<p><span dir="auto">The </span><strong><span dir="auto">shortage of license plates for federal motor carriers</span></strong><span dir="auto"> , along with delays and other issues, dates back several years. However, in October 2025, this problem intensified, and the sector began reporting a lack of metal license plates for new vehicles and replacement applications. Carriers say the complications persist, although the problem now centers on the </span><strong><span dir="auto">delivery and tracking of documents</span></strong><span dir="auto"> .</span></p>
<p class="isSelectedEnd"><span dir="auto">Several operators reported delays in the issuance of federal license plates, forcing the authority to maintain provisional schemes to avoid major disruptions to operations.</span></p>
<p class="isSelectedEnd"><span dir="auto">However, according to Eucario Reyes, president of the </span><strong><span dir="auto">National Association of Representation in Motor Transport (ANRA)</span></strong><span dir="auto"> , there are currently cases in which carriers request their license plates and receive the response that they have already been delivered, even though they claim not to have received them.</span></p>
<blockquote>
<p class="isSelectedEnd"><span dir="auto">“You request it and they tell you: I already delivered it. Where? To whom? At what time?” the sector representative pointed out.</span></p>
</blockquote>
<p class="isSelectedEnd"><span dir="auto">The situation has generated </span><strong><span dir="auto">discontent among some concessionaires</span></strong><span dir="auto"> , who claim that they must restart administrative processes to obtain replacements or clarify the status of their procedures.</span></p>
<p class="isSelectedEnd"><span dir="auto">According to Reyes, when a temporary permit expires and the carrier must restart the process to recover a license plate they haven&#8217;t received, </span><strong><span dir="auto">the process can take between five and 15 days</span></strong><span dir="auto"> . During that period, a vehicle may stop generating income.</span></p>
<blockquote>
<p class="isSelectedEnd"><span dir="auto">“A 15-day delay can represent losses of close to 30,000 pesos, not considering the additional costs associated with replacements and administrative procedures.</span></p>
</blockquote>
<p class="isSelectedEnd"><span dir="auto">The leader indicated that the problem mainly affects companies dedicated to <strong>general </strong></span><strong><span dir="auto">cargo transport</span></strong> <span dir="auto">, a segment that concentrates an important part of the mobility of goods in the country.</span></p>
<p class="isSelectedEnd"><span dir="auto">Given this scenario, representatives of the sector held meetings with officials from the </span><a href="https://www.gob.mx/sict"><span dir="auto">General Directorate of Federal Motor Transport (DGAF)</span></a><span dir="auto"> to present various cases and request a review of the procedures related to the delivery of license plates and other procedures.</span></p>
<p class="isSelectedEnd"><span dir="auto">As a result of these meetings, the authorities suggested that complaints be submitted to the appropriate oversight bodies to follow up on each case.</span></p>

However, prior to the mobilization, representatives of the trucking industry held a meeting with officials from the General Directorate of Federal Motor Transport, which resulted in a working agreement and a commitment to forward the complaints to various review bodies.</div>

<p data-start="818" data-end="1060"><span dir="auto">Although the demonstration was suspended, </span><strong><span dir="auto">Reyes asserted that the problems denounced by the sector remain unresolved</span></strong><span dir="auto"> .</span></p>

<p class="isSelectedEnd"><strong><span dir="auto">Although license plate production began this year following the allocation of federal resources</span></strong><span dir="auto"> and the participation of Talleres Gráficos de México, according to Reyes, there are still operational challenges to ensure that the documents effectively reach the concessionaires and that pending procedures can be resolved without further delays.</span></p>
<h4 data-start="1588" data-end="1611"><strong data-start="1588" data-end="1611"><span dir="auto">The license plate crisis in data</span></strong></h4>
<ul data-start="1612" data-end="1976">
<li data-section-id="1hw8t21" data-start="1612" data-end="1662"><span dir="auto">More than eight months of complaints about federal license plates.</span></li>
<li data-section-id="16ldu4r" data-start="1663" data-end="1724"><span dir="auto">130 million pesos were authorized for the purchase of license plates, but in many cases they still haven&#8217;t arrived, according to ANRA.</span></li>
<li data-section-id="1ixryzx" data-start="1816" data-end="1871"><span dir="auto">According to ANRA, a replacement can take up to 15 days.</span></li>

