itself: making decisions in an environment where the rules, incentives and infrastructure are constantly changing.

Within the framework of the 4th Meeting on Technology and Sustainable Mobility, held by the National Association of Private Transport (ANTP) , Miguel Elizalde, CEO of Mobility Sustainable Consulting , stated that the sector does not advance under a linear model, but in a dynamic scenario where each factor can alter the course.

“It’s a very complex environment… you have aspects of technology, you have aspects of regulation, infrastructure, and costs,” he explained.

Unlike other industrial transitions, there isn’t a single technology leading the way in sustainable mobility . The expert explained that multiple options coexist today—electric, natural gas, hybrid, or even hydrogen—without any one establishing itself as dominant.

This means that decisions must be based not only on trends, but on specific operating conditions.

“There isn’t one right answer… they are all related in some way,” Elizalde said, referring to factors such as total cost, business strategy, and operations.

One of the main risks, he warned, is that companies prioritize acquiring technology without having its implementation sorted out.

“Sometimes we focus on acquiring the technology and neglect operational decisions,” he noted.

This imbalance can lead to operational failures, especially when infrastructure doesn’t keep pace with investment . He even highlighted cases where companies acquire electric units without having sufficient energy capacity to operate them.

In Mexico, infrastructure development remains a major obstacle, especially for emerging technologies, he asserted. While the charging network for light vehicles has begun to expand, availability for heavy transport is practically nonexistent, forcing companies to develop their own systems.

Added to this is the lack of consistent incentives and regulation that sets a clear course, which keeps decision-making on uncertain ground.

Operators: the forgotten angle

Beyond technology, Elizalde also focused on human capital , particularly on the training of operators.

“The issue is not a lack of operators, the issue is a lack of vision,” he stated.

From their experience, one of the main obstacles is not the cost of training, but the time that applicants must stop working to train, which directly impacts their income.

Given the high infrastructure costs, the executive raised the need to explore collaborative schemes between companies.

“I’m a fan of synergies… 1+1 equals 3,” he commented. He explained that competitors can collaborate to develop infrastructure, as already happens in other markets.

These alliances would allow for shared investment and accelerated technological adoption without relying exclusively on public funding. Elizalde emphasized that the debate should not focus solely on which technology to adopt, but rather on how to integrate it into the business. In this context, the sector is forced to make decisions based on partial, comparable conditions, he said, choosing a path without certainty of the destination.

“The future doesn’t depend on just one technology… it depends on the quality of the decisions,” he concluded.

This change in methodology reflects an evolution of the sector, which has gone through different stages in recent years, from the disruption caused by the COVID-19 pandemic, to the container crisis, energy volatility and, more recently, the regionalization of supply chains .

In this context, Estrada stressed that 2026 is a critical year for Mexico, particularly due to the review of the USMCA and international pressure to strengthen regional integration.

One of the main findings of the study is that Mexico has a real opportunity to consolidate itself as a logistics hub in Latin America , driven by nearshoring and the global reconfiguration of trade.

However, this opportunity coexists with structural tensions that go beyond logistical costs, such as insufficient infrastructure, security challenges, and a lack of specialized talent.

“We are at a pivotal moment. There is a great opportunity, but also pressures that, if not addressed, could become bottlenecks,” Estrada warned.

One of the most significant changes identified is the transformation of the role of logistics within companies. From being an operational function focused on costs, it is evolving into a strategic element in decision-making.

“Logistics is being discussed in the council today. It is a growth enabler and a competitive advantage,” Estrada explained.

This change responds to the need to build more resilient, efficient supply chains that are aligned with business objectives.

The study also highlights two critical factors: talent and technology .

On the one hand, a lack of specialized skills can limit the sector’s growth. On the other hand, the accelerated adoption of technologies like artificial intelligence (AI) opens up opportunities, but also risks if not implemented in a structured way.

“Many solutions arrive as isolated applications, without being integrated into the processes. The challenge is to connect end-to-end and start from clean data,” Estrada pointed out.

Security and infrastructure, the structural issues to be resolved

During the press conference, leaders in the logistics sector agreed that the main challenges remain security and infrastructure.

Hugo Ruiz, president of the National Council of Executives in Logistics and Supply Chain (ConaLog) , highlighted that there is a growing recognition, even from the government, of the deficiencies in infrastructure.

“It’s something that wasn’t openly discussed before. Today there’s agreement between the public and private sectors, and it’s one of the issues we need to resolve in the coming years,” he stated.

Regarding security, Sandra Aragonez, senior director at Alvarez & Marsal , stressed that it must cease to be an operational issue and become a strategic focus within organizations.

