ICA Constructora  won, once again, the construction and design of 30.75 kilometers (km) of the Saltillo–Nuevo Laredo train , segment 15 “B”, Monterrey Metropolitan Area.

According to the  Railway Transport Regulatory Agency (ARTF) , the consortium headed by said company submitted a bid of 11 billion 150 million 858 thousand 547.75 pesos, the lowest among those registered for this competition.

Based on data from the bidding process, the agency stated that this group’s proposal met most of the legal, technical, and economic requirements, and was therefore solvent.

“The start date for the work will be from January 16, 2026, with an execution period of 1,020 calendar days,” ARTF indicated.

It is worth remembering that ICA Constructora, along with Constructora de Infraestructura, Construcciones y Trituraciones, Constructora El Cajón, Compañía Hidroeléctrica La Yesca, Desarrolladora de Infraestructura Puerto Escondido, Controladora de Operaciones de Infraestructura and ICA Edificio Satélite, will have the construction and design of 100.05 km of this train in segments 16 and 17 Unión San Javier–Arroyo El Sauz .

Lechería-AIFA train, ready for Q1 2026

Meanwhile, the Mexican government announced that the expansion of the Suburban Train from Lechería to the Felipe Ángeles International Airport (AIFA) will begin operating in the first quarter of 2026 (1Q26) .

“We made the first trip, and the following months will be dedicated to the testing phase. The Ministry of Infrastructure, Communications and Transportation (SICT) , along with military engineers, committed to having it ready for use in the first quarter of 2026. We want people to be able to board in Buenavista by Easter, reach the AIFA (Felipe Ángeles International Airport), and catch their flights to different parts of the country or abroad. We also want all the residents of the State of Mexico in this area to be able to enjoy this beautiful train, which provides vital mobility to the entire Metropolitan Area of ​​the Valley of Mexico,” explained Claudia Sheinbaum, Mayor of Mexico City.

He explained that only three pedestrian bridges need to be built and that the automatic signaling system is currently undergoing testing. He added that the train’s name will be put to a vote .

Andrés Lajous, head of ARTF, recalled that this branch line has a length of 23.7 km, with six stations and a terminal, will have 10 coupleable trains and the journey from Buenavista to AIFA will be around 43 minutes , with an interval of 15 minutes between one train and another at each station.

The operating hours will be from 5:00 a.m. to 12:30 a.m. —in standardization of the service to AIFA with the current service provided from Buenavista to Cuautitlán— with a payment system using the Integrated Mobility Card of Mexico City, and will have 10 trains for this route: seven will be in constant operation, two in reserve and one in permanent maintenance to guarantee the service.

The federal government expropriated a plot of land of more than 24,000 square meters for the construction of the “Nextlalpan” Overpass , a project that is part of the expansion of the Suburban Train to the Felipe Ángeles International Airport (AIFA) .

Through the Official Gazette of the Federation (DOF) it was assured that the surface for said work is appropriate and suitable for the construction of the bridge .

He specified that the Ministry of Infrastructure, Communications and Transportation (SICT) will be responsible for covering the amount of compensation with its authorized budget, in accordance with the appraisals issued by the Institute of Administration and Appraisals of National Assets (Indaabin) .

He explained that the existing vehicular and pedestrian mobility in the area, specifically at the crossing with the railway, is currently carried out through level crossings that are in operation and are regular, which will be maintained and operationally improved through the construction of nine vehicular bridges , distributed along the route of the train, one of these crossings will be the “Nextlalpan” Vehicular Overpass.

In addition, it will reduce travel costs and time for people traveling from the Metropolitan Area of ​​the Valley of Mexico to said airport and vice versa, and will decrease accidents and environmental pollution in the area.

El cargo Mexican government expropriates land for train construction towards AIFA apareció primero en T21.

The expansion of the Suburban Train to Felipe Ángeles International Airport (AIFA) could experience another delay in its inauguration, as it will require a month to complete operational tests.

Maximiliano Zurita, general manager of CAF Mexico , the company involved in the construction of this project, stated that the work is expected to be completed and operational testing to begin next December .

“Normally, testing takes more than a month, but we’re looking at ways to cut down as much time as possible, obviously taking into account safety aspects. The start of operations will depend on the Rail Transport Regulatory Agency (ARTF) ,” he explained.

The executive explained that the delays in the project are also due to the social problems they have faced, causing construction to be halted for several kilometers. However, the relevant authority reached an agreement with the plaintiffs.

It is worth remembering that, according to the federal government, this project would begin operations at the end of 2023 .

In an interview with the media, within the framework of the  XXII ExpoRail , organized by the  Mexican Association of Railways (AMF) , Zurita pointed out that the company is carrying out the construction of certain works of this project, because the Ministry of National Defense (Defense) subcontracted the firm to do it.

Earlier this year, it was reported that the ministry would assume control of this project, as the Mexican government modified the concession title of Ferrocarriles Suburbanos after the company voluntarily relinquished operation of the Lechería-AIFA route, which it had held since 2021.

“We would have liked to operate on him, but given a decision that wasn’t ours to make, we simply accepted, and the federal government will decide who will operate on him. It hasn’t been formally defined,” he emphasized.

Maximiliano Zurita assured that they will continue participating in the tenders launched by the federal administration regarding the railway industry, such as the recent one for the construction of 15 passenger trains for the AIFA–Pachuca route , where the winner was the consortium headed by the Chinese  C RRC Zhuzhou Locomotive .
