The Argentine government launched the tender for the privatization of the company Belgrano Cargas y Logística (BCyL) which includes the General Belgrano, General San Martín lines – both of interest to Grupo México Transportes (GMXT) – and General Urquiza, which will be concessioned for 50 years .

The document specified that the rolling stock, its surrounding properties and the use of the workshops will also be under concession.

The concession will be granted under an open access regime, with investment plans and the possibility of accessing the benefits of the Incentive Regime for Large Investments (RIGI) for those who win said railway infrastructure.

“The goal is to incorporate private capital and management capacity to recover an infrastructure that for decades accumulated deterioration, lack of maintenance and insufficient investment, despite the growing resources allocated by the National State,” he stated.

He recalled that at the beginning of the current administration, BCyL presented a critical operational and financial situation, since technical reports indicated significant economic losses for the company , coupled with a significant deterioration of the infrastructure, a high number of derailments, lack of cyclical maintenance and a failure of between 20% and 40% of the scheduled maintenance of the traction fleet during 2023.

Faced with this situation, the new model seeks to have the private sector contribute the capital and experience , and assume the entrepreneurial risk necessary to recover and develop the system, while the National State maintains its functions of regulation, oversight and control.

The open access scheme for railway infrastructure will allow the participation of different operators under objective and non-discriminatory conditions. It also includes mandatory works that must be carried out during the first five years of the concessions, along with optional works that bidders may commit to and which will be considered during the awarding process.

The 50-year timeframe will create the necessary conditions for large-scale, long-recovery-period railway investments , providing predictability for the development of new infrastructure and the incorporation of private capital.

In turn, the long-term horizon will allow for monitoring the maturation of new loads and will ensure that the concessionaire has incentives to maintain and renew the network throughout the term of the contract.

The railway network of more than seven thousand kilometers to be concessioned directly impacts 16 provinces: CABA, Buenos Aires, Córdoba, Entre Ríos, Corrientes, Misiones, Chaco, Santa Fe, Santiago del Estero, Tucumán, Salta, Jujuy, Mendoza, San Juan, San Luis and Catamarca.

The planned interventions include works to eliminate the railway bottleneck in the city of Santa Fe and recover the sugar branch of the Belgrano Line; rehabilitate the capacity, reliability and regularity of the main corridor of the San Martín Line; and recover the trunk branch of the Urquiza Line.

Argentina’s Ministry of Economy specified that the deadline and time for consultations on the bidding documentation will be until October 28, and the submission and opening of bids will be on November 11 of this year.

The winner of the tender will have to carry out the mandatory works within the first five years from the date of taking possession.

As well as the optional and additional works authorized to which it has committed in its offer within the agreed period, which may not exceed 15 years.

It is worth remembering that in 2025, GMXT confirmed its interest in participating in the bidding process for the modernization and operation of a railway network in Argentina .

According to reports from Argentine media, at that time, Bernardo Ayala, CEO of GMXT USA, had confirmed the above after a meeting with journalists, where he stated “that it is a unique opportunity to participate in a process similar to the one carried out in Mexico in 1998.”

CANCÚN, Q. ROO – Strengthening trade between Mexico, the United States, and Canada will require a rail system capable of offering much more than just installed capacity. The resilience of supply chains in North America will increasingly depend on the integration of infrastructure, technology, digitalization, and coordination among operators, authorities, and users, agreed representatives of major rail companies during the panel “Resilient and Sustainable Rail Transport: Integrating Infrastructure, Technology, and Sustainability in the USMCA,” held at the 2026 National Freight Transportation Forum of the National Association of Private Transportation (ANTP) .

The discussion made it clear that the growth of nearshoring (relocation of production lines) and the consolidation of the United States-Mexico-Canada Agreement (USMCA) are increasing pressure on regional logistics infrastructure, forcing the rail sector to evolve toward more agile, connected, and sustainable operating models. According to the panelists, North American competitiveness will no longer depend solely on having more tracks or locomotives, but rather on building logistics chains capable of responding quickly to an environment of greater demand, uncertainty, and environmental requirements.

Linda Hernández, Business and Industrial Development Manager at Canadian Pacific Kansas City (CPKC) , stated that rail integration between Canada, the United States, and Mexico represents an opportunity to simplify cross-border operations and offer more competitive alternatives for users. “Railways are about connection, trust, but above all, they are a promise of continuity,” she affirmed, explaining that the merger between Kansas City Southern and Canadian Pacific (which ultimately resulted in CPKC) made it possible to build the first rail network directly connecting the three North American countries.