<p><span dir="auto">According to what was published in the </span><a href="https://dof.gob.mx/#gsc.tab=0"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> , the strategy seeks to facilitate the renewal of old units through financing schemes backed by  </span><a href="https://www.nafin.com/portalnf/content/home/home.html"><span dir="auto">Nacional Financiera (Nafin)</span></a><span dir="auto"> , aimed mainly at micro and small transporters who currently have a </span><strong><span dir="auto">vehicle fleet of no more than 30 units</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">The objective is &#8220;to replace new or semi-new units, in order to improve the age of the fleet, the condition of the vehicle fleet and road safety,&#8221; it was stated in the DOF.</span></p></blockquote>
<p><span dir="auto">The document specifies that individuals with business activity and legal entities whose main activity is federal passenger and freight transport may participate, classified as </span><strong><span dir="auto">micro-transporters</span></strong><span dir="auto"> (from one to five units), and </span><strong><span dir="auto">small transporters</span></strong><span dir="auto"> (from six to 30 units).</span></p>
<p><strong><span dir="auto">The program operates under a Pari Passu Guarantee (shared risk)</span></strong><span dir="auto"> scheme in terms of the Nafin Guarantee Program, where credit risk will be shared between the federal government and participating financial institutions.</span></p>
<h4><strong><span dir="auto">Terms and payments</span></strong></h4>
<p><span dir="auto">The social action </span><strong><span dir="auto">includes financing of up to 15 million pesos (mdp)</span></strong><span dir="auto"> or its equivalent in US dollars, and the option to acquire new units will be </span><strong><span dir="auto">for up to 84 months with a minimum down payment of 10 percent</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">For pre-owned units, the maximum term will be </span><strong><span dir="auto">up to 60 months with a minimum down payment of 15 percent</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“The prices of the units and specific financing conditions will vary, depending on the brand, type of unit, model, and financial intermediaries participating in the Nafin Guarantee Program,” the DOF stated.</span></p></blockquote>
<h4><strong><span dir="auto">Participation requirements</span></strong></h4>
<p><span dir="auto">To access the program, applicants must meet various conditions established by the SICT:</span></p>
<p><span dir="auto">-Be a permit holder for federal motor transport service with a vehicle fleet of up to 30 units.</span></p>
<p><span dir="auto">-The permit granted by the SICT must have a minimum age of three years in the federal motor transport service.</span></p>
<p><span dir="auto">To fulfill the program&#8217;s objectives, once the financing is approved, the participating permit holder must go to the </span><a href="https://www.gob.mx/sict"><span dir="auto">General Directorate of Federal Motor Transport</span></a><span dir="auto"> and/or SICT center to present the requirements for the registration of each unit participating in the program.</span></p>
<p><span dir="auto">In the case of used units, they must present the requirements established by the financial intermediaries participating in the program, who will verify that the units comply with the physical-mechanical conditions issued by an inspection unit authorized by the SICT, the vehicle must be reviewed by the trained, empowered and designated public servant.</span></p>
<h4><strong><span dir="auto">Program validity</span></strong></h4>
<p><span dir="auto">The Official Gazette of the Federation establishes that </span><strong><span dir="auto">the validity of the program will be indefinite</span></strong><span dir="auto"> , provided that there is budgetary availability provided by the SICT in terms of the Nafin Guarantee Program.</span></p>

<p><span dir="auto">According to the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck and Tractor-Trailer Manufacturers (ANPACT)</span></a><span dir="auto"> , the fleet of heavy vehicles in the cargo segment in Mexico has an average age of 19 years, which affects, among other factors, the risk of accidents and high emissions of pollutants, reinforcing the need to accelerate its renewal.</span></p>

