<p><span class="s1"><span dir="auto">The approval of the </span><strong><span dir="auto">Modernised Global Agreement between Mexico and the European Union by the European Parliament represents a key step in strengthening Mexico&#8217;s trade diversification strategy, by expanding preferential access for Mexican products to one of the world&#8217;s most important markets and opening new opportunities for exports and attracting investment, the </span></strong><a href="https://www.gob.mx/se"><span dir="auto">Secretary of Economy</span></a><span dir="auto"> stated this morning.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">Economy Secretary </span></span><span class="s2"><span dir="auto">Marcelo Ebrard </span></span><span class="s1"><span dir="auto">highlighted that the agreement could become operational this year, once the Senate of the Republic completes the corresponding ratification process.</span></span></p>
<blockquote>
<p class="p1"><span class="s1"><span dir="auto">He noted that an increase in exports of agricultural products is expected, as well as from the automotive industry, auto parts and other strategic sectors.</span></span></p>
</blockquote>
<p class="p1"><span class="s1"><span dir="auto">With this approval, the European Union concludes the substantive part of the ratification of the trade component of the agreement, which will replace the framework in force since 2000.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">Among the main benefits is that </span><strong><span dir="auto">virtually all Mexican exports will be able to enter the European market under a free trade agreement</span></strong><span dir="auto"> , with preferential treatment. The sectors that will benefit include agri-food, beverages with designation of origin, advanced manufacturing, automotive, auto parts, medical devices, and the chemical and pharmaceutical industries.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">Furthermore, the new agreement strengthens Mexico&#8217;s position as one of the few economies in the world with preferential access to both the </span></span><span class="s2"><span dir="auto">European Union </span></span><span class="s1"><span dir="auto">and North American markets through the </span></span><span class="s2"><span dir="auto">USMCA </span></span><span class="s1"><span dir="auto">, increasing its attractiveness for international investment and trade.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">The figures reflect the importance of this trade relationship. During 2025, bilateral trade between Mexico and the European Union reached </span><strong><span dir="auto">$88.306 billion</span></strong><span dir="auto"> , consolidating the European bloc as the country&#8217;s third largest trading partner and the second largest export market for Mexican products.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">In that same year, national exports to Europe totaled </span><strong><span dir="auto">23,817 million dollars</span></strong><span dir="auto"> , equivalent to 3.6% of the total exported by Mexico.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">In terms of investment, the European Union positioned itself as the second largest investor in the country, with a Foreign Direct Investment of 9 billion 887 million dollars, equivalent to 24.2% of the total attracted by Mexico in 2025.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">With the modernization of the agreement, the Mexican government seeks to consolidate a new stage in the economic relationship with Europe, boosting the competitiveness of national industry, diversifying export markets and strengthening the arrival of new investments to the country.</span></span></p>

<p><span dir="auto">As part of the second edition of the National Made in Italy Day, Mexican and Italian officials reaffirmed the economic relationship between the two nations, with an emphasis on the </span><strong><span dir="auto">industrial machinery sector and the modernization of the Global Agreement between Mexico and the European Union, which highlights the elimination of tariffs</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">At the event, Alessandro Modiano, Italian ambassador to Mexico, noted that </span><strong><span dir="auto">Mexico is the leading destination for Italian imports in the entire American continent</span></strong><span dir="auto"> , with the exception of the United States, where the leading sector of these exports is industrial machinery, accounting for nearly 40 percent.</span></p>
<p><span dir="auto">The diplomat </span><strong><span dir="auto">highlighted the importance of diversification as a &#8220;key word&#8221; in the context of turbulence in international trade</span></strong><span dir="auto"> , and in this context, Mexico has been included on a list of priority countries for the </span><strong><span dir="auto">Italian Ministry of Foreign Affairs</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">For his part, Francisco André, the European Union ambassador to Mexico, detailed the new Global Agreement between the country and the European Union, which will be signed in early 2026, </span><strong><span dir="auto">where he highlighted the elimination of tariffs in all sectors</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">&#8220;In particular, this agreement will eliminate tariffs across all sectors. Tariffs, which unfortunately are a word we hear more often than we&#8217;d like, are a term we hear these days. But while some are raising tariffs, our modernized agreement will eliminate them by nearly 100 percent,&#8221; he declared.</span></p></blockquote>
<p><span dir="auto">He also indicated that the agreement seeks to protect European Union investments in Mexico, and noted that the region is the second-largest investor in the country and the second-largest export destination, generating around six million jobs in Mexico. He also emphasized that of </span><strong><span dir="auto">the 50,000 European Union companies that export to the country</span></strong><span dir="auto"> , 10,000 are Italian, and 80% are small and medium-sized enterprises.</span></p>
<p><span dir="auto">For his part, Sergio Contreras, executive president of the </span><a href="https://www.comce.org.mx/"><span dir="auto">Mexican Business Council for Foreign Trade, Investment, and Technology (COMCE)</span></a><span dir="auto"> , stated that Mexico, </span><strong><span dir="auto">as a leading country in various industries, including the automotive industry, requires high-precision machinery to drive its growth</span></strong><span dir="auto"> . As a major buyer of Italian machinery, he stated, &#8220;it reflects the country&#8217;s potential to incorporate innovation into its production processes.&#8221;</span></p>

