Given the new regulations for self-consumption fuel establishments, some of the challenges include infrastructure, transportation safety , and compliance with the provisions for carrying out adequate energy logistics.

In an interview with T21, Reynaldo Tovar Arroyo, general director of MAOSA Combustibles , a company dedicated to the marketing and supply of fuels and products of Petróleos Mexicanos (Pemex) , explained that hydrocarbon logistics should be understood as a chain that begins from the origin of the molecule and continues with its transport , storage and delivery to the end user.

In that sense, he considered that the new regulation on self-consumption seeks to “label” the origin of each fuel molecule, from the refinery, the ship or the train that brings it to the country, in a similar way to a blockchain-type traceability system , so the change, which derives from the modifications to the Hydrocarbons Law of March 2025 and the corresponding regulation, published on October 3 of that year in the Official Gazette of the Federation (DOF) , not only represents an obligation for the market participants, but an opportunity to professionalize this activity.

This approach aligns with the new tools being implemented by the National Energy Commission (CNE) . Since January 2026, units transporting and distributing hydrocarbons via means other than pipelines have been required to be marked with a QR code , while the Registration, Administration, and Control System for Permit Holders (SIRACP) allows for enhanced monitoring of operations using GPS.

Reynaldo Tovar Arroyo, general director of MAOSA.

Tovar explained that the so-called self-consumption centers — facilities where transport or industrial companies have their own dispenser and fuel tank for internal use without being a public gas station — operated for years under poorly defined criteria regarding permits, safety and environmental standards.

In response, the new regulatory framework has already begun to be implemented. On August 11, the National Energy Commission (CNE) published the registration program for self-consumption fuel dispensing facilities. The measure aims, among other objectives, to strengthen the traceability of operations .

It is important to remember that the registration period closes on December 31, 2026. From that date onwards, only those with a certificate will be able to continue supplying for self-consumption, and distributors and retailers will be prohibited from selling to anyone who is not registered.

In anticipation of this regulatory transition, the company notified its customers in advance about the need to regularize their facilities and, in some cases, those who did not have the required conditions opted temporarily to refuel at gas stations while they resolved their situation.

In that context, for the investment in self-consumption infrastructure to be justified, the executive specified that the user must handle volumes of between 80,000 and 90,000 liters; below that threshold, he said, it is usually more efficient to buy at a service station.

Mexico needs storage capacity and a network that can maintain supply in the face of situations that could disrupt supply chains . In this regard, the Energy Ministry ‘s minimum petroleum product storage policy has sought to strengthen security of supply through strategic inventories.

Logistics, affected by insecurity

Tovar Arroyo acknowledged that in recent years the company, which originated in Morelia, Michoacán, has faced a more hazardous environment during fuel transport, with incidents involving the theft of tanker trucks, fuel, and drivers. He mentioned several affected areas, including corridors in Michoacán, Tierra Caliente, Manzanillo-Michoacán, Salamanca-Celaya, and sections between Mexico City, Puebla, and Veracruz.

According to Overhaul , in the second quarter of 2026, 76% of cargo thefts involved some type of violence, which, in addition to representing a financial problem, is a direct risk for operators and logistics chains .

During the period, 86.3% of the events registered at the national level occurred in only 10 entities: State of Mexico, Puebla, Guanajuato, Veracruz, San Luis Potosí, Jalisco, Michoacán, Hidalgo, Querétaro and Tlaxcala.

Despite this context, the executive anticipated greater integration of technology into hydrocarbon logistics over the next five years . Among the tools he identified are fleet management platforms, real-time monitoring, predictive analytics, data intelligence, and fuel control systems—elements that could contribute to improved productivity and reduced operating costs.

This evolution is also related to the growth in logistics demand associated with nearshoring (relocation of production lines), which can generate additional needs for specialized transport, infrastructure and energy services, where companies with the ability to combine technology, efficiency, sustainability and regulatory compliance will have better conditions to compete.

The celebration of the 2026 World Cup represents an economic opportunity for Mexico of three billion dollars (mdd) , the arrival of more than five million international visitors, and a positive impact on infrastructure, technology, tourism, consumption and energy.

According to the study “World Cup 2026: economic opportunity for Mexico and its sports venues”, prepared by KPMG Mexico , previous World Cups have generated significant income: in 2018, Russia obtained approximately 5.4 billion dollars, while in Qatar 2022 the figure increased to 7.6 billion dollars, boosting sectors such as infrastructure and tourism.

“This highlights the fact that a World Cup can be an engine of economic development and improve the country brand of the host venue,” said Guillermo Goñi, partner of Integration and Separation Advisory at KPMG Mexico.

