In light of the imposition of 25% tariffs on imported vehicles manufactured in Mexico by the United States, public policies must be adjusted to consolidate the domestic market with more affordable options, said Guillermo Rosales Zárate , executive president of the Mexican Association of Automobile Dealers (AMDA) .

“This isn’t about abandoning the high-quality manufacturing and export profile, but rather about satisfying domestic demand for vehicles with more affordable options that meet the needs of a much broader population,” Rosales emphasized.

During the presentation of the book Automotive Industry in Mexico: History of the production, distribution and export of vehicles in the Chamber of Deputies , he specified that clear rules and incentives for local purchasing and production are required to boost domestic consumption of automobiles, because 80 % of the manufacturing in this industry is exported and of this percentage, 70% is sent to the United States.

In his speech, he supported the negotiations being conducted by President Claudia Sheinbaum ‘s government regarding the tariffs announced by Donald Trump , the president of the country’s northern neighbor.

In this regard, he highlighted what Sheinbaum has mentioned regarding the involvement of public financing institutions to promote the renewal of public transportation, as well as tax subsidies and scrappage programs.

The AMDA executive president invited legislators to continue discussing the tax revenue collected by the automotive industry, suggesting that adjusting it could help boost the domestic market.

“Since 2008, the deduction for new vehicles has been capped at 175,000 pesos over five fiscal years; with this year’s update, the amount should be 450,000 pesos,” he recalled.

Rosales believed it would be beneficial to implement this tax break in the Mexico Plan, which Sheinbaum is promoting as part of the country’s shift in export profile toward Made in Mexico.

In the sense of boosting the domestic market, he recalled the case of Brazil, a country that closed the first quarter of 2025 with a production of half a million units with a very similar local sale , while in the same period Mexico produced more than 973 thousand units , of which it exported 80% (776 thousand vehicles) and, the domestic market, even with good sales results in the reference period, was barely more than 370 thousand vehicles .

“What does this tell us? That Brazil, with a market and population almost double that of Mexico, has a production that barely reaches half of ours. Why? Because in Brazil, almost 80% of its production is for the domestic market, and the little it exports goes to the rest of Latin America. Very little of Brazilian production is sent to the most demanding markets, where Mexican vehicles have a reputation for the best quality in the world,” he emphasized.

Along these lines, he called on President Sheinbaum to end the regulation of automobile smuggling as another measure to improve the domestic market. He noted that through this measure, more than three million foreign units have been legalized so far.

The National Association of Bus, Truck and Tractor Producers (ANPACT) announced that during 2024 the heavy vehicle manufacturing industry sold 66,455 units wholesale (cargo and passenger) in Mexico , a figure that represented an increase of 23.2% compared to the previous year, when 53,932 vehicles were sold. The results exceeded the expectations set forth by the organization itself for the cycle that just ended.

As anticipated by Rogelio Arzate, executive president of ANPACT, 2024 was seen as a historic period for the placement of heavy vehicles, motivated by the economic dynamism, but also by the pre-purchase effect that could be manifested by the change in regulations on engine emissions (NOM-044), which is in force as of 2025.

As with the wholesale figures, in the case of retail, 57,106 cargo and passenger units were totaled, which represented an increase of 11.2% compared to 2023. In the cargo segment, 48,536 vehicles were reached, an increase of 12.5%, according to the organization.

This situation shows, based on ANPACT figures, that the 2024 record is the best since 2014 and marked a historic record. In the analysis carried out by T21 Business Intelligence, it is obtained that the wholesale figures exceed by 1.5x (times) the record of 2016, the best before the pandemic. Meanwhile, in the retail record, the data for the year just ended were 1.3x above the sales of 2016.

Tractor trucks push cargo

In both wholesale and retail sales, in the cargo segment, tractor-trailer sales have the highest share, with a share of 55% and 54.7%, respectively.

In terms of retail sales, cargo sales totaled 48,536 trucks, of which 26,528 were tractor-trailers, with an increase of 12.5% and 18%, respectively.

ANPACT’s prospects are exceeded

During the ninth month of 2024, wholesale sales of cargo vehicles totaled four thousand 469 units in Mexico, an increase of 19.4% compared to September 2023 , according to the National Association of Bus, Truck and Tractor Producers (ANPACT) in its latest statistical report.

Of the total accumulated, 55.5% corresponded to fifth-wheel tractor-trailers, with 2,481 units sold, a figure 28.1% higher than what was sold in the same month of 2023.

Class 8 trucks accounted for 30.4% of sales in September, with 1,363 units, which meant an increase of 33.5% compared to September of last year.

The third segment with the highest sales were class 6 trucks, which sold 304 units in the ninth month of 2024, corresponding to 6.8% of total sales.
In the cumulative period from January to September 2024, sales of cargo vehicles increased by 13.9% compared to the same period in 2023. During the current year, 37,678 vehicles were sold, which corresponds to 4,609 more vehicles than last year.

At the end of the third quarter of the year, three segments experienced positive figures, while the remaining three assumed declines. In the first case, fifth-wheel tractor-trailers led sales with 21,203 vehicles that contributed to growth of 23.9% compared to the cumulative figure of last year.

In turn, Class 8 trucks increased their demand by 9.8% with the sale of 10,200 units. Third place was occupied by Class 7 trucks with 306 units sold, which contributed to the 19.1% growth in the referred period.

At a very early age, Adrián Gallegos, current Commercial Director of Gallegos Trailers and member of the ninth generation of Los 21 Jóvenes de T21 , began his career in the family business in the warehouse area, a place where he cut his teeth and where he also flourished. his passion for the freight transportation industry.

Once graduated, he took the reins of the commercial area of the company dedicated to the manufacture and repair of trailers and semi-trailers for cargo transportation , but his interests have also extended to many other areas of the company. Although Gallegos Trailers has a good work team, for Adrián it is important to be fully involved in the business.

For him, one of the company’s greatest leaps throughout its history has been doubling its production capacity, going from two manufacturing plants that manufactured around 150 units per month, to four plants that today allow Gallegos Trailers meet the needs of transporters .

“Currently in our plant number three we manufacture dry boxes and platforms, in addition, we started the year with a new line for manufacturing refrigerated boxes that joined the Gallegos Trailers product portfolio. In turn, the fourth plant, which was opened a few months ago, is dedicated to the manufacturing of aluminum products, which will strengthen our production capacity, along with plant two, which is also dedicated to this product,” he explained in an interview. Gallegos.

Currently the company has the installed capacity to manufacture 350 trailers per month, however, with the entry into operations of the fourth plant this will increase to 500 per month in the short term.

“ The plan by the end of the year is to reach 700 units that will be distributed in Mexico, the United States, Central and South America . It should be noted that in 2023 we will open a distribution center in Laredo, Texas, with the aim of providing confidence to our American customers,” Gallegos reported.

The Canadian markets are joined by the aforementioned markets; to date Gallegos Trailers already has permits to send equipment, since they already comply with all the documentation. “We have realized that this market has a lot of potential, that is why we have adhered to the required regulations and we have even decided to standardize these for the American market because the Canadian market is much more demanding,” he said.