“Security must be on the same level as supply chain management. It must be integrated from the operational design stage,” he stated.

From conversation to execution

One of the most compelling calls of the 2026 Pulse Meter is the need to move from diagnosis to action.

Bernardo Flores, from Alvarez & Marsal , emphasized that the real challenge is to translate opportunities into concrete results, through collaboration between companies, government and academia .

For his part, Juan Carlos Molina, general director of GS1 Mexico , stressed that digitalization will be key, as long as it is supported by standards that allow for efficient communication.

The message is that the moment demands coordinated action. For Juan Pablo Pacheco, managing director of HAF Logística Internacional , the key lies in collaboration among stakeholders.

“We need to work together as a sector to solve the challenges,” he said.

The participants agreed that, although Mexico has managed to grow despite its limitations, its true potential will be reached when structural problems are addressed.

“Imagine what we could achieve if we resolve these deficiencies,” Ruiz said.

LIMA, PE.- The International Air Transport Association (IATA) estimated that cargo transport will have a global growth of 2.6% this year, while for Latin America it will be 2.2% , although the increase will depend on infrastructure, efficient regulatory frameworks and a lower tax burden.

“Latin America remains an extremely expensive region for exporting and importing. We need to be competitive, reduce or eliminate taxes and VAT (Value Added Tax) in several countries, as this puts us at a disadvantage compared to other regions,” explained Peter Cerdá, IATA’s regional vice president for the Americas.

At a press conference, within the framework of the 19th IATA World Cargo Symposium (WCS) , he described the above as a serious problem, although in certain countries such as Colombia, Brazil and Mexico there has been progress.

“But we need better definitions of regulations, elimination of taxes that keep getting too high, and infrastructure improvements,” he reiterated.

Cerdá emphasized that e-commerce and the agricultural sector have shown aggressive growth , the latter mainly during peak seasons on the Chile-China route, as well as the export of flowers from Colombia or Ecuador to Europe or the United States.

He considered the market to be more competitive. “We were more limited in the past, in that connectivity that depended on other transit destinations to move cargo; that is changing, and I think Brazil is a great power, but again, it has regulations that make air transport not competitive globally,” he emphasized.

“We are growing, not at the same rate, but there is more connectivity and more products being exported. With e-commerce growing alongside the middle class, we will see more growth in the future, which until now has been limited,” he explained.

At the event, he recalled that Peru built the new Jorge Chávez Airport without a master plan for cargo handling infrastructure. “We are using outdated services at an airport that is extremely important for cargo,” he stated.

Peter Cerdá indicated that while improving passenger infrastructure is critical in the region, improvements for cargo are also important .

He explained that digitalization is another area where the region still needs to improve. “Technology is something we struggle to develop and implement, and that’s another area where we have work to do, not only as a sector or government, but as an ecosystem to improve that area.”

“The delivery of these first 20 parks is not just a number, it is proof that we are working in coordination with the Government of Mexico for the industrial and economic development of the country,” said Claudia Esteves, general director of AMPIP.

The event was led by Altagracia Gómez, coordinator of the Advisory Council for Regional Economic Development and Relocation (CADERR), who presented awards to 15 real estate developers responsible for the urbanization and construction of these spaces in coordination with the Government of Mexico .

The impact indicators for this first phase include an investment exceeding $711 million, the development of 3.5 million square meters of industrial space , the projected establishment of 245 companies, and the estimated creation of 62,000 direct jobs. The industrial parks are located in 10 key states, including Baja California, Mexico City, Chihuahua, Jalisco, and Nuevo León, with infrastructure that facilitates access to national and international markets.

AMPIP noted that, just over 500 days into Claudia Sheinbaum’s administration, it has effectively addressed regulatory obstacles in coordination with the federal government, and stressed that developers, in response, have implemented operational infrastructure that strengthens competitiveness in light manufacturing and logistics .

Furthermore, the organization indicated that it aims to provide spaces that allow industries to operate continuously, safely and efficiently, integrating into national and global value chains.

The Mexico Plan envisions the development of 100 industrial parks with the goal of strengthening productive infrastructure , attracting domestic and foreign investment, and consolidating new opportunities for economic growth.

The challenge in building new trolleybus lines is not electricity, but having the necessary economic resources to carry out the projects, said Martín López Delgado, general director of the Electric Transport Service (STE) of Mexico City .

He assured that the entity has the necessary conditions for this type of transport network and can grow; in addition, the infrastructure that had been out of operation for years has been reused.

