Widespread trade measures, such as the tariffs imposed by the northern neighbor, tend to generate cascading effects throughout the value chain, particularly in a sector where logistical synchronization and cross-border efficiency are crucial , the INA stressed in a statement.

It is worth remembering that after the US Supreme Court ruling, Trump announced the imposition of a new global tariff of 10%, which later rose to 15% , based on Section 122 of the Trade Act of 1974 and anticipated the potential use of other tools such as section 232 (steel, aluminum, automobiles and auto parts), and 301 (products originating in China).

According to the Association of Logistics & Forwarding Agents (ALFA) , the tariffs established under the IEEPA law will no longer apply starting February 24. ALFA noted that there are still no official rules on how or when refunds would be issued, if applicable, and added that sections 232 and 301 remain unchanged in normal customs operations.

The INA stated that in the automotive industry, the lack of certainty not only raises costs, but also introduces frictions that can translate into production delays , inventory adjustments and reconsideration of investment decisions.

Ahead of the review process of the United States-Mexico-Canada Agreement (USMCA) , scheduled for July of this year, the organization maintained that the current moment presents an opportunity to consolidate, rather than fragment, North America’s manufacturing platform. “The region faces increasingly intense global competition in electromobility, industrial digitalization, and the relocation of supply chains.”

He considered that strengthening regional productive integration will be crucial to maintaining North America’s position as one of the world’s most dynamic automotive hubs .

“The National Auto Parts Industry will closely monitor the evolution of the business environment and will continue to provide technical analysis and constructive proposals that contribute to the stability, resilience and competitiveness of the North American automotive chain,” he emphasized.

The auto parts industry in Mexico, with over $120 billion in annual production and its position as the leading supplier of auto parts to the United States, is one of the strongest pillars of regional manufacturing. Every minute, thousands of components cross North American borders as part of a deeply interconnected production system.

After the U.S. Supreme Court issued a ruling this Friday that nullifies most of the generalized tariffs imposed by U.S. President Donald Trump, considering that he violated regulations by unilaterally imposing them based on the International Emergency Economic Powers Act (IEEPA) , Marcelo Ebrard, head of the Ministry of Economy (SE) , pointed out that in the case of Mexico only some of the tariff measures are linked to that legal provision, and therefore asked for prudence.

During the first ordinary session of the Investment Promotion Committee, held in Querétaro, Ebrard said he did not know the terms under which the US court’s decision would be carried out.

“Today, most of our exports don’t have those burdens. I don’t know how the Supreme Court ruling in the United States will end up, which overturns tariffs based on a legal provision related to emergencies and emergency powers. In the case of Mexico, only some of the tariff measures are related to that legal provision; others are not,” he emphasized.

Given this, he assured that Mexico will prevail in the review of the United States-Mexico-Canada Agreement (USMCA) , “because of the strength of the trade between the two countries.”

Following the ruling, in which the US court concluded that the power to set tariffs is part of the taxing power that the US Constitution assigns exclusively to Congress, Trump announced the imposition of a new global tariff of 10% , to which Ebrard responded that they will first see what measures the United States will take, “so that we can determine how it may affect our country.”

“In any case, I will be visiting the United States next week. Then I will be able to confirm more precisely whether things remain more or less the same or if there are any changes. The reciprocal tariffs are what are currently under scrutiny. They are due to that provision, but we will know very soon; in three or four days I will be able to tell you how it stands, what the regulations were, and how Mexico protected itself from this change in the rules,” he stated.

It is worth remembering that 85% of the products that Mexico exports to the United States do not have tariffs, since they are covered by the USMCA, however, the tariffs on vehicles, steel and aluminum depend on another legal principle, which is Section 232.

Tariffs challenged

According to Adrián González , president of Global Alliance Solutions LLC , the contested tariffs include those established under the IEEPA, linked to drug trafficking, which have a rate of 25% on most imports from Canada and Mexico, and 10% on most imports from China.