The executive emphasized that true growth in rail capacity depends not only on expanding physical infrastructure. “True capacity lies in coordination. It lies in designing reliable services, investing in infrastructure, digitizing processes, and building alliances with authorities, customers, ports, terminals, and carriers,” she noted. Following this logic, she explained that a logistics chain “is not as strong as its largest link, but as its weakest.”

As an example of this strategy, Hernández presented the Mexico Midwest Express (MMX) and Southeast Mexico Express (SMX) services , developed after the integration of CPKC to directly connect Mexican industrial centers with the Midwest and Southeast United States in journeys of less than four days. He also highlighted the addition of refrigerated containers, the installation of new Senasica inspection points outside the border, and the opening of the second international rail bridge in Laredo, infrastructure that doubled the rail exchange capacity between the two countries. “When we connect the rail network, the region undoubtedly moves forward,” he summarized.

From the perspective of Grupo México Transportes (GMXT) , resilience also involves incorporating artificial intelligence into the core of rail operations. Daniel Doria, Commercial Director, explained that the company is developing “La Maquinista ,” an artificial intelligence system designed to optimize train formation, allocate capacity, and improve the network’s operational performance. The project, he said, does not seek to replace human expertise, but rather to enhance it through algorithms capable of learning, anticipating, and making operational decisions in real time.

The initial results, he asserted, already show significant reductions in dwell times, a higher average network speed, and more efficient use of the rail fleet. For Doria, artificial intelligence will be a productivity enabler, while modal integration will remain essential. “Road transport and rail definitely coexist, and coexist very well. It all depends on the customer’s needs,” he stated, emphasizing that both modes of transport must complement each other to offer tailored logistics solutions.

The executive added that GMXT, part of Grupo México , continues to strengthen its coverage through annual investments of between $450 and $500 million in infrastructure, yards, terminals, locomotives, and technology, as well as promoting alternatives such as CG Rail , the rail-sea service connecting Coatzacoalcos (Veracruz) with Mobile (Alabama), as a new option for trade between Mexico and the United States. “When infrastructure, technology, and logistics work as a single network, growth ceases to be a possibility and becomes a competitive advantage,” he concluded.

Francisco Fabila, CEO of Ferrocarril y Terminal del Valle de México (Ferrovalle) , stated that the transformation of the railway system will depend on the automation of critical operational processes . He explained that the company operates the most important intermodal rail hub in North America, located in the nation’s capital, and that the challenge lies in managing more than one hundred trains daily in a highly congested area using digital tools and artificial intelligence.

To achieve this, Ferrovalle incorporated rail arches with optical recognition , automated mechanical inspection systems, railcar classification algorithms, and control centers that allow for real-time monitoring of the entire operation. With these tools, processes that previously took several hours can now be carried out virtually instantly, while customers can track every movement of their trains, containers, and tractor-trailers from digital platforms. “Every movement, every train, every load, every container, and every truck is digitally visible in real time to the customer and in an automated way,” Fabila emphasized.

In parallel, he explained that digitalization has also improved the efficiency of the Pantaco intermodal terminal (also known by that name), where truck access times have been reduced from several minutes to just seconds thanks to OCR systems and artificial intelligence, strengthening connectivity between rail and trucking. He also emphasized that technology has become an essential component for reinforcing security and maintaining operational continuity at the main rail hub in the Valley of Mexico.

For her part, Daniela Zarza, Business Director – Premium at Union Pacific , focused her remarks on the need to continue strengthening North American rail integration through investments, strategic mergers, and talent development. She explained that the company is undergoing a regulatory process to finalize its integration with Norfolk Southern , which would allow for the construction of a transcontinental rail network—from coast to coast in the United States—and eliminate interchange points that currently limit the smoothness of operations. In her view, greater competition among operators will ultimately benefit customers directly through improved services and shorter transit times.

The executive also highlighted that Union Pacific, which operates cross-border services through six border crossings between Mexico and the United States , makes ongoing investments in infrastructure maintenance, technology, and cybersecurity, while also promoting diversity and inclusion strategies to increase female participation in the railroad’s operational areas by 2030. Simultaneously, the company is advancing the development of locomotives with hybrid technologies and initiatives to reduce the carbon footprint of rail transport. “Rail is the safest mode of transportation in Mexico and the United States,” she stated, noting that a Union Pacific train can travel a distance equivalent to 49 times around the world before derailing.

