<p><span dir="auto">The </span><a href="https://www.gob.mx/sict?idiom=es"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> announced the guidelines for the program to </span><strong><span dir="auto">replace and modernize heavy vehicles, tractor-trailers, trucks and buses</span></strong><span dir="auto"> that provide federal passenger and freight transportation services, which will come into effect on May 29.</span></p>
<p><span dir="auto">According to what was published in the </span><a href="https://dof.gob.mx/#gsc.tab=0"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> , the strategy seeks to facilitate the renewal of old units through financing schemes backed by  </span><a href="https://www.nafin.com/portalnf/content/home/home.html"><span dir="auto">Nacional Financiera (Nafin)</span></a><span dir="auto"> , aimed mainly at micro and small transporters who currently have a </span><strong><span dir="auto">vehicle fleet of no more than 30 units</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">The objective is &#8220;to replace new or semi-new units, in order to improve the age of the fleet, the condition of the vehicle fleet and road safety,&#8221; it was stated in the DOF.</span></p></blockquote>
<p><span dir="auto">The document specifies that individuals with business activity and legal entities whose main activity is federal passenger and freight transport may participate, classified as </span><strong><span dir="auto">micro-transporters</span></strong><span dir="auto"> (from one to five units), and </span><strong><span dir="auto">small transporters</span></strong><span dir="auto"> (from six to 30 units).</span></p>
<p><strong><span dir="auto">The program operates under a Pari Passu Guarantee (shared risk)</span></strong><span dir="auto"> scheme in terms of the Nafin Guarantee Program, where credit risk will be shared between the federal government and participating financial institutions.</span></p>
<h4><strong><span dir="auto">Terms and payments</span></strong></h4>
<p><span dir="auto">The social action </span><strong><span dir="auto">includes financing of up to 15 million pesos (mdp)</span></strong><span dir="auto"> or its equivalent in US dollars, and the option to acquire new units will be </span><strong><span dir="auto">for up to 84 months with a minimum down payment of 10 percent</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">For pre-owned units, the maximum term will be </span><strong><span dir="auto">up to 60 months with a minimum down payment of 15 percent</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“The prices of the units and specific financing conditions will vary, depending on the brand, type of unit, model, and financial intermediaries participating in the Nafin Guarantee Program,” the DOF stated.</span></p></blockquote>
<h4><strong><span dir="auto">Participation requirements</span></strong></h4>
<p><span dir="auto">To access the program, applicants must meet various conditions established by the SICT:</span></p>
<p><span dir="auto">-Be a permit holder for federal motor transport service with a vehicle fleet of up to 30 units.</span></p>
<p><span dir="auto">-The permit granted by the SICT must have a minimum age of three years in the federal motor transport service.</span></p>
<p><span dir="auto">To fulfill the program&#8217;s objectives, once the financing is approved, the participating permit holder must go to the </span><a href="https://www.gob.mx/sict"><span dir="auto">General Directorate of Federal Motor Transport</span></a><span dir="auto"> and/or SICT center to present the requirements for the registration of each unit participating in the program.</span></p>
<p><span dir="auto">In the case of used units, they must present the requirements established by the financial intermediaries participating in the program, who will verify that the units comply with the physical-mechanical conditions issued by an inspection unit authorized by the SICT, the vehicle must be reviewed by the trained, empowered and designated public servant.</span></p>
<h4><strong><span dir="auto">Program validity</span></strong></h4>
<p><span dir="auto">The Official Gazette of the Federation establishes that </span><strong><span dir="auto">the validity of the program will be indefinite</span></strong><span dir="auto"> , provided that there is budgetary availability provided by the SICT in terms of the Nafin Guarantee Program.</span></p>
<p><span dir="auto">The SICT reported that the calls for proposals and access rules will be published through official SICT and Nafin channels to guarantee transparency in the allocation of support.</span></p>
<blockquote><p><span dir="auto">The agency indicated that to clarify doubts related to the program, those interested will be assisted through the following means of the General Directorate of Federal Motor Transport: financ.dgaf@sict.gob.mx or the telephone number 55 5723 9300, extensions 20001 and 20270.</span></p></blockquote>
<p><span dir="auto">The program is based on the </span><strong><span dir="auto">National Development Plan</span></strong><span dir="auto"> , which establishes as a public policy axis the need to have quality transport infrastructure and services that contribute to taking advantage of the country&#8217;s comparative advantages.</span></p>
<p><span dir="auto">Meanwhile, the </span><strong><span dir="auto">Sectoral Program for Infrastructure, Communications and Transportation 2025-2030</span></strong><span dir="auto"> establishes as fundamental objectives increasing the competitiveness of federal motor transport services, </span><strong><span dir="auto">promoting investment in services and innovative financing schemes to modernize the vehicle fleet</span></strong><span dir="auto"> and strengthen the motor transport industry.</span></p>
<p><span dir="auto">According to the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck and Tractor-Trailer Manufacturers (ANPACT)</span></a><span dir="auto"> , the fleet of heavy vehicles in the cargo segment in Mexico has an average age of 19 years, which affects, among other factors, the risk of accidents and high emissions of pollutants, reinforcing the need to accelerate its renewal.</span></p>

