Industrial developer FINSA renewed the “ AMPIP Safe Industrial Park ” distinction in six of its industrial parks for the period 2026-2028, consolidating its commitment to safety, operational continuity and certainty for companies located in its developments.

The renewal was presented during the Second Meeting of Associates of the Mexican Association of Private Industrial Parks (AMPIP) , held in Monterrey, Nuevo León, where David O’Donnell , president of the Board of Directors of AMPIP, recognized the company for maintaining compliance with the program guidelines in six of its industrial parks.

The AMPIP Safe Industrial Park program was designed in 2023 under the presidency of Sergio Argüelles , with the objective of establishing operating rules and technical criteria that strengthen the competitiveness, asset security and logistical protection of the country’s industrial parks.

The FINSA parks that retained their certification are the following complexes: Aguascalientes Industrial Park, Puebla Industrial Park I, Querétaro Industrial Park II, Santa Catarina Industrial Park I, FINSA Apodaca Industrial Park and FINSA Guadalupe Industrial Park.

The evaluation carried out by AMPIP considers audits in 10 comprehensive security standards , including strategic planning, physical security, access controls, business partner management, process security, cargo vehicle inspection, personnel security, information and documentation protection, training and incident management.

For Claudia Esteves , general manager of AMPIP, the renewal of the distinction takes on special relevance in the current economic and logistical environment.

“Reaffirming this commitment right here in Monterrey, a key epicenter for international value chains, has strategic significance. FINSA’s renewal of this certification in six of its industrial parks demonstrates that our sector is moving toward a higher standard of sophistication. By certifying such meticulous processes, we inject resilience and operational certainty into the entire North American supply chain. The continued commitment of developers like FINSA raises the bar for quality across the entire national industry,” he said.

The renewal of the certification is based on the report submitted by FINSA to AMPIP, in which the company demonstrated that the security and infrastructure systems audited by external consultants show no significant changes. Furthermore, FINSA committed to submitting its six parks to another external audit within two years.

For his part, Sergio Argüelles, CEO of FINSA, highlighted that certification has become a key element in strengthening the confidence of investors and tenants.

Amid a favorable context for industrial investment in Mexico driven by nearshoring , FINSA announced changes in its leadership structure with the appointment of Rocío Palafox as its new CEO, a position she will assume on June 1st.

FINSA , a developer of industrial parks in Mexico, presented the first international analysis of the Industrial Development Index (IDI) to assess manufacturing competitiveness in emerging economies and the structural conditions that could influence it in the coming years. The results positioned Mexico, India, and Vietnam as the countries with the highest level of industrial development among a group of 14 nations analyzed .

“In an increasingly challenging international environment, global value chains are evolving towards more resilient and diversified models . This opens up significant opportunities for emerging economies that can offer stability, talent, and competitive industrial capabilities,” emphasized Sergio Argüelles, president of FINSA.

The IDI’s comprehensive measurement gave Mexico a score of 60 points , compared to an overall average of 39 points. Panama registered the lowest levels with 20 points. The study used 33 indicators to measure the industrial economic environment and four enablers of future growth: logistics, social environment, sustainability, and talent and innovation .

In the industrial economic environment dimension, Mexico ranked first, being the leading manufacturing exporter in the group , with shipments of US$463 billion in 2023; followed by Vietnam, with US$300 billion; India, with US$273 billion; Malaysia, with US$214 billion; and Turkey, with US$208 billion. Mexico’s manufacturing GDP reached US$352 billion , representing 20% ​​of the national economy.

In terms of trade integration, Mexico has an extensive foreign trade network with 23 international treaties, making it one of the most open economies in the group analyzed.

In terms of logistics enablers , the report considered factors such as infrastructure quality, logistics efficiency, digital connectivity, and cargo movement, where economies like Turkey, Malaysia, and Thailand show higher levels of efficiency than Mexico , which faces significant challenges in terms of infrastructure and efficiency in this area.