Although each company presented different strategies, the message converged on a single point: the future of rail transport in North America will depend on its ability to integrate infrastructure, artificial intelligence, automation, sustainability, and collaboration among all actors in the logistics chain. In an environment where regional trade continues to accelerate, rail operators agreed that resilience is no longer just about recovering from disruptions, but about anticipating them and turning them into a competitive advantage under the USMCA.

Mexican logistics faces a paradox: while the country is positioning itself as a strategic hub in global supply chains, the pool of specialized talent is not growing at the same pace . The debate is no longer just about whether more infrastructure or technology is needed, but whether the human capital capable of operating these systems with sound judgment, efficiency, and regulatory compliance is being developed.

During the panel “Logistics and People: How to Retain the Most Valuable Asset in the Supply Chain ,” organized by the #SoyLogístico Association , it became clear that the talent shortage is no longer a temporary situation. “The competition isn’t between companies, it’s between supply chains… and who makes this happen? Human capital,” stated Exie Moscoso, director of the Institute of Postgraduate Studies in International Trade (IEPCI) .

The diagnosis is clear: the lack of qualified professionals has become a structural threat. Logistics cannot be conceived without foreign trade and regulatory compliance, and both demand specialists capable of anticipating, planning, and resolving issues. Today’s market requires practical, immediately applicable knowledge that allows professionals to cope with fluctuations in demand, tax reforms, and a digitalization process that is outpacing traditional curricula.

Mauricio Barrientos, a professor at IEPCI, noted that formal specialization in these subjects is relatively new . “Twenty years ago there was no master’s degree (focused on logistics); we’ve only been seeking specialization in these areas for a very short time.”

This historical gap explains why many companies still struggle to find talent with technical depth in foreign trade and integrated logistics.

From the operational front, Alberto Castillo, Deputy Director of Warehousing and Foreign Trade at Grupo México Transportes (GMXT) , indicated that companies’ failure to train their staff has three costs: turnover, inefficiency, and legal risk . Filling a vacancy can represent between six and nine months’ salary; an error at customs or with taxes can lead to penalties, program cancellations, or irreversible losses.

“The most expensive tax for companies is the tax of inefficiency,” he warned.

The debate also debunked the idea that salary alone retains talent. Claudia Patrón, Director of Logistics and Supply Chain at the Ministry of Economy , was clear: “Your competitor can offer you the same salary… companies should invest more in professional development .”

In a context of constant reforms to the Customs Law and the tax framework in Mexico, continuous updating is not optional; it is a condition for business survival .

Following this logic, the Ministry of Economy launched a program last year called Logistics Route , a strategy that stems from a worrying reality: more than 80% of micro, small and medium-sized enterprises (MSMEs) lack formal clarity on what a supply chain is and how it works.

The program began with 13 training modules and 33 volunteer specialists. The response exceeded expectations with 10,200 participants, but only 4,000 of them completed the program . Now, it is evolving toward competency standards and micro-credentials that aim to certify specific skills within the sector.

The intention is clear: to integrate logistics and foreign trade as a single productive ecosystem and to raise the technical level from the business base.

Artificial intelligence can automate tasks, but it doesn’t replace judgment or the ability to interpret regulations. That judgment is built through continuous training.

The message from the panel is uncomfortable, but necessary: Mexico will not lose competitiveness solely due to a lack of infrastructure, but rather due to a lack of skilled talent to operate it . Professionalization is not an expense; it is the investment that determines whether a supply chain will be resilient and profitable, or vulnerable to the first mistake.

2026 will be a turning point for intermodal transport in Mexico , a year in which Luis Hernández , the new president of the Mexican Intermodal Transport Association (AMTI) , is preparing to transform this key segment of the national logistics sector. His vision for this year is clear: to boost competitiveness in the North American region by standardizing foreign trade processes and converting a larger portion of land freight to the intermodal model. Hernández, who also serves as executive vice president of Intermodal at Grupo México Transportes (GMXT) and Florida East Coast Railway , is confident that this process will be vital for strengthening the sector.