<p class="p1"><span class="s1">The <a href="https://commission.europa.eu/index_es">European Union (EU)</a> announced yesterday that negotiations with Mexico to modernize the <strong>Global Agreement</strong> that has governed their political, economic and cooperation relations since 2000 have been concluded.</span></p>
<p class="p1"><span class="s1">Through a statement, it was reported that this new agreement, the result of a dialogue between <strong>Maroš Šefčovič</strong> , EU Commissioner for Trade and Economic Security, and Marcelo Ebrard, Secretary of <a href="https://www.gob.mx/se">Economy</a></span><span class="s1"> , seeks to <strong>strengthen and diversify bilateral relations</strong> through a more ambitious, modern and sustainable framework.</span></p>
<p class="p1"><span class="s1">The agreement focuses on <strong>fostering political dialogue, strategic cooperation and economic relations</strong> , promoting shared values ​​such as human rights, democracy and sustainable development.</span></p>
<p class="p1"><span class="s1">It also sets <strong>advanced standards to combat corruption in the public and private sectors</strong> , and addresses global issues such as climate change, international security and strengthening sustainable supply chains.</span></p>
<p class="p1"><span class="s1">Trade between the EU and Mexico is already significant, with goods worth <strong>€82 billion</strong> in 2023 and services worth €22 billion in 2022.</span></p>
<p class="p1"><span class="s1">This agreement seeks to further strengthen the economic relationship through the <strong>elimination of tariff and non-tariff barriers</strong> , new opportunities for European exports in sectors such as agri-food, financial services and telecommunications; and rules to strengthen the supply chains of critical raw materials.</span></p>
<p class="p1"><span class="s1">In addition, it has a chapter dedicated to <strong>digital commerce</strong> that promotes technological transition in both regions.</span></p>
<p class="p1"><span class="s1">On the other hand, it was stressed that this agreement will protect and encourage European investments in Mexico.</span></p>
<p class="p1"><span class="s1">A central aspect of the agreement is its chapter on <strong>trade and sustainable development</strong> , which includes binding commitments on labor rights, environmental protection and corporate responsibility.</span></p>
<p class="p1"><span class="s1">This will be supervised by a <strong>specific dispute resolution mechanism</strong> and will have the active participation of civil society organizations.</span></p>
<h4 class="p1"><strong><span class="s1">Benefits for European farmers</span></strong></h4>
<p class="p1"><span class="s1">The deal <strong>removes tariffs of up to 100%</strong> on key products such as cheese, pork, chicken, wine and chocolate, which will benefit European exporters.</span></p>
<p class="p1"><span class="s1">In addition, it extends the protection of Geographical Indications to 568 iconic European products, improving their recognition and competitiveness in the Mexican market.</span></p>
<h4 class="p1"><strong><span class="s1">Next steps</span></strong></h4>
<p class="p1"><span class="s1">Once the political negotiations are concluded, both parties will proceed with the corresponding legal and ratification procedures.</span></p>
<p class="p1"><span class="s1">This renewed agreement, which will replace the one in force since 2000, establishes a <strong>platform for a stronger, more inclusive relationship adapted</strong> to the global challenges of the 21st century.</span></p>
<p class="p1"><span class="s1">Since 2008, Mexico has been one of the EU&#8217;s 10 strategic partners, and negotiations to modernize the Global Agreement began in 2016, marking the commitment of both regions to strengthen their partnership in key areas such as the economy, climate change and human rights.</span></p>
<p class="p1"><span class="s1">It should be noted that the recently announced <strong>Foreign Trade Policy of the Mexico Plan includes strengthening the country&#8217;s trade agreements as one of its priorities.</strong></span></p>

<blockquote><p><span>In this regard, he said that it must be understood that foreign trade is the most important dimension of the Mexican economy, so in view of the review of the T-MEC, which will take place in 2026, the negotiating team must defend what it has already won.</span></p></blockquote>
<p><span>In addition, the country must </span><strong><span>open up to trade agreements with the European Union</span></strong><span> and seek other markets, as well as make progress on internal issues, such as infrastructure investment.</span></p>
<p><span>Zapata said that the review will be harsh, since the president-elect of the United States, </span><strong><span>Donald Trump</span></strong><span> , threatened to impose </span><strong><span>tariffs of 25% on Mexico</span></strong><span> if it did not stop the flow of migrants, which is linked to issues that are not commercial.</span></p>

<p>In an event held at the headquarters of the<a href="https://embamex.sre.gob.mx/belgica/index.php/en/"> </a>Mexican <a href="https://embamex.sre.gob.mx/belgica/index.php/en/">Mission to the European Union (EU)</a> in Brussels, Belgium, <strong>the Mexico-European Union Chamber of Commerce (MexChamEU) was officially established</strong> , with the aim of increasing investments and strengthening relations bilateral.</p>
<p>The ceremony was presided over by the Undersecretary of Foreign Affairs, María Teresa Mercado, who had a virtual presence and <strong>highlighted the importance of this new entity to strengthen economic and commercial ties</strong> between Mexico and the 27 member states of the European Union.</p>
<p>In that sense, this initiative seeks <strong>to create a bridge between the business communities of both regions</strong> , promoting economic growth and innovation.</p>

<blockquote><p>“The establishment of MexChamEU represents a significant step towards strengthening bilateral trade and attracting European investments to Mexico, ensuring mutual economic benefits,” said Granguillhome.</p></blockquote>
<p>For his part, the president of the Chamber of Commerce, Gokhan Kantarcigil, expressed his enthusiasm for the launch at a crucial time for the dynamics of global trade.</p>
<blockquote><p>“Our mission is to create new opportunities, boost economic growth and encourage innovation by taking advantage of the strengths of Mexico and the European Union,” said Kantarcigil.</p></blockquote>
<p>The chamber of commerce <strong>will place special emphasis on supporting small and medium-sized businesses (SMEs)</strong>  to expand into new markets, providing useful information and networking opportunities with other companies.</p>