Regarding social enablers , which include indicators of human development, rule of law, security, institutional legitimacy and labor participation, Chile and Costa Rica stood out, while Mexico faces challenges in aspects such as perception of corruption, rule of law and presence of organized crime, which is a risk to investment.

In the sustainability dimension , Mexico shared first place with Brazil in energy efficiency regulation, according to the World Bank ‘s RISE index .

Regarding talent and innovation , 42% of manufacturing value added in Mexico comes from medium- and high-technology sectors, positioning it as one of the most advanced countries in the group. However, investment in research and development remains at a level close to 0.3% of GDP, a figure lower than that recorded in other emerging economies.

The International Industrial Development Index provides a snapshot of the state of manufacturing in emerging economies and the factors that will define their future competitiveness .

Argüelles emphasized that this knowledge will allow us to take advantage of the opportunities that arise with the transformation of international manufacturing.

Nuevo León, Chihuahua, and Coahuila once again ranked among the top three in the national ranking, consolidating their position as the most robust industrial hubs in Mexico, according to the results of the third edition of the Industrial Development Index (IDI) 2025 , prepared by FINSA , an industrial real estate developer.

According to the analysis, Baja California maintained its fourth position and the State of Mexico ranked fifth, driven by advances in infrastructure and economic dynamism.

In the infrastructure category , which assesses the availability and evolution of space designated for industrial development in each entity, as well as the quality and capacity of its physical and digital connectivity, Nuevo León expanded its leadership, reaching 17.9 million square meters (m²) of industrial space , in addition to having the highest level of new construction, with an average of 1.3 million m² per year over the last five years.

Chihuahua and Baja California remain among the states with the highest installed capacity and sustained growth.

Mexico City also stood out, with an annual average of 334,000 m² of new construction, followed by Coahuila with 321,000 m², Jalisco with 271,000 m², Querétaro with 221,000 m², and Guanajuato with 209,000 m².

In terms of connectivity, the Felipe Ángeles International Airport (AIFA)  positioned the State of Mexico as the national leader in air cargo, “although an impact is anticipated from the last quarter of 2025 following the revocation of routes by the United States government.”

The growth of containerized cargo in the ports of Lázaro Cárdenas and Veracruz strengthened the logistical position of Michoacán and Veracruz.

In contrast, road safety indicators showed progress in Tlaxcala, San Luis Potosí and Morelos; while Mexico City, Durango and Nayarit showed significant setbacks, detailed the IDI 2025.

“The Industrial Development Index has become a strategic tool for evaluating the real capacity of entities, in line with initiatives such as the Mexico Plan , which seek to articulate a long-term industrial and territorial policy,” highlighted Sergio Argüelles, president and CEO of FINSA.

Regarding the environment and sustainability , Durango stood out in wastewater treatment, with levels close to 100 percent. It was followed by Jalisco, Mexico City, Aguascalientes, and Baja California. However, critical gaps persist in the southeast of the country, particularly in Campeche and Yucatán.

Chihuahua, Baja California, Nuevo León, Mexico City and Tamaulipas had an outstanding performance as main drivers of LEED certified buildings, although 17 entities did not register any activity in the period analyzed.

Among other data, the IDI revealed that Mexico City also led in the number of researchers linked to industry, applications for inventions and STEM graduates (science, technology engineering and mathematics).

Regarding economic development , Nuevo León (12.6%), State of Mexico (9.3%), Coahuila (8.2%), Jalisco (7.9%), Guanajuato (6.9%) and Baja California (6.6%) concentrated the largest share of the manufacturing Gross Domestic Product (GDP) .

Meanwhile, Mexico City took the national lead for the first time in Foreign Direct Investment (FDI) in the secondary sector, that is, the industrial sector, with an annual average of 16.7 billion dollars (USD) , while Nuevo León remained at 11.7 billion USD .