<p data-start="266" data-end="556"><span dir="auto">The </span><a href="https://www.gob.mx/sict"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> published in the </span><a href="https://www.dof.gob.mx/nota_detalle_popup.php?codigo=5770086"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> , in September 2025, an agreement establishing administrative simplification actions for various procedures related to </span><strong><span dir="auto">federal motor transport</span></strong><span dir="auto"> .</span></p>
<p data-start="558" data-end="851"><span dir="auto">The document contemplates the merging of homoclaves, updating of requirements, elimination of some procedures and the digitization of processes before the </span><a href="https://www.gob.mx/sict"><span dir="auto">General Directorate of Federal Motor Transport</span></a><span dir="auto"> , with the objective of reducing resolution times and </span><strong><span dir="auto">modernizing the administrative management of the sector</span></strong><span dir="auto"> .</span></p>
<p data-start="853" data-end="947"><span dir="auto">However, in practice, there have been reports of delays in some procedures.</span></p>

<p data-start="949" data-end="1312"><span dir="auto">A vehicle deregistration request submitted last November (2025) remains unresolved. The explanation given is that &#8220;the system doesn&#8217;t allow it,&#8221; and there has been no formal determination regarding the final status of the process, Eucario Reyes, president of the </span><strong><span dir="auto">National Association of Representation in Motor Transport (ANRA)</span></strong><span dir="auto"> , told T21 .</span></p>
</blockquote>
<p data-start="1314" data-end="1595"><span dir="auto">According to Reyes, </span><strong><span dir="auto">the number of similar cases exceeds 300</span></strong><span dir="auto"> , primarily related to vehicle registration changes—transactions that replace or update a vehicle in the registry—as well as license plate registration procedures, that is, the assignment or change of federal license plates. These procedures </span><strong><span dir="auto">remain on hold</span></strong><span dir="auto"> while technical teams conduct internal system validations.</span></p>
<p data-start="1597" data-end="1822"><span dir="auto">One of the documents consulted indicates that the procedure &#8220;is not rejected&#8221; and that it will remain in prevention status until the Directorate of Technological Innovation and Systems Operation resolves the matter.</span></p>

<p data-start="1824" data-end="2251"><span dir="auto">Reyes added that, during the submission of some procedures, they have been told at the window that a notarized power of attorney is not always necessary; however, in later stages the system may require validations related to legal representation or with the linking of the </span><strong><span dir="auto">Federal Taxpayer Registry (RFC)</span></strong><span dir="auto"> of the permit holder and that of the attorney, which —he explained— may delay the conclusion of the procedure.</span></p>

<p data-start="2253" data-end="2533"><span dir="auto">The agreement published in the Official Gazette of the </span><strong><span dir="auto">Federation (DOF)</span></strong><span dir="auto"> establishes actions aimed at administrative simplification; however, the operational implementation of the new digital processes will be crucial for these objectives to be effectively reflected in the daily management of the sector.</span></p>