The specialist specified that other sectors related to the development of technology and smart solutions will become essential when managing the event, according to the standards required by the body in charge of regulating this sport, which will expand the opportunities for firms specializing in transportation systems, data analysis and security.

In the area of consumption, the demand for local products and sporting goods will increase , creating fertile ground for establishing alliances in industries such as consumer goods and retail .

He believed that investments in sports and urban infrastructure would yield benefits extending far beyond the matches themselves . However, behind the activity at sports venues, airports, hotels, restaurants, and entertainment centers, electricity will be essential to maintain the lighting, climate control, security systems, broadcasts, digital payments, communications, and services used by both visitors and residents during this period of high activity.

He explained that data from the National Commission for the Efficient Use of Energy (Conuee) indicates that electricity represents 27% of residential consumption in Mexico, primarily due to the use of refrigerators, televisions, and air conditioning units. In an event that mobilizes millions of people and captures the attention of audiences both within and outside the country, any interruption in the power supply could affect commercial activities, services, and the experience of those following each match .

Fernando Velasco, general director of Generac Mexico , stressed that the challenge extends to practically all the spaces where activity around football will take place.

“This major sporting event will test Mexico’s energy capacity at all levels. It’s not just about the big stadiums, but about every field, sports venue, or space where football will be played,” he emphasized.

The significance of this international sporting event extends far beyond what happens on the field. According to KPMG, maintaining a reliable power supply will be crucial for sports venues, hotels, restaurants, and businesses to operate normally during those weeks.

Lighting, sound, security, climate control, and broadcasts all depend on uninterrupted power to function smoothly. A power outage not only affects the operation of a building, but can also impact the experience of thousands of people and the image of cities that will be under global scrutiny.

“The experience gained in this type of facility takes on special relevance with the arrival of a global event,” Velasco added.

The challenge, he indicated, will be even greater because this period of intense sporting activity will coincide with the rainy and hurricane season , a time when power outages tend to increase in various regions of the country. Having backup power will help keep operations running and protect both the investment and the experience of the attendees.

“Strengthening the continuity of operations, protecting the reputation of the venues and businesses, and having an energy infrastructure prepared to respond in critical moments will be key factors not only during the busiest weeks, but also for the development of the venues and activities that will continue to generate value in the coming years,” he concluded.

Amid global uncertainty, geopolitical tensions, and internal pressures, analyst Mauricio Candiani warned that 2026 will be a year of “crosswinds” for companies in Mexico, where the key will not be waiting for certainty, but making strategic decisions with pragmatism.

During his presentation at the ANERPV Forum , Candiani used a metaphor comparing the current economy to a turbulent flight. While some react nervously to any jolt, more experienced organizations understand that these episodes are inevitable and operate with clear protocols.

“This is how things are this year; there are slight movements and stronger ones that directly impact the dynamics of businesses, regardless of the sector,” he explained.

One of the main challenges, he pointed out, is the low economic growth . Mexico is advancing at a “baby step” pace, insufficient in the face of key variables such as population growth or the level of public debt.

According to Candiani, the country should grow above both indicators to guarantee long-term stability, something that is not currently happening. This is compounded by a still-high fiscal deficit and a growing debt, which, while not critical, does show a worrying trend.

“The problem is not the size of the debt, it is the trajectory,” he warned.

On the monetary front, he highlighted that the reduction in interest rates represents an opportunity for investment, although he stressed that its impact goes beyond credit: it also directly affects the viability of new projects.

Regarding inflation , the specialist pointed out that it does not represent a serious macroeconomic risk at the moment, as it remains within manageable ranges for the economy.

One of the most critical points of his analysis was the global energy environment, which he described as a “shock” driven more by expectations than by physical scarcity.

In this context, he warned about Mexico’s high dependence on natural gas imported from the United States, which could become a structural risk in the event of supply disruptions.

However, it also identified opportunities, particularly in the development of unconventional gas in the north of the country, driven by changes in energy policy.

“The restriction is not the price, it is the capacity,” he emphasized.

Nearshoring and unequal opportunities

Candiani acknowledged that regionalization and trade with the United States remain key drivers for Mexico, especially within the context of the United States-Mexico-Canada Agreement (USMCA) . However, he cautioned that the benefits are not distributed evenly.

While some regions and industries are growing rapidly due to the relocation of production chains, others are facing lags or even contractions.

“The world is in constant arbitrage of inputs, and Mexico is well positioned to take advantage of it,” he noted.

Another area of concern is the judicial system . Candiani warned about a transition process that could generate greater uncertainty in dispute resolution, forcing companies to rethink their legal and compliance strategies.