“In many of the city’s corridors, we already have poles installed since the creation of the main road networks in the 1970s, and that greatly facilitates the implementation of the trolleybus system. Virtually all the main road networks are equipped to install overhead lines, which are used to power the trolleybuses. And the substations we’ve purchased are smaller than the old ones; we require less space for their installation. The electromechanical work has been greatly simplified by our experience and the availability of infrastructure that is no longer in use,” he stated.

During the webinar “The Return of the Trolleybus: A Lever for the Urban Energy Transition ,” Gustavo Jiménez, founder and CEO of E-Mobilitas , indicated that among the main challenges faced by this type of project are the costs, such as the Trolleybus itself, which ranges from $300,000 to $1.5 million per unit , infrastructure that without a prior system can cost from $1 million to $3 million per kilometer, and the energy substations, which must be located about five kilometers from the units.

He specified that the investment decreases when the necessary facilities for this transport are already available, as happened with Mexico City, which was from 150,000 to 200,000 dollars.

“The trolleybus is more economical than an electric battery bus, because the battery can be 300 kilowatts, while for the former it is 80 or up to 120 kilowatts and that will give a range of up to 80 to 100 kilometers (km); that is a key fact that greatly influences prices, which in turn influences the decision of governments,” he said.

He added that, although both reduce the carbon footprint, the environmental impact is less from the Trolleybus due to the size of its battery, and it is also friendly to the urban environment.

Martín López added that the construction of a ground-level system in terms of electromechanical infrastructure has an approximate cost of between five and six million pesos (mdp) , although it will depend on the route, where if it is straight it is cheaper, but if it has curves it becomes more expensive.

While the overpass, including civil works, electromechanical systems and adjacent systems such as electronic toll collection, represents a cost of 150 million pesos.

Furthermore, Gustavo Jiménez commented that, during an investigation, it was identified that Asia and Europe are the regions where this type of transport is most used, while in Latin America it is limited, as well as in Africa.

“This is where we see potential for the resurgence of trolleybuses, since only 5% of these systems operate in Latin America,” he stressed.

Current infrastructure

Martín López specified that the system currently has 462 modern buses , of which 310 are 12 meters long and 152 are 18 meters long, and operates on 13 routes. Among its advantages are efficiency, a range of 75 km or up to 100 km, accessibility for people with reduced mobility, an intelligent fare collection system, and other factors.

“These units have allowed us to go from 120,000 users in 2019 to more than 380,000 on a weekday in 2025. We have tripled ridership and this has improved waiting and travel times. In 2025, we will transport 131 million users on the network,” explained López.

Industrial investment is not canceled, but it is on hold pending further decisions , acknowledged Alejandro Malagón, president of the Confederation of Industrial Chambers (Concamin) , noting that several projects remain paused while the sector evaluates the economic environment.

In an interview with T21, Malagón explained that the industrial sector’s commitment is to increase its share of total investment.

“We should be contributing 20% of that total investment. And currently we’ve been around 16% or 17%. We need to increase it,” he emphasized.

Despite this, he assured that the industry is ready to execute projects immediately.

“We have the desire to invest, we have the specialists, we have the quality, we know how to operate it and we can execute it starting from a day,” he emphasized.

However, the industry leader himself acknowledged that implementation depends on concrete signals. He emphasized that investment “has stalled,” admitting that the environment and factors such as the United States-Mexico-Canada Agreement (USMCA) influence decisions. In this context, the industry, although prepared, awaits clear guidelines that will allow it to move forward with greater certainty.

The USMCA is scheduled to be reviewed in July of this year, and it is shaping up to be a decisive process for North American trade integration, in an environment marked by US pressure against China’s advance in the region. Therefore, according to specialists, Mexico must capitalize on nearshoring (relocation of production lines) and improve its internal capabilities to consolidate its strategic role in the area.

Regarding labor issues , Alejandro Malagón maintained that the approved changes must be understood within the broader global context. On the 40-hour workweek, he was clear: “That’s already in place. There’s nothing we can do about it. We have to work intelligently,” he stated.

He added that companies are already making internal projections to adapt. “Of course, all companies are creating scenarios, running them to see,” he explained.

On February 11, the Senate approved the reform to Article 123 of the Political Constitution of the United Mexican States, to gradually reduce the workweek from 48 to 40 hours. The reform aims to improve the quality of life and balance work and personal life for employees; however, its implementation will depend on specific regulations, labor oversight, and adjustments in the various productive sectors.

High transportation costs, limited connectivity, and lagging infrastructure in ports, roads, and railways continue to hinder productive efficiency in Mexico and the rest of Latin America, warned the report ” Seizing the Moment: Latin America’s Productivity Opportunity ,” prepared by McKinsey & Company .

