Nuevo León, Aguascalientes, and Tamaulipas are carrying out various logistics infrastructure projects to boost economic development and increase investment

Betsabé Rocha, head of the Nuevo León Ministry of Economy , said that during the current administration, mobility has become important for the development of the state; in addition, the state has invested more than 100 billion pesos (mdp) in infrastructure , such as the new inter-mountain highway, which will improve logistics.

“We will bring about a huge change to our state because of everything coming from the center of the country; this will solve a major problem. We must value these types of investments and consider them the guiding principle of sustainable economic development,” he mentioned in the panel “ North-Greater Bajío Integration and the New Industrial Geopolitics of North America ,” held within the framework of Latam Mobility North America 2026 , which took place in Monterrey.

In his participation, Esaú Garza de Vega, head of the Secretariat of Economic Development, Science and Technology of Aguascalientes , commented that they are working on improving the security of goods that move through different states to reach the United States, as well as on personnel and the development of suppliers in the automotive industry.

“New industrial parks are coming, along with housing nearby, expansion of the electrical grid in these areas, and improved connectivity. A strong focus is on the automotive industry, specifically on electromobility, as well as semiconductors with the installation of two new laboratories,” he explained.

He explained that they recently created the Mobility Agency to address issues related to the interior of the state, and even mentioned that they are working on modifying the law so that houses that are built have energy in their garages to migrate to electromobility.

Meanwhile, Anabell Flores, Undersecretary of Investment at the Tamaulipas Ministry of Economy , mentioned that they have focused on improving the state’s current logistics infrastructure , as well as investing in new projects, including the inland port of Ciudad Victoria , where they are working on the master plan and have 1,300 hectares.

“It’s right on the backbone of trade; all the trade between Nuevo Laredo, which is the main customs office, and our ports passes through there, so it promises to be a point where they can stop and have customs operations and a smoother export process upon arrival at the ports,” he emphasized.

He also commented that the installation of a cluster, such as the automotive and electrical-electronic clusters, is taking place in Reynosa

Likewise, the Tam-Bajío highway , located in the southern part of Tamaulipas, which would begin operations this month and will contribute to the movement of cargo between the northeast of the country and the Bajío region.

“All these projects are focused on the more efficient movement of cargo, but we also have to consider the impact it will have on the population and how to improve their daily lives with all this cargo transit,” he said.

The upcoming revision of the United States-Mexico-Canada Agreement (USMCA) , scheduled for July 2026, represents a window of opportunity in the face of the United States’ protectionist economic policy, which has affected various industrial sectors in Sinaloa, specifically primary and processed activities that the entity exports to the United States and Canada, its main markets.

“Sinaloa is an exporting state, primarily to the United States and Canada, which is why, for us, the USMCA is an important treaty that creates competitiveness, as tariffs have increased the price of several products that consumers absorb, and if the cost is too high, they end up not buying them. This is where the problem begins for companies, as sales are halted and this forces a readjustment of supply chains ,” emphasized Julio César Silvas, president of the Alliance for Business Development and Competitiveness (Adecem) , in an interview with T21.

In logistics, this means more expensive alternative routes or reduced volumes, affecting everything from land to sea transportation in ports like Mazatlán, he noted.

Julio César Silvas, president of Adecem.

According to the Sinaloa Economic Development Council (Codesin) , the state’s exports totaled $3.618 billion in 2024, representing an annual increase of 11%; food and agricultural products accounted for 86.3% of that total.

For an exporting state like Sinaloa, the USMCA also means an open door to continued trade with the North American region , however, the fluidity of these operations is threatened by insecurity.

In areas such as Culiacán, Navolato, Los Mochis, and Mazatlán, the transportation of goods, whether for customs or interstate distribution, has faced disruptions that, while not paralyzing logistics or supply chains, have affected efficiency.

“That part of the country is an area of opportunity for Mexican authorities to address,” said Silvas, who emphasized the need for policies that unblock internal trade flows, which are essential for the USMCA to function as a regional catalyst.

One of the positive aspects of the trilateral trade agreement in the state is the increase in workers’ wages . However, there are still aspects that need to be addressed, as this does not reflect an improvement in the population’s purchasing power.

Since the USMCA came into effect in 2020, the minimum wage in Sinaloa was 123.22 pesos per day; in 2025, it will be 278.80 pesos per day, representing a 126.26% increase, according to Mexican government data.

Tariff uncertainty has led to the relocation of companies , particularly in the automotive sector. Although Sinaloa does not produce finished vehicles, its harnesses and components for this industry form key links, said the president of Adecem, who added that tomato and coffee producers have also suffered from the tariff impacts.