As we move into 2025, the results already point to a positive outlook. In the last year, cross-border traffic experienced a 25% increase, a significant figure attributed to the rise in Mexican exports to its northern neighbors. Furthermore, new rail services to the southeastern and northeastern United States have also played a crucial role in this growth. However, at the national level, the outlook has been less favorable . Although the country continues to experience positive figures overall, the maritime and land transport sectors faced setbacks. In particular, customs changes implemented at key ports such as Manzanillo, Lázaro Cárdenas, and the Mexico City customs office generated cargo delays and a significant shift toward road transport. In fact, the 10% to 12% decline in the maritime sector reflects how regulations and process changes directly impact the intermodal logistics chain.

INTERMODAL BOOST

Nevertheless, optimism persists. “Adapting to these changes will give us a competitive advantage. Once the regulatory challenges are overcome, the sector will be able to attract more cargo, and collaboration with terminals, ports, and customs will be more efficient,” says Hernández, who is convinced that 2026 will be a year of recovery and expansion for the intermodal sector . Furthermore, the growing demand for this transportation model is supported by a favorable economic climate: investments are flowing toward equipment modernization and the arrival of new players in the market. The incorporation of American chassis in Mexico and the growth of players like the Isthmus and Trans-Isthmus Railways, which are seeking to open routes to the southeast of the country, show that the industry is evolving. “The southeast is a crucial point for intermodal operations. If we manage to attract the right participants, this region will become a fundamental engine for the expansion of intermodal transport,” he adds.

The Intermodal Association of South America (AIMAS) considered the possible arrival of Grupo México Transportes (GMXT) to Argentina to be positive, as it would attract other companies and boost intermodal transport and its expansion in the region.

“What will save Argentina’s economy and railways will not be privatization itself, but the model that railway companies implement. The integrated North American railway model, plus the expansion proposed by AIMAS, in strong alliance with the region’s trucking (and shipping) industry, will have a positive impact on the entire region,” said Jorge de Mendonça, president of the organization.

In an interview with T21, he commented that the development of the railway industry in Argentina will also impact neighboring countries such as Brazil, Chile and other nations .

Federico Ignacio Weinhold, treasurer of AIMAS, reiterated that the railway in particular and the economy have a new opportunity for their rebirth.

“Seeking to assimilate and apply lessons learned from countries that seriously and sustainably improved their rail logistics, such as Mexico, the United States and Canada, with a particular emphasis on transparent, reliable and long-term regulatory frameworks, the right incentive system and incremental improvements, plus a commercial supply capacity that keeps pace with current and future demand, which is increasingly sophisticated across all sectors, sizes and locations of the economy,” he said.

For his part, Daniel Marcelo Campana, a railway and automotive technician at AIMAS, considered that Argentina has lost the capacity to audit the railway , so it will be necessary to create a regional authority similar to that of airplanes, such as the International Civil Aviation Organization (ICAO) , where each local control authority must ensure compliance with international standards.

In that regard, he stressed that the regulations and processes must be those required by the region and not a simple licensed import from other continents.

Similarly, he explained that Ferromex’s proposed model of vertically integrated rail and intermodality represents a complete paradigm shift , which will generate resistance from business owners who profit from this transportation system by effectively disregarding its public service nature. “This resistance will manifest itself in angry, supposedly technical, opinions highlighting the impossibility of having a competitive railway in Argentina.”

Jorge de Mendonça offered the support and advice of the organization to companies that show interest in participating in the railway privatization process in Argentina .

He emphasized that what AIMAS proposes for Argentina and the region is the model that Ferromex is familiar with, so it will find interest among transporters, ports, universities and provinces, “people who are already paying attention, who are the ones to whom we have been suggesting the model for eight years.”

Grupo México Transportes (GMXT) confirmed its interest in participating in the bidding process for the modernization and operation of a railway network in Argentina, where it anticipates an investment of three billion dollars

According to reports from Argentine media, Bernardo Ayala, CEO of GMXT, confirmed the above after a meeting with journalists, where he stated “that it is a unique opportunity to participate in a process similar to the one carried out in Mexico in 1998.”

He specified that they will seek opportunities for the mining, agricultural, and consumer goods sectors with the goal of creating a “highly efficient” railway network .