According to the analysis, Mexico is the best-positioned country in the region thanks to its integration with North America. With 63 data centers and low-latency connections , less than 200 milliseconds (ms) to the United States, it strengthens its role in manufacturing and digital services .

Sectors such as medical devices, with exports exceeding 20.3 billion dollars (USD) in 2023, and participation in semiconductor production, driven by the Kutsari project which seeks to strengthen design capabilities and establish specialized R&D centers, along with the automotive industry, position the country as a strong competitor in the region.

However, its road and rail networks require modernization to reduce costs and travel times , bringing prices closer to the standards of the Organisation for Economic Co-operation and Development (OECD) . The report also noted that the country faces the challenge of strengthening its electrical infrastructure to meet the growing demand from advanced manufacturing.

He emphasized that Mexico has the geographic advantage and industrial capabilities to lead regional expansion . Its challenge will be to guarantee energy reliability, invest in infrastructure, and improve logistical efficiency, especially in underserved regions, to consolidate its position as the engine of Latin American productivity in the coming years.

Latin America, the big bet

The consulting firm detailed several indicators that explain Latin America’s lagging position, such as the lack of infrastructure that restricts intraregional trade. According to the report, intraregional trade represents only 15% of total exports in the region, far below the 60% recorded in the European Union . The situation could improve if countries made joint investments in shared physical and digital infrastructure, including regional ports, highways, and digital traffic management systems, which would be key to ensuring trade flows.

Despite these obstacles, the region has a promising outlook. By 2040, Latin America could transform its next-generation manufacturing sector and generate up to $200 billion in additional annual revenue , provided it manages to mobilize accumulated investments of nearly $230 billion.

The potential lies in industries such as electric vehicles, batteries, semiconductors, and medical devices, which could grow at compound annual growth rates of between 5% and 16%, depending on the scenario. Factors such as the energy transition, supply chain diversification, technological advancements, and the growing demand for healthcare create opportunities. However, the region will need to strengthen its infrastructure and develop its human capital .

Given this, Latin America faces a dilemma: maintain its backwardness or opt for a logistical and energy transformation that allows it to take advantage of its potential ; and Mexico, with its strengths and challenges, is emerging as one of the key players for this change.

GUADALAJARA, JAL.- An uncomfortable truth permeated the specialists’ presentations: Mexico doesn’t lack fuel or technology, what it lacks is order. This idea defined the atmosphere of the panel “Energies that Drive Change: Present and Future” at Expo Transporte ANPACT 2025 , where experts agreed that the energy transition of heavy transport is advancing faster than the decisions needed to manage it.

Miguel Ogazón, technical manager of Engineering at the National Association of Bus, Truck and Tractor-Trailer Producers (ANPACT) , made clear the purpose of the meeting: to understand the real status of each energy source (diesel, natural gas, electricity and hydrogen) and to confront the challenges of infrastructure, quality and regulation.

The starkest contrast emerged with diesel. Although it is the most readily available fuel in the country, its quality doesn’t always meet the requirements of modern engines . Andrés Gutiérrez, CEO and co-founder of CIEFSA , explained that the unintentional mixing of ultra-low sulfur diesel with product from refineries that don’t yet comply with that standard is a daily problem.

The lack of tanks and proper separation causes fuel to reach carriers out of specification, a situation that originates in the infrastructure , not in the industry.

Regarding natural gas, Andrés Bayona Insignares, founding partner of Promotora Energética E3, pointed out the enormous gap between the country’s potential and the available infrastructure .

“With only 125 to 130 stations nationwide, growth is possible, but it depends on streamlining permits and processes,” he said.

For him, natural gas is an economical, ecological and safe option, although it requires a minimum network for its adoption in heavy transport to be viable.

Hydrogen revealed another facet of the future. Ysmael Verde, president of the Mexican Hydrogen Society , explained that Mexico possesses privileged conditions for producing green hydrogen , but its progress depends on specialized infrastructure and refueling stations capable of operating at high pressure. Although projects and tests already exist, a framework for scaling up production is lacking.

The most structural reading came from Adolfo Cimadevilla, Director General of Distribution, end uses of electrical energy and social linkage of the Ministry of Energy , who argued that the electricity generation for a gradual transition does exist, but the charging infrastructure is still insufficient for heavy transport.

He stressed that the country must first define what type of electromobility it wants to promote — urban, last mile or long distance — because without that definition any progress will be fragmented.

Throughout the panel, the concept of articulation was repeated like an inevitable echo: regulations that don’t match, infrastructure that doesn’t grow at the necessary pace, and technologies ready without corridors to support them.