It also covers reciprocal trade deficit tariffs , which is a general tariff of at least 10% on imports from all trading partners, with higher rates for various countries.

The Court’s ruling is limited exclusively to tariffs imposed under IEEPA and does not affect those in effect under other legal authorities , such as Section 232 (steel, aluminum, automobiles and auto parts) and Section 301 (products originating in China). “These regimes remain fully in effect,” González stated.

What would happen to the fees collected?

According to the specialist, operational adjustments and possible reimbursement mechanisms are anticipated , the procedure for which will depend on guidelines issued by the Customs and Border Protection Office (CBP) .

“Potential reimbursement exposures have been estimated at more than $175 billion, although the final scope will depend on the procedural treatment adopted,” he explained.

Despite the legal and operational uncertainty surrounding this new measure in the short term, Adrián González stressed that for the time being, no adjustments should be made to tax returns , nor should automatic refunds be assumed, as the court decision does not mandate immediate reimbursements.

“Any recovery of duties will depend on the procedural status of each entry (cleared or not), current protest periods, possible reassessments, formal instructions issued by CBP, and possible additional litigation regarding the retroactive scope of the ruling,” he explained.

This is not the first time an authority has attempted to strike a blow against Donald Trump’s tariffs. In May 2025, the U.S. Court of International Trade (CIT) dealt a potential setback to the reciprocal tariffs, ordering the revocation of the executive orders and permanently prohibiting their implementation. However, following an appeal by Trump, the U.S. Court of Appeals for the Federal Circuit in Washington issued a preliminary injunction suspending the enforcement of the CIT ruling.

US President Donald Trump’s decisions regarding foreign trade have shaped the international agenda since his return to the White House last January. The tariffs imposed on Mexico and other countries have led to adjustments in supply chains and export flows .

The term “tariff,” included in the Dictionary of Authorities since 1726, has shifted from technical usage to everyday use, the foundation noted in a statement. The current geopolitical context has made it a recurring word in the media and in social conversations .

The FundéuRAE pointed out that tariff is used to refer, in the field of trade policy, to the amount charged for the importation of certain products, while the Dictionary of the Spanish language defines it as the “official tariff determining the rights that must be paid in various services, such as court costs, customs, etc., or established to remunerate certain professionals” .

The institution also stressed that the names of tariff types are written with an initial lowercase letter, such as zero tariff, and in case a foreign word is used, such as antidumping tariff , it is written in italics or in quotation marks; in this specific case, there is the graphic adaptation as antidumpin .

The word “tariff” prevailed over 11 other candidates related to energy, the environment, and international conflicts. With this selection, FundéuRAE has now held its “Word of the Year” initiative for 13 years.

Tariff, Trump’s favorite word

Donald Trump has been using what he calls his favorite word for decades. “I always say that tariffs is the most beautiful word in the dictionary to me,” he declared at a rally in the Capital One Arena hours after he took office for the second time as President of the United States in January 2015.

The first recorded use of the word “tariff” by Donald Trump dates back to 1988, following an auction of a piano used in the film Casablanca , which he lost to a Japanese collector. On that occasion, Trump declared on television that Japan should be subject to a tariff of between 15 and 25 percent on its imports, in response to the remarkable economic growth the country was experiencing at the time.

More than 30 years later, few issues have defined Trump’s presidency as much as the imposition of tariffs. In February, he announced a 25% tariff on goods from Mexico and Canada , as well as a 10% tariff on imports from China, arguing that it was necessary to curb fentanyl trafficking. The measure took effect in March.

In that same month, it reported that steel and aluminum imports would have a 25% tariff and in April it consolidated the strategy of reciprocal tariffs applied to most countries of the world , which ranged from 10 to 50%, with China in particular, it experienced an escalation of tariff impositions that reached up to 145%, which generated immediate tensions in the supply chains and in the current trade agreements.