In this area, </span></span><span dir="auto"> female participation </span><span data-contrast="auto"><span dir="auto">reached 5,335 licenses, equivalent to only</span></span><span dir="auto"> 0.9% </span><span data-contrast="auto"><span dir="auto">nationwide, a proportion that reveals the significant room that still exists for their incorporation into freight transport.</span></span><span data-ccp-props="{}"> </span></p>
<p><span data-contrast="auto"><span dir="auto">In this context, </span></span><span dir="auto"> Scania Mexico </span><span data-contrast="auto"><span dir="auto"> has made progress with its  </span></span><b><span data-contrast="auto"><span dir="auto">Scania Women Drivers</span></span></b><span data-contrast="auto"><span dir="auto"> program , which </span><strong><span dir="auto">has already completed seven cohorts </span></strong> </span><b><span data-contrast="auto"><span dir="auto">and graduated 72 women</span></span></b><span data-contrast="auto"><span dir="auto"> . The automaker is preparing to launch the eighth cohort, which will take place in Monterrey, Nuevo León, with the expectation of adding 10 new participants.</span></span><span data-ccp-props="{}"> </span></p>

<p><span dir="auto">Consolidating Mexico as a logistics and foreign trade platform requires more than just growth in flows and volumes: it demands sufficient infrastructure, streamlined processes, and close coordination between the public and private sectors. This was the central consensus of the </span><strong><span dir="auto">panel “Perspectives on the Development and Growth of Foreign Trade, Consolidation of Logistics at the National and International Levels</span></strong><span dir="auto"> ,” held at the </span><strong><span dir="auto">ANERPV Forum</span></strong><span dir="auto"> , where federal officials and business representatives met.</span></p>
<p><span dir="auto">In the context of the 23rd anniversary of the </span><a href="https://anerpv.mx/"><span dir="auto">National Association of Vehicle Tracking and Protection Companies (ANERPV)</span></a><span dir="auto"> , the panel members concluded that </span><strong><span dir="auto">logistics</span></strong><span dir="auto"> cannot be understood only as an operational function, </span><strong><span dir="auto">but as a strategic enabler of economic development</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">This involves challenges and obstacles in the areas of security, digitalization, talent, multimodal infrastructure, and regulations that facilitate the transit of goods, which </span><strong><span dir="auto">have been configured as the pillars on which the country&#8217;s logistical competitiveness must be built</span></strong><span dir="auto"> , both for the domestic market and for its integration into global value chains.</span></p>
<p><span dir="auto">Gerardo Tajonar, vice president of the </span><a href="https://ccmexico.com.mx/"><span dir="auto">National Chamber of Commerce, Services and Tourism of Mexico City (Canaco CDMX)</span></a><span dir="auto"> , emphasized that international trade operates in a high-risk environment facing maritime route closures and geopolitical conflicts, which has motivated the reconfiguration of supply chains.</span></p>
<p><span dir="auto">As a result of the above, </span><strong><span dir="auto">coordination between the government and private sector participants is required to address these disruptions that are due to exogenous factors</span></strong><span dir="auto"> , and the members of the supply chain must manage them.</span></p>
<p><span dir="auto">José Carlos Gilibert, Vice President of Security for the </span><a href="https://canacar.com.mx/"><span dir="auto">National Chamber of Freight Transportation (Canacar)</span></a><span dir="auto"> , stressed that </span><strong><span dir="auto">insecurity on the highways continues to be a profound problem</span></strong><span dir="auto"> , which translates into the killing of drivers.</span></p>
<p><span dir="auto">Regarding infrastructure, Gilibert Peña warned about the lack of infrastructure, which is manifested in the saturation of toll booths due to a lack of technology that would make them more efficient, </span><strong><span dir="auto">but also because the options for highways and roads have not kept pace with the operating conditions of road transport</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“Due to insecurity, transporters must stop traveling at certain times, which means we have to travel during daylight hours, coinciding with private vehicles,” added José Gilibert, who also asserted that technological issues such as tracking, telemetry and artificial intelligence are no longer optional, but structural.</span></p></blockquote>
<p><span dir="auto">Paulino Herrera Manzano, executive director of Supervision at the </span><a href="https://www.gob.mx/sict/acciones-y-programas/direccion-general-de-autotransporte-federal"><span dir="auto">General Directorate of Federal Motor Transport (DGAF)</span></a><span dir="auto"> , stated that progress has been made in self-regulation projects </span><strong><span dir="auto">that will allow companies to register operators, units, and cargo for real-time monitoring</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">These processes </span><strong><span dir="auto">require intensive use of digitization and administrative simplification to reduce times in permits, licenses and authorizations</span></strong><span dir="auto"> , despite the fact that in previous months the lack of plates for motor transport was denounced, and a circular was even issued to be able to deliver them in printed form, while the metal plates arrived.</span></p>
<p><span dir="auto">From the perspective of Ignacio Aguado, Director General of Innovation, Services and Foreign Trade at the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy</span></a><span dir="auto"> , he described that there is a reality where some sectors are export-intensive, while domestic consumption has a high import rate.</span></p>
<blockquote><p><span dir="auto">Given this situation, Aguado emphasized the importance of logistics, a cross-cutting sector that connects industry, commerce, and infrastructure. To strengthen it, actions have been taken to bolster human capital through certifications and competency standards for the logistics sector, in response to an estimated 25%–30% labor shortage in the industry, with the shortage of truck drivers exceeding 90,000 positions.</span></p></blockquote>