<p data-start="2253" data-end="2533"><span dir="auto">According to the document, the SICT will carry out the necessary procedures to make the adjustments and updates to the formats, electronic systems, reception methods, platforms, databases and procedures.</span></p>

<p><span dir="auto">The federal government </span><strong><span dir="auto">formalized the creation of the Agency for Trains and Integrated Public Transport (ATTRAPI)</span></strong><span dir="auto"> , with which it will seek to strengthen the capabilities and bolster the planning and </span><strong><span dir="auto">development of the railway sector in Mexico</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Through the </span><a href="https://dof.gob.mx/#gsc.tab=0"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> , it was specified that the new agency&#8217;s responsibilities include </span><strong><span dir="auto"> planning and constructing railway infrastructure</span></strong><span dir="auto"> , as well as regulating and managing the development and operation of the Mexican Railway System. This strengthens the agency&#8217;s capacity to build tracks, operate, regulate, manage, and provide public rail transport services.</span></p>
<blockquote><p><span dir="auto">Furthermore, it will carry out the procedures for contracting public works such as roads, yards, workshops, garages, bus stops, stations, and federal terminals. These latter projects must consider criteria of functionality, accessibility, safety, connectivity, and multimodality.</span></p></blockquote>
<p><span dir="auto">The agency will also </span><strong><span dir="auto">have the ability to plan, design, build, and supervise public works of urban infrastructure</span></strong><span dir="auto"> , public passenger transport, and interventions in public space at the request of and in collaboration with municipalities and states.</span></p>
<p><span dir="auto">In this sense, under an integrated vision, it will be able to develop studies for the analysis of public passenger transport systems in terms of operation and interconnection.</span></p>
<p><span dir="auto">It will also </span><strong><span dir="auto">promote and encourage multimodality</span></strong><span dir="auto"> and integration of public passenger transport systems at the request of and in collaboration with the municipalities and states of the Republic.</span></p>
<p><span dir="auto">ATTRAPI will continue the project proposed by the current federal administration to </span><strong><span dir="auto">build three thousand kilometers of new passenger rail lines</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The Official Gazette of the Federation (DOF) specified that ATTRAPI was created as a decentralized body of the Federal Public Administration and under the purview of the </span><a href="https://sct.gob.mx/"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> .</span></p>