In June, Trump strengthened the so-called fentanyl tariffs applied to Mexico, Canada, and China. In September, he conditioned the delivery of water along the border with Mexico on the imposition of a five percent tariff. Finally, in December, U.S. Customs and Border Protection reported that revenue from the new tariffs exceeded $200 billion .

More than just the word of the year, “tariff” signified a reconfiguration of the global economy, foreign trade, and supply chains. It also demonstrated how a technical term can become central to public discourse and a reflection of global economic tensions .

US President Donald Trump has once again raised the issue of the continuation of the United States-Mexico-Canada Agreement (USMCA) , suggesting he might let it expire in order to seek a new trade agreement, which would negatively impact US trade with the United States and disrupt supply chains.

It is worth remembering that the USMCA was negotiated during the first term of the current occupant of the White House and came into effect in July 2020, replacing the North American Free Trade Agreement (NAFTA) .

“It’s something that’s in progress. It expires in about a year, and we’ll let it expire, or maybe we’ll negotiate another agreement with Mexico and Canada,” Trump said at a press conference.

The US president asserted that Mexico and Canada, its main North American trading partners, have taken advantage of the United States, “like almost every other country,” and accused the previous administration, headed by Joe Biden, of incompetence.

At the conference, Trump defended his tariff policy , which, he pointed out, has caused automotive companies to return to the United States.

This is not the first time the US president has expressed his disagreement with the USMCA. On July 1, he called the trilateral trade agreement a “disaster.” “We are going to need the support of Congress to end this agreement, which is the worst in our history .”

Also, in October he raised the possibility of signing bilateral treaties with Mexico and Canada.

The review of the USMCA is scheduled for July 2026. Just last November, Mexico’s Ministry of Economy (SE) concluded consultations on the review of this agreement , which took place during October of this year, and which served as a space for direct dialogue with 30 productive sectors and with key actors in each of the 32 states of the country .

The trade agreement is valid for 16 years , and article 34.7 states that a review must be carried out six years after it was implemented, where the three countries will evaluate its functioning to see if it continues for another 16 years.

Should Trump’s recent threat materialize, Mexico’s trade with the United States would be affected, and there would be a realignment of supply chains, given a possible decrease in exports as a result of the provisions contained in the new trade agreement, since more than 80% of the country’s exports to the United States are protected by the USMCA with a zero tariff.

The accumulated figures up to August 2025 for the foreign trade of the northern neighbor confirm that Mexico remains its main trading partner , reaching a total of goods traded for 74 billion 396 million dollars (USD), surpassing Canada, which obtained 56 billion 590 million USD, and China, with 33 billion 405 million USD, according to the United States Department of Commerce .

Meanwhile, Mexican exports to the United States in August totaled $45.146 billion, an increase of 3.3% compared to the same month in 2024.

Mexican President Claudia Sheinbaum said Monday that she had secured a new extension of “a few weeks” on the imposition of 30% tariffs proposed by her U.S. counterpart, Donald Trump, which would take effect on November 1. Sheinbaum did not specify whether the 25% tariffs on all medium and heavy trucks imported into the United States from other countries would remain in place.

At her morning press conference, Sheinbaum revealed that the agreement was the result of a call she had with the White House resident last Saturday.

“It was a very brief conversation because he was traveling, and we only spoke primarily about trade issues and agreed to continue working in that area. We’re going to give it a few more weeks to close the already well-advanced issue of the 54 non-tariff barriers that are pending,” he said.

Sheinbaum noted that in said communication, both leaders agreed to continue negotiations on tariff and trade issues, emphasizing that there will be no special tariff on November 1st . “We’re going to give it a few more weeks to close the issue,” she explained.

“I was interested in not getting to November without communicating and agreeing to keep the teams working. There’s no situation right now where a special tariff will be imposed on November 1st,” Sheinbaum stated, though she didn’t provide details on how long the new extension will last.

The new pause is a relief for the Mexican transportation and logistics sector, since if it had gone into effect, there would likely be a realignment of supply chains , with exports declining as a result of the imposition of the 30 percent tax.

