<p><a href="https://interoceanico.mx/"><span dir="auto">By 2030, the Isthmus of Tehuantepec Railway (FIT)</span></a> <span dir="auto">is estimated </span><strong><span dir="auto">to handle 885,780 tons</span></strong><span dir="auto"> , 212% more than in 2024, and would also double its passenger transport capacity.</span></p>
<p><span dir="auto">According to the </span><em><span dir="auto">Institutional Program of the Interoceanic Corridor of the Isthmus of Tehuantepec (PICIIT), derived from the National Development Plan 2025-2030 (PND) , </span></em><strong><span dir="auto">284,017 tons were transported</span></strong><span dir="auto"> at the end of last year .</span></p>
<p><span dir="auto">Although </span><strong><span dir="auto">the projected volume of mobilized cargo is expected to reach 550,000 tons by 2025</span></strong><span dir="auto"> , progressive growth is estimated for subsequent years. The figure will reach 605,000 tons by 2026, 665,500 tons by 2027, 732,050 tons by 2028, and 805,255 tons by 2029.</span></p>
<p><span dir="auto">Regarding passengers, the document stated that 70,875 passengers were transported last year, while the number of passengers is expected to reach 125,559 by 2030.</span></p>
<p><span dir="auto">Similarly, </span><strong><span dir="auto">the number of granted Development Poles for Well-being (Podebis) was projected to increase to 14</span></strong><span dir="auto"> , and 100% compliance in payment of fees would be maintained.</span></p>
<p><span dir="auto">However, it will also be necessary to </span><strong><span dir="auto">address infrastructure improvements and expansions</span></strong><span dir="auto"> , as well as multimodal and technological integration, that is, establishing efficient connections between different modes of transport—rail, sea, and road—to ensure a smooth and seamless transfer of goods.</span></p>
<blockquote><p><span dir="auto">&#8220;To achieve this, it is essential to incorporate robust digital systems that enable real-time tracking, intermodal coordination, and the simplification of customs processes,&#8221; he explained.</span></p></blockquote>
<p><span dir="auto">Furthermore, it is necessary </span><strong><span dir="auto">to create an attractive commercial environment that reduces both dispatch times</span></strong><span dir="auto"> and logistics costs. This involves not only modernizing the physical infrastructure but also optimizing rates, simplifying administrative procedures, and implementing incentives that promote foreign investment and boost the corridor&#8217;s competitiveness, among other things.</span></p>

<p><span dir="auto">The </span><a href="https://canacotuxpam.com.mx/"><span dir="auto">National Chamber of Commerce, Services and Tourism (Canaco Servytur) of Tuxpan</span></a><span dir="auto"> has developed an </span><strong><span dir="auto">action plan to ensure that small businesses and entrepreneurs in the region actively participate in the Tuxpan Economic Development and Well-being Center (Podebi) project in Veracruz</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">In an interview with T21, Raúl Patiño, president of Canaco Servytur Tuxpam, indicated that </span><strong><span dir="auto">they will begin a series of roundtables, training sessions, and informational forums</span></strong><span dir="auto"> , with the goal of working hand in hand with the federal and state governments, and for small and medium-sized enterprises (SMEs) to understand the scope of the project and prepare to join the value chains.</span></p>
<blockquote><p><span dir="auto">&#8220;We want small businesses to be informed about what&#8217;s coming. We&#8217;ve already scheduled a joint forum with Canaco Poza Rica, and we&#8217;re in constant communication with our sister chambers,&#8221; he said.</span></p></blockquote>
<p><span dir="auto">Patiño reported that the next </span><em><span dir="auto">Forum to promote economic, technological and innovation development in the northern region of Veracruz</span></em><span dir="auto"> will be held on September 11 at the Canaco Poza Rica and Tuxpan venues, with the purpose of </span><strong><span dir="auto">informing the business community about Podebi, fostering dialogue and beginning to integrate working groups</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">&#8220;After the forum, we&#8217;ll continue with more talks and outreach to get people interested and prepared. We won&#8217;t cover everyone in one session, so this will be an ongoing process,&#8221; Patiño added.</span></p></blockquote>