<p><span dir="auto">The </span><a href="https://www.dof.gob.mx/"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> published this Wednesday, November 19, the decree that </span><strong><span dir="auto">reforms, adds to, and repeals various provisions of the Customs Law</span></strong><span dir="auto"> , with changes that seek to modernize processes, strengthen oversight, and close spaces for smuggling and evasion in Mexico&#8217;s customs.</span></p>
<p><span dir="auto">The publication formalizes one of the most significant regulatory changes for foreign trade in the last decade. The bill, approved by the </span><a href="https://www.senado.gob.mx/66/"><span dir="auto">Senate</span></a><span dir="auto"> on October 14, is part of a </span><strong><span dir="auto">federal strategy to digitize procedures, strengthen the traceability of goods, and professionalize the actors involved </span></strong><strong><span dir="auto">in the customs logistics chain</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The decree incorporates additional tools and responsibilities for authorities, companies, and agents operating at border crossings, ports, and customs-controlled areas. Among the most relevant changes are:</span></p>
<p><strong><span dir="auto">Greater oversight capacity: </span></strong><span dir="auto"> The reform grants customs authorities new powers to conduct verifications, inspections, and reviews with a more direct focus on traceability, documentation, and correct tariff classification. This includes adjustments to how damaged or destroyed goods are assessed, as well as to the timeframes for their regularization or return.</span></p>
<p><strong><span dir="auto">Digitalization and transparency: </span></strong><span dir="auto"> Electronic processes, information transmission, and the use of digital systems in customs operations are being strengthened. The reform includes increased reporting obligations for importers, exporters, customs brokers, and companies involved in customs clearance.</span></p>
<p><span dir="auto">Furthermore, the integration of data with financial institutions is being promoted, which supports the federal strategy to combat money laundering and so-called &#8220;tax theft&#8221;.</span></p>
<p><strong><span dir="auto">New obligations for agents and companies: </span></strong><span dir="auto"> The role of customs agents and customs agencies is also being updated. Additional controls are being established regarding the exercise of licenses, clearer responsibilities for information validation, and potentially more severe penalties for non-compliance.</span></p>
<p><span dir="auto">In this sense, for companies, the reform implies reviewing their internal foreign trade processes, updating their control systems, and ensuring that all information transmitted to the authority is complete and verifiable.</span></p>
<p><span dir="auto">With its publication in the Official Gazette of the Federation (DOF), the adaptation period for the sector begins. The reform takes effect on January 1, 2026, leaving just over a month for importers, exporters, carriers, bonded warehouses, and customs brokers to adjust their systems, procedures, and internal controls.</span></p>
<blockquote><p><span dir="auto">As T21 has been reporting, industry specialists have pointed out that, although the period is short, most of the changes had already been anticipated in previous working groups, so many companies began preparing since the reform advanced in Congress.</span></p></blockquote>
<p><strong><span dir="auto">The reform comes amid growing pressure to combat smuggling</span></strong><span dir="auto"> , undervaluation, and regulatory gaps that have led to significant losses in federal revenue.</span></p>
<p><span dir="auto">The federal government has insisted that technological modernization of customs and stricter oversight are fundamental to reducing evasion and strengthening the country&#8217;s competitiveness.</span></p>
<p><span dir="auto">However, specialists have previously told T21 that they anticipate the effects </span><strong><span dir="auto">will depend on the implementation</span></strong><span dir="auto"> and the capacity of customs to operate the new systems, although this brings with it great complications, especially for the role of the customs agent, so the sector foresees bottlenecks in Mexican logistics.</span></p>