He even warned about the strengthening of regulatory powers that allow accounts to be frozen based on presumptions, which increases operational risks .

Beyond the diagnosis, Candiani’s central message was that companies must adjust their decision-making to a reality where government support is limited.

“We have to ask the government as if it could do everything, but in the boardrooms we have to make decisions as if it weren’t doing anything,” he said.

High transportation costs, limited connectivity, and lagging infrastructure in ports, roads, and railways continue to hinder productive efficiency in Mexico and the rest of Latin America, warned the report ” Seizing the Moment: Latin America’s Productivity Opportunity ,” prepared by McKinsey & Company .

According to the analysis, Mexico is the best-positioned country in the region thanks to its integration with North America. With 63 data centers and low-latency connections , less than 200 milliseconds (ms) to the United States, it strengthens its role in manufacturing and digital services .

Sectors such as medical devices, with exports exceeding 20.3 billion dollars (USD) in 2023, and participation in semiconductor production, driven by the Kutsari project which seeks to strengthen design capabilities and establish specialized R&D centers, along with the automotive industry, position the country as a strong competitor in the region.

However, its road and rail networks require modernization to reduce costs and travel times , bringing prices closer to the standards of the Organisation for Economic Co-operation and Development (OECD) . The report also noted that the country faces the challenge of strengthening its electrical infrastructure to meet the growing demand from advanced manufacturing.

He emphasized that Mexico has the geographic advantage and industrial capabilities to lead regional expansion . Its challenge will be to guarantee energy reliability, invest in infrastructure, and improve logistical efficiency, especially in underserved regions, to consolidate its position as the engine of Latin American productivity in the coming years.

Latin America, the big bet

The consulting firm detailed several indicators that explain Latin America’s lagging position, such as the lack of infrastructure that restricts intraregional trade. According to the report, intraregional trade represents only 15% of total exports in the region, far below the 60% recorded in the European Union . The situation could improve if countries made joint investments in shared physical and digital infrastructure, including regional ports, highways, and digital traffic management systems, which would be key to ensuring trade flows.

Despite these obstacles, the region has a promising outlook. By 2040, Latin America could transform its next-generation manufacturing sector and generate up to $200 billion in additional annual revenue , provided it manages to mobilize accumulated investments of nearly $230 billion.

The potential lies in industries such as electric vehicles, batteries, semiconductors, and medical devices, which could grow at compound annual growth rates of between 5% and 16%, depending on the scenario. Factors such as the energy transition, supply chain diversification, technological advancements, and the growing demand for healthcare create opportunities. However, the region will need to strengthen its infrastructure and develop its human capital .

Given this, Latin America faces a dilemma: maintain its backwardness or opt for a logistical and energy transformation that allows it to take advantage of its potential ; and Mexico, with its strengths and challenges, is emerging as one of the key players for this change.

In a context where pressure to decarbonize industrial operations is increasing, distributed generation is emerging as a strategic solution for industrial parks and manufacturing centers in Mexico.

This is key for the Mexican industry, where nearshoring (relocation of production lines) is driving new manufacturing facilities, explained Manuel Ahumada, managing partner of Enlight , a company specializing in microgrids and energy storage.

“Distributed generation is generating energy right where it’s consumed,” Ahumada explained.

He added that, unlike large solar or wind farms connected to the national grid, this model takes advantage of vacant spaces such as industrial warehouse roofs to install solar photovoltaic systems that directly power the plants’ operations.

One of the key differentiators of Enlight’s model is that companies don’t need to invest in infrastructure.

“We make the investment, and the customer only pays for the energy generated,” Ahumada said.

This has been key to facilitating the adoption of clean energy solutions, especially among companies with high energy demands, such as those in the automotive, food, and logistics sectors.

In addition to solar panels, Enlight has integrated lithium-ion battery storage , enabling the formation of smart microgrids .

These systems not only generate energy during the day, but also store electricity during lower-cost times for use during peak periods, thus generating greater savings.

“A microgrid can represent up to 90% energy cost savings for our customers,” Ahumada said.

Furthermore, it allows operations to continue even in the event of power outages, which has become increasingly important given the recent disruptions to the national power grid.

According to the executive, the arrival of the new government has brought encouraging signs for the sector.

Currently, the limit for distributed generation is 500 kilowatts peak (kWp) per site, but the new administration’s energy plan contemplates raising this to 700 kWp and even enabling self-consumption schemes for projects of up to 20 megawatts, under an express modality.

“We’ve been experiencing a stagnant regulatory environment for six years. Today, we’re seeing clear signs of momentum, which is very motivating for us,” he said.

