<p><span dir="auto">The </span><a href="https://www.gob.mx/artf"><span dir="auto">Railway Transport Regulatory Agency (ARTF)</span></a><span dir="auto"> launched the tender for the construction and design of </span><strong><span dir="auto">8.854 kilometers (km) of the Saltillo–Nuevo Laredo passenger train</span></strong><span dir="auto"> , segment 15 “A1”, Monterrey Metropolitan Area.</span></p>
<p><span dir="auto">According to the document, the work will be carried out in Nuevo León and Tamaulipas, in order to connect the Monterrey Metropolitan Area with Nuevo Laredo.</span></p>
<p><strong><span dir="auto">The allocation for this project in 2026 amounts to 1,970,206,327.62 pesos</span></strong><span dir="auto"> . The agency specified that the estimated start date for the work will be March 9 of next year, with an execution period of 998 calendar days.</span></p>
<p><span dir="auto">In addition, as part of the process, a visit to the construction site will take place on December 22nd, and a clarification meeting will be held the following day.</span></p>
<p><span dir="auto">ARTF explained that </span><strong><span dir="auto">the proposals will be submitted and opened on February 6</span></strong><span dir="auto"> , and the decision of the competition will be announced on the same day.</span></p>
<p><span dir="auto">It is worth remembering that the decision is also pending, which will be announced this Friday, December 19, for the construction and design of 30.75 km of the Saltillo–Nuevo Laredo train, segment 15 “B”, Monterrey Metropolitan Area.</span></p>
<p><span dir="auto">In this bidding process, the consortium led by <strong><a href="https://ica.com.mx/">ICA Constructora</a></strong><strong> submitted a bid of 11 billion 150 million 858 thousand 547.75 pesos, the lowest</strong> , while  <strong>Proyectos y Estudios Ferroviarios </strong><strong>had the highest proposal</strong> , with 15 billion 271 million 970 thousand 859.57 pesos.</span><strong> </strong></p>

<p><span dir="auto">The ARTF will announce the winner of this competition on </span><strong><span dir="auto">September 15th.</span></strong></p>
<p><strong><span dir="auto">The Saltillo-Nuevo Laredo train consists of the construction of a 395.77 km railway line</span></strong><span dir="auto"> , it will have a double track and stops in Derramadero, Saltillo Centro, Ramos Arizpe, García, and Santa Catarina, Monterrey Centro, Las Torres, Bustamante, Anáhuac and Nuevo Laredo Centro.</span></p>

<p><span dir="auto">It&#8217;s worth remembering that the consortium led by </span><a href="https://ica.com.mx/"><span dir="auto">ICA Constructora </span></a><strong><span dir="auto">was the first winner</span></strong><span dir="auto"> for the construction and design of 100.05 km of this railway system </span><strong><span dir="auto">on segments 16 and 17, Unión San Javier-Arroyo el Sauz.</span></strong></p>
<h4><strong><span dir="auto">Guanajuato seeks to free up road</span></strong></h4>
<p><span dir="auto">On the other hand, the </span><a href="https://www.gob.mx/sct"><span dir="auto">Secretariat of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> , the government of Guanajuato and the municipalities of Apaseo el Grande, Celaya, Villagrán, Cortázar, Salamanca and Irapuato signed </span><strong><span dir="auto">a Framework Agreement for the Coordination of Actions regarding the release of right-of-way</span></strong><span dir="auto"> in the state of Guanajuato, for the development of the Querétaro-Irapuato train.</span></p>
<p><span dir="auto">The purpose of the agreement is to establish the bases, actions, and coordination commitments for the release of the right-of-way required for the construction of the railways, yards, and terminals for the project.</span></p>
<p><span dir="auto">Therefore, </span><strong><span dir="auto"> they will work to define and deliver the final outline of the executive project</span></strong><span dir="auto"> for the construction of the train in a timely manner, and carry out the necessary procedures and actions to clear the right of way, in accordance with said final outline.</span></p>
<p><span dir="auto">As well as receiving from the federal entity and/or municipalities—as appropriate—the properties that are part of the state or municipal property and that are included in the project outline, conducting negotiations with the legitimate owners or possessors of the land, and, where appropriate, promoting the corresponding expropriations in accordance with applicable legislation, among others.</span></p>

<p><span>The 1990s are considered a historically emblematic period for the development of ports in Mexico as we know them today. The 1991 takeover of the port of Veracruz set a precedent for the path the federal government would take, through </span><strong><span>a new public policy that allowed for private investment in these maritime infrastructures through state administration</span></strong><span> . The objective was to regain the unions&#8217; control over the ports.</span></p>
<p><span>Greater trade integration with North America was on the horizon. The country had entered into trade negotiations (1990) with the governments of the United States and Canada to join the North American Free Trade Agreement (NAFTA), which came into effect on January 1, 1994, and which would make this geographic area the largest consumer and production hub in the world. </span><strong><span>Having port infrastructure that could meet this major challenge of globalization was essential</span></strong><span> .</span></p>
<blockquote><p><span>The rest of the countries were also preparing, to a greater or lesser extent, for the rapidly unfolding explosion of global containerization. In Mexico, the fate of the ports was beginning to be mapped out. These would become key players in supporting the policy of greater trade openness with the world.</span></p></blockquote>
<p><span>It was in the port of Veracruz itself where the Mexican government, specifically the newly created Integral Port Authority (API) Veracruz, granted the country&#8217;s first port concession in 1995 to a private company under the new Port Law, enacted the year before. </span><strong><span>This concession was for </span><a href="https://hutchisonportsicave.com/es"><span>International Container Association of Veracruz (ICAVE)</span></a></strong><span> , to operate a specialized container terminal, initially with only four hectares and 200 linear meters (m) of dock; later, under the terms of the concession, it would expand to 504 m of dock and 42 hectares.</span></p>
<p><span>The origin of ICAVE is shared by two companies that bet on that nascent port business: the Mexican </span><strong><span>Ingenieros Civiles Asociados (ICA)</span></strong><span> and the Philippine </span><strong><span>International Container Terminal Services, Inc. (ICTSI)</span></strong><span> , which in their recruitment process of senior executives were kind enough to hire </span><strong><span>Jorge Magno Lecona Ruiz</span></strong><span> as their Director of Operations, who had developed experience in maritime-port issues from the public sector, without knowing that he and his team would become the architects of the company&#8217;s expansion beyond the Veracruz coast.</span></p>
