Just over a week after the national trucking strike on October 26 , trucking organizations and the federal government continue to address the sector’s demands in the working groups agreed upon after the mobilizations. Among the topics are drivers’ work schedules and their electronic registration , the implementation of which is generating concern due to the need to account for waiting times at checkpoints, toll booths, and other situations unrelated to the operation of the trucks.

During the working session with the Ministry of Labor and Social Welfare (STPS) , representatives of the National Chamber of Freight Transportation (Canacar) , the Honorable Mexican Alliance of Transport Organizations (HAMOTAC) , the Mexican-American Federation of Transporters (FEMATRAC) and the Integrating Organization of Conventional Rights (INDECO) addressed the implementation of the electronic registration of working days and the particular conditions of road transport.

Ignacio Granados Villanueva, vice president of the central region of INDECO, explained to T21 that there is concern about the application of these guidelines, given that the operators’ workdays regularly exceed 70 hours. He added that they face situations unrelated to their work, such as waiting at checkpoints, which, he noted, can exceed five hours and reach up to 16, in addition to congestion at toll booths .

According to information provided by Canacar on its social media, the STPS indicated that the guidelines for the electronic registration of the workday will be published no later than November 15, 2026 .

The meeting also addressed the gradual and flexible implementation of the system, the possibility of adjustments for activities subject to special regulations, and the need to differentiate between driving time, availability, waiting time, and rest periods. It was also indicated that no specific technological platform will be mandated for registration.

The working groups also made progress on tax matters. Canacar reported that representatives from the four organizations held a meeting with the head of the Ministry of Finance and Public Credit (SHCP) , Édgar Amador Zamora, in which they presented proposals related to tax incentives, the Special Tax on Production and Services (IEPS), vehicle scrapping, administrative procedures, and the financial impacts of overregulation .

Canacar indicated that new meetings will be scheduled with other agencies to follow up on the issues discussed.

Furthermore, regarding road safety , Granados reported that the corresponding meeting was scheduled for Thursday, November 5, although at the time of his statement the time and venue had not yet been confirmed.

It is worth remembering that various transport organizations began a national strike on October 26, and after a meeting with the Ministry of the Interior (Segob) , they agreed on October 27 to remove the blockades and suspend the demonstrations , in exchange for establishing four working groups to address their demands.

The agreement came after the truckers questioned the stance of Mexico’s president, Claudia Sheinbaum Pardo , who attributed the protests mainly to a change in tax benefits, while the organizations insisted that their grievances also include highway insecurity, the murder of drivers, extortion, overregulation, and deteriorating infrastructure .