The sector’s growth has been steady: interconnection requests have increased by 25 to 30% annually, and in Enlight’s case, its own projects have grown by more than 40% year-over-year.

This boom is fueled by trends such as nearshoring , which has brought new factories to Mexico with high energy demands and a growing interest in sustainable solutions.

“Any company with a demand greater than one megawatt is a candidate,” Ahumada said.

This ranges from hotel groups to distribution centers, industrial parks, and manufacturing plants, even in vertical installations with limited roof space, the combination of panels and batteries makes the model viable.

Ahumada emphasized that the benefits are not only economic .

“We’re talking about hundreds of thousands of liters of water saved and a significant reduction in carbon dioxide (CO2) emissions,” he stressed.

Additionally, companies can access clean energy certificates (IRECs), allowing them to strengthen their ESG (environmental, social, and governance) strategies and, in some cases, monetize these benefits in voluntary carbon markets.

The next director of Petróleos Mexicanos (Pemex) , Víctor Rodríguez Padilla, announced that the oil company will not only focus on the hydrocarbon sector, but will also be present in the renewable energy sector during the next six years.

“Pemex is not going to limit itself to making oil, gas, condensate and everything it has always done. No, now we are going to do new projects, we are going to have associations with society, with universities, with businessmen to do the projects of the future. We are going to make wind energy, offshore wind, solar, strategic materials,” he stated at a press conference.

He mentioned that 88.8% of energy consumption comes from fossil sources and Pemex must contribute towards moving towards a future where the energy sector is less aggressive with the environment.

He announced that crude oil production will be maintained at 1.8 million barrels per day to supply refineries, and recognized that during this six-year period important progress was made to increase production from 1.6 million barrels.

“Another achievement is the reduction of debt, Pemex was forced to go into debt to pay taxes and had one of the most aggressive tax regimes in the world,” he indicated.

He stated that in the last six years progress has been made in rescuing Pemex, after the company was destroyed by neoliberal policies.

“They gave us a devastated company in ruins with refineries falling apart and we are in the process of increasing capacity, improving the refineries, we limit imports and we are close to reaching self-sufficiency. “It has been an effort to rescue a company that is reviled in the media, but it has given so much to Mexico,” he said.

During the announcement of the appointment of Rodríguez Padilla as director of Pemex, the elected president of Mexico, Claudia Sheinbaum, also announced that the current director of the oil company Octavio Romero will remain in the cabinet, and will give the details soon.

Who is Víctor Rodríguez Padilla?

Rodríguez Padilla has worked mainly in the academic field, he is a physicist and a master in energy engineering from the National Autonomous University of Mexico , he has a doctorate in Energy Economics from the University of Grenoble, France.

The Mexican Institute for Competitiveness (IMCO) highlighted on Monday the urgency of addressing energy poverty in the southern-southeastern region of Mexico. Despite being one of the areas with the highest natural gas processing in the country, there is a widespread lack of access to this fuel in the region.

This issue is closely linked to deficiencies in the economic and social development of the area, according to the study published by IMCO.

The document proposes specific measures to address these challenges, such as facilitating investment in natural gas transportation infrastructure, expanding the pipeline network to the south-southeast, and replacing coal-fired electricity generation with natural gas.

It also emphasizes the need to harness the complementarity between combined-cycle power plants and renewable energies.

Despite being a prominent region in natural gas processing at the national level, there is a widespread lack of access to this resource in the south-southeast, with over 40% of households in states like Oaxaca, Chiapas, and Guerrero relying on firewood as the primary energy source, a figure significantly higher than the national average.

Furthermore, the penetration of natural gas in households is minimal compared to other regions of the country, being virtually nonexistent in places like Campeche, despite its significance as a national-level producer.

The high costs of electricity in the south-southeast represent another significant challenge, impacting both households and industries and limiting the attraction of new investments in the region.

The statement emphasizes the need for the federal government to take concrete measures to improve conditions in the south-southeast and enhance its attractiveness for investment.

Although projects like the Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT) and the Development Poles for Well-being (Podebis) can play an important role in this process, it is imperative to address energy poverty affecting the region first.

The CIIT, a federal government initiative, aims to boost economic development in the south-southeast of Mexico by creating an efficient logistical connection between the Pacific Ocean and the Gulf of Mexico, facilitating trade between Asia and America.

Within this framework, the creation of the Podebis aims to generate employment, promote investment, and improve living conditions in the region, aligning with the objectives of the Program for the Development of the Isthmus of Tehuantepec, which seeks to promote comprehensive and sustainable development in the region and enhance the quality of life of its inhabitants.