<p><span dir="auto">According to the </span><strong><span dir="auto">2025-2030 Institutional Program</span></strong><span dir="auto"> , published by the </span><a href="https://www.gob.mx/defensa"><span dir="auto">Ministry of National Defense (Defensa)</span></a><span dir="auto"> in the </span><a href="https://dof.gob.mx/index.php#gsc.tab=0"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> , cargo growth projects were anticipated; the initial infrastructure installed alone consisted of 16 facilities and warehouses to process 570,000 tons per year.</span></p>
<p><span dir="auto">However, to date, </span><strong><span dir="auto">six additional facilities have been built</span></strong><span dir="auto"> , increasing capacity by 240,000 tons, so that the cargo terminal currently has a total capacity of 810,000 tons per year with 22 facilities and warehouses.</span></p>
<p><strong><span dir="auto">Apron capacity is</span></strong><span dir="auto"> also being expanded to accommodate more aircraft simultaneously. Currently, five larger aircraft can be accommodated on the apron, and with the expansion, which will be completed in January 2026, there will be four additional positions for aircraft of the same type, such as the  </span><a href="https://www.boeing.com/"><span dir="auto">Boeing</span></a><span dir="auto"> 747-8F, for a total of nine positions.</span></p>
<blockquote><p><span dir="auto">&#8220;The projects described above are financed with our own resources; furthermore, the growth momentum is expected to continue and consolidate over the next five years, which will require beginning work on planning for the second phase of the AIFA Master Development Program,&#8221; the document stated.</span></p></blockquote>
<p><span dir="auto">The Ministry of Defense asserted that air cargo transportation is a </span><strong><span dir="auto">strength that will be consolidated in less time than projected</span></strong><span dir="auto"> , so it will be necessary to accelerate the required investment &#8220;to expand the infrastructure at the cargo terminal as quickly as possible and meet the demand that will arise.&#8221;</span></p>
<p><span dir="auto">He emphasized that the development of the northern part of the Valley of Mexico to create a development hub through an industrial logistics corridor, from the city of Pachuca to the northern part of Mexico City, will make AIFA a &#8220;center of gravity.&#8221;</span></p>
<blockquote><p><span dir="auto">&#8220;The scenario described above is an opportunity that AIFA will seize to establish another commercial strategy for the development of the Airport City, which will allow for orderly growth, in accordance with the land uses designated in the Master Development Plan for that space, which includes health services, shopping centers, parking lots, corporate buildings, aviation-related schools, and a ground transportation terminal,&#8221; he said.</span></p></blockquote>
<p><span dir="auto">Currently, </span><strong><span dir="auto">43 airlines operate freight transport through the AIFA</span></strong><span dir="auto"> : 17 scheduled cargo airlines, 26 charter airlines, and three mixed airlines (passenger and cargo), transporting a total of more than 633,000 tons.</span></p>
<p><strong><span dir="auto">By 2050, the Ministry of Defense has projected the maximum development of the AIFA</span></strong><span dir="auto"> , with the following characteristics:</span></p>
<ul>
<li><strong><span dir="auto">Three runways</span></strong><span dir="auto"> . For this stage of the project, the airport&#8217;s new north runway will be built, which will be used primarily for cargo handling.</span></li>
<li><strong><span dir="auto">Two interconnected terminal buildings with a capacity of 85 million passengers</span></strong><span dir="auto"> . A second passenger terminal building will be built, and the connection building between the two passenger terminals will be completed, along with the expansion of Terminals 1 and 2 to increase the number of connecting positions.</span></li>
<li><strong><span dir="auto">A cargo terminal with a capacity for three million tons per year</span></strong><span dir="auto"> . With the construction of the third runway, the airport&#8217;s cargo vocation is consolidated, with the construction of new facilities for this purpose, achieving the capacity to handle up to three million tons per year.</span></li>
<li><strong><span dir="auto">A fuel terminal with a capacity of 80 million liters of jet fuel</span></strong><span dir="auto"> . The fuel terminal will also be expanded to meet fuel needs resulting from increased operations, with a capacity of up to 85 million liters.</span></li>
<li><strong><span dir="auto">Control tower</span></strong><span dir="auto"> . The control tower was built from the ground up with the necessary and sufficient capacity to continue providing its services efficiently until the airport&#8217;s maximum development.</span></li>
</ul>
<p><span dir="auto">Additionally, he specified that a major challenge lies in developing a commercial and </span><em><span dir="auto">marketing</span></em><span dir="auto"> strategy that will allow </span><strong><span dir="auto">international airlines from Europe, Asia, and North America to be brought in</span></strong><span dir="auto"> , thereby boosting demand for flights to the airport.</span></p>

<blockquote><p><span dir="auto">&#8220;In terms of cargo transportation, significant growth is expected, which will support Mexican companies in their export and import operations through the operation of a fleet of 20 aircraft,&#8221; he said.</span></p></blockquote>
<p><span dir="auto">Likewise, it will aim to </span><strong><span dir="auto">transport 2,630,483 passengers by 2030</span></strong><span dir="auto"> , a 594% increase compared to 2024, when it carried 379,123 passengers. It also aims to have a 71% occupancy rate by 2030, which represents an increase of approximately 45% compared to 2024.</span></p>
<blockquote><p><span dir="auto">&#8220;The airline&#8217;s commercial agreements are expected to generate 112,009 passengers by 2030,&#8221; the DOF stated.</span></p></blockquote>
<p><span dir="auto">The airline announced that by the end of the aforementioned period , </span><strong><span dir="auto">it should have a 3.5% domestic stake</span></strong><span dir="auto"> , which represents an increase of approximately 468% compared to 2024.</span></p>
<blockquote><p><span dir="auto">This </span><strong><span dir="auto"> will be achieved through the establishment of 11 strategies and 58 lines of action</span></strong><span dir="auto"> that will contribute to &#8220;turning the company into a driving force for development in Mexico&#8217;s air transport sector, facilitating the efficient transportation of people and goods. Its vision focuses on operational excellence, the geographic expansion of air routes, innovation, and sustainability, all with a focus on customer satisfaction.&#8221;</span></p></blockquote>
<p><span dir="auto">Projecting beyond the 2030 horizon requires a long-term vision that transcends administrative cycles and lays the foundation for sustained and sustainable development.</span></p>
<blockquote><p><span dir="auto">&#8220;The vision for the future is clear: by 2050, the airline will be one of the leaders in Mexico and one of the best in Latin America. It will be recognized for its service excellence, operational efficiency, and its drive toward air connectivity and mobility for the benefit of Mexicans,&#8221; he projected.</span></p></blockquote>