<p><span dir="auto">He also noted that he is working closely with Lidia Soni, head of Economic Development for Tuxpan and a council member of the chamber, to strengthen ties with all three levels of government. He also indicated that </span><strong><span dir="auto">he will seek to secure state and federal support to obtain financing</span></strong><span dir="auto"> that will allow local businesses to compete against the large investments that are coming.</span></p>
<blockquote><p><span dir="auto">&#8220;We want to create productive chains that allow us to be competitive. It&#8217;s not just about attracting investment, but ensuring that this investment remains and benefits the entire region,&#8221; he emphasized.</span></p></blockquote>
<p><span dir="auto">Patiño acknowledged the lack of infrastructure and trained personnel, and </span><strong><span dir="auto">highlighted the municipality&#8217;s strategic location as a key logistical advantage</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">&#8220;We have to participate as a region: Poza Rica, Álamo; we must all prepare for the coming demand for jobs, goods, services, and supplies. If we work now, with strategic alliances and training, we can be competitive,&#8221; he said.</span></p></blockquote>
<p><span dir="auto">Raúl Patiño called for the joint effort represented by this hub to not become a temporary investment, but rather a true economic driver for Tuxpan and the 48 municipalities that comprise this initiative. He acknowledged that </span><strong><span dir="auto">the region has waited more than 30 years for a project of this magnitude</span></strong><span dir="auto"> and emphasized the importance of taking advantage of this opportunity, which he described as historic, to transform local development.</span></p>
<h4><strong><span dir="auto">The Podebi Tuxpan</span></strong></h4>
<p><span dir="auto">On August 26, the official declaration of the Tuxpan Podebi (Ministry of Agriculture) was published in the </span><a href="https://www.dof.gob.mx/"><span dir="auto">Official Gazette of the Federation (DOF) , recognizing </span></a><strong><span dir="auto">an area of ​​235.1 hectares</span></strong><span dir="auto"> designated for industrial and logistics development.</span></p>
<blockquote><p><span dir="auto">This hub </span><strong><span dir="auto">will benefit more than 1.8 million residents in 48 municipalities</span></strong><span dir="auto"> in the Upper Huasteca, Lower Huasteca, and Totonac regions, boosting key sectors such as agribusiness, metalworking, logistics, energy, the chemical industry, and tourism.</span></p></blockquote>
<p><span dir="auto">Meanwhile, on August 29, the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> and the </span><a href="https://www.veracruz.gob.mx/"><span dir="auto">government of Veracruz</span></a><span dir="auto"> signed the </span><strong><span dir="auto">Agreement for the Economic Development Hub for Well-being</span></strong><span dir="auto"> . The ceremony was led by Governor Rocío Nahle; the Undersecretary of Industry and Commerce of the Ministry of Economy, Vidal Llerenas; and the Secretary of Economic and Port Development of Veracruz, Ernesto Pérez.</span></p>
<p><span dir="auto">At the event, Nahle emphasized that this agreement &#8220;settles an outstanding debt with Tuxpan,&#8221; and noted that it would mark </span><strong><span dir="auto">the beginning of a new industrial era for the region</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The participation of all sectors </span><strong><span dir="auto">will be essential for this hub to consolidate itself as an engine of progress</span></strong><span dir="auto"> , capable of triggering the development of a region that, despite its strategic location, has waited more than three decades for an opportunity like this.</span></p>

<p class="p1"><span class="s1"><span dir="auto">Through this strategy, the government also seeks to transform Mexico into the </span><strong><span dir="auto">world&#8217;s tenth largest economy</span></strong><span dir="auto"> , with a strengthened industry, employment, and reduced inequality.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">One of the pillars of Plan Mexico is the Economic Development Hubs for Well-being, conceived as regional engines of growth. These hubs prioritize </span><strong><span dir="auto">investment in strategic sectors such as agribusiness, automotive and electromobility, aerospace, pharmaceuticals, medical devices, chemicals, textiles and footwear, </span></strong><strong><span dir="auto">energy, the circular economy, and electronics</span></strong><span dir="auto"> .</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">According to the Report, </span><strong><span dir="auto">14 visits</span></strong><span dir="auto"> were made to federal entities in April and May 2025 to evaluate the feasibility of 24 initial proposals.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">Following the inter-institutional review, 14 hubs with the greatest productive and territorial potential were selected on May 22, and the decree on tax incentives and the guidelines establishing the technical and fiscal criteria for their operation were published in the </span><a href="https://dof.gob.mx/#gsc.tab=0"><span dir="auto">Official Gazette of the Federation (DOF) .</span></a></span></p>
