<p><span dir="auto">“We are going to close the sale of uncertainty,” said Marcelo Ebrard, head of the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> , in relation to the upcoming review of the </span><a href="https://www.gob.mx/t-mec"><span dir="auto">Treaty between Mexico, the United States and Canada (USMCA)</span></a><span dir="auto"> , highlighting the role that the </span><strong><span dir="auto">Economic Development Poles for Well-being</span></strong><span dir="auto"> will have in the new trade order, which, he considered, “has as its axis a geopolitical idea.”</span></p>
<p><span dir="auto">The federal official explained that </span><strong><span dir="auto">the trilateral trade agreement “will survive</span></strong><span dir="auto"> ,” although investment plans toward Mexico cannot wait, as he assured that the stage of greatest uncertainty has already been overcome, so there are elements to estimate the </span><strong><span dir="auto">continuity of the USMCA</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">During the </span><em><span dir="auto">First National Meeting of Economic Development Hubs for Well-being</span></em><span dir="auto"> , Ebrard announced that the review process of the agreement will begin </span><strong><span dir="auto">in January 2026</span></strong><span dir="auto"> , and expressed his confidence that the renewal will take place on July 1.</span></p>
<p><span dir="auto">By July 2nd, many companies from within the country and abroad will decide whether or not to invest in Mexico, and this is where the economic hubs will become relevant, the Secretary of Economy stated.</span></p>
<blockquote><p><span dir="auto">“What do you think will happen on July 2nd? Many companies that are still deciding will make their decisions. Both domestic and international companies. The question is, will the industrial parks be ready? I mean, what will Mexico be offering to compete? Well, there are 100 private industrial parks and we have these industrial development hubs. So, who is responsible for making sure they&#8217;re ready? We are, there&#8217;s no one else to look to.”</span></p></blockquote>
<p><span dir="auto">It&#8217;s worth noting that of the 15 planned industrial parks in the country, six are already under construction, and the rest are expected to begin in the second quarter of 2026. So far, the largest investments have been made in the </span><strong><span dir="auto"> automotive</span></strong><span dir="auto"> sector  in Durango, Tlaxcala, Puebla, and Michoacán.</span></p>
<p><span dir="auto">In  </span><strong><span dir="auto">logistics</span></strong><span dir="auto"> , investments are concentrated in Celaya, Bajío Logistics Gateway; Tlaxcala, Distribution and Marketing Center; Hidalgo, Distribution and Logistics Services; Michoacán,  </span><a href="https://www.cpkcr.com/es"><span dir="auto">Canadian Pacific Kansas City (CPKC)</span></a><span dir="auto"> , which is a railway integration system.</span></p>
<p><span dir="auto">Ebrard maintained that Mexico is the United States&#8217; main trading partner, which is a determining factor for the continuation of the USMCA. &#8221; </span><strong><span dir="auto">It&#8217;s clear that the treaty will survive</span></strong><span dir="auto"> because we are the United States&#8217; main trading partner. No one buys more from the United States than Mexico anymore.&#8221;</span></p>
<p><span dir="auto">According to the  </span><a href="https://www.commerce.gov/"><span dir="auto">United States Department of Commerce</span></a><span dir="auto"> , total trade between the northern neighbor and Mexico was  </span><strong><span dir="auto">$71,774.7 million</span></strong><span dir="auto"> in September 2025. During that period, Mexico also positioned itself as the main destination for US products, with </span><strong><span dir="auto">$27,196.3 million</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The Secretary of Economy emphasized that another important factor is that </span><strong><span dir="auto">the United States needs Mexico for a large part of its </span></strong><strong><span dir="auto">strategic activities</span></strong><span dir="auto"> , since “the U.S. automotive industry would not be competitive without Mexico. There is no way.”</span></p>
<blockquote><p><span dir="auto">According to data from the  </span><a href="https://www.inegi.org.mx/"><span dir="auto">National Institute of Statistics and Geography (Inegi)</span></a><span dir="auto"> , in the period January-November 2025, the main buyer of cars manufactured in Mexico was the United States, with 2,484,816 units, representing a 78.6 percent share. Canada followed, with 346,214 vehicles, accounting for 11% of exports.</span></p></blockquote>
<p><span dir="auto">Marcelo Ebrard also indicated that </span><strong><span dir="auto">Mexico represents a substantial part of the United States&#8217; economic prosperity</span></strong><span dir="auto"> , &#8220;or at least a good part of its economy. For example, think of Texas. Who is Texas&#8217;s number one customer for gas? It&#8217;s Mexico. And so on. That&#8217;s one factor.&#8221;</span></p>
<blockquote><p><span dir="auto">&#8220;So, for those reasons, plus the first one I just told you, that is, political leadership, plus structural reasons, equals, the treaty will survive.&#8221;</span></p></blockquote>
<p><span dir="auto">He explained that the international context has changed towards a trade model based on geopolitical and regional production criteria, so </span><strong><span dir="auto">Mexico must increase its productive capacity</span></strong><span dir="auto"> and the national content of its exports.</span></p>
<p><span dir="auto">Given this, he stressed that </span><strong><span dir="auto">Economic Development Hubs are key</span></strong><span dir="auto"> to preparing the country after the USMCA review, and therefore urged their consolidation through infrastructure, services, and defined legal frameworks.</span></p>