The Argentine government announced earlier this year that it would carry out a privatization process with the purpose of increasing cargo volume and achieving an economically and financially sustainable operation of the General Belgrano, General San Martín (both of interest to GMXT) and General Urquiza lines, managed by Belgrano Cargas y Logística, because a level of investment in infrastructure and incorporation of rolling stock is required that exceeds the possibilities of generating funds and borrowing capacity of the company and the State.

“In order to ensure the continuity of operations in an efficient and competitive manner, it is essential to incorporate private investors, considering the total privatization of Belgrano Cargas y Logística as the ideal means to achieve this end,” stated Decree 67/2025.

In that regard, the Ministry of Economy of Argentina instructed the various agencies involved in the privatization process to carry out the necessary actions to deepen this process, and the Secretariat of Transport to prepare and manage the bidding, technical and contractual documentation, with the prior intervention of the Agency for the Transformation of Public Companies.

In that regard, the State will cease to be the rail operator of freight transport on that system and of all the infrastructure, such as rolling stock, tracks, workshops, and adjacent buildings.
On the night of the Tameme National Logistics Awards ceremony , executives, academics, and suppliers from the Mexican logistics ecosystem gathered around my table. The conversation flowed between the major issues of the moment: the complexity of organizing the 2026 FIFA World Cup, the precision required by Formula 1, Trump’s tariffs, the renegotiation of the United States-Mexico-Canada Agreement (USMCA), foreign trade, and even new strategies for conquering the last mile. The scene might seem trivial, but it is, in reality, a reflection of a community that has matured and now plays a central role in the country’s competitiveness.

Until recently, logistics was seen as a silent operation, subordinate to commercial or production decisions. Today, Mexican companies—large and medium-sized—have understood that no corporate strategy can be sustained without a solid logistics framework , capable of guaranteeing the continuous flow of goods and the resilience of their supply chains. The growth of this discipline is largely explained by the industrial impetus generated by the former North American Free Trade Agreement (NAFTA) and by the realignment that nearshoring has caused in global networks. Mexico now has a professional community estimated at more than 250,000 logistics professionals: a diverse, technically skilled workforce with a cross-cutting presence in virtually every industry.

However, development has not been uniform. While corporations are building specialized teams to reduce costs, innovate, and measure performance with world-class metrics, micro and small businesses are only just beginning to discover logistics as a lever for efficiency. Even so, the sector’s visibility has grown, not only within the corporate sphere but also in the public sector, where governments are beginning to recognize logistics professionals as an essential link that deserves supportive policies, adequate infrastructure, and functional regulatory frameworks .

The pandemic, paradoxically, accelerated this recognition. When cities ground to a halt, it was logistics professionals who kept the supply chain running . Suddenly, the average citizen understood that behind a click lay a complex system of transportation, warehouses, technologies, inventories, and people. This increased visibility changed the public perception of the supply chain.

In this context, the work of the #SoyLogístico Association has been crucial. For a decade, it has promoted the strengthening of the sector, bringing together companies, executives, and academics under a common purpose: to professionalize and elevate logistics. Its most prominent showcase is the National Logistics Award (PNL) , an initiative that since 2000 has recognized those who have transformed this sector from various perspectives.

On the evening of November 6th, the Association celebrated the 25th annual PNL 2025 awards ceremony , a gala that combined recognition and reflection. One of its most moving moments came when David Martínez, CEO of #SoyLogístico, was surprised with a Tameme Award for his career and contributions to the sector, dating back to his time at the National Association of Supermarkets and Department Stores (ANTAD) , where the idea for this award originated and for which T21 is part of the judging panel.

The association’s president, Xavier Ordóñez, noted that over the past 25 years, 110 awards have been presented to 40 companies, 29 executives, 13 academics, and 28 logistics service providers , with more than 6,000 projects submitted. The 2025 edition was no exception: of the 30 projects evaluated, nine were selected as winners, reflecting the diversity and dynamism of the national logistics ecosystem.

Among them, in the Executive category, Juan Arévalo Carranza , CEO of Baz Entregas and Head of Digital Supply Network at Grupo Elektra , stood out , recognized for his focus on technological integration and traceability. With over 25 years of experience, Arévalo embodies the profile of the new logistics leader: a hybrid of engineering, digital innovation, and customer management.

Also receiving an award in the same category was Hugo Reséndiz Morales , Logistics Director at Hitachi Energy , who has built his career from the factory floor to the strategic design of regional supply chains.