In 2024, Sinaloa produced 774,811 tons of tomatoes, an increase of 8.8% compared to 2023, according to the General Directorate of the Agri-Food and Fisheries Information Service (DGSIAP) , a decentralized administrative body of the Ministry of Agriculture and Rural Development (Sader) .

Diversification, the commitment to other markets

Faced with this pressure, Sinaloa is betting on diversification. Silvas recalled successful experiences of local companies such as SuKarne , which exports to Asia, and Zucarmex , which sells its products in Latin America and Europe. “We have experience in the Asian market,” Silvas emphasized, and he believed that the learning curves that Sinaloa’s products have gained in international markets should be leveraged.

Negotiations for the 2026 revision of the USMCA are generating optimism, albeit with caution, said Julio César Silvas, who highlighted the capacity and experience of Mexican negotiators to reach agreements that benefit both Mexico and the United States.

“Issues such as Chinese competition, a key request from Washington, could be resolved if Mexico demonstrates a commitment to strengthening regional integration. I don’t think the economy will be shut down; the United States is also a concern. I think it will be positive; we’ll just have to see the terms; the fact that they’re sitting at the table is already positive,” he emphasized.

The Monterrey Transportation and Logistics Meeting 2025 (ETYL MTY) , organized by Grupo T21, will address the importance of the USMCA and its impact on trade between Mexico and the United States.

In this regard, the Mexico-U.S. panel on the USMCA, cross-border trade, and regional competitiveness will be held on October 15 , where the challenges and opportunities within the framework of this agreement will be analyzed.

Topolobampo, Economic Development Pole

Looking to the future, projects like the Economic Development Hub for Well-being in Topolobampo represent a commercial driver for Sinaloa, especially for industries like tourism and automotive, attracting hotel chains and suppliers.

In this regard, Silvas highlighted the fertilizer plant of the Gas and Petrochemicals of the West (GPO) project , which seeks to contribute to the social and economic development of the region.

According to the GPO website, the committed investment amounts to $1.25 billion, an amount that will continue to rise to $5 billion over a 10-year period.

In addition, GPO has implemented social benefit programs that cover employment, sports, health, community, culture and education, seeking to improve the quality of life of the residents of Topolobampo and its surrounding areas .

The National Chamber of Commerce, Services and Tourism (Canaco Servytur) of Tuxpan has developed an action plan to ensure that small businesses and entrepreneurs in the region actively participate in the Tuxpan Economic Development and Well-being Center (Podebi) project in Veracruz .

In an interview with T21, Raúl Patiño, president of Canaco Servytur Tuxpam, indicated that they will begin a series of roundtables, training sessions, and informational forums , with the goal of working hand in hand with the federal and state governments, and for small and medium-sized enterprises (SMEs) to understand the scope of the project and prepare to join the value chains.

“We want small businesses to be informed about what’s coming. We’ve already scheduled a joint forum with Canaco Poza Rica, and we’re in constant communication with our sister chambers,” he said.

Patiño reported that the next Forum to promote economic, technological and innovation development in the northern region of Veracruz will be held on September 11 at the Canaco Poza Rica and Tuxpan venues, with the purpose of informing the business community about Podebi, fostering dialogue and beginning to integrate working groups .

“After the forum, we’ll continue with more talks and outreach to get people interested and prepared. We won’t cover everyone in one session, so this will be an ongoing process,” Patiño added.

He also noted that he is working closely with Lidia Soni, head of Economic Development for Tuxpan and a council member of the chamber, to strengthen ties with all three levels of government. He also indicated that he will seek to secure state and federal support to obtain financing that will allow local businesses to compete against the large investments that are coming.

“We want to create productive chains that allow us to be competitive. It’s not just about attracting investment, but ensuring that this investment remains and benefits the entire region,” he emphasized.

Patiño acknowledged the lack of infrastructure and trained personnel, and highlighted the municipality’s strategic location as a key logistical advantage .

“We have to participate as a region: Poza Rica, Álamo; we must all prepare for the coming demand for jobs, goods, services, and supplies. If we work now, with strategic alliances and training, we can be competitive,” he said.

Raúl Patiño called for the joint effort represented by this hub to not become a temporary investment, but rather a true economic driver for Tuxpan and the 48 municipalities that comprise this initiative. He acknowledged that the region has waited more than 30 years for a project of this magnitude and emphasized the importance of taking advantage of this opportunity, which he described as historic, to transform local development.