<p><span dir="auto">At the closing of the 3rd Trayecto Forum, Jorge Casares López, president and CEO of Trayecto, emphasized to the various stakeholders that, while the growth of the company and its operators is fundamental, the focus has also been on advancing its infrastructure, which currently </span><strong><span dir="auto">comprises 60 terminals and more than 10,000 employees</span></strong><span dir="auto"> . He also underscored the importance of continuous process improvement and the incorporation of technology to fulfill the company&#8217;s commitments.</span></p>
<p><span dir="auto">In addition to these elements, </span><strong><span dir="auto">Casares emphasized that the 360 ​​vision promoted by the company is geared towards developing leaders who are good people</span></strong><span dir="auto"> , who positively influence their close circles through this same philosophy, with the goal of contributing to building a better country.</span></p>
<blockquote><p><span dir="auto">“We cannot be good leaders if we are not good people, and that is what we apply with our collaborators,” stated the president of Trayecto, who recalled that the project they have with the Santiago FC soccer team is focused on generating good people and better human beings.</span></p></blockquote>
<p><span dir="auto">This same dynamic is applied at the </span><strong><span dir="auto">University of Transportation (UDAT)</span></strong><span dir="auto"> , which, while geared towards developing technical skills, also focuses on creating better human beings. </span><strong><span dir="auto">“There’s no point in growing if we don’t improve our country, if we don’t improve our relations with other countries</span></strong><span dir="auto"> ,” Jorge Casares warned.</span></p>

<p><span dir="auto">For the management team led by Trayecto, the path forward for the medium and long term is clear. </span><strong><span dir="auto">They already have a vision for the company in 2035</span></strong><span dir="auto"> , one that encompasses not only quantitative but also qualitative aspects.</span></p>
<blockquote><p><span dir="auto">Jorge Casares emphasized to his stakeholders that, by 2035, Trayecto has a clear vision of reaching eight thousand tractor-trailers and 17 thousand trailers; the challenge in this equation is that 60% of the driving force will not use diesel.</span></p></blockquote>
<p><span dir="auto">“ </span><strong><span dir="auto">Our long-term vision for 2035 is that we must find ways to avoid pollution</span></strong><span dir="auto"> , using the technologies at our disposal,” Casares López explained, adding, “such as gas, electricity, hydrogen, water, the atmosphere, and prayers of the Holy Spirit. We will find ways to avoid pollution. </span><strong><span dir="auto">How to avoid pollution? That is our long-term vision for 2035.</span></strong><span dir="auto"> ”</span></p>
<blockquote><p><span dir="auto">On the path to achieving this goal, Trayecto defined 2026 as the year of the &#8220;Assertive Consistency&#8221; cycle, which was outlined as: &#8220;The ability to define a clear position, make decisions without delay, and act firmly, communicating instructions and agreements directly, concretely, and respectfully, ensuring compliance with internal policies, processes, deadlines, and regulatory obligations. This involves aligning expectations, correcting deviations promptly, and following up until completion, using objective information and business criteria, without generating unnecessary friction or exceptions outside the norm.&#8221;</span></p></blockquote>
<p><span dir="auto">From Jorge Casares&#8217; perspective, &#8220;Assertive forcefulness&#8221; can be summarized as making decisions and taking actions effectively, so that they are the right ones.</span></p>