As Carlos Martner, coordinator of Integrated Transportation and Logistics at the Mexican Institute of Transportation (IMT) , had already pointed out to T21 , cross-border land transportation would have been the segment most affected by the 30% tariffs, “and perhaps, in part, the railroad.”

“The trucking sector would be affected because there would be fewer exports, fewer export movements, and, to some extent, probably the railroad sector,” he explained.

It’s worth remembering that Donald Trump is seeking to impose a 25% tariff on all medium and heavy trucks imported by the United States from other countries . This tariff is planned to take effect on November 1, 2025. This has rekindled concerns in Mexico, where most of the production and export of heavy vehicles to the North American market is concentrated.

Following a call with her US counterpart, Donald Trump , Mexican President Claudia Sheinbaum confirmed the 90-day exemption from the 30% tariffs on Mexican products imported by the United States, which were to come into effect on August 1 and, among other effects, would have had a negative impact on Mexico’s logistics sector.

At her morning press conference this Thursday, the Mexican president said the 90 days would serve to achieve a better long-term agreement.

He asserted that the new extension is important because it safeguards the United States-Mexico-Canada Agreement (USMCA) , as everything covered by this agreement is tariff-free, although the tariffs on vehicles, as well as steel and aluminum, of 25% and 50%, respectively, remain in place.

He also emphasized that Mexico’s dialogue with the United States will continue. “We have the best possible agreement, compared to other nations,” he emphasized, noting that “we are staying the same, with nothing additional.”

In the call with Trump, Sheinbaum said she proposed to the White House resident some measures to reduce the United States’ trade deficit with Mexico, although she did not provide details.

For his part, Marcelo Ebrard, head of the Ministry of Economy (SE) , emphasized that the new agreement keeps Mexico in a better position than the rest of the world in terms of tariffs. “All of this was achieved without any other concessions on Mexico’s part, which will benefit the economy and bring us closer to renewing the USMCA,” he said.

He asserted that the 90-day extension underscores the “very special” agreement the United States has with Mexico, and said they will use this pause to reach a broader economic agreement.

Tariff extension, a relief for logistics

Carlos Martner , coordinator of Integrated Transportation and Logistics at the Mexican Institute of Transportation (IMT) , considered that if the 30% tariffs had gone into effect, there would probably be a rearrangement in the supply chains , as exports would decrease as a result of the imposition of this rate.

In an interview with T21, he explained that said tax would only apply to exports that are outside the T-MEC and “according to data handled by the Business Coordinating Council (CCE)They estimate that approximately 84% of exports to the United States are tariff-free and are part of the trade agreement.

He pointed out that if the data is correct, the impact would have been approximately the remaining 16%, which would have increased the costs of products outside the trilateral trade agreement.

“What would be expected is for exports to decrease within that percentage in the short term, because although these are necessary products in the United States, due to their cost, the tendency is to reduce exports because they will also have an impact on American consumers,” he said in an interview.

The IMT specialist considered that cross-border land transport would have been the segment most affected by the 30% tariffs, “and perhaps, to some extent, the railway sector.”

“The trucking sector would be affected because there would be fewer exports, fewer export movements, and, to some extent, probably the railroad sector,” he explained.

In March 2025 alone, border crossings reached one of their highest levels. According to data from the Bureau of Transportation Statistics (BTS) , total cross-border cargo between the United States and its North American partners reached a value of $144.8 billion , an increase of 8.4% compared to the same month the previous year.

During the reference period, trade between Mexico and the United States totaled $55.6 billion, reflecting the importance of the logistics and transportation sector between the two countries. This pause therefore provides a respite for both industries.

Regarding intermodal transportation , Martner believes there would be minimal impacts “because the supply chains there are very defined and there is basically a predominance of the automotive industry, which we understand is mostly within the USMCA, and some other sectors that send products there, which are also normally important within the trade agreement.”