The Podebi Tuxpan

On August 26, the official declaration of the Tuxpan Podebi (Ministry of Agriculture) was published in the Official Gazette of the Federation (DOF) , recognizing an area of 235.1 hectares designated for industrial and logistics development.

This hub will benefit more than 1.8 million residents in 48 municipalities in the Upper Huasteca, Lower Huasteca, and Totonac regions, boosting key sectors such as agribusiness, metalworking, logistics, energy, the chemical industry, and tourism.

Meanwhile, on August 29, the Ministry of Economy (SE) and the government of Veracruz signed the Agreement for the Economic Development Hub for Well-being . The ceremony was led by Governor Rocío Nahle; the Undersecretary of Industry and Commerce of the Ministry of Economy, Vidal Llerenas; and the Secretary of Economic and Port Development of Veracruz, Ernesto Pérez.

At the event, Nahle emphasized that this agreement “settles an outstanding debt with Tuxpan,” and noted that it would mark the beginning of a new industrial era for the region .

The participation of all sectors will be essential for this hub to consolidate itself as an engine of progress , capable of triggering the development of a region that, despite its strategic location, has waited more than three decades for an opportunity like this.

For years, Coahuila’s industrial muscle was strong, but without a formal axis that articulated its logistics potential. That story began to change in 2025 with the formation of the Coahuila Cluster for Logistics Innovation and Competitiveness , an initiative driven by the business sector that seeks to position the state as a logistics hub of international reach.

“We should have had this position a long time ago. But the opportunity came at just the right time: with strategic projects on the border, saturation at crossings like Nuevo Laredo, and a business ecosystem that demands efficiency and coordination,” said Enrique Sánchez García, director of the cluster, in an interview with T21 .

The first challenge wasn’t technical, but cultural. The cluster team had to go out and explain, raise awareness, and generate enthusiasm around a concept that, until then, seemed reserved for experts, said Sánchez.

The task was to demonstrate that logistics is not just a matter for operators, transporters, or customs agencies, but a reality that affects everyone’s lives: from ordinary citizens to tractor-trailer drivers.

For the cluster, moving away from viewing logistics as a niche issue is essential. Its goal is to transform it into a genuine, visible, cross-cutting, and strategic development policy.

And there are compelling reasons. Coahuila exported more than $33 billion in 2024 , according to data from the Ministry of Economy (SE) , primarily in auto parts, silver, and automotive components.

Furthermore, its active workforce reaches 1.58 million people , of whom more than 63,000 are employed in metal assembly and manufacturing activities. This industrial volume demands a commensurate logistics network.

One of the cluster’s pillars is the professionalization of the sector. Currently, there are only 27 operator training centers in all of Mexico, and only seven are located in the northeast region. In response to this shortfall, the cluster is working to establish partnerships with universities and offer online postgraduate programs aimed at those already working in logistics, regardless of their initial academic background.

“It’s not just about developing new talent, but also strengthening those who already drive this industry every day,” Sánchez emphasized.

He commented that this is where the interest in integrating academic institutions from across the state comes from.

In addition to business and academic support, economic data confirm Coahuila’s strategic momentum. In March 2025 , according to the Ministry of Economy and Finance, the state recorded a trade surplus of $1.481 billion , with exports totaling $2.972 billion and international purchases totaling $1.491 billion.

These figures reflect a robust production system , closely linked to sectors such as auto parts, metal manufacturing, and industrial components. This volume requires infrastructure, coordination, and logistics professionalization—precisely the terrain the cluster seeks to impact.

Coahuila is also characterized by its current infrastructure: it has nine thousand kilometers of roads used by 350 thousand cargo vehicles per month , belonging to 31 thousand companies in the northeast, according to figures presented during the cluster’s inauguration.

In the future, one of the key goals will be to position Coahuila as a key hub for the international supply chain, taking advantage of its strategic location and the strengthening of border infrastructure, Sánchez explained.

To achieve this, the cluster will not work alone: it has established as a principle direct collaboration with the three levels of government , with whom, according to Sánchez, there is a strong relationship aligned with promoting regional economic development.

The vision, he stated, is shared: to transform logistics into an engine of sustained growth, based on innovation, academic inclusion, and social development.

In addition to better coordinating the state’s logistics, the cluster seeks to propose a new economic development model . It does not intend to replace the industrial path that Coahuila has followed for decades, but rather to update it.

Through innovation, technology, and human talent, the goal is clear: to transform the entity into a competitive, resilient logistics hub ready to attract new investments.

“If Coahuila wants to compete strongly in international trade, it needs to take control of its logistics chain, and that starts by professionalizing it from within,” Sánchez concluded.