<p><span dir="auto">The </span><a href="https://canapat.org.mx/"><span dir="auto">National Chamber of Passenger and Tourism Transportation (Canapat)</span></a><span dir="auto"> ratified </span><strong><span dir="auto">Luis Antonio Zaldívar Sánchez</span></strong><span dir="auto"> as president of the organization for the period 2026-2027, during the </span><strong><span dir="auto">XXXVI Ordinary General Assembly</span></strong><span dir="auto"> , in which the integration of the new National Board of Directors was also presented.</span></p>
<p><span dir="auto">The session was chaired by Zaldívar Sánchez, and during the assembly a summary of the activities carried out by Canapat was presented, among which the meetings held with authorities of different levels of government stood out, and the participation of the organization in international spaces related to mobility and tourism.</span></p>
<blockquote><p><span dir="auto">The work of the country&#8217;s regional delegations and the practices implemented in different states to strengthen passenger transport operations were also recognized. The meeting included a presentation of the organization&#8217;s financial report and an analysis of the regulatory environment impacting the sector.</span></p></blockquote>
<p><span dir="auto">As part of the institutional agenda for the 2026-2027 period, Canapat proposed various lines of work focused on </span><strong><span dir="auto">strengthening safety in operations, boosting the competitiveness and productivity of the sector, improving the quality of service and the user experience</span></strong><span dir="auto"> , as well as advancing in the modernization of fleets and in the professionalization of human capital.</span></p>
<p><span dir="auto">In the vote, carried out in accordance with the statutes of Canapat, Zaldívar Sánchez was ratified as president, who will be accompanied in the new National Board of Directors by </span><strong><span dir="auto">Sergio Enrique Rodríguez Herrera</span></strong><span dir="auto"> , as executive vice president of the Secretariat; </span><strong><span dir="auto">Aldo Alarcón Vargas</span></strong><span dir="auto"> , in Finance and Treasury; and </span><strong><span dir="auto">Aureliano Baca Baños</span></strong><span dir="auto"> , as executive vice president of the Comptroller&#8217;s Office.</span></p>

<blockquote><p><span dir="auto">The category with the highest number of registrations was dry vans, with a total of 5,248 units registered in the January-November 2025 cycle. The segment leader was </span><a href="https://fruehauf.mx/"><span dir="auto">Fruehauf</span></a><span dir="auto"> with 1,860 units, followed by </span><a href="https://remolquesatro.com/"><span dir="auto">ATRO</span></a><span dir="auto"> with 698 and </span><a href="https://gallegos.com.mx/"><span dir="auto">Gallegos</span></a><span dir="auto"> with 423. <p><strong><span dir="auto">Reducing polluting emissions remains the biggest environmental challenge for freight transport in Mexico</span></strong><span dir="auto"> , but not due to a lack of regulations, but rather a structural problem: the </span><strong><span dir="auto">age of the</span></strong><span dir="auto"> fleet</span></p>
<p><span dir="auto">With an average age of nearly 19 years, thousands of </span><strong><span dir="auto">obsolete units</span></strong><span dir="auto"> continue to circulate without real incentives to be renewed, which limits the environmental and competitiveness advances of the sector, explained Isabel Studer, president of the </span><a href="https://sostenibilidadglobal.org/"><span dir="auto">Global Sustainability</span></a><span dir="auto"> organization .</span></p>
<p><span dir="auto">Beyond the environmental discourse, records from the </span><a href="https://www.sct.gob.mx/transporte-y-medicina-preventiva/autotransporte-federal/informacion-sobre-la-direccion-general-de-autotransporte-federal/"><span dir="auto">General Directorate of Federal Motor Transport (DGAF)</span></a><span dir="auto"> indicated that </span><strong><span dir="auto">as of the </span></strong> <strong><span dir="auto">end of September 2025, </span></strong><strong><span dir="auto">the </span></strong><strong><span dir="auto">average age </span></strong><strong><span dir="auto">of cargo units in circulation remained practically unchanged</span></strong><span dir="auto"> , reflecting the structural difficulty in advancing an effective renewal of the vehicle fleet, despite regulatory adjustments and announcements on the matter.</span></p>