<blockquote>
<p class="p1"><span class="s1"><span dir="auto">Legal instruments are currently being drafted to formalize the administration and coordination of the hubs, along with state governments and federal agencies.</span></span></p>
</blockquote>
<p class="p1"><span class="s1"><span dir="auto">The strategy also seeks to modernize business technology systems to streamline business formation.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">In parallel, intellectual property enforcement was strengthened </span><strong><span dir="auto">with 2,548 inspections</span></strong><span dir="auto"> , the seizure of more than one million pirated products, and the implementation of the </span><strong><span dir="auto">&#8220;Operation Cleanup&#8221;</span></strong><span dir="auto"> strategy , with seizures equivalent to 885 million pesos (mdp) in illegal merchandise in Mexico City, the State of Mexico, Hidalgo, Nuevo León, Puebla, and the country&#8217;s northern border states.</span></span></p>
<h4 class="p1"><strong><span class="s1"><span dir="auto">Strengthening supply chains</span></span></strong></h4>
<p class="p1"><span class="s1"><span dir="auto">On the other hand, the Mexican government has prioritized </span><strong><span dir="auto">increasing domestic content in exports and local production</span></strong><span dir="auto"> . Between October 2024 and June 2025, diagnostics were conducted in sectors such as auto parts and semiconductors to identify constraints and propose industrial policy reforms.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">Temporary tariffs were also applied to protect the textile industry and import restrictions were imposed under the </span></span><span class="s1"><strong><span dir="auto">IMMEX (Manufacturing, Maquiladora and Export Service Industry)</span></strong><span dir="auto"> program , canceling permits for companies that simulated exports worth 24 billion pesos.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">In the </span><strong><span dir="auto">automotive sector</span></strong><span dir="auto"> , Mexico expanded its exports to Argentina, reaching $773 million in the second quarter of 2025, more than double the previous year.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">Likewise, </span><strong><span dir="auto">micro, small, and medium-sized enterprises (MSMEs)</span></strong><span dir="auto"> have been a central part of Plan Mexico. Between October 2024 and June 2025, 540.516 billion pesos in financing was provided to 365,256 companies, and 38,071 training courses in business management and operational efficiency were provided.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">The Mujer Exporta MX program connected 51 women-owned businesses with international buyers from Germany, Canada, and the United States, promoting inclusion in sectors such as agri-food and textiles.</span></span></p>
<h4 class="p1"><strong><span class="s1"><span dir="auto">Infrastructure and international cooperation</span></span></strong></h4>
<p class="p1"><span class="s1"><span dir="auto">To improve productive connectivity, the government highlighted that </span><strong><span dir="auto">4.505 billion pesos were financed for roads and highways</span></strong><span dir="auto"> , in addition to 14.418 billion pesos for urban transportation such as lines 4, 5, and 6 of the Monterrey metro and Line 4 of the Guadalajara light rail.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">In terms of cooperation, Mexico and Germany strengthened the Partnering in Business with Germany program, focused on the automotive and aerospace sectors, with 20 Mexican companies selected by 2025.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">The </span><strong><span dir="auto">Portfolio for Shared Prosperity</span></strong><span dir="auto"> recorded, as of June 2025, a total of 1,661 private investment projects totaling US$270,449 million, of which 372 faced 1,061 delayed procedures.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">To date, according to the Mexican government, 170 have been resolved to streamline the investment environment.</span></span></p>