<p><span dir="auto">The document, signed by </span><strong><span dir="auto">Luis Ruiz Hernández</span></strong><span dir="auto"> , head of the </span><a href="https://www.gob.mx/sct/acciones-y-programas/direccion-general-de-autotransporte-federal"><span dir="auto">Federal Motor Transport Directorate (DGAF)</span></a><span dir="auto"> , establishes that the permit must be placed in a visible and legible place, include the vehicle identification number and a QR code with information from the Federal Motor Transport Institutional System (SIAF).</span></p>
<p><strong><span dir="auto">During its validity, it will have the same effects as a metal plate</span></strong><span dir="auto"> , and may be supplemented with </span><strong><span dir="auto">beaconing</span></strong><span dir="auto"> elements as an additional identification measure, the document states.</span></p>

Transporters warned that the SICT continues to lag in processing procedures and that the measure repeats errors from the 2001 reorganization program, when a lack of oversight led to discretion and impacts on operational safety.</span></p>

<p><span dir="auto">On September 23, the <a href="https://www.gob.mx/cne">National Energy Commission (CNE)</a> published an agreement in the </span><a href="https://www.dof.gob.mx/"><span dir="auto">Official Gazette of the Federation (DOF) </span></a><span dir="auto"><a href="https://www.dof.gob.mx/nota_detalle.php?codigo=5768321&amp;fecha=23/09/2025#gsc.tab=0">announcing the guidelines</a> for beaconing and technical requirements for the global positioning system (GPS) of vehicle units that have permits for transportation and distribution by means other than pipelines for petroleum products, liquefied petroleum gas, and petrochemicals.</span></p>
<p><strong><span dir="auto">This measure is relevant to transportation and distribution</span></strong><span dir="auto"> , which must be complied with by vehicle units registered or registered with the CNE and that have the necessary permits for the relevant activities.</span></p>
<p><span dir="auto">The provision referred to considers the </span><strong><span dir="auto">marking of motor transport units,</span></strong><span dir="auto"> both motorized and trailer, as well as </span><strong><span dir="auto">railway equipment,</span></strong><span dir="auto"> as well as the implementation of GPS and QR codes that display vehicle units registered with permits for transport and distribution by means other than petroleum pipelines.</span></p>
<blockquote><p><span dir="auto">&#8220;This measure is related to fuel traceability, origin and destination, legal origin of products, as well as legitimate ownership of fuels, routes, and authorized destinations,&#8221; Carlos Vallejo, founding partner of </span><a href="https://www.quaenergy.mx/"><span dir="auto">QUA Energy Consulting, told T21.</span></a></p></blockquote>
<p><span dir="auto">Based on a document sent by QUA Energy Consulting to its clients, the measures include the QR code being printed on durable, reflective, and visible decals, </span><strong><span dir="auto">allowing for electronic verification of permits, the legality of the unit, current insurance, routes, and transported volumes.</span></strong></p>
<p><strong><span dir="auto">&#8220;The information will be partially accessible to citizens and fully accessible to authorities</span></strong><span dir="auto"> through the SIRACP system,&#8221; the QUA Energy Consulting document states.</span></p>
<p><span dir="auto">Regarding markings, they must comply with standards of durability and daytime and nighttime visibility.</span></p>