<p><span dir="auto">The specialist explained that a significant portion of the </span><strong><span dir="auto">emissions</span></strong><span dir="auto"> does not come from large companies, which have begun to incorporate environmental criteria due to efficiency and supply chain requirements, but from older vehicles operated by small owners.</span></p>
<blockquote><p><span dir="auto">These transporters, lacking </span><strong><span dir="auto">financing schemes</span></strong><span dir="auto"> or specific support, keep 20 or even 25-year-old units in operation, as they represent their main source of income, he stressed.</span></p></blockquote>
<p><span dir="auto">The challenge becomes even more significant considering that </span><strong><span dir="auto">trucking accounts for approximately 80% of the country&#8217;s land freight</span></strong><span dir="auto"> . Without modernizing its vehicle fleet, Mexico risks losing competitiveness to supply chains that already demand verifiable emissions reductions, regardless of the international political context or the fluctuations in the United States&#8217; climate agenda.</span></p>
<p><span dir="auto">While the ban on </span><strong><span dir="auto">importing used heavy vehicles from the United States</span></strong><span dir="auto"> was a step in the right direction, Studer cautioned that the measure is insufficient without a comprehensive strategy. The problem isn&#8217;t solved simply by closing the door to obsolete vehicles, but rather by addressing what&#8217;s already on the road in the country.</span></p>
<p><span dir="auto">From their perspective, </span><strong><span dir="auto">more than </span></strong><strong><span dir="auto">two-thirds of older vehicles belong to small owners</span></strong><span dir="auto"> , so any solution must focus on </span><strong><span dir="auto">scrappage programs</span></strong><span dir="auto"> accompanied by financing schemes for replacing vehicles. This requires specific resources and coordination that goes beyond the </span><a href="https://www.gob.mx/sict"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> , also involving the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">The fleet modernization, he noted, would not only have environmental benefits but would also allow for the development of the domestic market for </span><strong><span dir="auto">heavy vehicles</span></strong><span dir="auto"> , generating new opportunities for manufacturers established in Mexico. Representatives from the industry and sector associations have even expressed their willingness to participate in public-private partnerships that include the banking sector.</span></p>
<p><span dir="auto">Currently, while commercial banks offer loans for the purchase of electric cars, </span><strong><span dir="auto">there are no suitable financial instruments </span></strong><strong><span dir="auto">for heavy vehicles</span></strong><span dir="auto"> . This lack of credit options excludes small transport operators, who can hardly access more modern vehicles without financial support.</span></p>
<p><span dir="auto">In this context, the adjustments made to </span><strong><span dir="auto">NOM-044</span></strong><span dir="auto"> , which allow the technological transition from Euro 5 to Euro 6 standards, represent a significant step forward. However, the expert noted that without a national fleet renewal strategy, even the best regulations will fall short.</span></p>
<blockquote><p><span dir="auto">“Modernizing the fleet not only reduces emissions, but also lowers operating costs,” he pointed out. The environmental problem of freight transport in Mexico, he emphasized, is not only technological or regulatory, but structural. Without a serious vehicle scrappage program, accessible financing, and clear tax incentives, the challenge will remain.</span></p></blockquote>