<p class="p1"><span class="s1"><span dir="auto">Likewise, growth in the industrial warehouse sector reached 14.5% compared to 2023, with 72 new projects in the first half of 2025, mainly on the northern border and the Bajío automotive corridor, driven by the nearshoring phenomenon.</span></span></p>

<p><span dir="auto">Within the framework of the signing of the agreement between Alfredo Ramírez Bedolla, governor of Michoacán, and Vidal Llerenas, the formal launch of the industrial park was marked. This industrial park covers </span><strong><span dir="auto">342 hectares</span></strong><span dir="auto"> and is the first of 15 Economic Development Hubs for Well-being promoted by the federal government.</span></p>
<p><span dir="auto">At the event, Ramírez announced that a nationwide call will be held for registration of companies interested in investing in the economic center, as the operation will be carried out by private entrepreneurs.</span></p>
<p><span dir="auto">He also highlighted the logistical conditions, as well as the location of the industrial park, which is close to Mexico City, Guadalajara, León, Querétaro, and Aguascalientes. He also emphasized its connectivity with the </span><a href="https://www.cpkcr.com/es"><span dir="auto">Canadian Pacific Kansas City (CPKC)</span></a><span dir="auto"> rail network to the port of Lázaro Cárdenas, the United States, and Canada, as well as with the Western Highway and Morelia Airport, making it an attractive location for businesses.</span></p>

<p><span dir="auto">The hub has eight letters of intent from companies interested in establishing themselves in the </span><strong><span dir="auto">automotive, food, logistics, and processing</span></strong><span dir="auto"> industries .</span></p>
<p><span dir="auto">The facility is located in the central-western economic corridor, connecting the Pacific with the Valley of Mexico and North America.</span></p>
<p><span dir="auto">It&#8217;s worth remembering that the 15 Economic Development Hubs for Well-being will be distributed across </span><strong><span dir="auto">14 states</span></strong><span dir="auto"> , including Campeche, Chihuahua, and Durango, with the goal of accelerating Mexico&#8217;s industrial growth, attracting domestic and foreign investment, and creating 300,000 jobs. This strategy represents an investment equivalent to 1.5% of the Gross Domestic Product (GDP).</span></p>

<p><span>At Thursday&#8217;s morning press conference, the federal official indicated that the increase implies greater reinvestment and capital, which will remain in Mexico to </span><strong><span>boost the country&#8217;s economic development</span></strong><span> .</span></p>
<p><span>According to the Ministry of Foreign Affairs, </span><strong><span>the United States</span></strong><span> remained Mexico&#8217;s main investment partner during the aforementioned period, accounting for </span><strong><span>38.7%</span></strong><span> of total flows. Spain and the Netherlands followed, with 15% and 8.3%, respectively.</span></p>
<p><span>The agency detailed that, by the first quarter of 2025, </span><strong><span>43.2%</span></strong><span> of FDI was concentrated in the </span><strong><span>manufacturing sector</span></strong><span> , where the transportation equipment, beverage and tobacco, chemical, computer equipment, and food industries stand out.</span></p>
<p><span>Meanwhile, </span><strong><span>Mexico City captured 55% of the FDI</span></strong><span> . It was followed by Nuevo León with 13%, the State of Mexico with 9%, Baja California with 4%, and Guanajuato with 3% during the aforementioned cycle.</span></p>
<h4><strong><span>Economic Development Poles Advance</span></strong></h4>
<p><span>Ebrard also presented progress on the </span><strong><span>Economic Development Poles for Well-being</span></strong><span> , a national strategy that seeks, among other things, to create jobs and boost the country&#8217;s production chains, and which is also part of </span><strong><span>Plan Mexico</span></strong><span> .</span></p>
<p><span>In this regard, he pointed out that there will be tax incentives and facilities from the federal, state, and municipal governments to attract domestic and foreign investment.</span></p>
<blockquote><p><span>&#8220;It has to do with the development of strategic economic sectors for our country, which are already established in Plan Mexico. It has to do with territorial development in strategic regions of the country, that is, ensuring development throughout Mexico and not concentrated in just a few regions,&#8221; he explained.</span></p></blockquote>