U.S. President Donald Trump announced that he has reached an agreement with his Mexican counterpart, Claudia Sheinbaum , to exempt the 30% tariffs on Mexican products imported into the United States for another 90 days, which would go into effect on August 1.

In a post the White House resident made on his Truth Social account, he detailed a “very fruitful” call with Sheinbaum, in which they agreed to postpone the implementation of new tariffs for 90 days.

“We have agreed to extend, for 90 days, exactly the same agreement we had during the previous short period: Mexico will continue to pay a 25% tariff on fentanyl, a 25% tariff on automobiles, and a 50% tariff on steel, aluminum, and copper,” he explained.

In his message, Trump noted that Mexico had agreed to immediately eliminate its non-tariff trade barriers.

“We will be talking with Mexico over the next 90 days with the goal of signing a trade agreement within that timeframe, or even longer,” he said.

The US president said that cooperation will continue at the border in all aspects of security, “including drug control, drug distribution, and illegal immigration into the United States.”

For her part, on her X account, Sheinbaum indicated that she had “a very good call with the President of the United States, Donald Trump.”

“We avoided the tariff increase announced for tomorrow and gained 90 days to build a long-term agreement through dialogue,” the publication emphasized.

The new pause for Mexico follows warnings from U.S. Commerce Department head Howard Lutnick, who reiterated last weekend that the implementation of tariffs on the U.S.’s trading partners would not be postponed, although he added that the door remained open to reaching agreements.

Mexico must focus on making its internal forces more competitive, rather than as a political reaction, as a fundamental national strategy, the business organization emphasized in a statement. It also noted that the country’s defense “cannot be limited to resistance.”

“At Concanaco-Servytur, we believe that domestic consumption—when done consciously—is an act of care, sharing, and commitment. Mexico has a soul in its communities, and every purchase is a way of sowing a future in the neighborhood, the market, and the street where we grew up,” he emphasized.

In this regard, he proposed promoting local consumption, reactivating regional and national tourism, digitizing commerce and services, boosting strategic areas in intermediate cities, and incentivizing value chains with a territorial impact .

The agency considered Trump’s announced measure, scheduled to take effect on August 1, to be “useless, expensive, and counterproductive.” “Imposing tariffs on Mexico would be like putting air conditioning on a broken window.” Furthermore, the potential imposition of such a tax, it emphasized, puts millions of jobs at risk on both sides of the border.

“Mexico and the United States must build solutions, not barriers,” the organization concluded.

There is a bilateral working table: Sheinbaum

In response to Trump’s threat to impose a 30% tariff on Mexican products due to a lack of security results, Sheinbaum asserted that Mexico is doing its partand called on the United States to do its part to combat arms trafficking.

“We’re doing our part; they have to do theirs too. We’ve insisted on controlling the flow of weapons from the United States to Mexico, on arresting people involved in drug trafficking in the United States, and on the United States’ share of the responsibility,” Sheinbaum said at her morning press conference this Monday.

He recalled that there is a bilateral working group and that the goal is to reach an agreement that benefits both countries.

On July 12, Trump published a letter on his Truth Social account detailing the imposition of 30% tariffs on Mexico and accusing the Sheinbaum administration of not doing enough to stop fentanyl trafficking to the United States.

The letter added that if Mexico is successful in combating the cartels and stemming the flow of fentanyl, it would consider adjusting the tariffs , and also warned that additional tariffs would be imposed if Mexico responds with new tariffs on its northern neighbor’s products.

Trump also pointed to, among other factors, the United States’ trade deficit with Mexico, asserting that it is “a major threat to our economy and even to our national security.”

If implemented, the new rate would be added to the tariffs applied by the United States to vehicles and auto parts, steel and aluminum, and the recent 17.09% tariff on Mexican tomatoes that went into effect this Monday, after the United States Department of Commerce announced its withdrawal and termination of the 2019 agreement suspending the antidumping investigation into this fruit from Mexico.