<p><strong><span dir="auto">Regarding GPS technical requirements</span></strong><span dir="auto"> , all units must have an active, certified GPS system with real-time transmission under secure protocols.</span></p>
<p><span dir="auto">One thing that stands out in the DOF publication is that records must be kept for at least 12 months, while the omission or manipulation of GPS will be considered a serious offense and will be penalized.</span></p>
<p><span dir="auto">Regarding the deadlines, </span><strong><span dir="auto">it is important to note that the CNE must issue and notify QR codes to permit holders with valid permits.</span></strong><span dir="auto"> This notification must be made within a maximum of 15 business days of the agreement&#8217;s entry into force. Permit holders will have 20 business days thereafter to implement the markings on their units. New units must comply with these requirements before beginning operations.</span></p>
<p><span dir="auto">The sanctions considered could be generated from non-compliance with verifications by the CNE.</span></p>
<blockquote><p><span dir="auto">QUA shared that citizen reporting mechanisms and the SIRACP digital system will be enabled for oversight and control. “The SIRACP is a technological tool managed and operated by the Commission, designed to strengthen regulatory oversight of the Transportation and Distribution of Petroleum Products, Liquefied Petroleum Gas, and Petrochemicals by means other than pipelines, as well as to provide information to public security authorities to strengthen measures to prevent and punish crimes committed in the hydrocarbon sector, following an agreement, convention, or any other instrument signed between the Commission and the authorities to coordinate the exchange of information.”</span></p></blockquote>

<p><span dir="auto">Amid the constant changes in the United States&#8217; tariff policy and in the run-up to the revision of the </span><a href="https://www.gob.mx/t-mec"><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></a><span dir="auto"> , scheduled for July 2026, the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> announced this Monday in the </span><a href="https://dof.gob.mx/index.php#gsc.tab=0"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> the </span><strong><span dir="auto">call for comments on the operation of this trade agreement</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">According to the DOF&#8217;s publication, a </span><strong><span dir="auto">public consultation process</span></strong><span dir="auto"> is necessary to gather information, comments, and recommendations for evaluating the functioning of the USMCA.</span></p></blockquote>
<p><span dir="auto">This is because the agreement will celebrate its sixth anniversary in July 2026, &#8220;making it necessary to begin preparations for the joint review.&#8221;</span></p>
<p><span dir="auto">According to Article 34.7 of the USMCA (Review and Extension of Validity), paragraph 2, it is established that on the sixth anniversary of the entry into force of the trade agreement, </span><strong><span dir="auto">the Free Trade Commission will meet to carry out a joint review of its operation</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">The DOF stated, &#8220;in order to evaluate any recommendations submitted by any of the parties and decide on appropriate measures, allowing each party to make recommendations at least one month in advance of the commission meeting.&#8221;</span></p></blockquote>
<p><span dir="auto">The call establishes that the deadline for submitting information, comments, or recommendations will be </span><strong><span dir="auto">60 calendar days</span></strong><span dir="auto"> from the publication of this notice in the DOF.</span></p>

<p><span dir="auto">For its part, the </span><a href="https://www.ustr.gov/"><span dir="auto">Office of the United States Trade Representative (USTR)</span></a><span dir="auto"> announced on September 16 that it would also begin public consultations, setting a </span><strong><span dir="auto">45-day</span></strong><span dir="auto"> deadline , following publication in the Federal Register, to </span><strong><span dir="auto">receive comments and requests regarding the USMCA</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">It&#8217;s worth remembering that the </span><a href="https://etylmx.com/"><span dir="auto">Monterrey 2025 Transportation and Logistics Meeting (ETYL MTY)</span></a><span dir="auto"> , organized by Grupo T21, will address the importance of this trade agreement and its impact on trade between Mexico and the United States.</span></p>
<p><em><strong><span dir="auto">In this regard, the Mexico-U.S. panel on the USMCA, cross-border trade, and regional competitiveness</span></strong></em><span dir="auto"> will be held on October 15. Specialists will analyze the challenges and opportunities within the framework of this agreement, which will be reviewed in 2026.</span></p>