Manufacturing exports continue to be concentrated in Chihuahua, Coahuila, Baja California, Nuevo León, and Tamaulipas—which together account for more than 53% of the national total. Jalisco, Sonora, Guanajuato, and San Luis Potosí show relative improvements in intermediate positions.

Among the conclusions of the analysis, FINSA noted that global conflicts, as well as trade tensions between the United States and China, have accelerated the transition to regional supply chains, where resilience, proximity, and logistical security are becoming key factors.

In this scenario, Mexico maintains a privileged strategic position as the main trading partner of the United States and as a natural platform for productive integration in North America.

“The coming years will be crucial for more regions of the country to capitalize on these trends. Mexico has a historic window of opportunity to consolidate a balanced and competitive industrial policy aligned with the challenges of sustainability, innovation, and logistical security imposed by the new global order,” highlighted IDI 2025.

However, the opportunities arising from nearshoring (relocation of production lines), manufacturing expansion, and technological transformation are being captured unevenly across regions, deepening differences in infrastructure, talent, sustainability, and security.

“We have others developed that we will soon announce, at least two. No (in the north), they are very similar sizes to what we are doing in Querétaro. A standard-sized park would be 60 hectares and a large one could be up to 150 hectares,” said Albertina Leal, vice president of Communication and Corporate Strategy of the firm.

He explained that this new infrastructure will be aimed at sectors such as semiconductors, electronics, and data centers, to name a few.

Without revealing investment figures, he highlighted that this growth is driven by nearshoring and logistics, the latter due to its development that it has registered in the last five years, “one of these its vocation is more logistical.”

“Of 100% of our clients, 85% are foreigners and of these, all of them are dedicated to export,” he indicated in an interview after a tour of his Querétaro III industrial park.

Héctor Salas, Commercial Director of Finsa Bajío, commented that in the case of this area, it has a competitive workforce , logistical connectivity and proximity to ports, it also has several automotive assembly plants and other types of final delivery products such as trucks. or tractors.

In this sense, he considered the promise that the next federal administration aims to build 100 industrial parks as a “very aggressive goal.”

“Yes, it is possible, it is reasonable and you have to check the size, investment, product such as industrial parks, automotive parks, just in time, there is a lot of variety. It is a goal that implies that we have to work together, government and private initiative, and with the government’s willingness, you are already making very substantial progress in their willingness to help, you have to look at the details,” he said.

Regarding problems with the supply of water and energy, he said that the company is aware of the environmental issue and does not promote high consumption projects.

Regarding the interest in the south-southeast of Mexico, he commented that they are already “turning” to see that region, and assured that the interoceanic corridor is a good project, since the country needs a more comprehensive development, although it requires time and resources, “the idea is good, we have to balance Mexico more but we have to see the times.”

He mentioned that there are currently expensive markets with little energy, so “the logical path is to go where there is infrastructure and if the government manages to put what we need, we would see it, but we have to develop all those supply chains throughout the year.” isthmus”.

Likewise, he explained that the Mexico-Querétaro-Guadalajara train announced by Claudia Sheinbaum, virtual president-elect, will benefit the industry in infrastructure and labor.

“With a fast transportation route, there is no staff turnover, there is a better quality of life. The company would be more efficient, it will have quality response, faster and cheaper freight, greater security, not only for the company but for the entire productive ecosystem,” he said.

After the elections on July 2, Finsa conducted a survey of 79 clients and among the results it was found that they are seeing a stable, strong country that has counterweights.

Foreign companies live in the Finsa Querétaro III industrial park, including Dongkuk Steel, Kostal, TE Connectivity, and Abbott, who have promoted nearshoring .

Héctor Salas stated that Querétaro is one of the key production centers  and that competes with Guanajuato, Aguascalientes and Guadalajara, it is “one of the top markets in the country like the northern part, but with four million square meters and a growth of 6% and an existing availability for projects that need to arrive on time.”