<p><span>He said the sectors the hubs will cover include agribusiness, aerospace, automotive and electromobility, consumer goods, pharmaceuticals and medical devices, energy, chemicals, and petrochemicals.</span></p>
<blockquote><p><span>Additionally, textiles and footwear, the circular economy, clean energy, basic metal industries, the paper industry, the plastics industry, logistics, and metalworking, &#8220;are included in varying proportions in each of these hubs,&#8221; he specified.</span></p></blockquote>
<p><span>The Secretary of Economy announced that a tender has been launched for 13 new Economic Development Hubs for Well-being, which are expected to attract both domestic and foreign investment.</span></p>
<p><span>Some centers will be located in Seybaplaya in Campeche, Juárez in Chihuahua, the capital of Durango, Nezahualcóyotl in the State of Mexico, Celaya in Guanajuato, and Tula in Hidalgo.</span></p>

<p>The federal government added Yucatán to its <strong><a href="https://www.gob.mx/ciit/articulos/polos-de-desarrollo-para-el-bienestar-podebis?idiom=es">Development Poles for Well-being (Podebis)</a></strong><strong> program of the<a href="https://www.gob.mx/ciit"> Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT)</a></strong> , with the aim of <strong>attracting investment and enhancing the productive capacities</strong> of said region, boosting its economic competitiveness, the development and well-being of its inhabitants.</p>
<p>Therefore, <strong>it launched the Progreso I and Mérida I hubs,</strong> areas in which tax benefits and administrative facilities will be granted to taxpayers who carry out productive economic activities there.</p>
<p>According to the decree published in the <a href="https://dof.gob.mx/#gsc.tab=0">Official Gazette of the Federation (DOF)</a> , the activities that will be carried out at these sites will be:</p>
<ul>
<li>Electrical and electronic.</li>
<li>Semiconductors.</li>
<li>Automotive (electromobility).</li>
<li>Auto parts and transportation equipment.</li>
<li>Medical devices.</li>
<li>Pharmacist.</li>
<li>Agroindustry.</li>
<li>Electrical energy generation and distribution equipment (clean energy).</li>
<li>Machinery and equipment.</li>
<li> Technology of the information and communication.</li>
<li>Metals and petrochemistry.</li>
</ul>
<p>While the <strong>fiscal incentives</strong> for companies that establish themselves in these poles will be the same as those revealed in the first announcement of Development Poles, such as the total exemption from the Income Tax (ISR) during the first three years, as well as the Value Added Tax (VAT) in the first four years.</p>
<p>In addition to <strong>accelerated depreciation during the first six years</strong> , that is, a scheme that allows entrepreneurs to recover the original investment of fixed and deferred assets, via tax, through a higher percentage in the first years after the acquisition.</p>
<blockquote><p>“To maintain the tax benefits, taxpayers must present, to the Ministry of Finance and Public Credit, progress in the investment project issued by the competent authority of Yucatán, and comply with the minimum employment levels,” he specified.</p></blockquote>
<p>The <a href="https://www.yucatan.gob.mx/">government of Yucatán</a> reported that <strong>state benefits range from the schedular tax on obtaining income</strong> from business activities, the first four years at 100% and subsequent years at 50%, tax on expenditures for remuneration for personal work, updating and its accessories, the first four years at 100% and the following at 50 percent.</p>
<p>Likewise, the <strong>additional tax for the execution of material works and 100% social assistance</strong> , fees for the services of the Public Registry of Property and Commerce, Directorate of the Cadastre, Secretariat of Sustainable Development, Secretariat of Health and State Coordination of Civil Protection , all 100%, which will be applicable for six years with the possibility of being extended for up to eight more years.</p>

<p>The Progreso I Pole <strong>is located at kilometer 24.5 of the Mérida-Progreso highway</strong> , in the municipality of Progreso, owned by the government of Yucatán with 223 hectares, who will also donate 110 hectares to the <a href="https://www.gob.mx/sedena/">Secretariat of National Defense (Sedena)</a> for <strong>development. of a multimodal park of the Mayan Train</strong> .</p>
<p>As for <strong>Mérida 1, it is located next to the Yucatán Scientific and Technological Park,</strong> in the municipality of Mérida, with an area of ​​60 hectares.</p>
